The property has all the requisite It's part of the overall zoning for the airport so the uses a for the site are essentially coming forward to here today for approval of our site point. As you can see, we've got the building and there in the orange. I'm a very large open around the building. And then we've got our parking area. We have worked very closely with your staff for connections to adjacent sidewalks this is an interesting area where potable water and sanitary sewer facilities are actually owned by Manatee County. So we're working with Manatee County on finalizing our construction plan. Approvals with the county for that the storm water management system for the site is actually already provided as part of the previous permit with the property to the south of us where they actually a stub out for our storm. use. So we're connected to that. Still about where they're providing all the requisite treatment in a tin. You ation. We're in the process right now. Finalizing our water management district permit for that as The roadway facilities we're connecting to private roadways as So really the only connection to any kind of public facility is the pedestrian sidewalk connection that you see going out to sidewalk on airport circle. the project is for a hotel use. I can Eric and probably get into a little more information on what's going to be included, inclusive within the hotel itself and give you a little bit of background on that. But we have met the setback requirements. We are providing the requisite landscape buffering we work with your staff on tree removal and replacement. The site is effectively a pad ready had utilities already step to it again like that storm water step to it. So from that standpoint, from the development, it was fairly straightforward in that And again, we're meeting all the criteria with loading zones, parking spaces, trash and refuse. We've worked with your city staff to make sure all their comments were address on that. And with that, I'll turn it over to a Hugo and to get a little more into the use of stuff. >> So this is a primarily hotel based on the 3 3 sites total this site. compose hotel existing and the Hampton Inn. We're anticipating approval for foundation and site work too. As far as building permit goes to be within the week. >> So the he think you guys could already do. Thank so happy to answer any questions or provide additional information you guys might be. Okay. Thank Mister Christie. Just what I think there are trees on the site that there it's all right. I didn't catch your last name over some of person over said, you know, Mister Overs and I do have one so I saw a drawing with the Is that like later on this later on? Yes, that's that we're we're we're taking a previous design that we have done in another hotel. >> Just to kind of make sure you have the space for that was on the architectural site plans just but there's no this is the pool and are separate permit. >> Okay. And then I also saw drawing, the kind of counter dictate that there was an irrigation this time. >> With heads where right with the right. So that's kind of what I was curious, right? Yes, the landscaping we been going back and forth with the arborist on landscaping because we we pivoted to a foundation only permit. We've worked with her to defer the landscaping requirements until we provide the full vertical permit. And that will that will also include in a proper site, layout for the for pool and everything like that. And you're. Shun system will be changed to accommodate. But both my sumption, thanks Mister. Thank you, chair. I have a couple questions for you >> some of them are probably not all that relevant, but let me start with the big one. I want to hear from you that you have implemented in the site plan because I couldn't find them all all the mitigations from the February 17th. Mitigation comments, maybe in the DRC memo, February 17. Have you. >> So if you're referencing, I believe those mitigation comments of the top. My head word reference looking at possible improvements on airport road rental car road as well as talking with the county regarding some potential on University Parkway. So we fight we've reached out to the county. The county's effectively told us that they have no desire to do any improvements on University Parkway. As of now, likewise with the airport, we've reached out to the airport and spoken with them regarding any improvements on airport road in rental car road. They have given us a similar response that they would prefer that there are improvements made to >> Yes, so they're listed as mitigations and they're also drawn directly from the traffic study. So I mean, all asked the same question, the city when they speak, but let's take a look. If you take a look the traffic report. It's. To traffic for page 91 of the material. I have a series of questions about how people who have just arrived and trying to get to your property. going to find it. And the way the traffic counts out of airports are Culver. A calculated because the entrances just on the unnamed access road trip, right? That's the only entrance grass from the property. Some try to understand. Maybe you can enlighten me how. That single point of the grass. The mitigations that are lifted directly from this report into the DRC memo and how they got translated into your cycling to some of them are high impact. Cross walks us kinds of things. So the sidewalk extending to the south of where of the ice on that and the site plan but couldn't find all of the things that were listed as mitigation DRC memo in February. again, with these roads that are not by. hear that the any improvements, those roadways, we've got to go to. >> 2 that were shipped to the airport, too. Sarasota County again. With those you're reaching out to them and you will will continue to reach out to him and see if we can affect as many of these is as possible. But as of now, the response back from both of those entities was essentially we'll take that under advisement. But there are roadways when we're going effectively will. We'll do what improvements we believe are necessary at that point. The traffic you mentioned had some potential questions on how some of those counts were drive. That traffic studies done by consultant that hired by the city. So we didn't have any input into how the drive to of those counts or anything of that nature. So new that I'd be able to answer about, maybe someone will bless. The city asked the same question since we're so so is that we've we've attempted to reach out and and have discussions about those those changes and >> again, we'll be happy to continue working with those entities to try to see what can be done for those mitigation measure. Okay. The ground lease was affected in 2016. >> And you have a 30 year. Lisa, I have to look I guess my question and its atmosphere