Can we report out the where there was no reportable action undergoes a special meeting and I just did it so good. Thank you. >>One of the benefits being the Mayor, you get to give presentation and awards out Internet's very special time and every I am very honored to do this. I want to present a resolution of the City Council of City of Redding. Commending William Bill Schuller for 29 years of outstanding dedication service to the City of Redding whereas William Schuller is 29 years veteran of that. I didn't Police Department. Beginning in April 94. During his tenure he was promoted through the ranks as patrol officer, investigator patrol car pulled out my truck. Sgt. police Lieut. Lee stepped in and achieved the title of chief of police in 2019. Whereas William Schooler earned a bachelor of science degree fromUnion EE Institute of University is undergoing extensively training throughout the California commission on the police on peace Ofc. standards and training during his tenure with the RPD William Schuller William Fuller proactive position and policing and public safety as evidenced by the many program his Institute or participated in, which include interim director of Shasta, oversight of the school resource officer what team neighborhood police unit crisis that intervention response, team community cleanup Park Rangers field training officer social media team kind chaplaincy program. Therefore got it resolved that the City because of this he did Redding hereby expresses it deepest appreciation to Police Chief William Schueller for his dedication empty as he asked him the confidence and long-lasting contribution he made that the Shasta County and it's this is citizen wishes him future success and happiness in her retire retired from public service. [ APPLAUSE ] >>I will only been in the Council for five years is been an excellent police chief and done a wonderful job. From everything I've seen. I know Mr. Tippin was the safety of few words our people have known him for all of his 29 years and you get to talk but you get to do with a Dan. >>Thank you, Mr. Mayor because I haven't known him for his soul 29 years. I do want to correct that record a tad and that he'll actually hurt his 30 years. Shortly after the first year.. I think Mike or soca states really closer to 30 years at low services. The City is and 29. However, Unocal resolutions have to be accurate as they can be thought I first got to know William Schuller how when he was then Sanctuary during that car fire and it was at that point time that I learned a lot about him. As we drove through the scar of both of this if you Redding and Chester County. And during those moments, I found him to be incredibly empathetic, but still with a sense of humor and probably like a lot of you, I found myself just thrown to him as a person is a very, very likable . As much as I hate to say that. And when Saying Schuller decided to apply for the police chief job that was a be investigated like chief Moore. I was filled to that because I know what hi Kirk individual he was, and since his be the police chief is not only preventing me that he is of the utmost character that that he exemplifies for finalization that he cares deeply about this community that cares if the about his police force and effect as you know, many times I have been working with him to improve elements within the police department, but at the same time he was had full recognitionThat it's the holes entire seek it's not just the police department and said that willingness to not only work hard to represent his department and do what his officers need. But also represent the community and the rest of the City and meeting our entire needs just really exemplifies how he approaches virtually everything in his life and I know that he is a strong family man. He loves his daughter is his idea of vacation is that driving to San Luis Obispo and back in a single day or two that to it. You know God deliver his daughters to school and back, and so just want to thank you chief scholar for everything you've done for me for all of the questions that you asked him. He answered for me how you like us.some really tense times through coalbed through George Floyd issue is so with grace and with recognition for our entire community.. I can't say enough about how you were the right man for the job and I commend you and will forever be grateful for your participation in our government. [ APPLAUSE ] >>The Council gets to the next and then you can go after that. So who on? >>Thank you Kaci, if I just wanted to say thank you for your service. Secondly, when I was patrolling out there with the Highway Patrol working with you here in the City allocation was always a pleasant experience. Do you because there is a saying in a law enforcement Highway Patrol AAA with a gun. We never fought not with you. We were side-by-side conducting the investigation and we got the utmost support from the Reading Police Department and that was you out there at the street and then that carry it over in your leadership role with our department. So thank you for that. Buy Miss a debt we buy. There's not I'm not sure there'll be enough time to talk about how grateful that all of us are as a community, but the City to Councilmember it's you get in front of row view. I was at George Floyd BLM the I was there in the study showed up and I can tell you that those of you were there observe and make sure that this happened when you step in and you are leadership it was pretty remarkable.. What happened on all sides. And also I want to say thank you for that, as a community member, but being on the Council diets. There are lots of information. There's a lot that you're responsible for and have people that you can trust immediately that mean