So, it is a privilege to be mass pastor in the city as well this is what God wants us to do more will be done this year as you all lead and ask the lord to show you how to make the right decisions. And you will never go wrong. So, we appreciate the decisions that you all make. They will be for the benefit of all the people in the county. Any how, I thank you again. Number 18 this year. God bless you all. >> congratulations. >> we really appreciate it and we are really blessed to be able to have the rod rodriguez rod's take over the marathon and we have both been in the hospital al lovment and for being here all these years. You have been faithful and all of you as well. >> she has been standing in here for them. Okay. Well, we just bless you and thank you so much for this. >> thank you very much. >>>. >> okay. So, we will start with public comment. Thank you very much. Our first request, most of the names on this list, I recognize and for the folks unaware. You have three minutes to address the board on a general topic or specific topic you May not be able to stay for until later in the day. If you speak on agendad topic this morning, you can't have another bite at the apple later today. We also have at the end of the day, public comment. At the two minute 45 second mark. You will hear a tone that people are confused by that. Of the you have 15 seconds to wrap up your comments. It doesn't mean you need to stop. First request to speak form is Mr. Marty baum. >> good morning, sir. Welcome. >> May name is marty baumf m, I am your indian river keeper. This is not profit that is intieltded to endorse canned tates. They have written a bill. 6700 for the sitting representative. Had has some good paints and weak ones. I believe a discussion open several dialogue is important for something that could affect so many people. You all have in your inbox some of my concerns about hr 6700. Common sense questions I fear warrant further scrutiny and discussion. Thank you for the response to my mail. I appreciated it this morning. This is an election cycle. And taryn is responsible for protecting the integrity of this commission. She takes no prisoners and properly quick to shut this mic down for larceny it must be protected. I am of the opinion that this commission should apply. This integrity concern to this issue today. If you take a vote today. Two weeks before the election. It will not matter how you vote half of this room will forever believe you made a partisan vote. The optics are a loose for you and the entire estate is watch ing. I propose that you make a motion to table the discussion until after the election. Say November 13th so no matter how you vote on this instrument. No one there are be able to accuse you of partisan politics you will have protected the integrity of the come mission. You can invite bowl sugar attorney and give him 10, 15 minutes to support his case. And offer the same opportunity for me to address common sense concerns. not addressed in 6700. I understand picking one's battles. And taught political realities that I now understand much better. Thank you. Here you are. But, the win, the vote is cast will be scrutinized closely. Why expose yourself to the optical perception. That this commission has made an endorsement of not just a bill but also of its sponsor. They will the vote for three weeks. No matter your vote then. After the election, I will personally defend you openly and ago dress civilly for having done the right thing. You support every person who wishs to support 6700. I am suspicious of someone demanding a vote today. Congress is not in session. No need to vote today. No need to peril the commission 's integrity. I ask you to consider a motion to delay the discussion until after the election. Thank you. >> thank you, sir. Our next request to speak form is Mr. >>> hr 6700 or stop harmful ak was in December 4, 2018, 60 day s before an election. And discusses a concern for our health. Due to algae blooms being dis charged into martin county. It requests a healthy priority be considered when lake o bloom s occur. Do not believe there is anyone who doesn't agree with this concern. the question I am asking, why the rush to get the resolution approved. There has been very little discussion by many groups. >>> it is a form of candidate endorsement for Mr. Mast. Another reason you might consider waiting until after the election. Is that some of the main points of the bill have already been resolved. The water resources development act or wrtsdz da is -- wrda is passed and on the President's desk for his signature. >> they provide funding to come up with technology that will eliminate harmful al algae blooms. And wrda addresses and regulation schedule that asks the core of engineers in 2019 to review and have the schedule before the dike improvements are completed and the bill directs the accord to come up with an operational manual. Wrda and provides the approval and giving greater volume of water to the everglades and florida bay. Wrda provides the approval to returning to the winding of the kissimmee river which will slow the water movement from orlando and reduce night try yups empty ing in had our waterways before reaching lake o. >> and florida's plumbing. >> wrda also recognizes the right of native indian tribes to be provided clean water and a seat at the table. Today, many the issues contain ed in hr 600 bill that are a concern have been address ed by congress in wrda and with considerable detail. let us not take hr 6700 and pass a resolution today. That will appear to be more of a candidate endorsement. You will have much more consensus and agreement by all martin county residents to send this message to congress after