and welcome everyone to the NOVEMBER eight twenty twenty one meeting of the pasadena city council and we will begin with the roll call and pledge of allegiance because of our hampton must to be here council member kennedy here, council member madison is absent for now. He's going to be arriving late. COUNCILMAN MR. Here COUNCILMAN Reavis here council member williams is absent and will be arriving late. Vice mayor wilson mayor gordo here there's a quorum of the council present. Thank you. If I MAY ask our city attorney michelle honorees to lead us in the pledge of allegiance. Everyone please stand put your right hand over your heart and repeat with me. I pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under GOD ,indivisible with liberty and justice for all. Thank thank you. One brief announcement this coming thursday is veterans day and I'd like to invite everyone to our veterans day ceremony in front of the city hall at ten thirty in the morning there will be a brief flyover around 11:00 A.M. And so if you are in and around the city, please join us in front of city hall, particularly those of you that are veterans. I know that many of our veterans groups have worked hard to make the ceremony happen and it should be anticipated to be a great ceremony. Let's move on to public comments or matters not on the agenda. MR. Clark. Here we have 29 speaker cards for public comment on matters not the agenda to which you want two minutes. Ok, so we will we will call people to speak for two minutes members of the public. Yes. MAY mayor, I just want to you know, just to reiterate the two minutes and hopefully my colleagues agree I think once the two minutes is up to be fair to everyone we have to go on to the next speaker. Good point, MR. Hampton. And will, we're asking everyone to stick their two minutes so the council can continue its business and so we can be fair to everyone. A member of the public saw only addressed the body from on on during public comment members of the public shouting comments to the body as a whole and not to staff individual members of the body or the public. No person shall be permitted to interrupt members of the body staff presentations or members of the public any person making personal, impertinent or slanderous remarks about members of the body staff or the public or who shall become boisterous or threatening or personally abusive of the body staff or members of the public shall be asked by the mayor chair to cease and desist such activity and maybe requests are required to leave the meeting in the event the behavior continues to disrupt the meeting proceedings. So public comment will be limited. Well, are we going to limit it to two minutes? The council MAY not discuss or take any actions on issues not on the agenda except that matters of the city council or staff MAY briefly respond to statements made or questions posed by persons exercising public testimony rights and with that we will go to the first speaker joseph battista. Donna seiders not in the meeting so sarah edgars will follow MR. Battista. MR. Battista, you have two minutes. Go ahead. Thank you, sir. I'm about to say I live in district to good afternoon mayor gordon. Council members I was asked to help support the congressional and over zoning at tonight's meeting. So I just want to offer a couple of thoughts on that. It's my understanding that right now churches can apply to be reasoned on a case to case by case basis and I understand that inmates making housing and community happen as well as other advocates are advocating for a by right I guess overlays on where churches don't have to apply individually. So I've been giving this a little bit of thought and I just have to confess I'm not quite pro development. In fact, if anything anti development at the same time I think in this particular case it makes sense to give churches that right to develop according to a predetermined formula that I suppose can be kind of hashed out, debated, worked. And I saw one presentation by bill burns who's associated msh and it seems reasonable I can't remember the exact details but seemed like he put a lot of thought into it and it was fair. But I think it makes more sense to have it predetermined for a couple of reasons. One is just to save money and time because if we have to do this for each church that wants to do it right now there's at least five churches in pasadena who want to redevelop their land. It seems honestly like a waste of energy to repeat the process unless there are 30 second reasons why certain neighborhoods would have special consideration. But I think that's the main thing is we don't want a special consideration for certain neighborhoods. We want to have all of pasadena in different neighborhoods. Different enclaves have similar standards or density whatever that formula is. I think that's just fair and it'll help spread lower income population and if I can use that word to different neighborhoods which I think is a good thing thank you. Thank you decider still not in the meetings. Oh, she is great. Donna seida followed by sarah eggers followed by heavenly hues reciter. Go ahead. Thank two minutes. can you hear me? Yes, ok, terrific. I am a thirty six year resident pasadena and becoming homeowner in district for twenty four years go. I've participated in leadership pasadena and facilitated numerous things in the neighborhood along with at church so I would I am also here to support rezoning church land to allow affordability. This is something that I would made aware of because I had served at pasadena covenant whereas you know our city's bad weather shelter was hosted for thirty thirty years and some people of course do not know they are no longer that place and so they have had just an escalating series of issues that only highlight the fact that we have many, many people on our streets who do not have a place to live. So during twenty twenty when the church was closed and housed, individuals began to slip past the gates and word spread that cell phones could be charged at the electrical and the church parking lot so regularly several people were camping in the lot overnight taking bucket showers being there was nudity, nudity, fire in a dumpster burglary with stolen property and when a trespasser who was found sleeping he was asked to leave. Basically they they refused and responded violently. Twenty five seconds we really want to support what mkc is doing for building affordability on church property. We have an urgent crisis. please please please pay attention to what is being offered through our churches and they've already chosen developers. They've got plans. They just need the zoning changed. Thank you so much. Thank you. Sarah eggers for by heavenly hues followed by victor hudson massacre's thank you. You have two minutes. Go ahead. Hi my name is sarah eggers and I'm a resident of kostina. I'm a small business owner. I'm a mother of three including a two month old that I'm holding in my arms right now. I drive a minivan, I pay my taxes. I patronize lots of local businesses and utilize the services provided by the city. I'm not sure if you MR. Mayor, would consider me one of the people that you represent after hearing your comments last week during the city council meeting, it's not clear just who you do and do not represent. It seems like you're hoping that by dismissing and disrespecting people who call in demanding accountability for the police killing of a young black father shot in the