Kody Glazer with Florida Housing Presentation Feedback Chair Cliatt, Councilwoman Moore and Mr. Enriquez all commented that Mr. Glazer gave a very good presentation with valuable information. Approved by AHAC April 18, 2024

Ms. Skelding confirmed that the last session contributed to the 3-hour requirement for training, and that Mr. Glazer wants to do a follow-up presentation addressing topics the committee identifies. Councilwoman Moore suggested follow-up topics from Mr. Glazer including assistance with the mission statement and provide council guidance for procedures, i.e. criteria on surplus land for affordable housing. Ms. Skelding updated that the Attorney Rudacille has no issue with the committee reviewing applications prior to City Council review. Surplus application ad is out for approval and will run for two consecutive weeks. Chair Cliatt asked members to review the presentation to better identify suggestions for topics Mr. Glazer can address on his follow-up presentation. Chair Cliatt requested input be submitted to Ms. Skelding no later than Thursday 3/28/24. Ms. Skelding will request he return for the next AHAC meeting (4/18/24) or as soon as possible. b. Reach out to Tampa AHAC Chair Cliatt reviewed the regional affordable housing peers in Tampa, Hillsborough, Manatee, Sarasota, Tallahassee, Brevard, etc. Tampa offers possibly the best reference Kody had and indicated it would be a great partner to collaborate with. Chair Cliatt would like the AHAC to either attend the Tampa AHAC meeting or have their chairperson attend our next meeting. From Mayor Brown’s attendance last meeting, she indicated he fully supported this kind of collaboration. Ms. Skelding will follow up to determine when their next meeting is and extend the invite to their chairperson. Chair Cliatt would also like to invite Leroy Moore, VP of Tampa Bay Housing Authority to present to the committee. c. Surplus Land Follow Up Chair Cliatt asked if the committee had reviewed the application for Surplus Land, including 5 parcels. She requested hard copies be distributed to the committee. It was confirmed by Attorney Rudacille that the committee can review the applications prior to the City Council. City Clerk Melton forwarded a question to Corey Fortin, Policy, Planning, Procedures & Real Estate Administrator, to verify that she confirm the timing of the committee review of applications. Ms. Fortin confirmed that the applications will be shared with the committee once all applications are received and the application period has closed. None can be opened prior to the closure of application period.

Sunshine Laws dictate that committee members may review the applications but may not discuss amongst each other outside of the scheduled AHAC meetings. Committee members were reminded that they need to attend/virtual attend via link regarding the Sunshine Laws as required by City Council. They all need to use their city email address as well for communications. City Clerk Melton indicated at the conclusion of committee business, she would implement swearing the members in and obtaining their signatures. d. Need to recruit 2 new AHAC members The committee needs two more members. Councilwoman Moore has reached out to two candidates; developer Carl Callahan, former City Administrator, who has expressed interest in participating. Additionally she is considering asking Marshall Gobuty, currently working on The Met. She has not identified any candidates in the lending category. Chair Cliatt shared that the committee should keep looking for additional candidates. Ms. Miller indicated she has a mortgage license that would qualify her for the lending category. Committee members agreed that will work and will pursue other candidates in the real estate category. V. Open Discussion Mr. Enriquez asked about committee participation in the annual Affordable Housing conference in Orlando in August. As this is not in the HCD budget, Councilwoman Moore indicated there was a liaison that she could follow up for more information on grant funding for attendees. Michael Chaney of the Florida Housing Coalition indicated closer to the event he might entertain a proposal to waive conference fees. This would not cover hotel and per diem. Councilwoman Moore asked if the 2025 budget could include funds for participation as it is currently in development right now. She asked if this is something Ms. Taylor could consider allocating funding for two members to attend. Ms. Skelding indicated the estimated cost is $1200-2000 total for two members to attend.

Chair Cliatt asked for regular applicant status updates at each meeting. Ms. Skelding summarized that applications are received on a rolling basis which puts them all at different stages at any given time. Programs include foreclosure prevention, down payment assistance in cooperation with Manatee County, Housing Rehabilitation Assistance, Disasters and Emergency Repairs. The process includes collecting property information and financial statements, developing work write-ups, obtaining bids from contractors, creating agreements with homeowners & contractors, executing the work, etc. There is no deadline, but currently there are 3-4 that are at the walkthrough schedule. Ms. Skelding proposed an applicant status report. Chair Cliatt wants to have a report of who the applicants are, the SHIP budget and the awards. The LHAP includes the budget and maximum allocations. VI. Set Next Meeting Date – April 18, 2024. VII. Adjourn Meeting was adjourned at 9:39 a.m. Councilwoman Moore moved, Mr. Enriquez 2nd. NOTE: This is not a verbatim record.
