DISCUSSION: 2023-2024 EXPECTED SHIP ALLOCATION Affordable Housing Advisory Committee Facilitator Jessica Schooley addressed the Committee and reported that Okeechobee County is expecting $454,280.00 of SHIP funds for Fiscal Year 2023/2024. Ms. Schooley suggested the Committee consider using the additional funds for new constructions. Chairman David Hazellief stated that with rising construction costs, there may be better ways to use the funds. Committee member D.R. Willson stated that Okeechobee does not have a public transportation system. People who rely on affordable housing might also need affordable transportation. It would make sense for any new housing to be built near government services. There are a limited amount of available locations where people would not need transportation support. The Chairman stated that with the influx of new homes designated to be built in Okeechobee, that will lead to more used homes available. He is hopeful that the housing options will improve in the County. However, the Committee is open to any recommendations that the Affordable Housing Advisory Committee Facilitator may present. Mr. Willson asked about tax incentives for homes that are rented out and categorized as Affordable Housing. Ms. Schooley stated that those who qualify for SHIP funds are generally home-owners who should eventually qualify for Homestead Exemption. 1.a.2.a Packet Pg. 8 Attachment: 5.25.23 Meeting Minutes (9929 : Minutes - May 25, 2023 Regular Advisory Committee Meeting)

BACKGROUND As a recipient of State Housing Initiative Partnership funds, Okeechobee County established an Affordable Housing Advisory Committee on May 26, 2022 as required by the Florida Statutes, Sec. 420.9076. The AHAC is responsible for reviewing and evaluating local plans, policies, procedures, land development regulations, the Comprehensive Plan, and other aspects of Okeechobee County housing activities that impact the production of affordable housing.
