April 22, 2025 Meeting Minutes Board of Supervisors Page 7 of 10 RESULT: APPROVED [UNANIMOUS] MOVER: Shane Starr, Supervisor District II SECONDER: Casey Cockrell, Supervisor District IV AYES: Coe, Starr, Rhoads, Cockrell, Byrne 8.c. PRESENTATION: Presentation from Bureau of Land Management Realty Specialist, Dan Ryan, regarding a potential land acquisition by the Bureau of Land Management in the Likely area. (Board of Supervisors) Bureau of Land Management (BLM) Realty Specialist, Dan Ryan, provided a presentation on the following: 1) Background on the land acquisition program; 2) County coordination on BLM land acquisitions; 3) Background on the proposed land acquisition in Modoc County of 4,800 acres; 4) Proposed upgrades to the property if acquisition is funded by BLM. Supervisor Coe asked if the seller was willing and inquired about the impacts to grazing for the current land owner. BLM Realty Specialist Ryan reported the land owner is a willing seller and there would be a National Environmental Policy Act (NEPA) on the acquired parcels that would tie to the affected actions, such as grazing. BLM Realty Specialist Ryan reported on past practice of land acquisitions, which include grazing permits, and reported nothing would change for the land owner regarding their permit or grazing actions. BLM Realty Specialist Ryan discussed possible triggers for NEPA. Supervisor Byrne asked how many acres are proposed for acquisition. BLM Realty Specialist Ryan reported close to 4,800 acres. BLM Realty Specialist Ryan reported 300 acres for the infernal caverns portion and 4,400 for the additional acres. Supervisor Byrne asked what the impact on the county would be in lost tax dollars if the land is purchased by the BLM. BLM Realty Specialist Ryan reported he does not have the exact number calculated for this acquisition, but he can calculate how it would change the Payment In Lieu of Taxes (PILT) payment for the county and report back to the Board of Supervisors. Supervisor Byrne stated that PILT has to be reauthorized every two years. Supervisor Byrne reported that the County of Modoc code states the county shall suffer no net tax loss revenue if land is acquired by state or federal agencies. Supervisor Byrne stated she would support a land trade to account for the loss of taxes, but could not support the acquisition alone due to the county's tight budget. Supervisor Coe requested to have the acquisition NEPA also cover the landlocked parcels in Modoc County, which could be disposed of by the BLM. Supervisor Starr provided a recommendation to have a net-zero loss and gain in acreage proposal for