back and then held down with a knee on back that we will go away and if council will be allowed to continue to have the cozy relationship with the police that essentially gives them free reign to terrorize and until the very residents that they're supposed to be here to protect and serve. so like others who are calling in weekly to meeting, we have other things to do than to wait for hours on a zoome on monday night hoping that the council as the council continues to fail to address this horrific killing in the pattern of harassment, abuse and violence that part of however we will continue to show up. I've never spoken at a city council meeting before but here I am and I'm here because of your comments last week. MR. Mayor, because you need to know that the more you try to push this aside, the more will show up and greater numbers until this council takes action. I yield my time. Thank you. Heavenly hues followed by victor hudson mitsuse, can you hear me? We can you have two minutes go ahead. I'm taking a deep breath just thinking about what mayor victor gordon said to the community last week. Mayor victor ward on city council we demand an apology for the unmoral the the disrespect. Let me just get straight to it for the disrespect the conduct of mayor victor gordon derating dismissing the community in our comments we are looking for standard not by standards. I I'm just as disappointed are we are just as disappointed with the whole of the city council for not pulling the color of mayor victor gordon when he disrespected all but he literally was banging on as I understand mayor victor gordon that you are from the street and I believe that ricky pickens is and mark burton came to teach you all about internet and social media baby that is very dangerous and unproductive to bang on people overseas social media and they are gordo that just what you did you called us out called a coward said that we don't have the guts to speak up 30 seconds. I invite you all to come to peace in the park so you can face me directly and I can tell you directly what the community is experiencing due to the fact and lack of public safety when it comes to police violence and police murdering black men in our streets say his name is anthony mcclaine. Say his name anthony mcquain I invite you again. You don't have to bengel me through social media. You can use your time has expired NOVEMBER 13th at 6pm there mitsuse do you know where I was on saturday? Yes I do remember victor gordo did you bangali anybody there you want to tell the police you want to tell the public where I was on saturday? I don't need to tell the public where you were on saturday because they all heard you the robinson park and I just felt like millersburg to florida. This is your opportunity to apologize to us at robinson park mitsuse where I said I was at robinson park. No, I don't need to apologize. I actually said you were there. Were you able to apologize that day? No. What I did was exactly what i told you I was going to do and I went in engaged with the people at robinson park, a part that you seem to be unable to visit. Oh, I'm sorry. Please make so you get that right. We got the robinson park twice a month feeding the homeless and everyone else that's there and we that's a free service that we give to those in the community. Ok, I'm at robinson park. We as my tribe right around robinson park continuously married MR. Gvdel. I feel like you're being condescending in dismissing again I'm asking you are you going to apologize to no, I'm not going to apologize to you. Thank you. Sorry I didn't hear you. Let me hear that plea. I said I was at robinson park and that's you know I was there and you know why I was there because children in our were being shot and I was there to cheer on the passing of giants as I told you I would be. So you I understand you see the urgency and and we are with you when you talk about the urgency of community violence. But why are you not making it an urgency when it comes to police violence and the murder of anthony mcclain and so many other black men who have been murdered in pasadena? We've been asking I'll see you all. I'll see you on the 13th. We'll see them then. thank thanks very much. Mayor victor bordal victor hudson followed by allen shay felhaber application one of her clarification's I do not believe in district three that children were being shot and I think we just need to point that out. There was a shooting but I don't believe it was children. Thank victor hudson followed by alan shay followed by hiram cormier JR. MR. Hudson, a are you able to meet your do you want to bring in yeah. Can you hear me? Yes we can. You have two minutes. Yes we can go ahead two minutes go ahead. Monday night's city council meeting is the perfect example of the storm on the rolls black abuse, corruption and the passing of police mayor vincent gaulle you flared up your thornleigh to pierce deep into the core of the community of pasadena verbally, repeatedly. MISS Aguado, you are saying things that I think that the disrespect to the community and to colleagues we demand you to humble yourself and apologize to the community of pasadena and to the concerned voices of a neighboring city. My fried rice supports would love to speak with city council about peace positive energy activist confidential elevation and encourage the use of positive community engagement to kids to build a fundamental relationship with the constituents in pasadena and neighbor and said and we demand the apology and I would also like to know what's the latest with anthony maclane and city council? Give us any update. Is there any updates you give us to the community? You have 40 seconds left in your public comment time out people. Apology for victor gordon on my to the city council could give any updates in regards to anthony mcclain. Give that agenda isaac. We're imap thank you. Next speakers ellen shay followed by hiram cormier JR. Followed by anthony minutos star six time MR. Shay there you go. Two minutes audible good evening. Honorable mayor victor gordo and city council members as you well know on our journey of call me every monday it's truly the voice of the community, the things that's really challenging especially as someone who is a product of pasadena from from heart to to every step I take it's truly disappointment, victor, for you not to adhere to it. The community is saying they are informing you that you were disrespectful. You should not allow your pride or your your self-esteem or anything that you have to get in that way. Just understand you have offended the community. It's simple. That's part of the great leadership that you should be demonstrating. I watch you. I support you. I I love our northwest community. I've committed over twelve years of being directly involved with making sure that we build trust, we build accountable. Those things are not being demonstrated by this council member so that that's an eye opener that you have your community giving you guidance in this manner and I really believe you should adhere to it each and every one of you each each of you members, council members especially victor gordo and you really need to bring forth a real plan to reform the corruption that is growing as it relates to the city council members as it relates to the past twenty seconds and how and how it's been handled as it relates to the anthony maclane shooting, it is very clear every piece of evidence from the source itself which is the