She is the strongest person I know. We watched her persevere through breast cancer and we watched her come back to us after she lost her best friend, heir husband. And now we are going to lose her to rut -- retirement. So. I am jealous. But, at the same time I wish her well. She has led her department through ups and downs and she has always been the rock that everybody relies on. So, we have this plaque which seems insignificant to give to her but it says. In grateful recognition of over 31 years of dedicated public service, to the citizens of martin county. Presented this fifth day of May [Applause]. >> we May have other individual s that would like to say something. Don? Now that we have the tears out of the way. >> no, nicki has done a great job. Obviously worked with her several decades now. And under her leadership we received recognition from florida association of counties for multiple innovative program s. Awards from the national association of county planners for the land conservation efforts and nicki has been featured speaker at state and national conferences. Personally received awards from business development board and chambers and while the recognition she gathered for herself and the county and the thing that makes nicki so exceptional is her constant and unweaferring interesting of protecting martin county. I certainly have worked with her on the development review committee back in the old days when we got to hear comments from the likes of jack carmody. Linda Mccan. Noreen dryer and, of course, bob raynes educated on the nuance of the comp plan and the order thanks and where they don't match. So, and I certainly remember one, I think it is sovereign marine. There was a great controversy and debate that was resolved and nicki was always there to help interpret and guard our lauded comp plan and rules and helped modify them with the changes in our community. So, nicki. I really appreciate all the work you have done. And look forward to the time we can go share some adult benches I -- beverages. And nicki enjoys friends and family. Until such time. Cheers my friend. [Applause]. >>. >> george. >> Mr. Chair, we did receive one public comment from won bonnie landry. Wanted to state her appreciation from nicki van vonno. Retiring from martin county and attest her leadership will continue long after day. Contributed so much to the planning profession and inspired me in countless other planners throughout the years. Nicki taught me a lot about planning, politics and life. I am happy for nicki as she begins her new chapter. As an aside. It is pretty cool that her daughter is getting her master 's degree in planning with the high standard nicki has provided. Thank you. Bonnie landry. >> krista. >> so, nicki, this day is finally here and I have given a lot of thought to what I was going to say. And I had a lot of things to say and then, a lawyer, typical as it came closer and closer. It became harder and harder. So, as is typically the case, so, a deadline inspires one to inspiration and so, this morning at about 6:00. I was crafting something to say I haven't known nicki as some the others in this room and not exactly sure when I met her. I came to work with martin county in December of 1997. That was before nicki was the growth management department director and she became that, the growth management director soon there after. And therefore. She became my client. Although I had other department al assignments, the growth management department has been the bulk of my time and accordingly. All along annul -- until the end of this week, nicki has been my major client. And that work sorry. The opportunity to work with you, I think has been the highlight of my career. We have spent hundreds of hours together public hearings. Administrative hearings. Legal strategy reviews. Depo preps and even went to a meeting of the governor and cabinet a few years back. Because of the work load and intensity and the issues, there have been times when things have been personally and professionally challenging but nicki you have always brought to the table your demean or as a dedicated public servant. Never losing sight of what was best for martin county. Always and essentially, that is nicki and always, what was directed by the board of county commissioners. She has also always brought to the table a very quality demean or as a human being. Considerate of others. And compassionate and caring. Always a team player. And I want to thank nicki and i want to recognize you for that. You were many, many times the adult in the room, the voice of reason, the one who reminded others of the goal and what was necessary to fulfill it. As I look back on our joint tenure, there have been four county attorneys during your tenure as the growth management department director. You successfully navigated that relationship with the county attorney's office and I can speak for everybody in the office that you have served so well and always being the consummate professional and martin county and all its residents should be indebted to nicki for that. I will wrap up. Just on a personal note. So, we have worked together almost daily, you started out as my client. You became my colleague. And then I think because of the countless hours we spent together and some of our shared experiences, I think we have become friends as well. We have nicki's daughter and my older son are the same age. We have children that are 30 or going to be. We have talked about that. We raised those children together. We have shared family successes and challenges and you know, being a friend with your client is one of those things that, you have to navigate. And I think we both have been cognizant of that line and we successfully navigated that. And I appreciate it. So. Now, as you move into the well deserved retirement. I must acknowledge that. Because I see the piece peace that that brought you. You were ready and you selected the time. I recognize it is the end of our professional career together and the way that I am ever to handle it is because I know we have a friendship that we have developed. And one of the things we have done lately. You have introduced me to walking the bridge am and -- and I appreciate that. Good luck and it is going to be a very hard, this virus has not been a good thing at all. One of the things, it has made us and weaned us all. We had to stand on our own a little bit in preparation of nicki leaving. Again, congratulations and I lovia -- love ya. >> [Applause]. >> there is a whole line. , you might as well sit down. >> thank you, for this opportunity nicki. I started as well and I cannot follow krista, I share those sentiments. I would just like to share I didn't realize how emotional it would be because we work in a difficult arena and in the public element and in the publication environment and -- public environment in a micro