the way Seca what they mean and give you good information and are filled with character, compassion, and purpose.. That's God that's not common as we would want and so grateful for my time that I have gotten to serve with you.. I am grateful for your contribution to our community and just want to tell you that you will not just be missed from Redding but from the state of California and if we can get go back. Somehow we just let know I'm going to work on that. Buy Mr. Monts? >>Will have only been articles about your a little bit less and we have met several times to discuss many issues and wanting a like most about you is that you are kind of this new kid and who didn't really put thought he what it was doing but you didn't really know he was doing and you gave me lots of good advice. You were a friend to me and as I've told you before I wish I could have gotten elected earlier as I think the we would be great friends like the way we work. I see your as I described to a person earlier you're addicted to bareback back, but there is fire in the belly of yours and I don't think it's out yet so I look forward to seeing what you're doing and very grateful for your friendship! I am grateful for all the things that you've done for our City and I wish you nothing but the best just never forget that! I know all the people in Baghdad who sell houses, so Kaga:. >>Think it's your turn now chief. Format . What stood up here many time in the last four years and I'm not usually nervous but to take a different mood.. So, I've got a little bit soft and my older years, So I'll try to be quick.. I really enjoyed my career hereIt's have you know, got to do pretty much everything I ever wanted to do here for except for maybe have a police dog but ever other than that I've done everything I've wanted to do and I reached every goal, I thought it could attain. And it's due to great leadership from people before me. That mentored me. And I hope I have done the same for others.. We have a great department! I appreciate all the spokes in the back of the room coming up today.. They are amazing man and woman That to allow for this community.. Sorry, being a little bit of a baby. There really care about this community and wanted to do the right thing every day and worked their tails of Ben and I appreciate that I've had that luxury of working with a great group of departments, directors,. Day, as Barry said earlier, you commented his job as a chief, and even please police your whole life and then you came into this chance job that but I know it's the bigger picture today broader perspective, and it was a great to work with all of them as to get learn to more about the City and see how we can all help each other and work together been been speaking of leadership that I have one of the things I wanted to get together when I started with the leadership team yet. My command staff more involved in day-to-day decision, making, and I think we have built a really good leadership team that's going to excuse because the state organization for years to come andBarry has been a great mentor to me. And a great friend. And I've enjoyed working with him last four years.. The relationship between the police chief and the City manager can be aIt just depends and for us it was a great love relationship to work that well and I hope you continue to be friends after today or after I'm gone. And then lasted things that will mention is the departments are really in good hands.. Capt. Barner will do a job. Excellent job. It's a Chair.. He has grown up in his department with me and will work together for many years and I know you will continue to take department to the next level and deep part of that makes me tear up is the part and trying to avoid so anyway just take my wife and my kids. They supported me throughout this my entire career, and especially the last four years and I could have done that. Thank you. [ APPLAUSE ] >>I'll make a motion to approve the resolution as presented. >>Second >>All in favor? >>Aye >>Psssess unanimously.Item B Lori Baker this fact to follow chief executive officer of their leading tourism marketing group and general manager of Shasta Cascade, the Wonderland Association will provide an update regarding his terrorism and marketing efforts within the City of Redding >>And Mr. Mayor. If you just entered up for just a moment. Some of you many now here going undergoing as art of record figuration of all over audiovisual and our lights failed us today so they are on and we cannot go presentation mode because if we turn them on. It will be permanently dark, very dust. >>Thank you, while just as you mention my name is Lori Baker in the end the CEO, the writing tours and marketing groups and we market ourselves now as truths are writing. And so I just wanted to thank you for allowing me to come here and give you real quick, brief update. So I just wanted to talk a little bit about this give you a little progress today and that will removing and does a couple minute updates amendment. So thanks again for all you let me come and kind to give you a brief synopsis of what we are doing. So when it comes to occupancy and to bid RTO to funding a lot of people kind of get words mixed up. They say TOT enter resume as that really TOT NT bit is funding its money to resume. It's really measured by occupancy and who is staying in the properties so had a real good year nineTeam 19 and will now 1920 drop and really it hasn't started to grow bit and drop again. And if you look at over on the other side. I said TBI revenue and that same thing when you look atFigure 21 " 22 and dilute occupancy. It still wasn't that high been been so now in 22 " 23 occupancy still dropping and is so the revenue for the City so it concerns me to be need to make