the election. We will have time to understand the value of wrdaen a the additional support of hr 6700 might bring to wrda addressing our water and health problems. >> thank you very much. >>> thank you, sir. >>. >> our next request to speak form is followed by Miss Laurie prim. >> first sherlock. Good morning. >> good morning. >>> I am something them to reverse the trend towards lack of transparency and reflected in the use of the consent agenda to avoid public discussion and disclosure of how decisions are made in our local government. Many of the items deserve public discussion and I thank you for pulling a lot of them from the darkness into the sunshine. The resolution of support will be discussed and debated. Only because citizens demanded that opportunity. Not because you invited public participation. >> keeping the public from participating does not make for good government. Martin county is special because our residents care and our knowledge -- knowledgeable about issues that face us. One is affordable housing. a difficult problem to involve that you make more difficult by shooting the door in faces of concerned residents who want to help. Hurricane katrina is unique. This is the only one who refuse s to make pet friendly hurricane shelters available for residents who cannot and will not leave their pets behind in a storm. On the consent agenda was a hurricane management plan that makes no provision for pet friendly shelters. Your staff seems to think the humane society's boarding program is a pet friendly shelter. And owners can't shelter with their pets there and has very limited capacity in any event. And it is extremely disturbing that your emergency services staff does not understand what constitutes a pet friendly shelter and today's consent agenda seeks approval of more than 10 and a half million dollars in contract spending without a word to be spoken in public discussion. Taxpayers are tired of being told to sit down and shut up while you spend our money. We are tired of being told to sit down and shut up while you slam the door in the face of residents who want to help solve problems. We are tired of being told to sit down and shut up while you expose those of us who care about our pets to increase risk in had emergencies. Please, commissioners. Of open your eyes to the dis service you are doing by trying to make us keep our mouths shut. Thank you. [Applause]. >>> you oppose opening meetings with prayer. I am here to state opposition of hr six which is a congressional bill, two weeks before a congressional election despite growing with what Mr. B aum and Mr. Lawr rah has said. This is not about the bill and water at all but a larger political agenda. We are told we should keep this nonpolitical. Not allow to wear candidate's and campaign t shirts and buttons like that. Here we are in front of county commission who is supposed to represent all of us. Exceptionally making a partisan , political endorsement with no discussion. With no public notice. How many people are in this room and how many are watching and just not even part of this conversation. If that is not what this is, then it should be tabled until after the election. What is the rush? What is the rush on a bell that is thrown together 60 days before the election when the person writing the bill has been in congress for two years already. If it is that. Shame on you for being with Mr. Mast antics. You are supporting the stated political agenda of his party to deregulate environmental protection for profit. That is what this is about. >>> I want to thank you for listening to me. I asked the board to consider round up use in martin county. And the board appointed staff to review information that we were presenting. They are integrating a pest management program and willing to work with us again. That is niece. >> in my November presentation. I mentioned a polymer that could reduce round up with the same effect and no runoff and no effect from rain. Which is one of the problems when we do apply toxic cub assistances. Last thursday, I invited the po lymer company to come to the meeting. They did present. >>> you are receiving that and what is really nice. This polymer doesn't have drift s. It is not going to go where it should go. It will go where it shouldn't go. We have had trouble. I invited someone from boca to come up and did two and a half years working with alternatives she said some of the best. They are not applying them correctly. They are on wet, wet. Weeds and they don't work. The product and it is really how it is being applied. >> talked about the steam weed machine which is the best approach to doing weeds and there is one minute clip on the end of the video to show about that. And so, we look forward to continue working with the staff to solve the toxic problems. >> you are next followed by. >> good morning, commissioners. >> one moment. >> followed by kimberly streebe r. >> thank you. >> you can continue continually put identify item on the consent agenda that don't belong there. As a citizen isn't taxpayer, I want to know what you are vot ing on and how you are spending my hard earned money. You have said in the past, you do this to make the meetings shorter and less cumbersome. I don't want you sitting there yank and tired until 7:00 either. Why don't you just schedule yourself a few more meetings during the year. You used to have a lot more meetings when I first moved here. You know, obviously you knew that. And you did the wrong thing. You took a lot of the things off the consent agenda. Thank you. >> today, you want to pass a resolution approving house bill 6700. Two weeks before the congress man before the congress man runs for election and when congress