respondents. Now. We can see the percentages who raided the city's physical setting as each category. At 43.5, a percent. The largest group said Somerville was doing just ok in the looks department. We >> Good afternoon, everybody. And welcome to the DECEMBER 20 DECEMBER, 10th 2024. School Board workshop one officially called the workshop to order. There was agenda amendments added after publishing right from 6th 2024, we remove the workshop item for discussion regarding authorization to join the Multi-district lawsuit regarding into little behalf of the school district Manatee County. Attorneys. You want to give any with that or no? Share that. >> Because of Keys we had the point was that I issue. >> Bishop, appreciate a good look the district, though. The fact that the >> cases against middlemen from SeaWorld. If you hire with your self insured program, got it. And going after those none of are. One of district continues. So we found that out >> Board members we are using granny gets to the workshop and we have the past. They've really clear, though, for speaking that's that are going around. So we will use that. Workshop public comment. I do not see any for the workout. So we will move right into first item, which is discussion regarding the 23 district legislative platform. I know talked with MR. Chat about this board never gone this on here is the legislative. Delegation date is JANUARY. >> 9, that, you know, because I think that's good JANUARY So we want to get to have argued that previously discussed before the 2 new board members were here. Reporter Consortium, which we have never owned one as well. So we also have r I love the it's I don't know both on the View could be I think it means. I think they're in connections. Good. I think we're trying to get here good. And of you thought of the if you Mr, Chapman who want to start or end allowed them jump in do things in the distant. >> Sure. Thank you, MISTER Chair. >> For that. >> 2 new board members we heading into session. We like to have a workshop to a see what you all again, this is a way, you know, workshop. The board meeting on the way for you all to discuss in sunshine. So it's a good way heading into session, the new legislative session and Tallahassee to discuss what. You're also legislative priority should be as a school board heading into that new session. Joining virtually. >> From Tallahassee, live from Tallahassee is Andrew Colao from Sunrise Consulting who is our government affairs representative sat there in Tallahassee. And so this is our your workshop to really discuss what you all would like to have. Andrew and Sean Foster work on weather up there and also as we prepare as the chair. Annually. The chair presents the school boards, legislative priorities to the delegation before they head to Tallahassee on JANUARY 9th. Also our priorities for the most. Your priorities for the most part become part of the Manatee Chamber of Commerce's legislative platform on the education side. You your priorities to become a very serious document something >> I know you all myself are. >> Government folks are. >> Business. >> community as well. All lobby up in Tallahassee to to see what can get done this session. So with that, I'll turn it with the chair's. Okay. Here to Andrew Global again is live in Tallahassee to give you a few minutes give a few minute update about what is going on Tallahassee. We have a new speaker, new PRESIDENT, Senate and what he's hearing, you know, budget wise and then also maybe in the education speaks peso and to floor is yours. If that's okay with the chair. Yeah. Really. Good afternoon. >> sorry. I couldn't tell if I a safe. I was here. MISTER Chair and members of the school board. Very good to see you right now. I just see my face my screen and boys that offer. Thank you, but thank you for allowing me to personally, Sean is was trying to the tax. You still stuck in a meeting and would like me to send This has gone on an hour longer. Thoughts? I feel bad for him. >> But Evan, thank you for the introduction. I really appreciate the school board taking the time to thoughtfully crafted their priorities. And then we put a lot of work into the priority seat that looks similar to what MR. Chapman, 70 as some them working on a few these items. And I think you guys have done a very good job of thinking about very specific and targeted priorities. First is just more funding, I think that's a every school board says that right? So the first thing I want to tell you is the Senate is here in Tallahassee today. >> Last week the House was in Tallahassee and not the Senate. That is a new thing last year was the first year of these odd bifurcated by for tainted committee weeks, if you will, where one chamber comes and not the I'm sure that's just to make it more difficult on all of us lobbyists. However, I think that is actually due to some construction in the capital and some training schedule. So the first Rio Committee week will actually be in JANUARY that week of JANUARY 13. >> And I want to talk a little bit about delegation. Obviously, we had some 7 changes. We have Representative Gregory go college. We now have a new representative on your don't representatives on your delegation. Representative Bell Trance did not run for re-election. He was replaced with and those wonderful guy to look for to you guys meeting And then there's the new representative. Partly i have not met. And yet I don't know if any of of the members of school board, half. But your delegation, your state Sen or at least the center for the covers. The majority Manatee County. You're a senior House member. Are in their senior senior terms and they are advancing in their leadership. And Senator Boyd, as you all know, is slated to become the Senate PRESIDENT 2 years. >> Arguably, he will be extremely powerful next year as will be the incoming PRESIDENT Next You know, when your previous to him taking his office. So it's a great place for the