really why? Why 10 years lapse between the execution of ground lease in your submission of the site plan to build. >> The Romney victory goes by too for a bike and he was amended the time. what would be the first put a tail on a parcel which to east of Would you agree? Make sure that the concept was actually working. Great. And we have pretty good feedback that thought, you know in 45 years, like some reviews its on feedback from guests. And now that we have a chilly. Real good trust the project, it was time to use that for personal. I appreciate that for some. I did have one more question, but I can't quite recall it at the moment. Self. Thank you very much. Thank Thank Jenna. last Up next. Thank Thank you. ? ? And that's a good stop. Please come. Cities are. But the city that helped >> My name's Devon Plans and the planner with developments are to services have been sworn. So this is a site plan for the subject property that is that approximately 2.0, 2, 5, acres in size. Complies. The application received full Development Review committee. So I often April 3rd, 2026 and the proposed site plan complies with all applicable sections of the zoning code and staff recommends approval. Thanks. Thank you. Any questions Mister Christie? >> No, no questions. Mister Overs. None. And it After new Miss class. So I want to go with the city's response to what I ask the applicant, which is how do we get and I'm coming from a safety perspective. But I didn't about traffic. I have a 2 sets of questions for you. First is about the mitigations in the DRC memo that were lifted directly from the report. You say they complied with all of them, but I couldn't find all of the mitigations on the site plan. So maybe you can help you work through that. >> Yes, so the recommended mitigations where from outside traffic consultant. And so those were generally the recommendations of them. And our traffic engineers with the city. You know, they one through all the comments and that the ones that were required, we're the ones that they you know. Deemed obligation, complete. So I So I'm not exactly a traffic plan or can promise that new traffic engineers late they looked they looked thoroughly out application to make sure everything was meant. >> Looking expand on that a little bit too, on Page 8 of the traffic study there that separates out what's required and what's recommended. So there's the requirements and regulations are from Section 3003.1 of the study and the mitigation is suggested from Section 3.2 and they specified of those are not required for DRC. Sign >> But they made it into the DRC mitigation as a recommendation, but not a requirement. Is that how it's laid out? Because I'm looking at the page and its requirements and regulations and then see mitigation. So it's paragraph C in the Those are not required right? Okay. They're not required. All right. So let me ask, who should I ask about the traffic study? The questions that I have for the for the let me let me let my concern. You've arrived at Srq. You're going this nice new facility. You know, across the crosswalk, you pick up a car. And you drive out of the rental car area. And that's our cue. You merge from the left onto southbound Airport Circle Road. 25 mile an hour speed limit sign is behind your right shoulder. And of course, people who just picked up someone in the crosswalk are accelerating pretty quickly because they want to get out of the airport now that they've gotten their name, it people. Maybe 200 yards. I'm not that good at estimating distance is the turnoff to go. East. To get to. The rental car road. The cut through otherwise has shown in the traffic report. You have to go all the way too. University attorneys. Loop around to get back into the access road. So my question is. I did this right. So you know, site visit. My question is then and it's it's caught on the traffic study has 9 vehicles per hour as an exit. In the traffic study for this property that's otherwise not near that intersection. We all know that intersection university and airport road. My question to you is. Do you think that's safe? I mean, it's you know, looping around. It doesn't sound like we've to me anyway, sought through. The access. I know you're not traffic engineer, not undermine. It's hard to get to the hotel. If you just arrived work, you. And so the mitigations seemed to me, you know, whether Manatee is the applicant to go pound sand or not. The mitigations are important. So that's kind of my question to you. What atmospheric? What else can we do to certain, you know, get these mitigations? Other than, you know, putting on the applicant to keep. To make manatee do something. It clearly doesn't want to with based on their testimony. basically, you we just we have to require. Is required. We can't we can recommend, you know, to the applicant to take these certain mitigation measures. But since they're not required to do it, we like. There's >> And I think in this particular instance, with it being the airport, I think the airport would probably be the better entity rather than the applicant, especially if you're talking about the area and the right of way. Not this particular site as far signage or other ways to help. I'm the end user find where they're going. We reach out to the airport about that. Yeah, I think we should because it's in everyone's interest safety thing. >> I just have one more question for you. the sidewalk that's proposed on the site plan next to a sidewalk that goes all the way to the terminal. That's a good thing. Couldn't quite tell from the site plan. What's going to happen to that? If you go look at the site, a dirt driveway. You know what they're going to do with that. Have we have we got any? Are we asking them to do something specific with it? I may have missed Let me show you. When you get page, I'm looking at. She 5. It says existing dirt drive which goes over swale kind of. On to rental car road? Yes. On 2 rental car road. It may be the applicant can speak to that. If that's going to ruin. My question was what are we going to make a deal with that? We're not going to let him turn into the driveway. No just have occurred. Know. That I noticed doesn't think that's just land. >> Yeah, they're just labeling it as existing. So that is not as just sort of hate it. We're not doing any what we can make them. can't require them to. Remove it. I know what you're going to be paved over is going pay it. It's not going to be there anymore. That was my question. Thank you. Thank you. Missed cue. I'm not sure. Architects is going to it's going to improve how we want to put it. It's it's not going to be the second remains a roadway. Yes, not an access to the thank you. Thank you. >> Okay. That brings us affected persons. Are there any affect a person's I guess? No, since we've reached out to and that opens us up to citizens