Consent Agenda Subject 2.01 Agreement for Technical Services #23195-SSD-IV with Network for Teaching Entrepreneurship (NFTE) to Provide Teacher Support for Entrepreneurial Programs (Innovation and Strategic Planning) Meeting Oct 17, 2023 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve Agreement for Technical Services #23195-SSD-IV with NFTE to provide teacher support for Entrepreneurial programs. Goals Academic Excellence DESCRIPTION : NFTE is an organization that activates the entrepreneurial mindset and builds startup skills in youth. In the 2023-2024 school year, various aspects of NFTE curriculum are being implemented with 120 instructors at both middle and high school sites. In this Agreement for Technical Services, NFTE will provide digital Entrepreneurship curriculum, programmatic support and consulting to certified teachers on structuring syllabi and programmatic elements to assess classroom needs and areas of volunteer engagement. NFTE provides meaningful and continual professional learning opportunities through a variety of different avenues such as curriculum certification, professional development seminars, webcasts, local and national retreats, and awards and recognition programs. In addition, NFTE will assist Career and Technical Education (CTE) administration to consult on approaches for bringing our entrepreneurship curriculum to more content areas within CTE’s broader programming. Per Florida Administrative Code 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements. When a district school board believes that commodities or contractual services are available only from a single source, the district school board shall electronically or otherwise publicly post a description of the commodities or contractual services sought for a period of at least 7 business days. The description must include a request that prospective vendors provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the district school board, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the district school board shall provide notice of its intended decision to enter a single source contract in the manner specified in Section 120.57(3), F.S., and may negotiate on the best terms and conditions with the single source vendor. Sole source purchases are reposted annually to verify there are no new suppliers in the applicable industry. This purchase was posted by Procurement Services from August 17, 2023, through August 29, 2023. GAP ANALYSIS : In 2018-2019, the district recognized that there was very low enrollment in Entrepreneurship-oriented courses. In 2019-2020, the district partnered with NFTE to increase entrepreneurship-oriented courses for both middle and high school students. PREVIOUS OUTCOMES: In 2022-2023, over 3,000 students earned Entrepreneurship and Small Business industry certification. In addition, 43 students from 3 schools earned $100 from NFTE for placing in “100 for 100” regional competition, 2 earned $500 from NFTE for moving on and participating at the Semi-Finals in Miami, and 1 student qualified for Nationals in New York City in October 2023. EXPECTED OUTCOMES: In 2023-2024, we expect 2,000 students to complete NFTE-related courses at 30 schools and over 2,500 students to earn the Entrepreneurship and Small Business industry certification. We also expect additional schools to take advantage of the various competitive events NFTE offers to our students for a chance to receive scholarships and funding to start or grow their business. Lastly, we will utilize a wide variety of metrics to evaluate the effectiveness of the NFTE program, including student enrollment, participation in NFTE competitions, program self-evaluations and business partner engagement. RECOMMENDATION: That the Board approve Agreement for Technical Services #23195-SSD-IV with NFTE to provide teacher support for Entrepreneurial programs. CONTACT: Warren S. Consent Agenda Subject 4.02 Agreement for Technical Services #23189-ATS-IV with Education Analytics, Inc. (EA) to Provide Statistical Analysis of Value-Added Models (VAM) to Inform the Evaluation System (Human Resources) Meeting Oct 17, 2023 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve the agreement #23189-ATS-IV with Education Analytics, Inc. to provide statistical analysis of VAM to inform performance evaluations. Goals Supportive Organizational Culture Fiscal and Operational Responsibility Exceptional Talent Academic Excellence DESCRIPTION : Hillsborough County Public Schools (HCPS) was one of the first school districts in the nation to develop end-of-course assessments and integrate student achievement on these exams into a multiple measures system that drives a range of human capital management decisions, including employee evaluation and performance-based compensation. The use of value-added measures (VAM) of student growth to inform the teacher evaluation system has been in ongoing development since 2006 and has been the direct result of collaboration between HCPS and multiple district stakeholders, including the Hillsborough Classroom Teachers Association (HCTA). One of the fundamental decisions made by the district and these stakeholder groups is that all teachers should be included, and that their VAM scores should correspond to student growth in their specific subject. Consequently, HCPS is a national leader in the inclusion of traditionally “non-tested” subjects in such models. The attached Agreement for Technical Services and associated Statement of Work describe how EA will support the district in work with value added data relative to the instructional and administrative employee evaluation process. Per Florida Administrative Code 6A-1.012(11)(a), the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S., for the purchase by district school boards of professional services which shall include, without limitation, artistic services; academic program reviews; lectures by individuals; auditing services not subject to Section 218.391, F.S.; legal services, including attorney, paralegal, expert witness, court reporting, appraisal or mediator services; and health services involving examination, diagnosis, treatment, prevention, medical consultation or administration. GAP ANALYSIS : As required by Florida Statute 1012.34(3)(a)1, at least one-third of a performance evaluation for instructional and administrative employees must be based upon data and indicators of student performance. This portion of the evaluation must include growth or achievement data of the educator’s students or, for a school administrator, the students attending the school over the course of at least three years. PREVIOUS OUTCOMES: HCPS has successfully partnered with Education Analytics for more than a decade to provide detailed and reliable statistical representations of student learning to be included in instructional and administrative employee evaluations. EXPECTED OUTCOMES: Project and contract deliverables include: Data acquisition and quality checks. Production of educator and school value-added estimates. Post-production assistance. Weekly status meetings and an annual virtual meeting to review the status of the work, address questions and risks, and modify plans when necessary. Develop and provide a Technical Report addressing all technical components of the project. RECOMMENDATION: Approve the agreement #23189-ATS-IV with Education Analytics, Inc. to provide statistical analysis of VAM to inform performance evaluations.