manatee school board to in a position where your senator has quite a bit of power for this term this year. And next year we call it, you know, the legislature runs into your terms. He is the majority leader in the Senate. So that is a great position to have him to help advocate for some of the goals of the score. Representative Robinson is actually now the state affairs CHAIRMAN In the House. >> And I find it to be a very powerful position. The state affairs is as broad as it sounds. And it is the committee that has jurisdiction over any and everything that relates to state government operations. It's way agency's work the way state government works anything. This is a general government operations. Think Florida retirement system, elections that all fall State Affairs Committee. And so he's the CHAIRMAN Of it. So I look your priorities and we talk about school. Remember Tatum, good to see you back on the dice when we talk about things that you've spoken about about sunshine, right, and that Representative Robinson is now in a position of the committee that would hear bills like that. So it's a great place to happen to be. I think it's important for school board to cognizant of where their delegation is coming into this two-year term of the legislature the to talk about the budget a little bit. I have hurt. That last there were over 1 billion dollars in requests from various entities and direct funding requests before covid. There was only a fraction of that. Not sure where they all came But I know that is not your house has been extremely vocal on changing or reducing the amount requests to simply come into the system. So I think it's important to note as we move or to the 20's, 25 session that the specifically told its members in trainings. I want to see file less appropriations, less requests. We've got to get that number back down. So I think the House will be much more thoughtful on what preparations that they provide money something to consider. But at the same time you have member of leadership Robinson in your delegation. And so you have somebody is higher up versus other counties out who MAY only have one or 2 House members who are expect a new their freshman. And they're not quite in that position where they can maneuver in the way hopefully you're more senior members delegation, people to be will be able to do. There's been only 2 bills so than 43 piece of legislation filed. Only 2 of them relate to school boards at this point. >> What has to do with teacher education, critical incident training. The bill directs dog put some critical incident training into teacher continuing personnel continuing education without expanding the amount of hours that this have to undergo. And it provides some statutory immunity for that critical incident training. Should any of those actions arise during a real critical incident? There's another bailout, their expansive definition of a school bus. We saw this bill last talking about vehicles transport children to and from private school and vehicles that transport children to and from a charter school updating very statute thinks her school transportation is already in one statute that a school bus is defined as a vehicle. Exports to and from a charter school. They're putting that into another statue was left out and then adding a vehicle to transport to and from private schools and the definition of a school bus that's a that's that's a can of But I like sets all last year and that's been refiled again this year. MARCH 19th and 20th Florida School Board Association the capital. I hope to see you all there here in Tallahassee. And then lastly, I want touch on as I heard MR. Chapman talk about the delegation meeting. I think it's very important that the chair speaks of the delegation meeting as I'm sure he has always done. And then another thing that I'd like to point out will work with MISTER Chapman scheduling appropriately. I really like to ask you done before the CHAIRMAN Other members as well that the school board I know passenger are not a service Foreman's done this. You know, we try to meet with your delegation members. I'd love to have you guys speak with them about your priorities long before actual legislative sessions. So that's something we will work on as well. Thank you, Andrew. >> Yeah, that was good. Thank you. What you have in front of you is one page that lists. Last year's school board priorities and also a list of they relate to the Greater Florida consortium school boards, a legislative priorities, and then also in front of you what was just worked on over at the greater consortium's legislative session that have to be made to counties. So I will stop there and turn over to the chair perhaps too. Have you all discuss what potential you'd like to see as a school board for priorities heading into this session and and you and I will take some diligent notes and then produce kind of a one pager for the 2025. Session similar to what is in front of you from from last year's session. Okay. Thank I do know what they bring in. >> you can speak this one pager. It's extremely important. Not overwhelming going to a bunch of different things, especially a 15 minutes 30 minutes with your I do think that's extremely important to have the one pager. I'm sure they'll be some hang on from this last one. Maybe maybe I will tell the board in prepared for today. I did remove the launch center after the probation rafting last year for 10 million due to what end you just mentioned, I read that that Speaker press was was going to want to limit. Lets you I don't want to limit some of those appropriations and things like that. And I think we MAY have a better chance. Know you you kind of alluded to that in the beginning. Talk right there with summer delegation having bigger role in the legislature in the next coming years. So I didn't remove that from the session. Board wants to continue. Put that on there. I think you can. I do have some items that that