video demonstrates that and you continue to mitigate it as though it's not a big thing. Use your leadership, MR. Gordo. Use it MR. Say your time is expired but we want to be thank you. Thank you hiram cormier JR. Followed by anthony minutos followed by cat ross. Our two minutes go ahead. You fire the officers who killed anthony mclean plain and simple. We come here every single week and we tell you that fire was to killed that man. It's not right. Like I told you before you say I'm pretty sure some of y'all have kids or you gordo toxicology's. How do you think chose to feel seeing kids killed by cops? What about that part that's a part of the equation that you MISS And the other part is while you go to parks, where are you all before we get killed? We're artists services. Where is the help? You know, it's like what? Ninety three million has been a police or gang of helicopters to put a in handcuffs but ain't no jobs news that money ain't no you know, make the parts better or know that money doesn't go to education it doesn't do she is just put a in handcuffs. It's not so I don't want to hear it and your own you know the sort of real face to the entire world y'all talk about the situation love with and who is and who is not from bassendean. First of all, let's talk about who is from pasadena, the brother sitting up in terminal bay or pelican bay terminal island solid-state prison, the L.A. County jail. Those are your constituents if anybody it will be them and then got no type of resource, ain't got no type of help. Thirty seconds on both sides of the. Where is it at? Where's the help fire the cops are keep asking the client we are dealing with a as we claimed is running out of his shoes and was shot in his back . That's not that's not an opinion. That's a fact. So it don't matter what the I think it no matter what you think these are facts and if fact needs to be corrected because that's you don't deserve to happen and nobody especially not know northwest pasadena where black people live where have you is too scared to show up before something happens to your time has expired. Thank you. Police to anthony minutos for by kat ross followed by michael williams. Hi there. Can you hear me? Yes you can. Two minutes go ahead. Ok, first of all I want to thank city council members who showed up at throop church yesterday for a gathering sponsored by pop council members kennedy, madison and hampton. We really appreciate you for showing interest what we think council member kennedy and anthony porte}o also expressed appreciation for advocates for which I am also grateful to those who speak during public comment speak out because we care deeply about this city just as you do who are sitting around the dais. Most of us are from pasadena but some who speak have been displaced from our city because of soaring housing costs. Some like hamami here is bringing food and other necessities to the homeless population a family in our city it is not appropriate to speak to us dismissively just it's not appropriate for us to speak to you disrespectfully. Having said that, I want to urge you to listen to what the public is telling. The city has done good things with affordable housing but we need more much more as many have told you, we need innovative ideas like rezoning congressional congregational land for affordable housing. Right. The public has made this clear. This needs to happen asap. We need limits on campaign contributions. 77 percent of citizens polled say they want money out of politics. The percentage impact is probably much higher. The public spoken loudly and clearly listen to your constituents and to the excellent arguments presented by common cause and we also need police accountability, real police accountability. Twenty five second savagely beat up christopher salu announced at the end of four years yes to be disciplined those who killed anthony mclean ,kendrick meek, reginald thomas should have been fired. So I want to just say that you really need to listen to the people. We we elect you we pay your salary. You right. We therefore have rights to let you know what we think and everyone is decent, your time has expired. Everyone feels safe from criminals and safe from misconduct by police. Thank you very much. Thank you. Kat ross followed by michael williams by shook after listening to the presentation officer involved shootings I perhaps naively took a face value that the city of pasadena wanted to hold the officers who shot and killed anthony mcclellan accountable just not now perhaps after waiting several years for the D.A. To weigh in to then the killer cop who currently patrols our streets would be removed from the force. It's not swift justice but it would be something it also seemed like there was counsel interest in changing city policy regarding officer involved shootings more swiftly hold officers accountable. But that issue has yet to come to the full council. Why why will you not make any progress on holding killer cops accountable? Then last week after six public comments requesting action on this matter, the council said it was offended that community members were still bringing this issue up offended outrage had not shifted to a different killing in a different time and place. That moment shifted my perspective. I can no longer trust. So the council intends to just do something at some future moment. We need a city public statement about what you think of passing the police, killing residents and we need action to hold killer cops responsible otherwise were left wondering does the city think it's ok for police to assume someone's in a gang and therefore their killing is justified? Do you know we've had a former officer come into our community meetings and tell us they're happy anthony is dead 30 seconds. Is that what you think too? Is it ok to shoot residents in the back as they run away? You act as though you're tired of being asked to hold officers accountable so change the policy. Close administrative reviews of officers within nine months of the incident at almost every council meeting members propose a meeting is adjourned in the memory of some passerby and then died. Well I proposed this meeting is adjourned in the met in the memory of anthony mcclain who was killed unjustly by the past police who have still not been held accountable. Your time has expired or by this council. Thank michael williams followed by jill shook followed by vanessa kail. Go ahead. You have two minutes. So last week with who said that we were not nice people who call in. We're not at the meeting and also they said that the meeting most people there were ok with what's going on in the city regarding what's happening in northwest pasadena including with what's going on with the police. That's not the meeting I went to because I was there and I did hear what people had to say and what I heard was people wanted more resources in northwest pasadena. They were not happy with the way the police were responding to the violence and they all of us agreed, including the police. They said that this was not a policing matter, that we cannot police our way out of this issue, that we needed more resources and more funding to pasadena. Yet you tried to tap dance and move around passing a bill that gives six over six hundred thousand dollars in three years to a device a system like shotspotter instead of giving that money to the community and you say you talk to the community, you say you speak for the community, not us. You