Support Services (Consent) Subject 12.3 Easement Agreement (Long Lake Ranch Trail) Meeting Jul 9, 2024 - School Board Meeting (9:30 AM) Type Action (Consent) Recommended Action Motion to approve Easement Agreement for Long Lake Ranch Trail The new Skybrooke K-8 is being constructed in the Cypress Ranch community. The neighboring community to the east is Long Lake Ranch. When the school district purchased the property for Skybrooke K-8 in 2013 and Long Lake Ranch was being approved with the county, staff negotiated a condition in the conditions of approval for the Long Lake Ranch MPUD. This condition required the Long Lake Ranch developer to construct a multi-purpose trail from Sunlake Boulevard to the western edge of their property boundary. The hope was that the trail could be eventually connected to the K-8 property in the future. The developer has constructed their required portion of the multi-purpose trail and to fulfill their MPUD condition requirements requests execution of the attached easement. Unfortunately, there are multiple property owners between the edge of the Long Lake trail and the Skybrooke K-8 property and so it is not feasible at this time to complete the trail connection. The easement covers the constructed portion of the trail. The cell tower was completed in 2023 and currently receives $1,530 per month in revenue. Vertical Bridge Development, LLC, is looking to acquire Vertex’s interest in this lease and as such is seeking approval of the Estoppel Certificate. The terms of our lease do not change. Support Services (Consent) Subject 12.5 Surplus Property for Booster Pump Station (Handcart Road Property) Meeting Jul 9, 2024 - School Board Meeting (9:30 AM) Type Action (Consent) Recommended Action Motion to declare the 0.84 acre parcel on Handcart Road as surplus, approve the Purchase Agreement with Pasco County for purchase of the parcel, and approve the License Agreement for work to be done on the parcel and the immediate vicinity According to Florida Statute 1013.28, a district school board may dispose of any land or real property which the board determines to be unnecessary for educational purposes. In 2022 we were approached by the county and representatives from the development community who were working on running utilities north, along Handcart Road, in the eastern portion of the county. We were asked about the possibility of providing a small parcel of land that was needed for a utility booster pump station along Handcart Road. You will recall that we own a sizable portion of land on Handcart Road for a future school complex in the Villages of Pasadena Hills. The parcel in question is separated from the bulk of our property by a wetland and so there will be no impact to our future school site and there is value provided to the school district as described below. After negotiation, staff agreed to provide the 0.84 acre parcel at no cost to the county in exchange for the following commitments from the county and/or developer: Construct a shared driveway that will provide access to both the existing school district maintenance facility and the future booster pump station Removal of the entire existing spoil pile that is located on the school board parcel on and in the vicinity of the future booster pump station Provide for the appropriate design of the booster pump station to provide for the required flows, pressures and connections for connecting to the future school campus Staff recommends therefore that the parcel be declared surplus and provided to Pasco County for a booster pump station. Support Services (Consent) Subject 12.6 School Impact Fee Study Meeting Jul 9, 2024 - School Board Meeting (9:30 AM) Type Action (Consent) Recommended Action Motion to approve School Impact Fee Study On June 18, 2024, the School Board approved the final School Impact Fee Study in preparation for the school impact fee increase moving forward to the Pasco County Planning Commission and the Board of County Commissioners. Since that time, county staff asked a question about the land component of the impact fee and the potential impact to existing and future land deals where we are purchasing school sites through impact fee credits. Our consultant, Carson Bise, reviewed this question and has updated the School Impact Fee Study to address this concern. This update resulted in a slightly higher total school impact fee however, the recommended fee increases remain unchanged. Additionally, the following meetings have been scheduled regarding the proposed impact fee and recommended structure of impact fee increases: July 25, 2024, Planning Commission and public hearings before the County Commission on August 6, 2024 and August 21, 2024.