sure that we get that thing around now. Year-to-date occupancy is going up a little bit, so hopefully TOT revenue will go up as well... What concerns me is if property start dropping their prices Because they don't have enough occupancy. They need to keep doors open and deal start dropping their prices, which will hurt revenue in the City. But I just wanted to give you the correlation bonded to the occupant is going up. Hopefully we can do it the same thing with the revenue. So, I want to talk a little bit about the wedding Teresa market group and where we coming from and how we are partnering with their writing CDB. So what we decided to do is the writing to reason purposeGroup is going focus on fun events and sports events and making and Tori buzzes and bring some international back and the CVB is going to work and the liquor and you see a lot of their social media. So we finally find a place where we can work together. So that theRedding(INAUDIBLE) Were going to be expanding this putting more properties in it. More information so that meeting planners have what they need their fingertips. And so that's a little bit just little bit of getting up the partnership getting up where it's now and so moving forward on to Trish reading website your lead going to see a sport sponsorship from form of that group want to come there is something that they need a having trouble transportation or something not quite working. We have a set aside some funding to help them with that's (INAUDIBLE) it's going to be first and center right now. It's a different place a bite it's going to be friends and 30 will soon so we can in this group to come to Redding and then we see were doing events and what weird things for the festival was those events are going on so the larger local events we are making banner from them to put on light poles and were paying to make them and hung them been bent and so that we will organize that coping making them go up and down. This are what we have a couple already done and other that we are working on.. We've been working on the City are letting on that once that will be in between the events and so they give us their design in there looking we are going to expand that more we can get that all for all of us Redding and then so this is just real quick about measurement everybody's always wanting to know what are the measurement and where you're going to so our short-term goals to get outnumbered back to 2021. Our long-term Gail's goals to get our numbers back in 1819, but right now just for this year 2020 Daigle if he can take occupancy where it is 57.5 and the end of the year get up to 62 point and that's going to get a stranding in the right direction. Same thing with the OT. It was 7.2 last year and we get up to 7.6 while be trending at the right direction..So we have our meeting target were going after and then we have our geographic targets and the places that were going to target markets and the places were going to target. And then so told you to be real good. I just want to give you a little update where we've got the partnership and how we get there and what we've decided and then our office were going to what were doing and so it's really interesting. This is home. Let's see greater Palm spring is kind of like upstate California just as good and yet Palm Springs visit Palm Springs ended then that did City so we our diversity that has so to or different organization actively working together in the City to market the resume and it's going to be a good thing. Now that we have gotten to where where we are at, because if we can it it should dig deeper into our line and work hard into what we chosen each of us will do the lodging properties going to go after a visit. Redding is going to go after and we can probably do much better job.It should benefit the City of Redding. And I just wanted thank you for giving me time to give real quick States than been >>Thank you got any questions my counsel? Mr. Marzano? >>Lori for now go back 2018 " 2019 where the numbers were pretty good. Obviously we know that it was pandemic that affected a lot of things.. What was going on in 2018 and 19 that brought those numbers in the way they committed? >>What We been Democrat Greg? It was we are ramped up, made all the changes ramped up were doing a lot of marketing and a lot of places it's just that from things were comprehensively every year getting better and that was the park just before the pandemic so it's just marketing. It's a whole marketing will doing everything doing a lot of marketing that people don't live in marketing so different age group different interest the different platforms that instead of just picking one or two, teaching them all. We can catch up where they are at and their interest and that's what got us to that point >>And now with the two of your lines to will be able to bring that back >>That's a plan >>And it was a year for vehicle because of some of those find a TMD dedicated the hundred thousand back to the City of Redding for the purchase of the barkeep >>Have you guys work out the website issue that does have the different website? >>We have don't have. We have two okay because there is messages we had from people is that they didn't like the website. There are similar, so now we have the website that are different in the next week or two, you're going to see big changes we've been doing a lot of video so the videos going to be it's already designed differently. So one design is more for that leisure were present as what are they looking for hours at all. You have the bus button and catering button and then even then use button it so it's really a cater to the event planners and then they are looking for and that pretty soon those videos are going to get up and go up and