Tuesday, July 9, 2024 · County government meeting record

The 30-second read

Recorded outcome

The St. Lucie County Board of County Commissioners approved a modified development plan for the 835-acre Indrio & I-95 project. The updated plan relocates public facilities, adjusts housing unit counts, and reduces the total square footage for commercial and industrial use.

Why it matters

This decision updates the master plan for a major 835-acre development, specifically changing the location of a planned school and fire station, increasing workforce housing units, and removing a previously approved 24-pump gas station.

Commissioner Larry Leet- Spoke with staff, applicant, and staff of Buc-ee's corporation. Commissioner Chris Dzadovsky - Spoke with staff, staff of Buc-ee's corporation, developers, and Kara Wood. Chair Cathy Townsend - Spoke with staff, Kara Wood, and staff of Buc-ee's corporation. Irene Szedlmayer, Planning & Development Services Senior Planner, presented to the Board an overview of the Indrio & I-95 PTV (Planned Towns and Villages modifications to the preliminary development plan. Following the public notice requirements of the St. Lucie County Land Development Code, the hearing was properly noticed in the local newspaper on June 28, 2024, and signs were updated and placed on the property, mailers were sent to 20 property owners within 500 ft. and no responses have been received to date. The 835-acre site is located on the southeast quadrant of I-95 and Indrio Road. In November 2020, the preliminary plan for the property was approved for a new town including a mix of residential uses, commercial uses, targeted industry, and civic uses. Also, it provided a robust compact walkable street network and substantial amounts of open space and countryside. It provided space for a public school and a fire station. The owner of the property has requested to modify the previously approved plan. The new preliminary public plan has been processed with the key changes including a 36-acre closest to the I-95 and Indrio Road interchange will be held for future development, a new 18.3-acre school site, and a new 2.2-acre fire station. The residential development credits from the 36 acres will be transferred to the town that remains. The school site and fire station have been relocated to Johnston Road, away from the planned development, to avoid traffic conflicts. The plan otherwise provides for the same mix of residential, commercial, and civic uses; flowway, open space and countryside, and a walkable internal street network. The planned town has been reduced by 165 dwelling units, and the workforce housing has been increased by 390 units, totaling 563 units. The changes regarding non-residential uses include the allowance of 960,000 sq. ft., a decrease compared to 2020 with the approval of 1,088,000 sq. ft. of commercial, retail, targeted industry, etc. The approved 24-pump gas station from 2020 has been removed from the planned town. Staff requested the Board's consideration to include flexibility in the resolution for alternative school sites in the preliminary plan. Staff recommended the Board approve the revised Indrio & I-95 PTV (Planned Towns and Villages) Preliminary Development Plan with conditions via Resolution 2024-121, authorizing the Chair to sign documents as approved by the County Attorney. Commissioner Dzadovsky commented on the site plan and raised concerns about the future tree canopy, habitat and landscaping in the development, and workforce housing. Staff advised that 16 acres will be established as native uplands on top of plantings and other treatments to support the flowway system. A motion was made to approve staff recommendations, with the amendment that the approval of the preliminary development plan does not preclude the consideration of alternative school sites, and it passed unanimously. RESULT: APPROVE MOVER: Commissioner District 1 Chris Dzadovsky SECONDER: Commissioner District 2 Larry Leet AYES: Cathy Townsend, Linda Bartz, Chris Dzadovsky, Larry Leet, Jamie Fowler
