“Overlapping” calls: 335 occurrences of overlapping incidents. 121 occurrences were of an emergent nature, fire/EMS etc.

Completed Projects  AFG vehicle exhaust system. Matching funds were covered with existing budget.  Main St yard/drainage improvement in budget  Completed the implementation of First Due Reporting

• Station 55 mold mitigation and renovated kitchen. • Station 55 kitchen roof repair. Completed within current budget. Money allocated for EOC roof if leaks develop. Completed Projects

Delta District Completed projects • New ice machine ordered, eta mid May Delta District funded, $4500 • Locker doors added to 5 remaining units Delta District funded, $2000 • New SCBA fill Station Delta District funded $47,000

Recruitment & Retention • Local agencies are having recruitment challenges. • RVFD had two Firefighter/Paramedics return to the city • We promoted one Engineer/Paramedic and two Captains from within RVFD • We hired one external Engineer and one Firefighter/Paramedic • Recruitment and additional hire in April/May 2025

FY 24/25 Cost Saving The following were part of the $241,157cost saving plan • Do not fill the vacant BC position: $147,432 • Reduce budget line items (Total Savings: $43,725)  Training 50% $8,750 (mandatory training only)  Medical Supply & Services 33% $14,850  Membership & Dues 25% $11,250  Public Education %75 $1,500  Telephone %25 $7,375 • These funds have been requested back and some reallocated as part of the Measure K passing • Would like to begin Battalion Chief Recruitment with 2025/2026 Budget Approval

Addressing Growth and Service Demands: • Staffing as directed in April 2023 Two apparatus staffed  1 Captain and 1 Engineer/Paramedic on E55  1 Engineer and 1 FF paramedic on Engine 56 or Truck 55 Benefits of dual units: 1. Ability to operate efficiently and safer at emergency incidents 2. Ability to maintain current service levels 3. Ability to handle multiple incidents (overlapping) 4. City covered with Paramedic during Mutual Aid 5. Cross staff Truck 55 for major incidents. 6. Safer operations on complex traffic accidents and fires

Our current staffing (4): Engine 55 Engine 56/other Captain + Engineer/Medic Engineer + Firefighter/Medic Constant staffing of four (4), two (2) engines, backfill vacancies with overtime. Considerations: Lack of Chief Officer Response Continued lack of ability to provide OES/State mutual aid If a second station is built: Possible brown out with low staffing Improved response times north of Church Road A Battalion Chief is recommended to be added for Command and Control

Fill the vacant BC, add a second BC and transition this position to a shift (56) hour work week. • The need has been identified for 24-hour coverage at the command level. Labor has placed a priority on Command Coverage. • We don’t have the ability to cover every shift at one time. This is the start of a phased approach to provide the necessary command and control element. • The Fire Chief is not always available after hours for call back. We currently only have one Captain that can act up to BC. Our new captains are several years away from being able to take on this role. • These positions would allow the department to maintain 24/7 command coverage. • The BC positions will: • Cover second or third back-to-back calls; • Fill in for the Fire Chief when unavailable; • Improve our participation in County Fire matters at the operations and training level; • Retrieve members from hospitals and shuttle equipment; • Most importantly, allow the captains and crew to focus on incident stabilization and life safety during emergencies. While command, resource management, and incident stabilization are covered by the BC  Please note, this was not recommended by the Measure K Oversight Committee

Staffing option 1 (Best Practice): Engine 55 Engine 56 or “squad” Captain, Engineer/Medic Battalion Chiefs Engineer and (Shift) Firefighter/Medic Considerations: Additional cost of new BC position Improves scene safety and provides for command and control Third unit available for response on one shift Timeline for an Officer to be added to Engine 56 FY 25/26

Staffing option 2 with five (5): Engine 55 Engine 56 or “squad” Captain (duty officer) Engineer/Medic + Firefighter Engineer + Firefighter/Medic Considerations: Only 1 (one) Captain currently to fill this role, would allow for a phased approach Additional cost of personnel for a second FF, if it’s an EMT there is a cost savings Additional acting pay for the second Engineer Lieutenants position should be created for each engine FY 25/26