from the general public would like to speak on this. No. All We go back to city staff for about, oh, no, and the applicant with the applicant like to come down or We have a motion any discussion around. You know, Either way you can close the public hearing discuss close the public hearing. I can make the motion Unless you want to pass the gamble. Make the motion. Let me read it off. Why there's reluctance to make motions. you know, you get an extra mentioned in the minutes. We need to his So all of make a motion to adopt the motion to find that SP. 26 one is consistent with the Tree Protection ordinance. >> And meets the apical applicable criteria of Section 4, 5, or 6 of the zoning code and approve the site plan subject to the following. Conditions recommended to the report states. Now, if I agree. But I just want to say, I think it's a good thing to have more hotel and that's our cue. my concerns around safety. It is a good thing. Excuse me. It's a very good thing that the hotel will be connected by a walkway to the terminal. I think that's great. But the on I don't know, other sure there's a transportation a term for this. The odd and egress out of this and the need to go around on university, I think is a safety concern because you have lot of people are familiar with where they are. Rental car snowbirds. On turns. Is asking for is asking for safety considerations. So I urge the applicant. Persist manatee and Srq the airport authority and also asked the city to the demand to, you know, work with them. Not let it just be something that someone planning board meeting to try and mitigate what you can all of the things that were in the DRC, which some of which are on the site plan, but not all of which are. In terms of the recommended measures. Yes. You know, the call was called. mystery house. Yes. Mister Roberson. Yes, Mister Christie. Yes, Mister Lemon. Yes. Motion passes 4 to 0. That brings us to legislative which is the traffic and transfer Transportation >> Which in the case number. 26 0, 2, >> All right. A chair and on this one for term limits. We the city as applicant with a 15 minutes and then citizens. 3 minutes. And then any response last rebuttal from the city? 5 minutes, 15, 3 fighting 3 DF 15 for city, 3 for citizens. Response from City. Order. But with or pattern. >> 3 minutes for the public. I wouldn't and >> can we can do that when you come up to or I didn't right on. I meant when you come before I started when you come up as a citizen to speak before you start your time, you can make your request. Not right. Now is the motion was I discuss it for a second. So, okay. I mean, we open too. More than 3 minutes and additional we we would like to have a little bit more time. >> Then 15 because it's a it's a was going to say 15 seem short. So if you're going to go up, I I I get it. It's Don't about 10. what are you requesting the safe with him? 20 like 2020 minutes. Okay. And just 5 seem fair for the general public. That's about most of every scene for the general public eye that I understand. But 5 minutes to be enough to explain that the concerns we get that. I mean, get the public to Good Appoint 10 minutes year. I mean or what meant to be midnight. What we've done in the past year is a people. >> The public and pull their time to >> If you're U.S. member of the public would like to speak for 10 minutes and somebody else will have to his. That's fine. >> okay with that. I don't know if that's unacceptable. >> Yeah, we're from and do we know how many members of the public are sympathetic She has or people get chance emulate. She has 4 as of now 4. Yes, 4 cell so for can we can we allocate 5 minutes? And if there's a a an overage to meet with the Ducks Yes, okay. So what? That's what total of 12. Okay. So I meant? Excellent All right. would love to go over the legislative. Oh, sorry going Well. So a comprehensive plan amendment hearing is a legislative public hearing. A list of the public hearing is this is a less formal hearing that a quasi judicial public hearing. >> And the procedural requirements are less quasi judicial hearing. There are not formal parties in a legislative hearing. They're simply the applicant in the city. This case, the city is after him and there are no effective parties in a legislative hearing, although the public is still out to speak under public comments. The decision of the play more done a legislative hearing should be generally based on the relevant standards are reviewing zoning code relating to the type of approval requested. However, the plane board has broad discretion and coming to its decision in a legislative hearing matter more so than was a judicial hearing. And matter. I would just point there's been some pre discussion some questions about process procedures. And I I have actually spent time last year is going that I don't personally see its use with that have been raised. But we can get into that in more detail as the Sari. >> It's going to ask are we going to be more specific about that front? I was in a way for the public. That's I do understand taking the public's time to to, you know, hashed out. So if there's anything about this and that and had. >> But I would I prefer to get into later detail. But it if if you're saying you don't want the public's time to be waste waste on that and we can quick question if you find that there was no merit in the delivery of the >> the the public outreach, then if we can overlook that for overlooking, if we can acknowledge that, then we can have a an actual discussion about the mean that as of that are important. >> Yeah. I mean, in my feeling there's procedural problems or we can get when we can get in the now, if if you want. I mean, I I think it's clearly I think the better start but long look at like, yeah. And may I he would probably be the person to speak on that with with with me okay. Give give give the cities response to some of the. question for the record, David Smith, manager of a long-range planning. I went to the city Commission back on January, 2026 to seek authorization to a man various chapters of the Conference of Plan. I did so in accordance with guidelines for seek an amendment to the Sarasota City plan, which is an administrative regulation. Last updated September of 2024. And 4. I just read this. And this is, I guess, too big to D the annual amendment schedule does not apply to city initiated comprehensive plan amendment authorized by the city commission. The process outlined it and schedule starting PRE application conference followed by Communities. Workshop went out well. Amendments to the text of the Sarasota City plan affect a specific and limited area. The city determined by the director of planning proposed update to the transportation chapter city like it's not a specific and limited area city. City Commission did authorize staff to go forward with