say you're the ones that that know best of what the community want. It's a joke a you lied because you lied about folks who call into this meeting not being there and to you lied because no one at that meeting was thrilled with the way you all have been handling anything that's going on in northwest. Twenty five seconds you are sitting you you should apologize you should apologize for lying on us. You should apologize for misrepresenting that meeting. You apologize to the family, mcclain because you basically said that the community doesn't care about mcclain and that they don't care about about his death. Well, that's a lie and you've lied three times now so you should apologize for those lies and correct those lies that you made your time fired. Thank you, jill schook followed by vanessa cale followed by kate macinerney. jill, you have two minutes. Go ahead. Yes, several weeks ago I was listening when a mayor was concerned about sb nine and the possible fallout with corporate investor owned properties and I also have that same concern and it's happening already and many of our pasadena neighborhoods I keep hearing about bidding wars and the majority of those pushing prices up are corporate investors wanting to pay all cash. I think it's time that the city seriously look at some kind of citywide policy to address this . Here's a few examples so first choice for those properties I think should first go to nonprofits and local owners. Another idea is to make sure who owns that property transparent fully another idea that corporate investors tend to be more likely to evict. So a physical sit down with the person they're evicting before happens. This was done during the 2008 meltdown in hawaii where they required banks to sit down with a homeowner before they conducted a foreclosure and it cut foreclosures in half. It's very dramatic. So there's some great ideas that can be explored. I hope your agenda this and again to discuss it I too was at that meeting at robinson park. Thirty seconds and I want to thank COUNCILMAN Kennedy and nevada for having this important meeting. I did not have an opportunity to speak even though I raising my hand but I wanted to send my condolences to the twenty four year old pasadena man who lost his life and second encourage you to consider adopting the parent project the number one gang intervention and prevention program in a country . We had it here before and we were seeing we were seeing kids with gangs. This shook your time has expired. I have a quick question for the speaker. MR. Can you provide to the city clerk or the city manager whatever skeletal outline that you have with the information that you just spoke about, MISS Shook? Because you said that we had this particular program once before and I think you told or gave testimony that it was successful. So I don't think we all know about that program. So it would be helpful if we received that information from you. Thank you. I'd be happy to share that with you. Thank this. If you want to send that to me, I can receive that on behalf the city. Ok from vanessa kail mayor mayor yes. Michika questions about sb nine I did actually request that to come back to a person and that's the reason why the lincoln avenue specific plan was put on the back burner burner for a while. With that being said, we have a time frame when our response we know will be coming back to the city council. Well, we're we're we're looking at it from a subject of a closed session but we're looking at it from a vantage point of litigation potentially joining with other cities. It's a problem. Sb nine is as we some of us predicted is going to displace a lot of families in pasadena and we have to take action. It was supported by developers . We're now seen as bishop points out, the all cash offers we're seeing people looking to develop our neighborhoods in the first neighborhoods that are going to be mined and developed. Our neighborhoods where people of color live in north west pasadena, around villa park, around jackie robinson park and it's cause for concern for all of us. So you can expect to hear more about it in closed session and then ultimately a recommendation to to join like minded cities to challenge sb nine. Thank you, mayor. And then I just have one other question was about our public safety meeting as it relates to how we process disciplinary action. How will that be coming back to the city council of the police department? I'm sorry I should have been more specific. We already bring that matter forward. You know, we brought it to public so we like to say I'm sorry. you're right. You're right. I'm thinking public safety. I I probably at the beginning of the year given our time frame, MR. Hampton, you know I mean there's definitely an urgency there. I going on for an extremely long time. We have the ability to make changes and we should be making those changes so that something like what happened anthemic lane there is accountability action to our police so hopefully that would prevent something like that from happening again. I do agree with the speakers. It has been taking an extremely long time and it does seem as if there is no progress with the case and how we're going to hold people accountable in this city. We have had officer involved shootings and a lot of those officers and I'm sure that they have rectified and done what they need to do after the fact but they have been promoted and that doesn't build trust right when someone is not held accountable for their actions that the citizens are paying millions upon millions upon millions of dollars to correct we correct each and every other issue when the sidewalk is trips on it. I'm going to reiterate because to reiterate this every week we fix it when a kid gets hit by a tree we do our best to rectify that and we and we get those trees out. We had our bears out there but when someone is shot in the back we let this go for years upon years upon years and it's not right. I also just want to bring up the idea of bringing back to public safety the body worn camera policy because I think it's important and I said this when this came to us the first time that those body worn cameras do not turn off unless someone asked for them to be turned off there shouldn't be an option to turn your camera on and off when you want to. That's the purpose of the camera. So I would like to see that come back to us public safety mayor, thank you for indulging all of those to my colleagues for taking too much time. Thank you, MR. Vanessa cale followed by kate macinerney followed by jason r. Nuscale. Hello. Hello passantino city council. My name is vanessa and I live in altadena. I am here to speak about pasadena police violence which sometimes crosses the border into altadena as chris billu found out in twenty seventeen I speak for myself when I say that I find the level of police violence in this country, especially in communities of color and poor folks to be unacceptable. I am asking for the firing of officers involved in the anthony mcclaine case. The agenda I think of the anthony mclean case mandatory disciplinary action for police misconduct and fully transparent officer involved shooting investigation. Thank you. kate macinerney followed by jason are our by jasmine richards abdula hung up so we'll go to jason are followed by jasmine richards gabdulla followed by adriana batista who is not yet checked. Go ahead. Two minutes. Yep, so the article released by JUNE for a few weeks back is just