SCHOOL SUPPORT SERVICES, JONNY BISHOP -Planning & Growth Management, Chuck Dixon Subject A. Review the Impact Fee Update to Transmit to the Board of County Commissioners for Review and Implementation ***Time Certain 2:00 p.m.*** Meeting Apr 22, 2025 - SPECIAL MEETING AND WORKSHOP Category I. SCHOOL SUPPORT SERVICES, JONNY BISHOP -Planning & Growth Management, Chuck Dixon Type Information The School Impact Fee must be updated every five (5) years in order to make sure it is based on the most current data to support the fee schedule. The school impact fee is one component of the County's total Residential Impact Fee that is assessed for new residential units at the time of permitting. School impact fees pay for a portion of facilities that are associated with growth in the School System. This can include land, new schools, student stations, core capacity uses, or ancillary facilities and school infrastructure that is required to support growth. The Impact Fee Consultant was hired by the BCC (with input from PGM staff) to update the methodologies and data as necessary for all of the impact fee categories including schools. The report will be provided to the BCC in May for adoption tentatively on June 23, 2025. This Consultant will provide an overview to the School Board to make sure there are no concerns with the methodology as recommended. Due to the potential for future development agreements involving land donations, and/or educational facilities in general, staff recommends that the BCC adopt the school impact fees at the same percentage as county transportation impact fees and the other public infrastructure impact fees. Staff supports the methodology and fee schedule as recommended by Stantec MTC Financial Management. Staff recommends the Board Accept the report and direct PGM staff to transmit to the Board of County Commissioners for review and implementation.
