Agenda Item No.: 11.A Mtg. Date: 03/24/2022 TO: HONORABLE CHAIR AND MEMBERS OF THE TRAFFIC COMMISSION FROM: JOHN SIGNO, DIRECTOR OF PLANNING & COMMUNITY SERVICES THRU: ELAINE JENG P.E., CITY MANAGER SUBJECT: 23 CREST ROAD EAST: TWO DRIVEWAYS - PRIMARY DRIVEWAY IS 20 FEET WIDE PER FIRE CODE REQUIREMENTS AND SECONDARY DRIVEWAY IS 10 FEET WIDE (WILLIAMS) DATE: March 24, 2022 BACKGROUND: The property owners at 23 Crest Road East submitted a Site Plan, Conditional Use Permit and Variance applications for construction of a new single family residence and guest house that include a primary and secondary driveway. These applications are currently being reviewed by the Planning Commission. The Traffic Commission is requested to review the new driveway aprons and driveways. DISCUSSION: On August 25, 2021, the applicant submitted a request for approval of a Site Plan Review for the construction of a new 8,460-square-foot residence, 8,460-square-foot basement, 1,510- square-foot attached garages, 4,120 square feet of covered porches, 1,130-square-foot swimming pool and spa, 8,050-square-foot driveway, and 64,220 cubic yards of grading, which includes over-excavation and re-compaction; a Conditional Use Permit to construct an 800-square-foot guest house and 2,456-square-foot stable; and a Variance to allow the stable to be located in the front yard and to allow a portion of the corral to encroach into the front yard setback. Two driveways are proposed on Crest Road East and require approval from the Traffic Commission. On March 15, 2022, the Planning Commission held a public hearing to review the project and continued the meeting to April 19, 2022, to obtain additional information about hydrology among other things, and a recommendation from the Traffic Commission on the driveways. The plans have been reviewed by the Fire Department and comments were provided to the applicant. The applicant is awaiting direction from the Planning Commission and Traffic Commission before resubmitting to the Fire Department. However, the applicant is 12

confident the plans meet the Fire Department's requirements for approval. The apron for the primary driveway will be 40 feet wide and located on the northwestern side of lot (Pad 1). It will provide access to the motor court and main entry to the residence. The main driveway will be 20 feet wide; it combined with the motor court will be 8,060 square feet. The apron for the secondary driveway will be 15 feet wide and located on the northeastern side of the lot (Pad 2). It will provide access to the stable and corral and will be 10 feet wide and 1,850 square feet. The City’s Traffic Engineer has reviewed the plans for the proposed driveway apron and driveway. The Planning Commission and staff conducted a field trip to the property on March 15, 2022. Attached are photographs showing the location of the proposed driveways. FISCAL IMPACT: None. RECOMMENDATION: Consider the primary driveway located on the northwestern side of the lot (Pad 1) and the secondary driveway located on the northeastern side of the lot (Pad 2) and provide direction to staff. Memorandum TO: Elaine Jeng PE, City Manager FROM: Vanessa Munoz, PE, TE, City Traffic Engineer DATE: March 18, 2022 SUBJECT: 23 East Crest Driveways This memorandum is in response to the request by the city to review and provide input on the two driveways being proposed by the residents at 23 Crest East. The proposal consists of a 20-foot-wide main driveway (northwest of the lot) and a 10-foot stable service driveway (northeast of the lot). The required stopping sight distance for 30 mph is 200-feet. The proposed driveway locations provide a greater sight distance in the westbound and eastbound direction as you exit the driveways than the required minimum stopping sight distance. The layout and locations of the proposed driveways is acceptable and both driveways meet and exceed the minimum sight distance requirements. Therefore, the driveways are recommended as proposed. . 18
