Student Success (Increase Student Achievement via Student Centered Instruction) BACKGROUND The State Board of Education adopted state and local indicators to measure school district and individual school site performance in regard to each of the state priorities, as required by law. Performance data on the state and local indicators are publicly reported in the California School Dashboard. State Indicators apply to all Local Education Agencies (LEA), Schools, and student groups and are based on data that is collected consistently across the state (Priorities 4, 5, 6, and 8). Local indicators apply at the LEA and charter school level and are based on data collected at the local level (Priorities 1, 2,3,6,7). Local Indicators Presentation on 6.24.25. Subject 3. 24/25-1486 - Thurgood Marshall High School Dashboard Alternative School Status (DASS) Program (College and Career Department)***APPROVED*** Meeting Jun 24, 2025 - Regular Board Meeting of the Board of Trustees Type Action (Consent) Fiscal Impact No Goals 1. Student Success (Increase Student Achievement via Student Centered Instruction) BACKGROUND The California Department of Education (CDE) established the Dashboard Alternative School Status (DASS) program to ensure that schools serving high-risk student populations are held appropriately accountable under California’s School Dashboard system. DASS is designed for schools that enroll a significant proportion of students with complex educational needs, including continuation schools, county community schools, juvenile court schools, and others defined by Education Code (EC) Section 52052(d). Additionally, schools not explicitly identified in EC but that serve at least 70% high-risk students may apply for DASS status. These include alternative schools of choice and charter schools serving high-need populations such as foster youth, homeless students, pregnant and parenting teens, recovered dropouts, and students with high mobility or significant credit deficiencies. Currently, Thurgood Marshall is not classified as a DASS school. ANALYSIS Thurgood Marshall has consistently served a student body that meets the 70% threshold of high-risk youth, as defined by the CDE. Participating in the DASS program allows the school to be evaluated using accountability metrics tailored to its student population, which more accurately reflects the progress and challenges faced by students who often require flexible and individualized support. To maintain or obtain DASS status for the 2025 Dashboard, the school must submit an application between April 3 and July 10, 2025. The process requires approval from the Local Governing Board, supporting documentation demonstrating eligibility, and a commitment to maintaining the 70% high-risk enrollment threshold annually. The CDE will validate all submitted applications and publicly release the list of DASS-approved schools in Fall 2025. Reapplication is required every three years to retain DASS status. If a school does not reapply or fails to meet the enrollment requirements, its status will be revoked, and it will be held to the same accountability metrics as traditional schools—potentially misrepresenting the context of its student performance. STUDENT ACHIEVEMENT IMPACT Approval and participation in the DASS program support a more equitable evaluation of student performance and growth for our most vulnerable populations. By aligning accountability expectations with the unique educational trajectories of high-risk students, DASS enables schools to focus on meaningful, student-centered interventions. This approach not only acknowledges the barriers students face but encourages continuous improvement efforts that are data-informed and realistically aligned with the school's mission. Ultimately, DASS participation strengthens our ability to support student re-engagement, credit recovery, and long-term educational attainment while ensuring that our accountability structures fairly represent the work and progress occurring at our alternative school sites. Student Success (Increase Student Achievement via Student Centered Instruction) BACKGROUND The submission of the Consolidated Application and Reporting System (CARS) to the California Department of Education is a mandatory requirement for all Local Educational Agencies (LEAs) and charter schools seeking to receive state and federal categorical funding. These funds support supplemental services for eligible students during the 2025–2026 school year. ANALYSIS CARS serves as the official application process through which all school districts, including Compton Unified School District, request state and federal categorical funds. These funds are designated for supplemental services that aim to improve the academic performance of students identified as low-achieving. The application is submitted biannually—once in the spring and again in the winter—of each academic year to the California Department of Education. STUDENT ACHIEVEMENT IMPACT Access to these funds enables schools and LEAs to implement targeted supplemental programs that address the needs of low-income and low-performing students. By supporting interventions in core academic areas, this funding plays a critical role in narrowing achievement gaps and fostering academic success for underserved student populations. Subject 5. 