I would like to discuss body rated to 2 I've been. But when you any kind get it, if you want to get you do want to make it something. It green, you speak or speak or so. Hear something that you are on. I don't have it. Is the agenda for the workshop. Even the agenda for the meeting. I mentioned to food workshop. You wouldn't you do. So I see one speaker so far. Yeah, will. Quicken were time. But it's okay. If we can't do it, then will a couple things. Got to connect with before the meeting starts, you know, like back you won't be a little bit to get up going to king. So here's things. I think that that I'd like for us to to discuss. This was something that doctor why song and I discussed the Hurricanes state of emergencies and things like And Andrew. Please, you have a lot of of knowledge with this. And if you think that this is there's no way. You can see people supporting this but I think that one of the things that we struggle with. During our King times. If we just calendars and things like that doing different. Days, we had to do what you do for right? And so question jump in here, too, that this is your idea. And I want to make sure I voted down saying correctly. But they say we're looking to. If the state can say to give authority to the school district during emergency time. Right? So that's the cabbie out to during those state of emergency that are declared to give the school district the ability to go outside of the contract to fix the one or 2 days that we have to do. I don't I don't I do believe that there have to have to be some constraints that you're not blow up the whole counter that you just had a contract and redo it specifically regarding those hurricane days had that those and how to work those obviously for the three-year up here, you all didn't deal with and the back and forth of what each union wanted the days and they want one wanted to stay one minute they want that want they want this and that I think that if if we were given the authority specifically during emergency declaration that we could over rights of contracts, unable to do something like that. Time did I? Express that correctly? What your thoughts were. Yes, And I think that to. Think the notion is that when you're in that state of emergency and yet there are still. >> Statutory guidelines related to number of instructional hours and minutes. It's It can be very difficult to broker those kinds of solutions. And so having that is a management right would move the process along much more quickly for our families. >> Thoughts from board members on that Look at their summit. We talked extensively about the calendars and how they do not align. >> From union group to the other. How that happened over the years. Don't know, but it did happen. What we do need to get those online. First of all and then give us the flexibility to modify. Don't song has discussed with us? I know and probably your chair. When we were going to those hurricanes to have the flexibility to modify the schedule needed. There were people that were not happy that we had to do. And school class on Veterans Day. However, the trail not to eat into Thanksgiving week. So there was a lot of discussion about that. And I think that most families were. You know, happy that they got the whole week Thanksgiving off. But we do need to look having some flexibility with with the calendar. Won't we? A proven vote on it. It's over. It's a working and breathing document. My opinion. >> And I to make sure I only during these emergency declaration emergency like those periods, I do counter counter should stay with the contract. What we have these emergency to happen. I think we should have the authority to change, which is best to meet our legislative standard that we have to meet for hours center. You MAY thought on those on that particular item. We want to add a do agree that this isn't working like >> I do just can't get it. I don't want things, but didn't get it on a legislative get a legislative change with to try to make that part of a contract Just clear them are just too the superintendent of the approval of the school board modify the the schedule in a declared emergency like on the governor your county is right an emergency because legislative changes are difficult come. That's going on in it developer slavery Plan b, if we can get it part they because it does. Many county shows that affected this just hurricane season. >> All right. >> Down so. >> I think it would be hopefully that they would do that. Yeah. But if they don't, then you get all counties that have to modify their own contract. Every contract. This getting mind. >> Yeah, thanks, Chad. No, want to mention in addition to everything that's been brought up in the past couple of minutes. You know, we got through this situation and this is not like the 5th year in a row. I think we've had a pretty significant disruption to hurricane are a near MISS. But I think when we do the calendar. All have heard it on the calendar for the upcoming school year. Correct? Yeah. So maybe we need to live Canada. Just exact was going to say that. Just gonna say that. So maybe. You know, we always have Hurricane Bay days built into that Thanksgiving week, but we are always reluctant to use them because interactions to people's vacations and lives in plans that they've made. So we either have to. And here to those hurricane days, we have a Thanksgiving break and bear the brunt of the emails and phone calls that will come with it or build into the schedule. Additional week. I mean, is a convert a front of the time. But building to the schedule hurricane days that we will actually use so that. The contract language, which I think is a good idea becomes a moot point. So that's that's a longer-term solution. But just something about next. >> Yes, I was just going going to add I actually agree both gentlemen that. We need to make sure that particularly with the 2 unions that as spray was saying that there. Kind