Consent Calendar Section Type Consent Calendar Action Recommended Action Approve submittal of Form J-13A, Request for Allowance of Attendance Due to Emergency Conditions, to the California Department of Education. BACKGROUND : In a normal school year, the Request for Allowance of Attendance Due to Emergency Conditions, Form J-13A is used to obtain approval of attendance and instructional time credit pursuant to Education Code (EC) sections 41422, 46200, 46391, 46392 and California Code of Regulations (CCR), Title 5, Section 428. Approval of a Form J-13A request from the California Department of Education, combined with other attendance records, serves to document a local educational agency’s (LEA) compliance with instructional time laws and provide authority to maintain a school for less than the required instructional days and minutes without incurring a fiscal penalty to the LEA’s Local Control Funding Formula (LCFF) funding. A major water leak was identified at several locations at Fontana High School which resulted in the school closure. The cause of the leak was related to high water pressure above 150psi and a broken main water valve that compromised several backflows and water lines. Due to the extensive repairs and need to shut the main waterline off to the entire campus, it was decided Fontana High School would have to close on Tuesday February 25, 2025. This was required to ensure student safety and compliance with applicable laws regarding water access on public school facilities. With the Board of Education's approval, the J-13A form will be submitted to the San Bernardino County Superintendent of Schools and subsequently forwarded to the California Department of Education. BACKGROUND : In accordance with Public Contract Code Section 20111, the District is required to request formal bids for purchase of equipment, materials and services that have a cost of $114,800.00 or more. The District is seeking E-Rate funding from the Federal Communications Commission (FCC), through the Schools and Libraries Division of the Universal Service Administrative Company, which provides funding assistance to eligible schools and libraries to procure network equipment and services under the E-Rate Program. As part of the E-Rate application process, the District is required to conduct a competitive bid process, post an FCC Form 470 on the Universal Service Administrative Company (USAC) website and adhere to FCC rules and state and local procurement regulations. Proposals were solicited for a multi-year contract for internet access services for E-Rate funding year 2025-2026 and opened on February 19, 2025, with two (2) companies responding. After review by District personnel, it is being recommended to award RFP No. 24/25-0027R to Crown Castle Inc., dba Crown Castle Fiber LLC, the vendor with the highest cumulative score, based on the evaluation criteria and points identified in the Request for Proposals (RFP) solicitation.