they are more about the groups at the meetings and the events, so there's going completely different than been >>They do link each other? >>They do. >>Any other questions or comments by counsel? Thank you very much. [ APPLAUSE ] >>Next item 2C. Presentation by the Tobacco Education Coalition, >>Good evening. So, thank you, Mayor Dacquisto and councilmembers on behalf of the tobacco education coalition and used option just a and the youth action Council. We appreciate your time. This everything Caitlin is going to be here. Also talking about the issue about raping in our community.. I am just here for a little bit of history. The City of Redding, and Chester County are like forerunners in tobacco control. Back in 1992:Redding trailblazer and approved with the first ordinance is to have a smoke-free restaurants and workplaces. And it was like three years before the state of California., And although it's not in the set the limits Whiskeytown Lake has had the first or they adopted the smoke-free swimming because back in 2010 and then in 2016 went to be the first smoke-free national Park. Which is pretty amazing. And then the City of Redding has also adopted ordinances that prevent smoking in parks as well as the spaces around the library. And the City of Anderson and Shasta Lake also had some similar legislation or policies in place about Toby kill retailers obtaining permits. So things to shout Stark County Health and Human Services you know they conducted a police up Pi on Pauls last October and one of the things that really stands out to us is that the majority of residents do care about raping and tobacco control in our community.. And 80% of them are in favor of prohibiting tobacco retailers within a thousand feet of schools and parks.. Now the City of Redding did an amazing job with the cannabis or the finances and they met a maximum number of retailer of cannabis 10. No there is no maximum number of tobacco retailer but it's currently at 125 and 54% of those are within 8000 feet of schools, parks and libraries. Vape have a number of our kids have anticipated into buccal decoy operations and out of 25 of 30 dealers who are visited with and under age decoy. Six of those stores really did sell to Arbor under age youth. So speaking of youth. I have getting here and so she is going to talk to you some more. >>Good evening Mayor and Council members. My name is Caitlin Woodland. I am a 16-year-old student at Shasta high school. I am here on behalf of the used action Konsyl with ICT of Redding, and the problem that the growth has repeatedly, because his presence of June dragstrip within our community, mainly beeping wildly being my seem like a lesser jacket and not because of its numerous influence on kids is the the Baker industry marketing the white kids with this things like flavors and colors. It's got Presidential children with adversity community and county are just drastically affected by the prominent Presence of baby. With the from that I have seen a vacation in a huge problem I see every day school the bathroom field at the rim during passing prey. It's while this is in general what is school personal variances Last year had friend to vape a lot. He played basketball for school worked out. He had good grades and his parents were unaware of the issue soon. During the middle of his basketball season started coughing up dark morning blood and other things. Because of the my friend was in and out of the hospital mean the UC Davis no doctors, nurses are professional could figure out what's wrong. That was until he had been well it's very clear that they think is a problem within our community. That is why it is critical that solution is graded and enacted use option. Chester has a solution to help minimize the damage that the sleeping has done to where you all were solution is that a business that sells fake cigarettes or drug-related must be addressedAt least 1000 feet away from schools. Our solution will work because instead of allowing students to easily walk to the bakery to list during their breaks. Now the distance is longer. Furthermore, limiting how many kids have easy access to vape and tobacco retailers while weeping my not seem like a huge problem as someone who sees every day. I can guarantee you it is. My question is why are we allowing harm to our kids? Why are we allowing future generations? Future leaders and our kids to have easy access to something that is determined until to their growth? Detrimental to their will be? What is it something be done? By further allowing the density and close distance to school of the Baker retailers and continue to harm? Not only kids but our community as a kid. It's so disheartening to see that the problem not being solved. To see a community not to do anything about the major problem that affects our youth that affects our kids that affects our community than by the work together to solve the problem. We will help benefit our community and help our youth grow into healthy future leaders and citizens than themGraphic showing is that our local youth, not hypothetical kids are getting access to dis-products and utilizing them, which sets them up for a lifetime of addiction. This kids what this graph shows is that this kids have reported to already attempted to create one or more two times Tobacco industry hooks kids by sparking their curiosity in making tobacco taste good and put this out. That is for a lifetime. If nicotine addiction health problems and permanent brain damage.. That tobacco in custody alerts you by featuring celebrity influencers utilizing tobacco products. Reichelderfer, packaging delicious flavors and discrete product design despite a legal and clearly how we 44. Still, the fact that all this shows is that your favorite celebrities