1 MINUTES City of Holmes Beach City Commission Special Meeting December 20, 2024, 5:00 p.m. Patricia A. Geyer Commission Chambers 5801 Marina Drive, Holmes Beach FL 34217 Present: Chair Diggins, Commissioner Soustek, Commissioner Whitmore, Commissioner Schaefer Absent: Commissioner Morton Staff Present: Mayor Titsworth, Deputy City Clerk Lowe, Lt. Hall _____________________________________________________________________ 1. Call to Order; Pledge of Allegiance; Moment of Silence Chair Diggins called the meeting to order at 5:01 p.m. 2. Roll Call 3. Comments by the Public None. 4. Mayor's Report Mayor Titsworth noted the City held a meet Santa and toy giveaway event prior to the Special Budget Hearing. She noted there was a good turn out and thanked staff for putting on the event. 5. Announcement of Millage Rate Chair Diggins noted the proposed millage rate remains 1.99 mills. 6. New Business 6.a Public Hearing - Second Reading - Ordinance 24-11 Chair Diggins read the Ordinance title and opened the Public Hearing. There were no comments, so Chair Diggins closed the Public Hearing. Mayor Titsworth stated the reason for this meeting was to correct an advertising error. Moved by Commissioner Schaefer Seconded by Commissioner Soustek Ordinance 24-11 was approved for Second Reading and Adoption. Motion Approved 6.b Public Hearing - Second Reading - Ordinance 24-12

2 Chair Diggins read the Ordinance title and Budget 10/01/2024 - 09/30/2025 Total Revenue Budget and Total Expenditure Budget. Chair Diggins opened the Public Hearing. There were no comments, so Chair Diggins closed the Public Hearing. Moved by Commissioner Whitmore Seconded by Commissioner Soustek Ordinance 24-12 was approved for Second Reading and Adoption. Motion Approved 7.