processing the various amendments to update you. Comprehensive plan. And on the agenda request. Did specifically state. During calendar year 2026 staff can spring for to revise transportation chapter for both plan. A supported document. And future land use port not been updated. Population projections analysis C like that gave us authorization to do so. I indicated that we would. A 5th conference of plan. Few chapters at a time, not not plop a dozen chapters on planning board public and City Commission all in like 2029 that we would do a little bit at a time. So that's what we're doing. And mister one and won the second Mister chances. So at the beginning of this, he said that you verify that that. >> I guess that the the crux of this is really that the city, the city is arguing that they didn't need to provide outreach. And it's frustration or whether or not they think the frustration with >> But I think they actually did. I mean, manager. >> Krause wants to go through every she sent out I think probably every one of the stable in it's a little bit guy that, you know, that that kind of went through the chronology of when this started all the outreach they have done. can show it on yes. I mean, if you have overhead is probably need to open the public I think don't know free us. It didn't. Yes, that's those hearings okay. We're considering this procedural. I have a before we get into right time is being spent I'll be very Crowley is on the capital projects manager here at the city. >> As you can see on the screen, I provided those interim city manager Jennifer Jorgensen. In response to some of the questions and comments we have received. On July 22nd 2020 for the City Commission Budget Workshop. Public Works in planning staff percent of the transportation modeling budget issue to the city commission during fiscal year, 25 during their budget workshop process. The presentation outlined the need to update the transportation chapter of the comprehensive plan, extended the planning horizon in transition from level of service standards to be see ratio framework consistent with FDOT and mpo methodologies from there. We on September 3rd and September 16, 2020 for City Commission budget hearings. They approved this transportation modeling effort through their budget cycle. From there. had a notice to proceed with our days. Que back in February 2025. that's officially when the project initiated. And we went through the process. We've got all the information we started public engagement into May 2025. the transportation chapter had a public involvement plan. Everything was available on the Web site from February of 2025. When we initiated the process. >> Could I ask started interrupt? But in May 2025, you begin the public outreach process. what strategies were deployed? >> Yeah, I can. I'm there's all in there. So on 5/27/2025. we held 3 stakeholder listening. Sessions. They community organizations, government agencies, neighborhood leaders. We discuss transportation issues, opportunities can chest congestion, management, etcetera, those 3 stakeholder listening sessions, we held them all throughout entire day and then the public engagement component was at 05:00PM that same day I said we have records of these. Yes. And the dates that they were held. >> We have decided We have notes. We have all that and you can find it. Also. >> And report under the chapter update. It is actually appendix 2 and it shows all of our engagement strategies and all the summary from the stakeholder listening sessions. We had almost a 2 and a half month period of transportation survey where survey the community. Then we on August 21st a public meeting, public workshop where we talked about the comments and feedback that we receive from the survey. And then we held 3 community open houses in October where we posted around the city. 3 geographical area. So that way we reached out to various people. So we have one of the Robert Taylor. We had one in Saint Armands Circle and then we wine closer the Bobby Jones area. So that way we we were targeting targeting communities. We David mentioned the January 20 a city commission authorize station and then we had a February 3rd public meeting to this close. All of the draft findings and recommendations from there. We met with DRC on April. 1st, we reported those issues and we're here today. Okay. Understood. Yeah. So so I think they're number of data points that I want to contribute to. >> Buster sing the city's argument here. One is I attended the Arnold Taylor Center outreach in person. It was very well attended. You know, if you look at the logs, there are plenty of people that the others as well. And it's been long and ongoing process. I think the volume of the mail and the level of depth in pushback that we've gotten. Indicated, people had plenty of time to absorb the 321 pages. It's not an easy thing to do. You have to spend a lot of time reading it. But I think the fact that people have and articulated what will be hearing from them, I hope during the public comment says to me that everyone have adequate opportunity to participate in the process. Wherever we go on transportation Chapter amendment itself, I really don't think it's sustainable to argue that the city did not. Try to communicate this as broadly and over is a long period of time. So I I I don't. You know, trying to clear I want to clear the air here. And I just think that it's it really is, you I'm not. A procedural issue. just based on my I think those Wilson on legal tension to this, too. Any other comments from the planning board on on the the outreach. think the record supported that. Okay. All right. Excellent. with that, we can tick off to the meeting. I think it's clear. Yeah, I myself, I myself put out of service. I know exactly. >> Should we go ahead and introduce our snow? But I will say if we come up here and we start talking about the outreach thing with, we're wasting but way for the public comment portion place. The city's top turn to speak. You'll get you'll get an opportunity to speak after staff. All right. so I can tell you why I don't. That's not right now. No out of line out of order. This is their speaking time. Would you talk your winds it and you'll have your time. I mean, I'm not going tell you again, stop, please. The respectful. Let's take David Smith manager, long-range planning. Thank you. >> I'll be Mary Crowley is a capital projects manager. Karin Arriaga chief transportation planner. >> A doctor Jason president of the day is consultant project manager. >> Tammy, in Front of run, a consulting a comprehensive plan or and community engagement. Specialist. >> the last time we did a major, major update to the comprehensive plan was 2008 and the timeline base, you know, for that plan was 2030. The last time we updated the transportation chapter was 2017. That was based upon the 2015, a