See Item #14 for vote. Pursuant to Section 1002.33(6), Florida Statutes, the School Board is required to timely review and consider all new charter applications submitted to the District. By majority vote, the Board shall approve or deny each application. On February 3, 2020, Fernando Barroso submitted a new charter high-performing replication application for the proposed Pinecrest Academy South Pasco. If approved, the proposed charter school is projected to open during the 2021-22 school year. The proposed Pinecrest Academy South Pasco is a high-performing replication application from the existing Pinecrest Preparatory Academy (Miami-Dade) which includes a plan to serve students in Kindergarten through 5 th grade. The exact location of the charter school has not been identified. The maximum student enrollment projection for Year 1 (2021-2022) is 394 for grades K-5; Year 2 (2022-2023) is 470 for grades K-5; Year 3 (2023-2024) is 546 for grades K-5, Year 4 (2024-2025) is 608 for grades K-5; Year 5 (2025-2026) is 652 students for grades K-5. “The mission of Pinecrest Academy South Pasco is to use differentiated instruction to support individual student growth in a rigorous and challenging learning environment where students are motivated to succeed.” The Charter Application Review Committee conducted a rigorous evaluation process utilizing the Florida Charter School Application Evaluation Instrument, including the capacity interview held on February 27, 2020. In its comprehensive evaluation, the Committee concluded that 15 of the 22 sections of the Pinecrest Academy South Pasco application “meets the standard.” Seven of the 22 sections of the application “partially meets the standard.” There were no sections rated as “did not meet the standard.” Respectfully submitted by Melissa Musselwhite, Director of Student Support Programs and Services (813) 794-2600. Staff has been considering the placement of the future 6-12 STEM/STEAM Academy site in the northern Land O’ Lakes area. The Angeline (formerly known as “Project Arthur”) development is moving forward and will include the H. Lee Moffitt Cancer Center & Research Institute Commerce Park. In discussions with Metro, the lead developer on this project, a school site has been offered for sale to the school district that staff believes will be a great fit for this future 6-12 Academy. The school site will be located within the area of the commerce park near the intersection of the future Ridge Road and Sunlake Boulevard intersection. This site will provide a very central location and exceptional access to the central region of our county. Metro has agreed to sell the property to the District for twenty-nine thousand dollars ($29,000) per acre to be determined by survey. The school site will be approximately eighteen and one-half (18.5) acres. In our negotiations we agreed to release the future elementary school site reserved in the Union Park development. The release of this site is presented in a separate board agenda item on May 5, 2020. Staff requests school board approval of the Contract for Sale and Purchase of Real Property for the purchase of approximately 18.5 acres from Metro Development, pending due diligence. Support Services (Consent) Subject 11.3 PLANNING: Purchase of Real Property (Cypress Creek Campus) Meeting May 5, 2020 - School Board Meeting (6:00 PM) Type Action (Consent) Recommended Action Motion to approve Purchase of Real Property (Cypress Creek Campus) When the District School Board of Pasco County originally purchased the Cypress Creek campus, one of the families involved was the Geiger family. When we acquired the site, the Geiger's retained ownership of the lands surrounding the campus, primarily to the west and the south. This land equates to approximately two hundred seventy-seven (277) acres. Charles and Nancy Geiger have agreed to sell this remaining land to the school district at a cost of $600,000, pending appraisal and due diligence. Staff requests school board approval of the Contract for Sale and Purchase of Real Property for the purchase of the remaining approximately 277 acres from Charles and Nancy Geiger, pending appraisal and due diligence. Support Services (Consent) Subject 11.4 PULLED FROM VOTING - PLANNING: Release of Property (Union Park School Site) Meeting May 5, 2020 - School Board Meeting (6:00 PM) Type Discussion This item was pulled from voting at the May 5, 2020, school board meeting. When the Metro Development’s Union Park MPUD was approved several years ago, the school district reserved an elementary school site within the development. Since that time, the development sold another parcel of land to Charter Schools USA for the construction of the Union Park Academy charter school. Even though there is no step-in agreement with Union Park Academy should the school fail, staff believes with the existing and future traditional and charter schools in that area, and there is sufficient capacity to meet the capacity demand without the Union Park reserved site. In addition, the release of the Union Park reserved site was part of the negotiations in acquiring the 6-12 Academy site in the Angeline development (another Metro Development project). Staff requests school board approval of the release of the reserved Union Park school site. Items Removed From Consent Agenda Subject 14.1 9.4 Charter School Application (Pinecrest Academy South Pasco) Meeting May 5, 2020 - School Board Meeting (6:00 PM) Type Action Recommended Action Motion to approve Charter School Application (Pinecrest Academy South Pasco) Pursuant to Section 1002.33(6), Florida Statutes, the School Board is required to timely review and consider all new charter applications submitted to the District. Miscellaneous Action Items (Action) Subject 15.1 DSBPC Rezoning Recommendation 2020/2021 (Final Approval) Meeting May 5, 2020 - School Board Meeting (6:00 PM) Type Action Recommended Action Motion to approve DSBPC Rezoning Recommendation 2020/2021 (Final Approval) The establishment and adoption of school attendance boundaries is authorized by Section 1001.42, Florida Statues and is also subject to requirements of the Administrative Procedures Act. Due to the closure of Hudson Elementary School, boundaries need to be modified to accommodate the student population currently zoned for this school. Other boundaries are also proposed to be changed to accommodate additional building in an existing housing development, and ensure that the entire development is zoned for one school. We are recommending changes to student attendance boundaries for student's assignments within the current Fox Hollow Elementary, Gulf Highlands Elementary, Hudson Elementary, New River Elementary, Northwest Elementary and West Zephyrhills Elementary areas to be effective July 1, 2020. The Notice of Proposed Rulemaking, Workshop and Public Hearing was advertised in the Tampa Bay Times on February 21, 2020, and was posted on the Pasco County Schools website on February 20, 2020, and an Amended Notice was advertised in the Tampa Bay Times on April 3, 2020, and was posted on the Pasco County Schools website on April 2, 2020, as required by the Administrative Procedures Act. A public workshop regarding rule development was held on March 11, 2020, in the cafeteria at Hudson Elementary School. A public hearing on the Rezoning Recommendation (2020-2021) was held at the School Board Meeting on April 7, 2020. In addition, the Superintendent intends to not reset school choice for any of these schools that are impacted by boundary changes and grandfather rising 5th graders with transportation.
