Surrounding Land Uses: The following chart shows the surrounding land uses: Direction Land Use North Vacant/ Undeveloped Land South Vacant/ Undeveloped Land East Vacant/ Undeveloped Land West Vacant/ Undeveloped Land PROJECT DESCRIPTION: The applicant, Mr. Justin Prann, representing Pinnacle Transportation Group, is requesting approval to develop the 1,637,856 square foot site to include approximately 1,600 truck parking spaces of various sizes, including a turn space, and a prefabricated office building. The project area is currently vacant and disturbed by previous use as a racetrack. The site elevation is approximately 2,851 feet above mean sea level (AMSL). Soils on the site consist of sandy alluvial soils. The construction of the industrial building on the vacant parcel requires approval of a Location and Development Plan and a Conditional Use Permit. PROJECT ANALYSIS: GENERAL PLAN AND ZONING CONSISTENCY The Project site is designated as Airport Development District (ADD) and the proposed manufacturing and warehousing uses are permitted uses in this zoning district, which encompasses light and heavy industrial, retail, office, and other commercial uses that are oriented around airport operation, services, industries and businesses.

Location and Development Plan 23-13, Conditional Use Permit 23-11 August 20, 2025 The project will expand the allowed industrial uses contemplated by the City’s Adelanto North 2035 Sustainable Plan. The project is also consistent with the surrounding ADD zoning land use. As designed and conditioned, the project provides for the development of industrial uses that have been designed in compliance with the applicable ADD development and design standards, policies and guidelines outlined in the City’s Zoning Code. As such, the proposed project is consistent with the City’s Adelanto North 2035 Sustainable Plan. The ADD zoning district is intended to provide maximum flexibility to the City, landowners, and tenants in establishing and operating non-residential uses. The project includes the development of a 37.6-acre site for the development of a truck parking and logistics site. All uses in this district will be required to execute aviation easements. The proposed project is compatible with the manufacturing and industrial uses contemplated by the City’s Adelanto North 2035 Sustainable Plan. As such, the proposed project is consistent with the Adelanto North 2035 Sustainable Plan. More specifically, the project is consistent with Chapter 3, Economic Development, in that it helps to implement Economic Development goals and policies, including job creation, infrastructure expansion and revenue generation. DEVELOPMENT STANDARDS The proposed project is subject to the development standards of the ADD zone, which allows for a wide range of uses. Table 1 below outlines the development standards for each building as compared to the ADD zoning district and demonstrates that the project meets or exceeds all standards. Location and Development Plan 23-13, Conditional Use Permit 23-11 August 20, 2025 PARKING, LOADING, SITE ACCESS AND CIRCULATION Parking is proposed to be located throughout the proposed development. The main public entryways would be located along the north side and east side of the property. The development provides 1,600 parking stalls. The proposed project’s internal circulation will be facilitated by sixty (60) foot aisle(s) that connects the parking areas throughout on all sides around the proposed building. The lot will have two separate driveway connections, along HWY 395, and along the north From Coronado Road. The proposed project must comply with the Parking and Loading Standards of the Chapter 17.65 of the Adelanto Municipal Code (AMC), which requires all industrial developments to provide off-street parking and loading facilities. Table 2 below provides a summary of the type and required number of parking stalls provided compared to the number of stalls provided. DRAINAGE The project Applicant will be required to adhere to Chapter 17.93 - Erosion and Sediment Control, of the municipal code, which regulates erosion and sediment control. The project Applicant will be required to adhere to the regulations outlined in Section 17.93.050 – Soil Erosion and Sediment Control Plan. The project Applicant will also be required to conform to Section 17.93.060 – Runoff Control of the City’s Municipal Code. In addition, stormwater discharges from construction activities that disturb one or more acres, or smaller sites disturbing less than one-acre that are part of a common plan of development or sale are regulated under the National Pollutant Discharge Elimination System (NPDES) stormwater permitting program. The City’s Public Works Department has provided conditions requiring the submittal of a grading plan, drainage plan, soils report, hydrology report, etc., to the satisfaction of the City Engineer and submitted to the City for approval, prior to any construction activities on the project site. ENVIRONMENTAL CONSIDERATIONS: The environmental analysis prepared for the proposed project indicated that the project will not result in any significant adverse immitigable impacts. For this reason, the City of Adelanto has determined that a Mitigated Negative Declaration, (MND), is the appropriate California Environmental Quality Act (CEQA) document. This document evaluated all CEQA issues contained in the current Initial Study Checklist form. Based on the findings in the Initial Study, the City of Adelanto proposes to adopt a Mitigated Negative Declaration (MND) for the Pinnacle Transportation Group transportation and logistics hub project. A Notice of Intent to Adopt a Mitigation Negative

Location and Development Plan 23-13, Conditional Use Permit 23-11 August 20, 2025 Declaration (NOI) was issued for this Project by the City. The Initial Study and NOI were circulated for a 30-day period between October 30, 2024 through December 2 2024 to Responsible Agencies, and interested parties for review and comment and no new effects were identified during the 30-day public comment period prior to the distribution of this document. During the draft IS/MND review period, the Draft IS/MND was available for public review at the Development Services public counter. All potential effects of the proposed project have been reduced to less than significant levels with the implementation of mitigation measures. Therefore, a final Mitigated Negative Declaration has been prepared. A public hearing notice was sent to property owners within 300 feet of the project site. As of the writing of this report, comments have been received by staff. ATTACHMENTS: A. Resolution P-25-15 B. Conditions of Approval C. Zone Exhibit D. Site Plan E.