valuation or appraisal of the comprehensive plan. And again, that a timeline transportation chapter was 2030. So we're coming up to 2030 pretty soon. The state does now require that we have a or minimum to planning time periods, want least 10 years. And then one at least 20 years. So with this update to the transportation chapter, we're looking at a time Horizon 2055. Today's public hearing for planning board is both a transmittal and adoption public hearing where you make a recommendation to the commission on whether they should transmit the proposed updates to the state review agencies for comment. And then also whether see commission should eventually adopt the amendment. Turnover doubt be. >> Thank you for having us We're going to start the presentation for the transportation chapter hand it off today, son from a day as Q. >> Thank you. Good afternoon. It's a pleasure to be back here in Sarasota, today's we have about one of 6 different points that we're going to be. Bringing up today and discussing next light. As David mentioned, there's 3 functions of today that we're going to discussing. First is the introduction and introduced the actual draft transportation chapter. Secondly, this is an additional opportunity for public comments as well as planning board input. And thirdly, as Dana mentioned, we're going to be asking for a recommendation to the city commission to transmit officially that proposed goal, objective action Strategies and the map series. First, a review. So this is an important step in the process as the additional opportunity in the chapter update to benefit from more public input before moving forward. Let me start was excellent. What is the Sarasota Sun plant? That's the common phrase for the Sarasota Comprehensive plan. A local governments in Florida are required to adopt and maintain the comprehensive plan as a comprehensive plan serves as the long-range policy blueprint for growth management development, investment of public infrastructure. The transportation chapter, one of several elements. And as David mentioned, this is going to be the first one that's being proposed for up to. So the others following at a later time. So the next slide. Let me talk to it and discuss quite frankly what this matters because this update reflects the simple reality. Sarasota is a redeveloping city or roadway widening. It's just simply limited are not technically feasible. Ability needs have been changing over the last 10 to 20 years. And there's been a documented focus on additional safety efficiency. Multi-modal, integration and resilience. So this update would support initiatives that have already been in place such as the accepted citywide transportation master plan. You've got to the engineering design criteria, manual as well as the 2019 multi-modal connections plant. As well as applying more modern planning techniques. So in short, those other initiatives host 8 the last time this transportation plan has been updated. And this is a good time for a refresh because it's been more than 10 years since the last So let me talk about on the next flight. What is changing and what is not changing on the left side. pretty straightforward. The strategies align with current practices. The tool is updated in the implementation being strengthened is what is changing. What is not changing is the core vision and the development review process. Let me repeat that. The development review process is not proposed change basic network structure. The comp plan is not being proposed to change. So I need a so I the bottom. You'll see that a lot of it is modify or still need retain and only a little bit of his being to lead it for redundancy purposes. Next. next slide, please. So this is more of evolution, not necessarily a full hall over of of the comprehensive plan. So the changes to the system revisions reflect that was discussed earlier, Motion's already approved by City Commission. The city Commission approved funding it updates, transportation chapter and the transportation modeling as far as the technical process of evaluation. Secondly, it included a direction too transition from level service to volume to capacity ratios, which my for statue, one 63 provides first using professionally accepted techniques. And secondly provides meaningful and predictable standards for technical evaluation of standards. The standards will still be there as the volume capacity standards that are being discussed. So the next phase of our presentation, that contacts, let's not focus on the public input received and what was heard throughout this already process. So a little quickly since we talked about this. All right. This project and not start with that start with a blank slate for over a year. There was multiple overlapping opportunities of in-person events. Media outlets and online public feedback. Secondly, this effort built upon early community input, gather view the transportation master plan and they him. It's all documented priorities and performance measures. And so there was a review that was taken of that fact. So these efforts together created foundation of perspectives. Next slide. This is what he was describing a little bit prior to this presentation. But this is a timeline of events, therefore faces going back to May of 2025, you can see there was a discovery phase show at the bottom. And then through the summer and fall last year, the analysis and recommendations face and then the document refined phase that the proposed public meeting of the draft chapter was during peak season February. This year. We're now here in May for the adoption fees. So it's a series of conversations that's not stand alone. There is a defense that were already in person in addition to an online survey and a public Web page where anybody can obtain any sort of documents and certain communications related to this as it relates to this. So these restart multiple different neighborhoods as well throughout throughout the city. And if your quest, if you on request, we can show different examples of photos, logs and sign in sheets of those different outreach activities. I want to concentrate the next live now and highlight some of C so, for example, in the survey, question was asked ability changes do you as a stakeholder most often face? Congestion was the top concern. Followed by a lack of sidewalks and bicycle lanes. So that's not only concerned about delay, but also having safe and practical alternatives to driving. There's some of the other challenges such as whether the reliability of public transit, accessibility, as well as the costs. notable is that these functions reinforce the themes that were her elsewhere from previous projects and initiatives such as better conductivity, more efficiency and more choice. The survey suggests people not simply asking for more road lanes, but a more sophisticated