is not in session. How many of you up on the dais have read the bill. I have and I have attended numerous coalition meetings to learn more about it. As you yourselves insisted, when we came to ask about the glee fos sait. This -- glyphosate. Situation. we need to hear from the isn't tises. You postponed and had a long discussion and will be doing more in the future on guy fos seat -- glyphosate. And if you can convince this citizen standing here before you that you are not playing politics, you really can't. I am too old. Experienced, and wise. I don't get fooled. It is a real shame. Because we all, you and me and the people in the back of the room, all really care about our health, our safety and our clean water and air. It is just that I can't shake the feeling that the timing of hr 6700 was a political ploy as was today's resolution hidden in the consent agenda. >> dm three weeks, if we have the same congressman. We can sit with him and make the bill better. If we have a new congresswoman. We can sit with her and help her to write a really good one. In closing, I want you to do me a big favor. Go to the dictionary and look up the word transparency. You just don't get it in relation to the consent agenda. Thank you. >> thank you, ma'am. >>> [Applause]. Good morning, ma'am. Good morning, commissioners. Thank you for the opportunity to speak today. >> and florida native. Because anyone in this town. Claims to want to fix our water issues would not support the stop harmful discharges act is almost beyond me. for the first time in my life. We have a representative in D.C. , see a certain party, the commission should not support the solution until after the election. >> in the name of political favor tism. It is so purely political, the hypocrisy is A.M. Newsing. It -- amusing. It doesn't take a rocket science scientist to figure out what they are trying to do. I am not demanding a vote today but I strongly encourage both commissions, the city ant county to stop the harmful dis charges act. Stop toxic in our town. >> the next request to speak form is Mr. Tom piep followed by jackie thorolippish. >> good morning, sir. >> welcome. >>> must name is tom piep. I have been a resident for over 45 years. This is another redevelopment project recently completed in the jensen beach area. Once again it shows total dis regard for the taxpayer's money and just weations money on things that are dangerous and already busy road. Putting these little islands in the middle of indian river drive with speed bumps. Which do nothing to slow traffic down. It makes somebody feel good and make somebody think they might be doing something and does nothing to slow traffic. Anyone who is interested in the traffic speeds can sit there any morning. Specifically between seven and nine and cars and trucks, bounce over the speed bumps and er regard to any consequence s. These little medians do nothing they had absolutely no practical purpose whatsoever. >> this is just the move to continually move forward with the beautification of martin county. Turning martin county into a gated community. Wasting tax dollars over and over. That's why we the taxpayers oppose tax increases and including the back door tax that we tried to do with the fire assessment tax. >>> this is the new roadway in jensen beach and florida is the worse state over the past 10 year period with over 59% high er than the second next state and guests per 100,000. >> 59% worse over a 10 year period. This is an example of why. Of the florida has that dubious distinction of the worse state in the country for multiple years and death rate of bicycl ists. Total disregard for human life just to make everything look pretty. Thank you for your time. >>. >>> good morning. Greetings. It is nice to be back here today. >> I am here just to saying positive about the revision commission of which I served on for 2018 with two other members of our martin county community. Miss Jerry and carolyn timmon and I have been waiting to come because the particular item that I worked, that he sponsor ed to bring to the ballot. Which was no oil and gas drill ing which was combined with no vaping and in public work places. Has been before the supreme court and many people weren't aware of this. This is not a chance they would get on the ballot. All of the amendments were before the supreme court. Three of them were held out and just on October 17th. They allowed nine, seven and 11 to go through and so, they are all on the ballot and I know, I can't ask you to support anything. But I think we should all be proud that we had three people from this area on the commission and I wish I could have come sooner. But I couldn't. Thank you for your hard work. I know during the election cycle, sometimes it is just really hard. So just keep on keeping on and let's make it to the finish line with the ballot. Thank you. >> I brought a copy for your records of everything that has been approved. >> perfect. Thank you so much. >> if anyone else would like to address us on this topic, do so now. >> or we will close out the public comment portion which we just did. We will come back for commissioner comments. We will start with you, commissioner smith. >> commissioner fielding. >> we have to be cautious about political selection both ways. And canned dudley -- candidly both ways and there were useful observations made. And we will take opportunity to explore the areas. Isn't tusk areas of question. Thank you, sir. >> thank you very much, commissioner jenkins. >> I am good. >> thank you. >> commissioner heard. >> I want to make some positive comments this morning, too. And since our last meeting. I traveled to kona, hawaii to attend the iron man try algt long --
