City Council Staff Report DATE: APRIL 7, 2026 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: OPERATIONS DEPARTMENT FINANCE DIVISION DISTRICT: ALL SUBJECT: RECEIVE AND FILE THE MONTHLY INVESTMENT ACTIVITY REPORTS FOR FEBRUARY 2026 RECOMMENDATION Staff recommend that the City Council: 1. Receive and file the February 2026 monthly investment activity reports for the City of Palmdale and Successor Agency. BACKGROUND In accordance with Section 16 of the City and Successor Agency Investment Policy, the City Treasurer is required to prepare and present monthly and quarterly investment reports to the City Manager/Executive Director and the City Council/Board of Directors. These reports include detailed information on each investment, including the investment type, issuer name, purchase date, maturity date, amount invested, and interest rate. Reporting covers all pooled investments of the City and Successor Agency, as well as Certificates of Participation, Revenue Bonds, Tax Allocation Bonds, Assessment Districts, and Community Facilities District accounts managed by external fiscal agents. The monthly investment reports provide an overview of the City and Successor Agency’s investment activity and portfolio performance. They summarize total assets, portfolio allocations, average maturities, yields, and book values. The interest rates presented reflect the most current rates available as of the report date. Market values for pooled City and Successor Agency investments are based on closing prices as of the report date. Pricing information is obtained from reputable sources, including the Wall Street Journal, Bloomberg Financial Markets, Capital Market Finance publications, and other reliable market data providers.

Report to Mayor and City Council Re: Monthly Investment Reports February 2026 April 7, 2026 Page 2 DISCUSSION Compliance with Investment Policy As of February, the City’s total investment portfolio was valued at $310,283,163, reflecting a decrease of $324,631 from the prior month and a decrease of $9,380,488 compared to the same period last year. The month-over-month decrease is attributable to maturities that have not been reinvested yet. The Successor Agency’s portfolio had a par value of $15,531,671 as of February, representing a decrease of $1,743,608 from the previous month. The decrease is due to the debt service payments made during the month. All investments are in full compliance with Section 8 of the City’s Investment Policy. The portfolios consist of a diversified mix of authorized investment instruments, including Certificates of Deposit, Corporate Notes, U.S. Treasury Securities, and Government Agency Securities, each maintained within established portfolio percentage limits. The Finance Division serves as custodian of the City and Successor Agency investment portfolios and adheres to the three primary objectives outlined in the Investment Policy:  Safeguard principal by investing in financial instruments that mitigate the risk of market-related losses;  Maintain sufficient liquidity to meet anticipated cash flow needs; and  Achieve a competitive market rate of return consistent with policy constraints. Liquidity Maintaining adequate liquidity to support operational requirements remains a key priority of the Finance Division. To support this objective, the City and Successor Agency invest in two pooled funds: the Local Agency Investment Fund (LAIF) and the California Asset Management Program (CAMP). These funds are designed to support daily operational needs and provide flexibility during periods of economic uncertainty. Their high liquidity ensures that both entities can meet ongoing cash flow demands. At the end of February, the City’s LAIF balance totaled $116,929,296, no changes from the prior month. The Successor Agency’s LAIF balance was $4,027,756, reflecting no changes from the prior month. The City’s CAMP balance at the end of February was $54,427,027, compared to $54,267,675 in January. The increase is due to interest earned during the month.

Report to Mayor and City Council Re: Monthly Investment Reports February 2026 April 7, 2026 Page 3 The interest rates presented reflect the most current rates available as of the date of this report. As of February 28, 2026, LAIF and CAMP were earning 3.871 percent and 3.83 percent, respectively. At the end of January, the rates were 3.931 percent for LAIF and 3.85 percent for CAMP. One year ago, LAIF and CAMP rates were 4.333 percent and 4.51 percent, respectively. The chart above shows the LAIF and CAMP average monthly yields from May 2025 through February 2026. The difference between the two funds’ performance is primarily due to their varying pool characteristics. CAMP’s portfolio composition is more prone to market volatility, resulting in performance variations. Diversity The Finance Division seeks to maintain a well-diversified investment portfolio in order to minimize exposure to risks associated with any single security type or financial institution. The City and Successor Agency portfolios remain appropriately diversified in accordance with the Investment Policy. The accompanying monthly reports detail all investments held by both entities, including current book values as of February 28, 2026. Based on current projections, both the City and the Successor Agency have sufficient funds to meet anticipated expenditure requirements over the next six months. The Finance Division will continue to closely monitor economic conditions and assess their potential impact on interest rates and overall portfolio performance. 4.27% 4.27% 4.26% 4.25% 4.21% 4.15% 4.10% 4.03% 3.93% 3.87% 4.42% 4.40% 4.41% 4.40% 4.36% 4.26% 4.10% 3.95% 3.85% 3.83% 3.50% 3.60% 3.70% 3.80% 3.90% 4.00% 4.10% 4.20% 4.30% 4.40% 4.50% May Q4 Jun July Aug Q1 Sep Oct Nov Q2 Dec Jan Feb Pooled Investments Monthly Yields LAIF CAMP