Apparatus Needs • Significant need to purchase or refurbish apparatus to replace old existing units • Close to $3 million in new apparatus or $1.5 million in repair/refurbish and a new squad. • Squad unit would reduce the use of E-56. This would potentially extend its service life and reduce maintenance costs. • It will allow time to implement and fund the plan for the engine and truck replacement. When a second station is built, it will be a first out unit for the area North of Church Rd. • A squad is a good unit for the gated communities and future wildland interface in the Brann Ranch development. • The squad does not remove the need for the purchase or refurbishment of E56 and T55. It is an addition to improving service and reduce maintenance.

Critical Continuing Considerations Apparatus costs have risen 6% to 9% depending on brand. Build times have increased to two to four years. • NFPA recommends 15 yr front line plus 5 yrs as a reserve.  Truck 55 (1998), replacement ($1.4M+) or refurbish ($600K).  Engine 56 (2007), replacement ($900K+) or refurbish ($450K).  Potential saving on stock or demo unit(s) purchase. • Station 55 EOC roof refurbish/replacement?? • Location, cost, and timing of Second station.  Modular (>$ 2million) vs design build ($4 million+). • Purchase squad, type 6 ($480k+)

Future Potential Funding • AFG SAFER funding for three (3)additional FF/P positions, one per shift. Grant funds positions for three (3) years. FY 26/27. • JEPA Ambulance subcontract funding, reimbursement funds from Medic ambulance for our ALS service.  If received, recommend these funds be committed to additional personnel. Unknown ETA • EMS compassionate billing. Insurance is billed not the patient. No one sent to collections. Set rate per call; $300. Billed by Medic Ambulance. Either they pay or not. Estimated $100k annually.

Proposed Goals • Complete hiring and promotions to return to full staffing of 14, transition to a shift Battalion Chief • Add a second shift Battalion Chief • Implement an annual physical for OSHA compliance; improved wellness and early detection of firefighter related concerns. • Create a program and outline funding for apparatus replacement • Explore designs for and funding of a second fire station.

Goals cont. • Expand the use of First Due reporting to improve our fire prevention work product, apparatus and equipment maintenance and inventory tracking. • Implement Tablet Command: First step in county-wide resource tracking, digital equipment response and improved command and control capabilities. • Replace high pressure rescue air bags. • Increase attendance at outside training opportunities.

What does our future look like? • Should we be going to all Public assists? Response model adjustments? • As Rio Vista Fire grows, continue Community Facility District (CFD) Public Safety Services Special Tax • Should additional equipment focus on providing medical aid resources, vs. resources designed for vehicle accidents & fires? • What does the potential County Fire consolidation look like? • How does the future of Ambulance Services/EMS impact Rio Vista?

Property/Evidence What we inherited… and what we have done with it. • Property and Evidence Room needs to be inventoried and audited. Has not been done since Solano Sheriff and City of Rio Vista began contracts. • Lots of evidence ready for destruction. • No company in business to destroy

Portable Drug Incinerator • Currently no business open to destroy drugs or narcotics. • PD currently has a large quantity of narcotics in need of destruction. • System burns prescription, unused medication, methamphetamine, cocaine, marijuana, opiates, ecstasy, heroin, paraphernalia, lab materials and sterilizes metal (needles, pipes, etc.) • Would eliminate costs in outside vendor picking up dropped off medications and needles. • Unit is just over $6500 included shipping.

Dedicated: June 2002  3 years old on day of installment  Intended for 5-7 years  Willscot Mobile Mini rated the building as a 25-year service life  Maintenance costs have been rising  Currently infested with termites with an estimated $70K mitigation cost: evacuating evidence room ($40K) and termite tenting ($30K).  After spending $70K on termite mitigation, we would still have an end-of- life modular building