and integrated infrastructure with other So, for example, on the next slide. The question was asked, what are some of the perceived barriers to using mobility options other than driving? What stands out is the most common barriers are not necessarily a lack of interest of other notes. I think just the conditions that exist making these options difficult to use such as lack infrastructure and safety concerns. Notably fewer respondents you'll see in the in the great hear about 18% somewhere in there simply said that they prefer driving as a fix choice. The less of a performance problem. But it's more about access to other different modes. And so is the suggestion that generally that next to reinforce is using other modes, but its barriers. So it's important because the trap strategies being proposed here like improving conductivity safety multi-modal options are intended to respond directly to those kinds of barriers. There's another question that was asked in the survey on the next line is more of a philosophical. What is your favorite city for mobility and accessibility? And there's a wide range of answers, but it is very international and quiet. European that suggests that the people who participated generally, you know, all travel or expose, also have a high expectation here at home. So that was consistent messages that was received across multiple public outreach activities as you'll see in the next slide. Safety is a clear priority, particularly bicycle and pedestrian crossings along busy corridors. It's not just the infrastructure, but visibility, education, unpredictable behavior. When I hear those phrases, I think you bikes he's back to being integrated into our mobility. At the same time, many participants accepted was not realistic in a built-up area but steady and emphasis to make better use of the existing right of way. The operational and network improvements. There was a recognition of resisting of existing limitations along with clear ways to measure progress and accountability. So the next slide. That shows how the public input directly shaped the draft chapter. So there is it seems of what we heard on the left of a connected network. The a safer, more reliable trouble. And from playing into action. Safety concerns of congestion. Reliability reinforce an emphasis on operations and multi-modal strategies. Not really want. The concern procedural implementation and accountability. Well, that reflect clear action strategies and also such as removing the redundancy that currently exist and that transportation chapter and also the system performance that provides. valuation of progress over time. So in short, draft recommendations will see today. Are intended to respond directly to those community priorities. So actually, I will turn it over back to LA to specifically list the goals and objectives and actions shortages. So up to this point, we focused on that purpose what we heard from the community and how that public input shape the direction of this update. >> This next section shifts from public engagement into the actual policy framework of the transportation chapter and specifically towards the draft goal objectives, action strategies that are proposed to guide the transportation planning aspects through the 2055 Planning Horizon. Here on the screen. You see the goal this summarizes the overall transportation goal proposed for this chapter at its core. The goal is to maintain a transportation system that is safe, connected, balance, efficient and accessible for everyone. The goal also recognizes several reality space in Sarasota today, including changing travel patterns. Redevelopment resiliency needs and the importance of supporting economic vitality and quality of life. The transportation system is intended to support help people move throughout the city in different ways. While balancing safety, accessibility, mobility and the overall function of the transportation This first focus area is a major It's basically how serious that a response to growth and changing transportation's conditions over time because they're so the is largely built out. The emphasis is not simply on adding roadway capacity, but on proactively managing and improving the transportation system, we already have. That is something that we heard across the board are safe. survey respondents. The strategies under this objective focus on monitoring the system performance coordinating transportation with land, use decisions, updating plans and Sanders as conditions evolve and prioritizing investments that support the redevelopment and activity centers that we have. This team also lays the foundation for the updated transportation performance framework that I will in the next couple of slides. This other focus accessibility for all centers on improving safety and accessibility for people of all ages and ability. The draft emphasizes on people for streets. And what this means is safer. Sidewalks, crossing better pedestrian bicycle connections and improved access to destinations. It also supports expanding trails greenways an off-road paths to strength in that overall conductivity. The overall intent is to make everyday travel safer and more comfortable connected and more practical regardless of how someone chooses to get around this aligns with what we heard. Also from survey respondents. Transportation choices. This focus area includes providing those choices and improving multi-modal connectivity throughout the city. The drop supports a transportation network. We're walking biking, transit, micromobility and driving all work together as part of a connected system. It also recognizes that transportation and mobility are continuing to evolve, including changing travel behavior and emerging transportation technologies, such as at Vance, Air Mobility. The goal is not to force one mode over another, but to provide people with more reliable and convenient options that improve how the entire transportation system functions. This focus area includes designing transportation, infrastructure. In a way that reflects sarasota's different context, neighborhoods and development patterns, not every street should function the same way and transportation should respond to surrounding land uses. Safety needs environmental conditions and community character. The objective and strategies emphasize street design which I'll cover in a bit. Access management right of way. Plan II and coastal resiliency. They also reinforce coronation with the engineering design criteria manual For short, which helps translate these policies into implementation standards. And then this last focus economic vitality recognizes transportation is an important part of the Sarasota U.S. economic health and long-term vision. Transportation investment employees access to downtown business districts, employment centers, tourism, destinations