use this product they call it fun colors and flavors with devices that make it easier for vapesAnd not eat unhealthy and at the number of the bakery dealers in our community far exceeds coffee shops or fast food chain restaurants the back of Reafield identity plays an important role in preventing you from using tobacco. It's also plays an important role in how we want to portray a receipt and who we want to attract applicable opinions conducted by Shasta County Health and Human Services agencies indicate that strong communities support.. Lastly, thank you, Mayor, Redding City Councilmember is under greater community at large for your time today on behalf of the adoption chastise our action item moving forward with me to see this topic officially placed as an agenda item on a future Council meeting and an improved local policies in place. Then when we do have a sample language for the City to share from the counties that have adopted similar plans. But that said have a great evening and thank you for your time.. >>Thank you. [ APPLAUSE ] >>Did you have a question? Because we have some public comment on this >>. If you have public comment. Let's take that first. >>I have a number of cards year. Hopefully I'll get them all. The first is when the deacons followed by Kaylee Brisbane, followed by Nancy. >>I write to thank you all for hearing about this matter backbend I think most people know that I work for the first five which actually receive funding through tobacco tax initiative. However, we also know the importance of understanding and educating and advocating around declining youth of the book tobacco, especially when you think about you have density you do for the availability within tobacco product . What that smuggling to our children and how they then grow up believing it's a healthy habit for them because children learn through modeling whether people want that to be true or not. In addition, more importantly, what is in the substance of tobacco and specifically vaping item has him has a damage affect your brain development brain develop and for your children but also adults and because there's different time through your brain is bursting into simple snap. The (INAUDIBLE)When you have the secondhand smoke that is you know it held by young children and adultsI just want to make sure that we also understood this sum of the health effects and some of the damaging of developmental brain for the children when we have a large population who is smoking and then reintroduce it and young children enjoy seeing and then smelling some of the Vapes smells that come from those different products. So thank you very much. >>Thank you. Kelly Brisbane?Followed by Nancy, followed by Esther Craig >>Good evening Council committee members. My name is Kaylee Brisbane and senior director program of United Way of Northern California and we have the honor of being a part of the tobacco education collision throughout 11 program 211 offers 24hour call tax and web resources through throughout Chester County in coordination with the California Department of Public Health. We are part of Geico, California, which provide $20 is depends to people who want to quit smoking or have a conversation about tobacco cessation in the present presentation should obviously I outlined our community's desire to make healthier choices and through our collaboration with the tobacco education coalition through the advocacy and promotion tonight and through excess of 211. Information and resource we can see that a community is being provided with opportunities to make those healthy choices that they want teachers over the last year, we have the screen 1865. It was also says that that they are some of the loved ones used to vacate their home 655 of those that yes receiving health and resource so we know that we have the momentum and energy and the passion for this trip to guide our community to make the healthiest ways choices as possible. So I urged the Council to have continue conversation with this option is a great leader is there is a wonderful work being done month-to-month around tobacco cessation conversations. We hope continue to support the Celtic process throughout getting. Thank you. >>Nancy, followed by Esther Craig. >>Good evening Mayor. Good evening councilmembers, and good evening love the audience. My name is Nancy and I have been working registered nurse here in Chester County for 13 years and a nurse for 41 I'm going to do my reading because I want is that underestimates the last 23 years. I just have to try to (INAUDIBLE) last 23 years I have been in a spot because as a child (30 years investigation. The last sentence of revising the right to not positive that each and everyone is like myself, want the very best ever foster care pH send allotment contact is as many as foster parents relative care providers and youth age 10 over in placement and found 27% of newly detained children and 48% of children in our system for 46 month's are longer has either cried or using nicotine and 4B products because the east of the availability of this product in our county and the staggering numbers of the youth becoming addicted. We can stick going to heads in the sand any longer. They help ramification are just too great for your young people, thank you for listening. >>Thank you. Him KathyGrindstaff. >>, So hello everyone, thank you for having me. My name is Esther Kate and I'm here today as a parent I do have a history in tobacco, education, advocacy, and having seen how tobacco companies have targeted different population, and communities. It's something that I hold near my heart (I have the privilege to adopting my eldest son who is now 20 and I have a little when his City my all this one I've had to navigate. You know, having