CONSENT CALENDAR - STUDENT LEARNING & ACHIEVEMENT Type Discussion, Information, Presentation Background The California Department of Education (CDE) recently released 2022–23 Teaching Assignment Monitoring Outcomes (TAMO) data on DataQuest. The CDE will report 2022–23 TAMO data for each district on the 2024 California School Dashboard as part of the Priority 1 Local Indicator. The 2022-23 TAMO data is being provided now, as it was unavailable at the time that the Local Indicator Self-Reflection Tool was presented to the board on June 26, 2024, and districts are required to publicly present TAMO data when it is released by the CDE. California Education Code Section 44258.9 requires the California Commission on Teacher Credentialing (CTC) and the CDE to enter into a data-sharing agreement to facilitate the annual monitoring of teacher assignments. As part of this data-sharing agreement, the CDE is required to provide the CTC with certificated staff assignment data that are submitted to the CDE by districts through the annual California Longitudinal Pupil Achievement Data System (CALPADS) Fall 2 data submission. The CALPADS Fall 2 staff assignment and course data are necessary for the CTC to conduct the annual assignment monitoring process in the California Statewide Assignment Accountability System (CalSAAS). In return, the CTC is required to provide the CDE with annual teacher credential and assignment monitoring outcome data consistent with the California Consolidated State Plan approved by the State Board of Education (SBE) to comply with the federal Every Student Succeeds Act (ESSA). The execution of the data-sharing agreement between the CDE and the CTC and the development of CalSAAS allows California, for the first time, to meet the federal reporting requirements established by ESSA. The CDE assignment data and the CTC assignment monitoring outcome data provide the basis for the DataQuest Teaching Assignment Monitoring (AMO) by Full-Time Equivalency (FTE) report to meet the requirements established under California’s ESSA Consolidated State Plan. Background At the July 31, 2024 Board Meeting Special Education requested authorization to enter into agreements with Non-Public Schools (NPS) and Non-Public Agencies (NPA). We also stated that we would return to the Board to request authorization for increases in prior contracts or for new contracts if the need for service support providers increases and/or additional Non-Public School placements are agreed upon through the IEP (Individualized Education Program) process. Current Status We currently have 1 student who will be placed in a Non-Public School setting. FUSD currently needs to contract out for additional services through Non-Public Agencies/Consultants despite efforts to employ district staff. At this time, Special Education is requesting an authorization to enter into an agreement with NPS/NPA listed on the attached reports. Funding was previously approved at the June 26, 2024 Board Meeting. As a point of reference and perspective, the chart below shows the estimated totals in the Spring. With these contracts coming to the Board, we anticipate that we will not exceed the 2024/2025 NPS/NPA projected costs. For NPA/NPSs this year, the following budgeting information is provided. Adopted Budget Estimated Revised Budget / Fall 2024 Requested 8/28/2024 Encumbrances Expenditures Balance $15,883,253.00 $14,598,232.00 $212,503.00 $40,450.00 -$32,810.00 $999,258.00 Policy Implications The proposed action is consistent with Board Policy 6170. CONSENT CALENDAR - FINANCE/FACILITIES Type Information Public Content Background In compliance with Government Code Section 53646, the Fremont Unified School District presents the investment report to the Board of Education on a quarterly basis. The Government Code 53646 (b)(1) cites: The treasurer or chief fiscal officer may render a quarterly report to the chief executive officer, the internal auditor, and the legislative body of the local agency. The quarterly report shall be so submitted within 30 days following the end of the quarter covered by the report. This report shall include the type of investment, issuer, date of maturity, par and dollar amount invested on all securities, investments and moneys held by the local agency, and shall additionally include a description of any of the local agency's funds, investments, or programs, that are under the management of contracted parties, including lending programs. With respect to all securities held by the local agency, and under management of any outside party that is not also a local agency or the State of California Local Agency Investment Fund, the report shall also include a current market value as of the date of the report, and shall include the source of this same valuation. Education Code Sections 41001 and 41002 generally provide that all money received by or apportioned to a school district shall be paid into the county treasury “to be placed to the credit of the proper fund of the district." School districts in Alameda County deposit all of their funds to the Alameda County Treasury. The County Treasurer makes investment decisions for the school districts, which is a common practice statewide. School district funds on deposit with the county treasury, along with funds deposited by other agencies, are placed in a County “investment pool”, called Pooled Money Investment Account (PMIA) and profits and losses realized from these invested funds are shared among the pool participants in proportion to the amount invested. Current Status The attached exhibits show the quarterly report of investments by PMIA. The table below shows Fremont Unified School District's share of these investment pools: Instrument FUSD Investment Market Value as of July 23, 2024 Average Maturity of the Portfolio (days) Annualized Rate of Return Pooled Money Investment Account (PMIA) - EXHIBIT A-1, A-2, A-3 $ 382,663,822.59 735 3.307% The annualized rate of return represents the average earnings (annualized) of the Fremont Unified School District cash in the pool. The amount generated from the pool has been accounted for in the District's budget under local revenue (Interest Income) for each fund.