and local businesses. The draft supports multi-modal conductivity walkable streets, curbside parking management and efficient movement of goods and services. The overall intent is to align transportation investment with economic development continued to create places where people want to live work visit and spend time. The focus area. We just across the board here establish the overall policy direction for update. The next section focuses on one of the most significant implementation changes within the update, which is to modernize how transportation system performance is evaluated. A Sarasota continues to grow within a largely built out environment. The city's transportation planning tools that better reflects how urban transportation system functions today. Historically, the transportation planning rely heavily on level of service or O S which primarily measured vehicle delay at isolated intersections and incentivize speeding within our network. In a right of way, constrain city like Roadway whitening, turn lanes and even additional lanes are often constrained by existing development neighborhood impacts environmental impacts and costs. Because of those realities. The transportation chapter ships to in transportation has to connect and we'll time little system. This section. I'm going to go through explains the update framework for evaluation transportation system performance. One of the biggest shift is this in this update is moving away from violating those isolated intersections that I mentioned. And instead looking at how the overall transportation system functions together, the updated approach considers all users collectively, including drivers, pedestrians, bicyclists and transit riders rather than defaulting to windy roads. The focus becomes managing and improving the transportation system we already have through multi-modal operational improvements to create a more balanced from work. On the street. You what is going to in a graphic form. Essentially BC compares how much traffic is using a roadway compared to available roadways, available capacity. It helps identify where corridors are approaching operational stress and where improvements may be needed. The framework also valleys, transportation performance together with safety. Multi more accessibility and transit reliability. I will mention that this methodology is consistent approaches from FDOT. The Florida Department of Transportation and the Sarasota Manatee Metropolitan Planning Organization. In a nutshell, this summarizes the broader shift in transportation shifting from the traditional approach level of service that is focused primarily on vehicle delay at those isolated intersections and often prioritize roadway expansion into ABC approach focuses more on overall system performance multi-modal mobility, operational improvements in corridor level functionality. Here. I mentioned that I would explain context classification for those that did. And now you can find it in the 2024, 80 c m one of the key components of this update is context. Classification based performance and then you have 7 contests that you see on the screen. That that we have within the city of Sarasota. The idea behind the contacts is that not every right away should operate the same way or have the same transportation priorities, different parts of Sarasota function differently based on land use density development patterns. Treatment works and travel behavior. And you see an explanation of what those suffocation czar based on those are the context of urban context and special districts are. I got one minute. So China. Can we request more time? I'm sorry. I apologize. And how much we try to wrap it up? got we have 10 sites left. 5 should be fine for it. Here on screen. You see the contacts, bass performance expectations that you saw before you and the staff report. Like I mentioned, we have a downtown core, some urban context, suburban contacts in special districts over downtown core. Think about Main Street. The Urban village. Think about Saint Armands Circle. It will area urban the Rosemary district, suburban Glen Oaks sections and then those special districts like Golden Gate and New a Florida. In all of these contacts. I think the important takeaway is that transportation solutions are no longer being approach with a one size fits all. A model. Instead, transportation stations and strategies are tailored to how different parts of the city actually function. I'll hand it off to her and for her all of this and how it comes together. So we've discussed the goals, community priorities and the updated framework for evaluating transportation system performance. So now we'll focus on this final section on implementation. >> So in other words, how these policies actually work in practice? So the next slide one of the strengths of this update is that it does not replace or override the city's existing plan are planning efforts. It aligns them the transportation chapter works alongside Sarasota in Motion. The Downtown Master plan. The engineering design criteria manual. The 2050 Mile Range Transportation plan from the mpo and it a county wide safety action plan and our transit planning efforts. So that coordination is especially important in a largely built out city like Sarasota, we're transportation decisions must balance mobility. Redevelopment safety resiliency, neighborhood context, efficiency and economic vitality. So this side illustrates how policy moves from vision to implementation. The Sarasota City plan establishes the overall direction. The what and the why? Defines priorities identifies community gulls and establishes the framework for decision making. The other like the engineering design criteria, manual addresses the how by applying technical standards and design guidance. Implementation that occurs through the city's normal process. Ease capital improvement programming development. Review process ease street design standards, and then coronation with partner agencies. So importantly, future transportation improvements will still require engineering analysis. Public engagement, funding decisions and commission approval where applicable this chapter update simply provides more modern and consistent framework for evaluating this future decisions. So the next I don't want to spend a little a little longer because it addresses some of the concerns we've heard this update does modernize how the city of value its transportation system performance. It broadens the transportation tool box available to address congestion, safety and mobility challenges. And it strengthens policy Future decisions can better reflect sarasota's context as an urban community. What this update does not do is equally important. It does not mandate road diets. It does not automatically remove travel lanes. It does not prohibit driving. It does not commit funding