fun. Jim vaping having to educate him Cannot my son is vaping but having seen his friends and having seen how it affected them from you know because saying they have a stomach ache, but knowing that deep down they need to be honest about sleeping and that way they can get a proper help and we heard some previous stories of you know if they are not being honest about vaping, so I think that there is definitely so much more education. We can definitely do but being my eldest son share with me. He is not 20 and he shares with me. You know what you learned from his friend and is of accessing tobacco within communities and just like oh yeah, you can go to this is *that *and they'll sell you and unlike you are 20 you shouldn't be accessed tobacco until your 2421 your French shouldn't be able to access the bake until they are 21 sometimes just mind blowing event. Having worked in the field and then having a three year old. On the other end and I'm like I'm going to the park and I want to enjoy the park with my son and sometimes filling that to be got to go and doesn't understand I can do my best to explain but you know, wishing that he didn't have to be exposed to such young age so I just hope as you know, community leaders, you know can continue in supporting us and having healthier community that way than by some of the challenges and barriers that we do run as community members wanting to enter our community. We don't have to face anymore. Buy think you got Katie and last but not the least Christian and Ben >>Hi kind Kathy and project director of Chester County chemical people and actually have with me my granddaughter media so she's just going to be my psychic this evening. I am part of the tobacco education coalition group and it's something very near and dear to my heart. We work we all work for a healthy community. We close off streets for the bikers for them to be safer and the workers, butDo not recognize what we are doing to 25% of our community which is population of 21 and under we have 92,896 citizens in the City of writing 70% approximately are over the age of 21. So that means 69,669 of those we have 125 bait shops which means her were serving 557 people were vape shop. That is, to me, is a staggering number and that's not saying everybody Vapes but that's just so many. And we recognize that it California when they banned the flavors that was just awesome and we thought we would see a dip in their youth using but when you walk into the bakeshop they go. Oh, here's all of our food great flavors and fears dedicate injuries, you just need to mix them together so you're not necessarily selling the flavored tobacco but they are giving you options for getting itAnd when our young people talk about the bathrooms at the school's all you have to do is talk to Jim Pallone, his a superintendent of Shasta Union high school District. They put in faith the doctors and their bathrooms and it wasn't to catch the kids that were vaping. It was so that's the vape would go somewhere else so that kid that don't be could use the bathroom. Now I just can't see how that is a good thing. And why do we need 125 vapor shops? I don't even understand. I just those in my mind at like to see 125 coffee shops, but that's just me. I challenge each of you to visit high school campus or even in the middle school campus and see what's going on in this compass is and how this gets are affected by vaping. So thank you very much. >>Thank you. >>Thank you for inviting the group to come and present tonight. Okay, I'm ChristianOf July 2023 and so they are trying to determine that information. Get informed to help inform public policy and I am really inspired by people like young people like Caitlin who want to stand up for the idea of helping others tryst better, healthier choices so that they can live long successful lies been bent and so I agreed to come and help participate tonight backbend so what I would ask is that if the Council could bring up an item told the idea to bring back this future discussion and tobacco discussion group has recommendations ideasThat other communities have fight Provide policies that will help curb the use and sell to use. I think we need to help support our youth so that they can improve their health outcomes and health outcomes of all our community. Thank you. >>Thank you God. Mr. Marzano? Caitlin your back up there. I think I think will do that at item ~thank you again for your presentation and outstanding job and >>Thank you. >>Thank you very much. Good luck. [ APPLAUSE ] >>Okay, we have one more proclamation for **Use option for theHere program is thereSomebody here for that? >>We are double dipping tonight. >>Said is again is another proclamation that I get to make it's for the Shasta use pure court. I will tell you have been a lawyer since 1978 when we first came in Redding in 19 for certainly after that started Beer card program that he appear in court when they're looking at any volunteers or they asked me if I could volunteer to help and come down and so I did and I was the when they had it federal courthouses, you probably and heart go up in the judges. I was very impressed with the different roles people with play and (INAUDIBLE) students would decide what punishment or what consequencesThey would be for certain action. I'm glad to do this. So I have a proclamation from the City of Redding lock proclaiming October 2020 City as local youthJust this month, whereas throughout October more than 2000 you'd prerecord program operating in our nation's juvenile justice system, schools and community-based organization will celebrate Global Youth Justice must be a course our youth need and volunteer driven to freshen program and Chester County youth Beer court has been in operation locally for 20 