scope. I have realized that the type of person you are through the years. I have been here one years and in the last several working very closely. And you always looked after me. you were always a confidant. And you always handled everything with such dignity and pride and being proud and I think you conveyed that to the dozens of people you worked with over the years. I know, I can speak for myself personally. Those things are not to be tak en lightly. Those are things, as I age, I put the utmost respect in and those are the state of society today that are unique and should be cherished and as part of that, I love you as well. I consider you a friend. I hope the best for you. And I would just like to share. I will try to do it. A funny story at one point. I knew nothing about zoning when I came to the county. I was in the private sector in construction and survey. And so, one of my first public hearings. I don't know if you remember. It is a rezoning called. I won't repeat the name. It was a rezoning that was contentious. And I thought what in the world have I gotten myself into. This is the first public hear ing at the local planning agency and I remember being in the evening at 6:30. Trying to scramble around. For public comments pt and there was a lobby full of folks , rightfully so. That was the other thing we share. The public participation and how important that is and how important it is for the whole process and so, I remember scurrying around and getting e-mails and thinking oh, my God and you came kind of sauntering by the cope machine -- copy machine. Humming it is only rock n' roll and I like it. And I thought what in the world so, I started kind of humming that to myself and throughout the hearing I was humming that as well. Those are the types of things that you never forget especially in traumatic situations like that and I could go on and on with dozens if not not a hundred of them. But, I will leave you with that I appreciate everything you have done. I wish you well. I hope you will take my call from time to time. And thank you. Thank you. [Applause]. >> good morning, members of the board. I will shorten this down a little bit. Everybody has already expressed a great deal of what I was going to say and echo everything that don, a taryn. And paul have already said and there is a long line of people who would like to speak here as well. But, I am going to adapt something quickly from theodore roosevelt. It is not the critic who counts not the one who points out how the strong woman stumble thes or where the doer of deeds could have done them better. The credit belongs to the woman who is actually in the arena. Whose face is marred by dust and sweat and blood. whoers and comes up short and again. And there is no effort without error and short coming. But, who does actually strive to do the deeds, who knows great enthusiasms and the great devotions and who spends herself in a worthy cause, who at the best knows the end in the end, the triumph of high achievement and who at the worse, if she fails, fails while daring greatly so that her place shall never be with those cold and timid souls who neither know victory or defeat. Thank you. [Applause]. >> so, unaccustomed as I am to public speaking, I would like to thank you all very much. And all my colleagues and friends. And coworkers. And it has been an honor to work for martin county. I really believe that public service is a calling. I believe it deeply in my soul. I remember the 1960 campaign of john f. Kennedy. My mother worked in his campaign and it was a big deal because he was a catholic and he won the vote in west virginia. Where I am from. So, this has long been ingrain ed in my dna to respect our democracy and our country and the public service that elected officials give to all of us. This aren't a lot of people strong enough to do what you all do. So, I want to thank you all for serving your community and just one thing to say. is just be kind to each other if we learned anything. During this pandemic. Kindness matters. And so. I love you all very much. I love everybody in this community even the people that have screamed at me the most over the years. I love those people and because that is what makes our country strong. That's what makes our county strong and so, thank you all so much and thanks for pointing me to my two favorite interests. So. Last week, or whenever that was thank you, doug. For making the motion. I am so excited to work on the affordable housing advisory committee and the library board thank you all very much. >> [Applause]. >> I just want to take the opportunity to thank you for three and a half years ago when I was completely green in the hours and hours you spent with me explaining the process and the patience that you personal ly put with me which I knew you had to do and I appreciate that very much. You have been a wonderful person to work with. Mr. Smith. >> thank you, Mr. Chair. >> nicki, just listening to your colleagues and all talk about you, you know, I got to spend 20 years with you. Not with you. Working with you. Better way to say it. And unquestionably probably two of the people I learned the most from. as you said. This is not an easy job. It is not one far the feign of heart and harold. I am surprised you get it in three years. It takes us a lot longer sometimes. But by tar, two of the most. The smartest people in this business that I have worked with are you and steve and from my earlier years of understanding what growth management was and how it was a tool and I think it is funny what don donaldson said the likes of jack carmody and lynn Mccain and others. You know, it is a full on challenge and they were there to try to point out where we didn't understand what we were doing. I think I would follow that up by, I always appreciated from you the very most. Was that you were perfectly fine with pointing out to me where I was wrong and had no idea what I was talking about. And that's hard to do. Because, I am not very good at that. So, you were a remarkable person. I don't think people have the faintest idea how difficult your job is or was. And paul, good luck. Told you that the other day. Even after, if it has been 13 years of doing it. It is a thankless, difficult thing you do. Leading that charge. Because right off the bat, there is 50% of the people in the room who don't agree. Even if you are not trying to convince people that you are right. And I think the thing that impressed me the most about you it was really your comp plan ning knowledge and it always, always amazed me. I don't care who it was who was grilling us over what issue and challenging us as to the knowledge whether it was us up here on the board or you and your staff, but within 30 seconds, you always had an answer. And if you didn't have an answer, I can't recall how many hundreds of teams you would go to the side a