the tip of the iceberg when it comes to the cover up of anthony maclaine's murder. The fact that a crime report was produced, the false claim of assault with a deadly weapon by anthony mclean who was murdered by edwin mcclinton is beyond comprehension. Edwin is listed as the victim in this city council. The mayor the city attorney and this stupid city manager have treated edwin mcclinton as such since he shot anthony mcclain in his back. Right. So what else have you obscured in darkness that will come to light? We have learned that the police used the recanted witness statement to lay the foundation for the pr twist of events surrounding the murder of amphion mclean just released. You are a liar. You've been absolutely quiet since we pulled up on you at your meet and greet milo cafe two months back. You seem content with calling out lsd games but don't seem interested in addressing the murder of andy mclean in a city where you're an elected official you are complicit in the cover up of anthony's murder. never forget that a city council stand up and do something steve marmo you shouldn't get to retire. He should be removed immediately fired. John perez he shouldn't get to retire. He should be removed immediately bya murderer edwin diminuendo and the other pigs who assisted in the murder of anthony you have an opportunity now to get ahead of this before you all go down with the sinking ship and finally you, victor, how much money have you received in the past italian police officers association over the years? How many times have you defended the pasadena police department's murders from kedrick monday to to jerry thomas and now anthony mcclain? Thirty seconds. That's I that's it. I'm done. Kate mcinerney is back. Let her speak then jasmine richards abdula father adriana battista who has not yet checked in this macinerney go ahead. Hi. Thank you. Two minutes you know it's a good idea. Hi my macinerney and I am a lifelong resident of pasadena city council district seven. I'm calling to uplift the demands of community members and black lives matter to to fire the officers who murdered anthony mcclaine. I also want to step back and say that I'm alarmed at the disrespect and condescension towards the public and particularly black community members shown in this meeting, let alone last week's meeting and the blatant refusal to apologize for this behavior which is a bare minimum firing the police who killed anthony mccrane is also the bare minimum that the city must do to affirm that black eyes do matter and that these are not just words or catch phrases and that we show respect and humanity to black community members. Thank you. Jasmine richards abdula for by adriana battista is not checked in followed by ryan bell who has not checked in so we could move to dan sharp. It's abdula. You have two minutes. Go ahead. Hello. Hi. I'm all well I'm calling to just keep I'm far edwin do mclinden, officer serrano, officer verrone, officer duncan and we're still asking for you guys to release all of the footage from officer number two which is everyone in this video footage body cam footage from our from the release of all of the information that you gave to us when we sent out our public request act. There's a lot of minutes missing from his footage from when he initially pulled anthony and lamont over. We would like that footage released michelle bond she lied to everybody when you said that everything was released and it's not I also want to uplift that although I don't agree with how you what you said that they I how you said it to whom you said it to because carolyn she she does a lot of work with black lives matter pasadena. She does a lot of work in our community and she's been helping us twenty seventeen so I don't agree with you saying that's her but I also like to thank you. Hello for our as a house for us and you gave his mother answers and you guys had the police chief mooney call and I appreciate that nobody else has came and said anything to jamal's mother, MISS Lisa. So I want to stop by and say that. So thank you for that 30 seconds the rest of my time. Thank you. Adrianne batiste's called ryan bell has been called. We'll move on to dan sharp. Hello. Can you hear me? Yes, we can go had you have two minutes. Great, thank you. I'm calling tonight to speak about the zoning change for religious properties to allow multifamily development. We know that the city has one or 2000 housing units in the pipeline and 1100 affordable units that have already been built with city money. That's one a wonderful effort but ultimately we still need more in our community. We know this at this point. I understand there's about 10 churches that want to build including one just up the street from me here on northrop's avenue. I want this in my neighborhood to support the people that have needs in my community here I want to emphasize that this should be done by right and not discretionary and because that will allow for the continued racist and classist zoning policies that have plagued passingly in its history. While I have a little bit of additional time, I want to also note that I think it's shameful that the council is considering unlimited campaign donations. I don't think we need more money in politics. Additionally, I oppose the use of shotspotter in our city and since you were able to found six hundred something thousand dollars to engage in something that's punitive, be great if you can find an additional amount of money or redirect that money towards something that we know will provide benefits to the people of northwest and additionally, mayor gordo, your comments from last week are just sad 30 seconds to you and the rest of us. I encourage you and the rest of council to listen to a variety of voices even if they don't live here in our city. Thank you so we have, uh, bellmore quadro is not in the meeting erendira so say sausalito is not the meeting will go to carolyn galani followed by julia followed by lusia pier. Carolyn, go ahead. Two minutes. Hi. I'm here as usual to ask you to fire officer that killed anthony of officer men women sarino ferrone duncan and to agenda is anthony mclain's case. Also release all the footage from the officers involved that night I get two minutes each week to speak to the council. I don't get however long the meeting goes on. I care about a lot of issues I I didn't you know you don't but I pretty much live in pasadena. I mean I MAY have a house over but my children go to school in pasadena. I go to parties and I don't need to justify that I care about a lot of issues but I choose to plead with the city council each week or the city council take action on about regarding the anthemic plane killing. I'm pleading to you to have the same urgent response to the heinous police killings as to community violence and I I hear the community asking each week for you guys to do the same and I hear your passage in community asking you to put the money into preventative programs and I heard them say that when you put for to and I hear them saying that tonight preventive programs and jobs so that we don't have to go to urgent meetings and so that we and I really we need to talk about the police department's brutality. Thirty seconds to speak out against police brutality and murders. Did you think it was outrageous and insulting for people around the world to speak out against the murder of MR. George lloyd and demand justice and the officers because andi no, I don't think you did what anyone