24/25-1515 - Local Control and Accountability Plan (LCAP) Federal Addendum 2025-2026 (Special Projects)***APPROVED*** Meeting Jun 24, 2025 - Regular Board Meeting of the Board of Trustees Type Action (Consent) Fiscal Impact No Budgeted No Goals 1. Student Success (Increase Student Achievement via Student Centered Instruction) BACKGROUND The Local Control and Accountability Plan (LCAP) Federal Addendum is designed to supplement the LCAP and ensure that eligible Local Educational Agencies (LEAs) meet the LEA Plan provisions required under the Every Student Succeeds Act (ESSA). To apply for ESSA funding, LEAs must complete and submit the LCAP Federal Addendum template to the California Department of Education (CDE). LEAs are strongly encouraged to review and align their LCAP Federal Addendum with their annual LCAP, as ESSA funding should be considered part of the broader strategic planning process. ANALYSIS The CDE emphasizes that the LCAP Federal Addendum should help inform and guide the development of the LCAP. Just as ESSA funds are intended to supplement state funds, the Federal Addendum serves as a supplement to the LCAP, rather than a stand-alone document. LEAs are encouraged to integrate ESSA funding into their LCAP planning process to ensure coordinated and strategic use of all available resources. During the review of the LCAP Federal Addendum, CDE staff will assess the LEA’s responses to the ESSA plan provisions. There is no required length for responses; however, LEAs may be asked to provide clarification during the review process if responses are deemed insufficient. The LCAP Federal Addendum offers LEAs the opportunity to document how they will strategically use federal funds to support and improve outcomes for underserved student populations. STUDENT ACHIEVEMENT IMPACT Federal resources obtained through ESSA will be used to provide supplemental services and supports for underserved and at-risk students, as well as for teachers and administrators. These services aim to strengthen instructional quality, close achievement gaps, and improve student performance in key academic areas. FISCAL IMPACT No fiscal impact associated with this Board item. Student Success (Increase Student Achievement via Student Centered Instruction) BACKGROUND The School Site Council (SSC) is responsible for annually developing, reviewing, updating, and approving the School Plan for Student Achievement (SPSA), which outlines strategies and proposed expenditures aimed at improving student academic outcomes. The development of the SPSA must involve the review, certification, and input of relevant school advisory committees. Once approved by the SSC, the plan is submitted to the Board of Trustees for final approval. ANALYSIS Each year, school sites are required to evaluate the effectiveness of the strategies and actions outlined in their SPSA. Based on these evaluations, schools are encouraged to revise and refine their plans to enhance academic achievement for the 2025–2026 school year. SPSAs are submitted to the Board of Trustees for approval, particularly when there are significant changes that may impact the academic outcomes of students participating in programs supported by the Consolidated Application. The goals of each school's SPSA are closely aligned with the district's Local Control and Accountability Plan (LCAP). Furthermore, the actions, services, and associated expenditures detailed in each SPSA reflect alignment with the district’s LCAP, while being tailored to address the specific needs of individual school sites. STUDENT ACHIEVEMENT IMPACT Federal and state funding sources—including Title I and Local Control Funding Formula (LCFF) Supplemental and Concentration Funds—are utilized to provide supplemental services and supports for at-risk and lowest-performing students, as well as for unduplicated student groups (low-income students, English Learners, and Foster Youth). Student Success (Increase Student Achievement via Student Centered Instruction) BACKGROUND The California School-Based Medi-Cal Administrative Activities (SMAA) program reimburses districts for school staff that provide services in support of the state's Medi-Cal program for students. Selected staff providing designated services must complete random moment time surveys (RMTS). The time surveys are to be completed by District participants who are clustered with participants throughout a countywide participant pool. The District's SMAA Coordinator will work with Los Angeles County Office of Education to implement the program by notifying, collecting obtaining, inputting and providing necessary information to complete various reports, etc. required by the County and State. ANALYSIS Students often face barriers and obstacles that hinder their optimum academic performance, unless various services and interventions are provided. The District provides staff and/or services to support students and families through a wide variety of services. In accordance with the Medi-Cal Administrative Activities (SMAA) program, some expenses associated with the services being rendered, are reimbursable. Families and Community as Partners (Increase Stakeholder Engagement and Communication) 3. Accountability (Increase Accountability for Improved Student Learning Achievement and District Performance) 1. Student Success (Increase Student Achievement via Student Centered Instruction) BACKGROUND The Transition Partnership Program (TPP) is designed to provide scholars with disabilities a structured and collaborative approach to vocational training and planning as part of their Transition services. There are currently 104 TPPs operating in California and are