Consent Agenda Subject 7.02 Approve Educational Plant Spot Survey 5.10 to Develop Eisenhower Exceptional School, Transfer Modular Buildings from Chamberlain High School to Middleton High School and Eisenhower Exceptional School, and Modular Buildings from Manhattan Center to Dowdell Middle School (Operations) Meeting Nov 1, 2022 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve Spot Survey 5.10 to establish Eisenhower Exceptional School. Goals Fiscal and Operational Responsibility DESCRIPTION : The School District is recommending establishment of Eisenhower Exceptional School adjacent to East Bay High School and Eisenhower Middle School. Land from East Bay High School will be transferred to create a separate school site and district owned modular buildings will be transferred from Chamberlain High School and reused to create necessary classrooms. The district is also planning to relocate modular buildings from Chamberlain High School to Middleton High School for two additional classrooms. As previously approved on February 9, 2021 by Spot Survey 5.8, the district disposed of the Manhattan Center Facility, but retained four administrative modular buildings for future use. These modular buildings will be transferred to Dowdell Middle School to store braille and large print textbook materials for the visually impaired. Florida Statute 1013.31 requires that each School Board conduct an educational plant survey at least every five years. The Board approved the district's current survey on May 7, 2019. The survey recommends new facilities as well as additions, remodeling, disposition, and renovations at existing sites. As exceptions to the survey recommendations arise, the Board is required to submit a "spot survey" to the Department of Education for each facility. GAP ANALYSIS : The spot survey is required by the Department of Education to complete the required recommendations to move forward with the establishment of Eisenhower Exceptional Center and the relocation of district owned modular buildings from Chamberlain High School to Middleton High School, Dowdell Middle School and Eisenhower Exceptional. PREVIOUS OUTCOMES: Approval of spot surveys submitted to the Department of Education have been approved as to form and consistency according to Florida Statutes and the stated recommendations were completed. EXPECTED OUTCOMES: After approval of Spot Survey 5.10 by the School Board, the required documentation will be submitted to the Department of Education for State approval to move forward to establish Eisenhower Exceptional School, land transfer from East Bay High School and modular building transfers from Chamberlain High School to Middleton High School and Dowdell Middle School. RECOMMENDATION: Approve Spot Survey 5.10 for the establishment of Eisenhower Exceptional School site and recommended modular building transfers from Chamberlain High School to Middleton High School and Dowdell Middle School. Consent Agenda Subject 7.05 Approve Appointments of Mechanical/Plumbing/Fire Protection, Electrical Engineering and Roofing & Waterproofing Consulting for Continuing Service Contracts - Project Number N/A (Operations) Meeting Nov 1, 2022 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve the appointments for Mechanical/Plumbing/Fire Protection, Electrical Engineering and Roofing & Waterproofing Consulting for Continuing Service Contracts. Goals Fiscal and Operational Responsibility DESCRIPTION : Florida Statutes authorize continuing contracts for professional engineering and consulting services for projects which construction costs do not exceed $4,000,000 and for study/design activities when the fee for such professional services does not exceed $400,000. The Board previously approved continuing contracts for Mechanical/Plumbing/Fire Protection, Electrical Engineering and Roofing & Waterproofing consulting services in 2017 for a maximum five-year term. New continuing contracts for these engineering services are required for a three-year term from December 11, 2022 to December 10, 2025. Florida Statutes and School Board policy outline the process and requirements for selection and professional service consultants. Attachment A summarizes the process which provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District Divisions and the community. Attachment B identifies the specific committee members participating in this selection and the organization represented by each. A total of twenty-one (21) Mechanical/Plumbing/Fire Protection, seventeen (17) Electrical Engineering and thirteen (13) Roofing & Waterproofing consulting firms responded to the solicitation as shown in Attachment C. Firms responding and the results of the evaluation by the Committee are recorded in Attachment D. Subject to satisfactory performance, each contract shall extend for a maximum term of three (3) years. GAP ANALYSIS : As permitted by Florida Statute and in an effort to expeditiously prosecute engineering and consulting work that has a value of less than $4,000,000, the Operations Division has determined that the use of Continuing Service Contracts are of great benefit to the District. PREVIOUS OUTCOMES: The District historically hired Mechanical/Plumbing/Fire Protection, Electrical Engineering and Painting & Waterproofing consulting firms, in a successful manner, on a continuing service basis. In years past, the term of service for these contracts has been five calendar years. The Operations Division has now determined that a recurring three-year interval would be of benefit to both the District and the engineering and consulting community. EXPECTED OUTCOMES: Renew of Mechanical/Plumbing/Fire Protection, Electrical Engineering and Painting & Waterproofing consulting continuing service contracts for a maximum term of three (3) years from December 11, 2022 to December 10, 2025. RECOMMENDATION: Approve the Appointments of Mechanical/Plumbing/Fire Protection, Electrical Engineering and Painting & Waterproofing consulting firms to be awarded and placed on the Continuing Service Consultants List for a three (3) year term from December 11, 2022 to December 10, 2025. Consent Agenda Subject 7.08 Approve Guaranteed Maximum Price (GMP) for the Liberty Middle School Covered Court - Project Number 100178 (Operations) Meeting Nov 1, 2022 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve the GMP for the covered court at Liberty Middle School. Goals Fiscal and Operational Responsibility DESCRIPTION : The tennis courts on the campus of Liberty Middle School are located on land adjacent to the City of Tampa Parks and Recreation's New Tampa Community Center. This land and tennis courts are utilized by Hillsborough County Public School (HCPS) students during school hours and community members during non-school hours. In order to make better use of this land for students and stakeholders, half of the tennis courts is being transformed to artificial turf with a covered metal structure to allow use during inclement weather. In addition, due to proximity challenges from the main campus of Liberty Middle School, restrooms, office space and an athletic injury care room is being added. Through our partnership with the City of Tampa, this facility will be utilized by HCPS during school hours and the City of Tampa during non-school hours. On April 6, 2020, District staff selected Long and Associates Architects/Engineers, Inc. and Envision-CS, Inc. to provide design and construction management services, respectively, through a selection committee.
