What This Bill Would Do

Beginning July 1, 2027, and January 1, 2028, owners and managers of buildings with public-accessible indoor restrooms must install, maintain, and sign safe baby diaper changing stations on each floor. The requirement includes specific placements for gender-specific and non-gendered restrooms, along with gender-neutral s and entrance signage directing visitors to the facilities.

Why it matters

Building owners and managers face new installation, cleaning, repair, and signage costs, while parents and caregivers gain guaranteed access to sanitary diaper-changing facilities across public spaces.