administered through cooperative agreements between the California Department of Rehabilitation (DOR) and Local Education Agencies (LEA). Compton Unified School District (CUSD) has a partnership with DOR through the TPP program which has the potential to serve 591 CUSD scholars across the district. ANALYSIS Through DOR, the state will reimburse costs of TPP services, but not in full. The District is required to contribute a portion which is referred to as a "match". The District will certify staff time and support personnel and operational expenses directly related to TPP. Examples of reimbursable resource costs include training, instructional supplies and materials that are allocated to support scholars with disabilities. Through this agreement, the collaborative effort ensures s cholars with an Individualized Education Program (IEP) receive a Free Appropriate Public Education (FAPE) as per Individuals with Disabilities Education Act (IDEA) by meeting Transition goals in scholars' IEPs that prepare scholars to transition successfully into adulthood and independent living. Hence approving the Standard Agreement will allow CUSD scholars with disabilities the opportunity to participate in pre-employment vocational evaluations, employment preparation, and paid work experience. Our TPP program supports scholars in grades 9 -12 with building the skills necessary to successfully transition from high school to adulthood and independent living. STUDENT ACHIEVEMENT IMPACT By closely monitoring the TPP program and partnership with DOR, district staff will be able to ensure scholars' IEPs are in compliance with transition goals. Hence, increasing CUSD scholars with disabilities the opportunity to secure competitive employment and increase independent living skills. FISCAL IMPACT The total sum of $439,716.00 will be incurred over three fiscal years. CUSD will match the annual cost, and DOR will reimburse the District for the number of scholars participating in TPP in the following amounts: FY 25/26 $146,572.00 FY 26/27 $146,572.00 FY 27/28 $146,572.00 Revenue from DOR under the DOR Workability II, Transition Partnership Program 01.0-34100.0-00000-00000-8290-0000000 District match: General Fund 01 ANNUAL COST $146,572.00 to be reimbursed by the Department of Rehabilitation. This platform is intended to serve as a supplemental resource for our music teachers. Students are already learning guitar, bass, and ukulele as part of our music curriculum, and this program is designed to reinforce and enhance that instruction. A pilot run was conducted this past March with Mr. Kim at McKinley Elementary, and he found the platform to be a valuable tool for supporting student learning. The Fender Play platform can be accessed both during class and outside of school hours. It will be fully integrated with our Learning Management System (LMS) through the Fender Play Learning app, which both teachers and students can use. Six teachers have already expressed interest in using this platform in their classrooms when school resumes, recognizing its potential to enrich instruction and provide students with additional opportunities to practice and grow their musical skills independently. Overall, this program aims to strengthen existing music education efforts by enhancing classroom instruction and supporting student learning both in and out of school. ANALYSIS The Fender Play Learning app introduces a modern approach to music education by integrating technology with personalized learning pathways. It offers features like Practice Mode , which includes backing tracks for students to play along with, helping them develop rhythm and timing. Feedback Mode offers real-time feedback and performance scores, enabling both self-assessment and data-driven instruction. These tools can greatly enhance student engagement, as they provide immediate reinforcement and allow for differentiated instruction based on student progress. Furthermore, the platform’s accessibility outside of school hours is a major advantage, as it supports continuous learning and encourages students to take ownership of their musical development. The inclusion of onboarding support for teachers ensures that educators are well-equipped to integrate the platform into their curriculum and maximize its impact. The LMS allows educators to monitor student progress, assign lessons, and provide targeted feedback, creating a more robust and interactive music education experience. STUDENT ACHIEVEMENT IMPACT The integration of the Fender Play platform into the district's music curriculum has the potential to significantly boost student achievement in several ways: Increased Engagement : Interactive features and real-time feedback help sustain student interest and motivation, which are key factors in learning success. Extended Learning Time : Students can practice and learn at their own pace outside of traditional classroom hours, reinforcing concepts and techniques taught during the school day. Personalized Instruction : The platform supports differentiated learning, allowing students to progress through lessons based on their individual skill levels and needs. Skill Development : Regular use of structured practice tools and performance feedback supports the development of technical skills, musicality, and self-discipline. Overall, the Fender Play Foundation’s platform presents a valuable opportunity to enrich music education across the district and foster a lifelong appreciation for music among students.
