Consent Agenda Subject 1.01 K-12 District Comprehensive Evidence-Based Reading Plan (CERP) for the 2025-2026 School Year (Academic Services) Meeting Jul 29, 2025 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve the K-12 CERP for the 2025-2026 school year. Goals Academic Excellence Fiscal and Operational Responsibility DESCRIPTION : Annually, school districts in Florida must develop a CERP that outlines the components of the district’s comprehensive system of reading instruction. The CERP is the guiding document for literacy in the district and communicates the goals, programs, professional learning, and practices recommended by the district to all stakeholders. It serves as an assurance to the state that the district is following Florida’s Formula for Reading Success as outlined in Rule 6A-6.053(3)(a), F.A.C. This rule provides guidelines to districts regarding the six components of reading and four types of classroom assessments that must be part of the literacy instructional frameworks and defines the three tiers of instruction that are standards aligned to help all students meet the depth and breadth of the benchmarks. The CERP is developed using the state approved template and is based upon the results of the completed 2024-2025 District CERP Reflection Tool as well as a root cause analysis of student data. Literacy coaches, teachers, and administrators provide input throughout the school year to support the revisions of the CERP for the following year. Based upon the tool, input and data, key priorities for the district are identified and measurable goals are then established based on 2025 Spring Florida Assessment of Student Thinking (FAST) and Standardized Test for Assessment of Reading (STAR) data. The CERP includes a budget that is allocated specifically to support reading initiatives so the district can focus on the key priorities and meet the measurable goals. The CERP also contains required information including clarification of the literacy coach model, parent engagement activities, and an outline of the RAISE tutoring program. In accordance with s.1008.25(4)(c), F.S., the district must also define how students with a substantial reading deficiency are identified in grades K-3, and how students are supported with different levels of instruction through the development of assessment/curriculum decision trees. These decision trees outline both the data sources and curriculum materials used for core and supplemental instruction. Included throughout the CERP plan are specific instructional strategies for all learners, including English Language Learners (ELL) and Exceptional Student Education (ESE). The budget allocation for the 2025- 2026 school year is $12,639,655.00 and the projected usage is broken down in the template within the plan. GAP ANALYSIS : Based on input from stakeholders, the CERP Reflection Tool and a data based root cause analysis, the priorities, actions and practices identified in the District CERP are connected to professional learning, curriculum implementation, and instructional support across all tiers of instruction for all students. Professional learning will be strategically driven by data to provide site-level support, focusing on building the capacity of teachers and coaches. Student data shows a need to emphasize knowledge building within core instruction and incorporate effective instructional strategies along with strong curriculum implementation. This will be done through embedded coaching, professional learning and the continued development of robust instructional resources. Additionally, there is a need to clearly define Tier 1 instruction and align the data decision trees with the newly developed coherence map, ensuring that instructional supports for all students, specifically ESE and ELL, is clarified and communicated through ongoing professional learning and structured data analysis. PREVIOUS OUTCOMES: Based upon 2025 Spring ELA STAR data for K-2 students, 29 percent of students are at a Level 1 and 51 percent are at or above grade level at level 3 or higher. Based upon 2025 Spring ELA FAST data for students in Grades 3-10, 23 percent of students scored at a Level 1, and 54 percent scored at a Level 3 or higher. EXPECTED OUTCOMES: Based upon 2026 Spring ELA STAR data for PK-2 students, 23 percent of students will score at a Level 1, and 56 percent will score at or above benchmark. Based upon 2026 Spring ELA FAST data for students in grades 3-10, 18 percent of students will score a Level 1 and 58 percent of students will score at a Level 3 or higher. DESCRIPTION : Cognia accreditation is a voluntary method of quality assurance developed more than 100 years ago by American universities and secondary schools and designed primarily to distinguish schools and districts that meet a set of rigorous education standards. When a school or school district achieves accreditation, parents and the community can be assured that the top priorities are increasing student achievement, providing a safe and enriching learning environment, and running an efficient operation. Students benefit from the smooth transfer of credits from school to school, eligibility for admission to postsecondary institutions, and access to grants and scholarships. Per Florida Administrative Code 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements. When a district school board believes that commodities or contractual services are available only from a single source, the district school board shall electronically or otherwise publicly post a description of the commodities or contractual services sought for a period of at least 7 business days. The description must include a request that prospective vendors provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the district school board, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the district school board shall provide notice of its intended decision to enter a single source contract in the manner specified in Section 120.57(3), F.S., and may negotiate on the best terms and conditions with the single source vendor. Sole source purchases are reposted annually to verify there are no new suppliers in the applicable industry. This purchase was posted by Procurement Services from May 29, 2025, through June 16, 2025. GAP ANALYSIS : Cognia accreditation provides assurances to our community and educational institutions worldwide that Hillsborough County Public Schools meets high standards so that student grades/transcripts transfer smoothly into other schools, institutes of higher learning, and the military. PREVIOUS OUTCOMES: Hillsborough County Public Schools has held accreditation since 1914, and all schools within the district have been fully accredited since achieving district-wide accreditation in 2010, demonstrating a commitment to high standards. EXPECTED OUTCOMES: For the district to consistently meet Cognia's rigorous standards in the forthcoming school year.