ever said that and this is the same thing this is the same thing anthony mcclain was murdered by police officers the whole world to be here. MISS Galani, your time has expired. Everything. Thank you, julia followed by lusia up here followed by yvonne trist is not checked into the meeting followed by my thingo. Anderson also not checked into the meeting. Let's bring in julia julia star six to unmuted. Go ahead. You have to yes. Go you have two minutes. I want to echo what the last speaker said. I've been thinking a lot about how anthony mclain is our george boyd and it is such a shame that it like not the entire world here but it is your entire community. We are paying attention to this . This is something that is important. It's been every color on this guy's house to act on something. This is insane. I'm a teacher and I can't get out of my head that I could have potentially taught him he was so young and was a father and he was shot in the back, murdered in the back and nothing has been on shore. It's really nice to talk about doing this and talk about doing the right thing but there has to be action. It can not take more time. This is most urgent. Part of your job is to support the ability of your community members to live a good life. He was murdered. That opportunity was taken from him and his family by people that you can fire. It's a shame that they can get is is so so horrific that they can raises that is horrific that we allow that type of promotion. I'm like appalled at what leaders like you show to my students. I'm appalled that they are have you to look up to at some point is going to have to be so much unlearned 30 seconds. You should all be ashamed of yourself. This man was murdered and you are doing nothing. You're inaction speak so much louder than any of the talk that your wasting our time with it is unbelievable. You should be ashamed of yourselves. Name was anthony mcclaine. Thank you lucy up here for by yvonne trice. She was not checked in my inigo anderson he was not checked in so we'll turn to mary and toma after mystere. Go ahead. Two minutes. Hi. I am a resident of altadena and I work in pasadena and I am here to join the chorus of voices demanding accountability for the murder of anthony mccleen beginning with the firing of the officers who murdered him. This is the first meeting that I have attended of the pathogenicity council so I was not here to witness the mayor's remarks last week. But what I've seen and heard this week has apparently been an echo of the disrespect toward the community and specifically black community members and every day that this council does nothing to fire those officers and create some amount of accountability for the murder of anthony mccleen you underscore that disrespect. So I yield the rest of my time and I hope that this council does something namely firing those officers. It appears that the only public comment speaker that we have left in the meeting I'll call the names of the people who have submitted cards but are not in the meeting. Yvonne trice, my amigo anderson, mary toma, debbie tanenbaum firm freeman rivera, yvonne cantero and so we have camille lewis. Mr lewis, go ahead. You have two minutes please unmuted. Mr lewis. Ok, ok two minutes go ahead. Yes, they should be justice for anthony mclean. Can you guys hear me? Yes, go ahead. Pyramiding yes we can go ahead. You have two minutes ok? Yeah there should be justice anthony mclean fire the officers that murdered anthony mclean this this has gone world wide. Oh my GOD. Everybody knows about the city postino not anything like dave rimmel should be fired. He should not be able to retire SEPTEMBER 2nd. You are like the worst city council ever. Are you going to do anything for justice for anthony mclean? Oh my GOD, this is wrong. Every week we're here. Let's do something. Do your job. We want justice for anthony mclean. Fire the officers murdered anthony mclean, you're so useless. Oh my GOD. Oh, you're like the worst. Thank you. Is there anything do something . Thank you. There are no more public comments speakers on matters not on the agenda so debbie tennenbaum, fermin rivera and yvonne cantero have still not checked in. So we will we can move on to the consent calendar mayor and council. Ok, let's move on to the consent calendar is there emotional consent calendar? I like to pull item number one for on I vote yes on it but I just want to put item one is the contract with metro patrol to provide security services at the jackie robinson community center that'll be held so motion on the remainder of the season gellner and we've moved and seconded let's have a roll call on the consent calendar. So mayor council we the city clerk's office received one letter providing comments and stating concerns regarding item number four that the current outdoor dining set up in the concrete metal barricade extending into bus zones preventing safe bus bus access and recommending that the city consider more alleyway dining like an old pasadena. So with that that was that correspondence was posted online distributed to the council as part of the record for item number four. So we have emotion and a second for the for the consent calendar except for item one council member hampton. Yes, council member kennedy. Yeah. COUNCILMAN Madison. Yes. COUNCILMAN Asuda yes. Council member riva's. Yes. Council member williams. Yeah. Vice mayor wilson yes. Mayor gordo. Yes. The motion is approved without opposition one security mayor in response to the public comment that was read by the clerk. I know the transportation department is well aware and has worked tirelessly with our staff planning staff to get out onto the street running up and running have we received any issues from metro as it relates to access to the busses council member hampton not that I'm aware of of research further but I I haven't heard of any complaints today. A public comment was the first I've heard of anybody raising issues. Ok, major city where the you know adding to one of your city manager come up to yes. Thank you. Item one are there questions specific item one MR. Hampton. No, I just want to you I do actually have one question and that is the staff available. Yes. Brenda harvey williams, director of parks recreation community services is here with me. Have the security services been useful, council member hampton? Yes, they have been they've have actually been allowing our staff to feel more comfortable. They have they arrive in the morning before staff does and they secure the area making it safe for our staff to enter the building without being in some cases harassed by people who MAY have been there overnight. But overall our staff is very thankful that we have this and it has added an additional level of security and safety and just general feeling of well-being. And what about for the patrons ,amelia? Would be my question but I glad that our staff so much better going into work that's important. And that was also the second reason why we wanted to implement this additional level of safety because in SEPTEMBER we reopened the center and allowed the public to once again enter a lot of our customers at the jackie robinson community center, our seniors they come for our classes there. It's a popular location and we have not had any concerns or complaints from our senior patrons who have been accessing the center and we will soon be adding back some youth programing to the center as well. So we also wanted to make sure that the conditions