to future projects and it does not predetermine future roadway designs. In fact, automobiles remain a critical come a critical component of sarasota's transportation system and will continue to be. The purpose of this update is not to create a transportation system that works for only one group of users. The purpose is to improve have the entire transportation system functions together. That includes improving travel, reliability and efficiency for drivers improving safety can get conditions supporting economic activity, reducing club conflicts and giving residents and visitors practical transportation choices based on their needs. At this point will transition into the formal findings and recommendation associated with the proposed amendment. So planning staff evaluated the proposed transportation chapter update for consistency with the cities with the Sarasota City plan as a whole. Staff found that the proposed revisions are internally consistent with the comprehensive plan when considered alongside the related updates to the future land use concurrency management system capital improvements. Action strategy. This consistency review is important because it ensures the transportation chapter aligns with the city's broader planning framework and policy decision. Based on that analysis, staff recommends transmittal of the proposed amendment to the Florida Department of Commerce, interviewing state agencies for review and comment. Tonight's action is an important procedural step in the comprehensive plan amendment process. It allows the city to continue refining. The document also receiving feedback before returning for final adoption hearings. The suggested motion is displayed on the screen almost All right. Thank you. >> All right. Let's open it up for questions will start on the right hand side of the service. >> I appreciate the information and I also feel that the outreach to the public seems to be very from my experience in the not being that it's here being that it somewhere else. And it sounds like we've done this in the past elsewhere and have barely had any turnout from the general public. We had trouble people filling out surveys and getting us back information that we've needed to to make decisions. So I appreciate that. You guys, whatever you're doing, theirs is working. You're getting some valuable I love the what you call the advanced air mobility. That is is on the top of my mind. I'm the other top. My mine is. I appreciate details of these roundabouts city and that moves with as long as pedestrians are not crossing at the same time. And I feel that is the Big Island get Tamiami and look at some of for Bill come down, Tamiami, going over Any of that kind movement of traffic? I feel like it's doing really, really good. And then also bottles with people and it's just a pedestrian thing. always said. I want let your 3 years in my career as a living here said that coming out of the west in or come somewhere in that area that one cross for all. Now there's something would be a addition to keep flowing. really bottlenecks up through there. And I'm not exactly sure why. But I know that is an other than that. I no real concerns from what I hear from Some concern from what I hear from public. certain house. Thank you, chair. >> first, I want to commend you on a nice piece of work. I certainly understand the. Genesis of this and impact. And I I want to thank you for taking the time to. Explain it to me and some level of detail. When we met. And I think you know what, my concerns are. First. I'm a little concerned that. Your presentation said what I was looking for that I found in a support document. They didn't find in the adoptable. Proposal with regard to pedestrian safety. I have a bunch of these marked up and I'll share that with you later. I want to drag you through now, but it's only in the support document which Mister Smith confirmed isn't adopted. Where you explicitly talk about that yesterday to safety. And so you said in the presentation. But in adoptable. Plan, chapter. We do actually define what pedestrian safety. We say safety a lot. And I appreciate the emphasis, but I think as you transition to a you know, to a multi modal first. Plan. They have to be very explicit about what safety means. And pedestrian the pedestrian in more multi-modal environment with the bikes means the pedestrian safety goes up and not right because we have those kinds of problems. If you never heard the chief talk about it, chief of police talk about that. So. That's that's one. The second thing is a very concerned about the impact on the zoning code. And I think that's not fully baked here. But you know I particularly to this when we met and I don't think it's a good idea to recommend trans middle until we have idea of what the change to the scene needs in terms of the zoning You know, like Section 4

But it was close enough for thought I would just present the issue to the board allow 2 allow this party. You have a sense of hurt person status or not. I have no problem with that as long as it. Yes, yeah. The party of their here SR, UH, Sarasota, LLC. Some of them that we'll see here. They've get all right. Problem Problem solved. All right. With we're ready to open the cause. Additional public. All right. So that brings us the compost. A tow truck you at 11? 0, 6, rental car road application number. 26 SP 0, 1, >> The applicant, please step down. Please introduce yourself for the record. He'll get you ready soar 3. Your chance of a chance to design review architect. Matt Morris with Pete Goss and the Civil Engineer. All right. I'm good at. >> So I would us started and happy to answer any Essentially what we've got. We're head with the same. So we're just off of University Parkway. rental car towed near the Sarasota Airport as part of the property that was controlled by the airport. Originally, we were tested for 300 hotel rooms within that the 3 properties. This will bring us to that 360 rooms 60 extended stay style rooms there will be a lobby area and then the there will be an elevated. >> 2 or 2 and a half floors office that will be. So we used by the composer tell. So it's it will be their corporate office for the hotel. The into man's get We are planning to provide in the future. There will be River pool site, a sports courts. Things like We're working with our landscape designers now for that and the poor designers, those the pool B owners have a permit the the permit for the foundation is currently and we addressed all comments. The property is located on 11, 0, 6, rental car road and has a future land use classification of metropolitan regional number one and his own within the intensive commercial district. The property is owned by the Sarasota Manatee Airport Authority and its leased to the U.S. are accused 3, C. So a comprehensive plan amendment hearing is a legislati