of on the same page, we can all be functioning on different levels and trying to, you know, work with somebody. We can't have him custody not there. While the teachers that they are and vice versa, everybody skilled work together take care of our kids. In. And I heard a lot of the scuttlebutt about the Veterans Day. I think the school's a fabulous job in recognizing the day and veterans and bringing in our veterans to recognize them and to celebrate them which, you know, if we wanted to continue that practice to pick that up. Then I believe we should continue that as well to continue to recognize the day. But I have to agree with MR. Kennedy in that. Looking at if we're going to don't want to enter. Don't want to impact Thanksgiving break. Keeping the storms we do need to look at another way in which to do this so that we can have a built in so that our families are impacted. Some people are trying to cancel flights and all of that, if they travel. A buffer and get a thought on that. >> So if you remember. >> Last year we had conversation with the commissioner on a page issue. CHAIRMAN His response yes, we can attack this at the state level. We can also tap this through negotiation with the unions. So I think and we should do both at the same time, right? So obviously, if we get statutory change, that makes it easier than trying to negotiate with the unions. But it sounds like negotiate with unions. Also a vehicle. >> So I guess we're that's one that we'd like to give an up with. >> And I forgot to say, MR. Chair that. Member will all come back with a draft. Right? So we'll we'll swill. Tweet this my guess is we'll get this I mean. It will be ready to go, but what will will figure out through sunshine, how best to make sure that you are comfortable with the actual language, a stop just >> second thing is I just talked about. >> No appropriation. And I know. Presence is wanting to lower things. I think if if. >> For for one asked appropriation, asked. >> I think it's going to have to be something that is like a bona fide workforce readiness inside the school. I think it's something that would be attractive. And what I mean by that is is we've done this in the past. We've gotten, you know, 5 million for that. Your years ago, we got 2 and a half from the federal. I know we've got to think you're going on later on for the meeting today to discuss and and finalized. But I think it. In a JUNE again, if if the numbers, what you're hearing and and things like that, I know exactly the number million come back to now that we're already hopefully people, you know, tonight approved moving forward with some of that. If we could ask. The state for because of the cost of of building. Has increased whatever the percentage is. MISTER Probably give us 40% over the last 2 or 3 years. Probably Leith can we go back and ask for million? Million and a half. Whatever that number that that it's not too big to where they're like it. No way. Not 2 smaller make an impact for us. But I want to get the board's feeling but also injured. I want to get your feeling first because you have the pulse of what some of these other representatives and things like that are going Either pushed or appropriation or not. You put on or can't. I what I was going say them actually glad you brought it up. I was. Gonna make sure I added I have seen to individual House members right to the door to to their districts. It's obviously each appropriation that's put in. Gets put in or not lies barely solely within the individual members discretion So I have seen to legislators put out, hey, I'm not putting anything for you if it's not shovel ready. And if it's not fifty-fifty match that is kind of a harsh. Criteria to go by. If you're in nor finance, a disadvantaged like very rural county. But for for manatee, Hillsborough, all kind of area in this war. This was some were also similar say it has to be a fifty-fifty match for me personally to put it it also needs to be shovel ready as far as the amounts down. I don't think a 10 million dollar ask is reasonable. This year. But that's also a conversation that you have to have with your delegation. As well. Right? You have think about like am not going ask them for 10 million dollars because maybe that's not appropriate. Any other serve a camera phone. But, you know, a million or so million and a half. I think it's a dynamic answer that we have to have a conversation with your delegation. But the cognizant situationally of what they're trying to do with reducing the requests. >> So that that that was the preparation at that. I had that those are the only 2 things that are the 3rd thing that I bring up is. Start times that things that are going to change. Let's start times for. School board members, in my opinion, maybe even commissioners, everybody to throw you to throw members going to be in the year middle of the year. But it been done years halfway through. It's kind of a disservice to a new person coming in. I would rather see it had the election have it where takes place. But you're not actually in until that years, dogs intends change a lot. I think it's ever going to happen. But I think it's something that's maybe. Food for thought. I think it's something that but we're going to change that was that was those are my 2 things appropriation sell get some for that preparation. >> I I would do that or didn't he see this morning? You know, it's phenomenal. Facility. I still have to go to the second facility and then in next month or so but I asked I asked them during the 2 are somewhat if you had a wish list, what would be on it and the launch center is their wish list yet. They've raised a million dollars themselves. We got in the bank. It's ready to go. And of course, as you state with the rising cost of construction. They now need another 8 million dollars. So that they can bring this about. And that's going to be constantly trying to play catch-up, trying to play catch-up. And at this rate