were safe for those people to use the center and the company that provides these services metro patrol are they professional? They treat people with dignity and care etc. Um yeah. We haven't had any I mean, you know, people who they might be removing from the area I don't know if they would agree that there is a way to kindly remove them if you will but they have been successful and we haven't had complaints. Ok, and that's good enough. Are these are these security guards are they are are unarmed . They are unarmed. Ok, thank you. And so the reason I ask these questions there is because I asked over and over again and thank you so much brenda for bringing this to us. It's really important that at all of our community centers people feel safe and feel respected and they have access to the offerings that you have to offer them. The reason I like this is because I've asked again and I will ask again that I think that this model should be duplicated at all of our parks . We have the opportunity of unarmed individuals there who can engage with the community members and report back whatever activity that they think is not lawful to our police department and it takes the patrolling or punitive nature of, you know, working at at a park site away from those that want to go to the park would kind of feel like, you know, I don't want to necessarily go to the park because I don't feel safe or I don't want to necessarily park that kind of thing. I'm going to get stopped and frisked by the police. It gives them an opportunity people the opportunity to patronize our parks and are respectful in the manner that we should be. But at the same time we have policies and procedures in place that we have to hold our communities as well as our community hold our city accountable for the activities that go around at the park. So I just once again I'm sorry I don't mean to belabor the point. I would like to see this come back to the council for all of our parks to receive security guards or at least the parks that staff is necessary. But I think that all would be great. This happens everywhere. Know dog parks on argentina where some people just leave their dog droppings and someone needs to tell them that, you know, you need to take that dog chop it up and there's other issues, et cetera in the parks. And I think that it just brings another level security but also it activates our parks because we want our parks to be activated. I think this type of use is needed in all of our city parks so that those are my comments er I would love to see that go. the banks and public safety committee for our parks to get security gardener thank thank you MR. Hampton. MR. Kennedy, is that a motion on the matter as well? MR. Hampton? It's actually a MR. Kent in his district so I would like for him to make the motion. I will think it until I'm sure that's why you got hand up. Go ahead, MR. Kennedy. The matter and thank you, MR. Hampton for being very focused on about not only jackie robinson inter community center but all of the parks. I think that's helpful in terms of accepting the need about four or five weeks ago, maybe a little bit longer we had and walk through at robinson jackie robinson center, robinson park all the way over to morton and brenda harvey williams and her staff participated as well as the city manager helped department housing department code enforcement top police personnel and we're seeking a comprehensive response to the issues that the mayor and most of my colleagues are aware of and I think we are making progress. It's lower than all of us would like but it is progress and I want to applaud the staff for moving forward on the recommendation that we're developed in terms of improving of the situation both on the east side of the street and the west side of the street and also going into the neighborhood because there are some issues on spruce lane with parking a urination of trash, et cetera that needs to be addressed in the city manager committed to taking a look at more to between mountain and hemen and see if we can come up with some other solutions. So with that I would just like to commend staff on this part of it which is just one measure of us moving forward and thank you for this part of it and much more is needed and I recognize that but we are making we are making progress. Mayor. Thank you MR. Kennedy motion the second is there a well actually let's take a roll call where MR. Hampton was the second I guess ok on the motion the second to approve staff recommendation council member hampton yes. Council member kennedy yes. COUNCILMAN Madison yes. Council member massouda yes. Customer member service yes. Cast member williams yes. Vice vice mayor wilson yes. Mayor gordo yes. Motion is approved without opposition next we have completed the council's agenda are ready to go into closed session. We do have public comment on closed session items and see the city council will convene in the virtual meeting to discuss closures and items ab actually not be today a and c on today's agenda. An opportunity is provided at this time for public comment on the closed session items that you want to announce about b b is going to be held and there's no need to talk about at this time. All right. So if your name is called are we doing mayor? We're doing two minutes for the closed session. If you're if you're if you recall you can speak on any of the closed session items when your name is called haven't mayor sorry. Yes. MR. Hampton. I'm sorry before before going into closed session. I just want to make mention that this past weekend there was a rboc that event you know I forget the name of it head in the clouds. I believe there were quite a few issues as it relates to head in the clouds but I know that the first time I've done something of that magnitude since covid and so I'm sure some of those issues were magnified. But in my ride along with darryl as I always do when I have when we have events at the rose, I take a ride along just for traffic noise concerns etc. One thing that came up in this is maybe for council member madison to take the rboc is in the contracts, the contracts relate on a frequency of a which is trebil and so you can't have a frequency of a go above 80 decibels for fifteen minutes consecutively I think will bring in that contract back. We should look at level a sound level c sound which is the base and the base is what travel and of course we had a marine level over this weekend and that wasn't helpful either and it kept a out of that base within the area I felt the base of my house and I don't live that close to the I now live close enough to the rosebowl I do of course but I felt a lot that my house and a lot of issues on the west side but as well as the east side we had over over the weekend I believe a significant amount of complaints from the west side and the east side. So I know next week we have the rose bowl coming back to us asking us to increase the amount of events. I just want to make sure that it's on the radar that I'm going to be asking these questions when it comes back to us that for me a quality of life is extremely important for our residents. I understand that there's going to be events the rosemonde I think everybody that lives around here understands that but it shouldn't be that detrimental to there will be there just day to day sleep, et cetera. So thank you for indulge me councilor madsen. I just would like for you to have a gander at that and really look at the base piece