Engaged and Invested Community BACKGROUND: In 2002, January was established as National Mentoring Month. America is a place where, with hard work and perseverance, you can make it if you try. Sometimes obstacles and challenges along the way can be discouraging but mentorship and support from others have a way of motivating people to persevere even in the toughest of times. The district will observe National Mentoring Month by honoring the parents, families, teachers, coaches, and mentors who pour their time and love into lifting our students’ resolve. Nobody succeeds on his or her own; every young person's strength and resilience is fostered by those who have taught them they can do anything they put their mind to do. The district urges teachers, staff members, and adults in our community to take part in a powerful movement that is changing lives. Consent - Approve Business and Finance Issues Subject 12.01 Request Approval of the Fixed Asset Deletion and Restoration Report Meeting Dec 14, 2021 - Public Hearing & School Board Meeting 4:45 PM Type Action (Consent) Recommended Action Approval of the Fixed Asset Deletion and Restoration Report Goals 5. Efficient Operations BACKGROUND: In accordance with Chapter 274.02, Florida Statutes, each governmental unit is required to maintain an adequate record of its fixtures and other TPP (tangible personal property) of a non-consumable nature, the value of which is $1,000 or more and the normal expected life of which is one year or more. The statutes also require a complete physical inventory annually, a comparison of the results of the physical inventory to the perpetual property records, and follow-up action in tracing and reconciling discrepancies. To further strengthen the importance of maintaining property inventories, the Board adopted the Superintendent Document DID which states: loss, damage, theft, or undue depreciation of Board equipment and property will be investigated based on procedures established by a committee comprised of representatives of the Property Accounting, Risk Management, and Legal Services Departments, which will include how to evaluate whether the cause was based on employee, student, or other party’s negligence. If negligence is determined, the employee, student, or other party will be responsible for the expense to the Board for the replacement or repair of the equipment and property. Decisions of this committee are final. For FY22, the district has a total of 275 TPP inventory accounts. District property auditors will conduct the annual physical inventory for changes in property custodians and reviews of inventory records and procedures, including (complete or a random sample) physical inventory of property at selected work locations. Work locations not audited by the district property auditors will conduct a site-based inventory. The Fixed Assets Deletion and Restoration report is submitted to the Board monthly. This report reflects a listing of property transactions reported by various work locations including surplus inventory. These items will need to be deleted from or restored to inventory. A copy of the complete report is available in the office of Property Accounting. FISCAL IMPACT STATEMENT: School Board Policy DID requires that the Superintendent or her designee ensure corporate assets are not unprotected, inadequately maintained, inappropriately used or unnecessarily risked. Accordingly, the Superintendent or her designee shall not fail to establish and maintain adequate procedures for acquisition and disposal of tangible personal property such that controllable loss at any location does not exceed 1%. Unlocated Items recommended for deletion September 11, 2021 – November 19, 2021, total a net book value of $4,485.58. The item(s) could not be found during the annual physical inventory and the responsible property custodian reviewed the items and every attempt was made to locate them. The FY22 YTD net book value of unlocated items total is $5,930.02. Surplus Items recommended for deletion September 11, 2021 – November 19, 2021, total a net book value of $14,790.62. Positive Climate and Safe Environment 5. Efficient Operations BACKGROUND: Section 1013.37 Florida Statutes provides that the Board may elect to review construction documents using their own professional staff or may contract for plan review services directly with registered engineers and architects. Section 1013.37 Florida Statutes further requires that the School Board or its authorized review agent approve the Phase III Construction Documents prior to commencement of construction. Acceptance of Phase Ill Construction Documents by the Board for the construction of new school facilities or the comprehensive renovation of existing school facilities is based on the written representations by the duly authorized agent or agents of the Board, pursuant to Section 1013.38 Florida Statutes, that the documents are in compliance with the Florida Building Code and the Florida Fire Prevention Code and any laws relating to fire safety, health and sanitation, casualty safety, and requirements for the physically handicapped. While Florida Statutes permit the School Board to delegate this approval authority to an authorized review agent, Section V of School Board Policy FEA requires the School Board approve acceptance of all Phase III Construction Documents prior to entering into agreements for the next relevant phase of construction of new school facilities or comprehensive renovation of existing school facilities. On August 23, 2019, Baker Barrios Architects, Inc. was issued a continuing design professional services work authorization for the Site 204-AE-N-7 CTE/Adult Education Center Project (adjacent to Phillis Wheatley Elementary School). Since then, Baker Barrios Architects, Inc. has completed the Phase III Construction Documents for the project. The Phase III Construction Documents are currently under review by the School Board’s Building Code Compliance Office (BCCO) and Office of the Fire Marshal (OFM) to determine compliance with all the relevant code requirements. Due to time constraints imposed by the timeline for construction of the Project, in the event that the School Board’s BCCO and OFM approval is not granted prior to the December 14, 2021 School Board meeting, staff is requesting a waiver from the requirements of Section V of School Board Policy FEA to delegate approval of the Phase III Construction Documents for the Project to the Superintendent or Chief Operations Officer, which authority shall be contingent upon approval by BCCO and OFM who are authorized review agents in accordance with Sections 1013.37 and 1013.38, Florida Statutes. Following approval by the Superintendent or Chief Operations Officer, the Phase III Construction Documents will appear on the agenda at a subsequent School Board meeting as an informational item. In the event approval is granted prior to the December 14, 2021 School Board meeting, this approval shall be of the Phase III Construction Documents. The total project budget for the Site 204-AE-N-7 CTE/Adult Education Center Project is $1,500,000 (in accordance with the tentative FY 2022 Budget) and the estimated construction start date is December 15, 2021. FISCAL IMPACT STATEMENT: Acceptance of the Phase III Construction Documents will have no fiscal impact. RECOMMENDED RESOLUTION: Approval of the Phase III Construction Documents for the Site 204-AE-N-7 CTE/Adult Education Center Project and the Delegation of Authority to the Superintendent or Chief Operations Officer to Approve the Same, if Necessary, Upon BCCO and OFM Approval SUBMITTED AND PREPARED BY: Rory A.
