11/19/2024 MEETING MINUTES SESSION OF THE SPECIAL MEETING: ELECTION RESULTS AND SWEARING IN CEREMONIES CITY OF KISSIMMEE CITY HALL, COMMISSION CHAMBERS 101 CHURCH STREET, KISSIMMEE, FLORIDA 34741-5054 TUESDAY, NOVEMBER 19, 2024 AT 5:30 PM 1. MEETING CALLED TO ORDER Members Present: Mayor Olga Gonzalez, Commissioners Olga Castano, Carlos Alvarez, III, Janette Martinez, Mayor-Elect Jackie Espinosa, Commissioner-Elect Noel Ortiz Staff Present: City Manager Mike Steigerwald, City Attorney Olga Sanchez de Fuentes, Deputy City Manager Desiree Matthews, Deputy City Manager Austin Blake, City Clerk Tameara Crespo Members Absent: Commissioner Angela Eady Mayor Gonzalez called the meeting to order at 5:30 PM. 2. DISCUSSION ITEMS 2.A Acceptance of the November 5, 2024 Election Returns for Commission Seats #1, #3 and #5 Commission acceptance and approval of the November 5, 2024, City of Kissimmee Run- Off Election Returns for Commission Seat #1, #3 and #5 (Mayor). Commissioner Alvarez made a motion to accept the November 5, 2024 Run-Off Election Returns. Commissioner Castano seconded the motion. AYE: Mayor-Commissioner Gonzalez, Commissioner Alvarez, Commissioner Castano, Commissioner Martinez NAY: None Motion carried 4 - 0. 3. PRESENTATIONS 3.A Swearing in Ceremony for City Commission Seats #1, #3 and #5 Commissioner-Elect Seat #1 Noel Ortiz, Commissioner-Elect Seat #3 Carlos Alvarez III and Mayor-Commissioner Elect Seat #5 Jackie Espinoza, will be sworn in following the acceptance of the Official Election Results certified by the Osceola County Canvassing Board. Minister Angel Ramos administered the Oath of Office to Commissioner-Elect Noel Ortiz. The Honorable Judge Christine E. Arendas administered the Oath of Office to Commissioner-Elect Carlos Alvarez III. Pastor Wade Mumm administered the Oath of Office to Mayor-Elect Jackie Espinosa. At the conclusion of the Swearing In Ceremony, the newly elected Commissioners took their seats on the Dias. 3.B City Commission Code of Conduct Resolution Addendum 2024/2026 Commission acceptance of the City Commission Code of Conduct Resolution Addendum for 2024/2026.

11/19/2024 City Manager Steigerwald explained the Code of Conduct Resolution is a public declaration of the ethical standards required by all City Commissioners, and the addendum is required to be signed by all commissioners upon taking Office. The City Commissioners will collectively execute the addendum post-meeting. 3.C Recognition of outgoing Commissioners - Mayor Olga Gonzalez and Vice-Mayor Olga Castaño Recognition of outgoing Mayor Olga Gonzalez and Vice-Mayor Olga Castaño for their dedicated service to the City Commission and the citizens of Kissimmee by presenting them with tokens of appreciation for their years of service. City Manager Steigerwald honored Former Vice-Mayor Olga Castano and Former Mayor Olga Gonzalez for their years of committed service. Both were celebrated for their leadership and impactful contributions to the city's growth and success. Former Commissioner Castano received a service plaque. Former Mayor Gonzalez was presented with a service plaque, a retirement watch, and the "Eagle Award." Additionally, the City Manager read a Proclamation highlighting her accomplishments and contributions. In response, Former Mayor Gonzalez delivered a speech expressing her gratitude and reflecting on her time serving the City. 4. ADJOURNMENT There being no further business to come before the Commission, Mayor Espinosa adjourned the meeting at 5:53 PM. MAYOR-COMMISSIONER ATTEST: CITY CLERK