of it. Thank you because I hear you loud and clear, captain, no pun intended. I was in touch with rosebowl staff our embassy staff over the weekend is this was unfolding and we're we're very attentive to so but I appreciate your specific comments and I'll make sure they get passed along and they still want to commend our police department and the fire department especially in light of what happened houston, their festival, our fire department, rosebowl staff and police department handled that large crowd. It maintained it in a way that everybody walked out of there safely. And last time I checked, which was yesterday at eight o'clock there were no arrests made at that concert last night. Sors very well managed and I just want to applaud the efforts of our fire police rosebowl staff. Thank you. Thank you, MR. CHAIRMAN. Yeah, I and on the issue of the base, I can tell you that the rose rboc staff is very in tune with that matter. MR. Kennedy. Mayor, this is a question I want for future meeting. Shall we have the speakers? I'm I'm sorry say that one more time, MR. Mayor. What I would like to discuss normally at the end of our open session meeting you ask are there any agenda items for the future? So I'm wondering if you want to speak first if this is this is scheepers. Oh the speakers are for a closed session so any regular open meeting business would happened before those speakers. Yeah, ok, fine thank you. Laughter we can open session. I requested that the process for selecting the next city manager the agenda for closed session this week it was not and there could be a lot of reasons why I would not. I'm reading it again because the city is obligated under the rules of calipers commence this process before bringing the experts on board on DECEMBER six as interim city manager. Pension rules are very strict that a calipers retiree cannot receive a pension work for local government except under specified circumstances. The city council adopted a resolution in that regard committing to an extra publicly both the recruitment process we have to have more than just posting of a paper. It's not an active recruitment process and we need to get this moving otherwise the city tends to put itself and MR. Kurtz in a difficult position calipers especially if our performance is audited. We owe it to the city and to cynthia to proceed in good faith with an active recruitment process before process before to become inner city manager. Therefore I hereby move that the city manager recruitment be placed on the agenda for closed session at the next city council meeting to discuss the selection of a recruiter finalizing the job description discussing whether the council which is to appoint a subcommittee to work on the selection. That's a motion I'd like if we can get a second on it. I hope we can make a motion for that. I've requested something similar then I something that I don't know absolutely. Yes. I mean we can make the motions on things that aren't on the you know, you can make a motion to put something on a future agenda and and second they can vote just on that not the merits of whatever it is they're talking about and that that matter, MR. Kennedy is coming forward. We have worked out the specifics with the city attorney and and cynthia kurtz and that's been reduced to writing the concerns that you raise and we will have that matter coming to us for further consideration in closed session. Will it come before the interim city manager comes on board because I think it's required as interim city manager. Yes, not as the extra help position that we're leaving atriums we're very cognizant of the issues that you raise. I've consulted with the city attorney and we've consulted with per's and our outside counsel. We're pretty comfortable that and with MISS Kurds' importantly we're pretty comfortable that the process we've selected is is good to go and so we'll all jeopardize, as I've stated before, the matter to come to close session for all of us to weigh in on the process going forward. Do you have a date, mayor? Hopefully before DECEMBER 3rd. NOVEMBER 22nd. Thank you. Ok, so the commitment is that this matter will be heard in closed session NOVEMBER twenty back and so all of your colleagues can weigh in as well . That's that's what we're planning for. They would have to before december 3rd michel. Yes. So it has to be it has to be before DECEMBER 3rd when she what has to happen before DECEMBER 3rd is the commencement of the recruitment process for the regular city manager position. So we'll come on back on NOVEMBER 22nd to close session. There's no meeting on dc on NOVEMBER twenty nine. Sorry. So my concern mayor, I thank you for the commitment that'll be on the twenty second. My concern is just that all of the colleagues would have an opportunity in a closed session before it's announced in open session of what they believe everything needs to look like and I haven't spoken to all of my colleagues so I wouldn't know but certainly I think you as the head of our city would want to know and I think I have some comments that MAY be helpful in the closed session. Yeah, yeah. And we will have direction to release an rfp to select a recruiter who will then work with the interim city manager and the city council to select someone. So all of that will come on NOVEMBER 22nd whatever whatever the whatever the process MAY, MAY or MAY not be. That's an example of what it could be. What does that mean, michel? I'm just saying the council could in in its discussion come up with various approaches to a process and I'm just saying he's not committing to a particular one but that's an option of what could happen. Ok, so the council will determine that in closed session. Ok, understood. So does that make william the motion meet me the correct term? Well I think could we still make a motion because I think it would be I've been getting a lot of questions on this so if I definitively say to someone it's coming on the twenty second, would people mind if we did a motion to have it come on the twenty second. Well then I call the question then so your motion changed to the twenty second from fifteen motion remains the same I just put it as a date certain until the twenty second the 22nd in closed session. Yeah I'm fine with that yeah. So the motion to place the matter on closed session city manager recruitment on NOVEMBER 22nd twenty twenty twenty one move by council member kennedy seconded I council member williams COUNCILMAN Hampton hold on do you want to check MR. Mayor my understanding is that matters can be placed on the agenda either by the mayor or by a motion of the council. Right. I thought I understood the mayor to say is on the agenda or will be when the agenda is released for NOVEMBER 22nd. So I'm questioning whether a motion is necessary. I don't think that it is but if it avoids if it allows us to move the meeting forward without any more complications ,I'm happy with it. But we do have to have it on the two in order to have it appear before DECEMBER because there's no meeting on the 29th. So I think as long as we're aware of that that's what two weeks from tonight? Yea

and welcome everyone to the NOVEMBER eight twenty twenty one meeting of the pasadena city council and we will begin with the roll call and pledge of allegiance because of our hampton must to be here council member kennedy here, council member madison is absent for now. I think it's time that the city seriously look at some kind of citywide policy to