years, whereas youth courts are effective crime prevention and yearly intervention program in the nation, whereas they have offered innovative solution to present to prevent juvenile crime and educate our young people, whereas youth course emphasizes the importance of being involved in what's community to provide our nation use with opportunity to learn about government and take an active role in upholding ourDemocratic principal use ports and power used involvement in the community solution by developing skills and leadership, decision-making and problem-solving youth learn and appropriate use of peer pressure andAre given opportunities to mentor and instill integrity in their peers and to gain clear understanding to our nation's judicial system is scored volunteers play a crucial role in making a goal of reducing juvenile crime in this country and in reality at each her should about accountability and the consequences of making portraits is the also rewire responsible behavior, whereas the City of Redding strongly support your work program because they help building easier and safer communities in which lives, raise families and work and it commands that you and others volunteers is a Port Chester County youth pure court and juvenile justice system. Therefore, as Mayor of the City I proclaim October 2020 City as global use just as much in the City of Redding to be celebrated in conjunction with Shasta youth prerecord. [ APPLAUSE ] >>Thank you very much.So 20 yearsSo 20 Years Beer Ct. has been in Chester County and over 2300 you have been diverted out of the juvenile justice system and had the chance to come through the program be held accountable make amends for their actions and then skulls to be better citizens and in the future and we can't do it without the incredible volunteers like Caitlin. >>, So I've done court since August of like myself a here so last year I've been doing this for a few years now I've done like various different decisionsPositions with P or court like four-person term to rememberPure advocate clerk. I've done pure court like a lot. I have to say that I've done a lot of different eggs that accurately kill our activities but nothing has given me the opportunities and that pure courthouse and has offered that like uniqueness and that your court has and thank you Council members and Mayor for the proclamation That October's Global Youth Justice month.. I really appreciate it. And as a member of your court. It means a lot to me because pure court means a lot to me.., So thank you very much. I appreciated. >>. Anybody else?Could you stay up here Mr. Ms. I now want to take your picture . It's actually for the City on the social website. We all have your permission to put your picture up here? >>Public commentPerson wanted to Brown act The City Council will allocate up to a maximum of three minutes per speaker for 30 minutes total, at the beginning of the meeting for Public Comment for non-agendized matters within the City s jurisdiction. The Mayor will determine the order of the speakers. If 30 minutes is not adequate to accommodate all of the individuals who have submitted a Speaker Request Form to the City Clerk, the Council will trail this item to the end of the open session agenda. The remaining speakers will address the City Council at that time. Monica, followed by Christie, followed by Matthew Mayer. >>Hello City Council. Hello fellow constituents. My name is Monique the first time I came here was September 19, 2017 when Roger Moore was elected as the chief of police and it was my pleasure to see Mr. Schuller on his last night I used to work with Mr. Schuller. So thank you very much for that.Good evening City Council fellow constituents is been a long time since I've been here, but I have something very important to ask of you. Would you please help me help my good friend Christie kinds this is Kristi.Qualifies to be on hospice and to no fault of her own. Christie is homeless. She's on oxygen. She's supposed to be on oxygen 24 hours a day, but she wanted to come here because we are asking you City Council to please help my friend Christie and others like her. There are many people who are homeless unsheltered on the streets who require machines and need housing. Christie is on call different types of medication twice a day and because of her living situation. She is admitted weekly to mercy hospital shares usually in the ICU for at least a few days and there are times where she has been transferred to UC Davis and is in the ICU for more than 10 days. At the time because of her living situation. Son got handed over to Christie to finish. >>Hello,Like many said I am supposed to be on hospice. I have chosen not to be because I have a dog and my caretaker and I would be forced into a hospital home where and have, to leave my companionship and like most humans it's really important to have that companionship with you and to no fault of my own like she said my husband died on Valentine's Day and I was also sick and I ended up homeless and it's not because I can't work. I have been fighting with society. Just all you know, of this puzzle pieces fall into place is been bent and I am here now and I understand it's going to take a minute to fix everything in this world, but I hope to get the ball rolling for people that are in my situation in the future because there are places for almost people to go. There are places but they are not healthy situations for people like I and I know a lot of people I don't do drugs I'm on alcohol. You know, but the noYou know life brought me here and I'd like to see it change for a lot of people that are actually trying to do the right thing and want to live the rest of their lives. You know that happy and in a good position and good safe place. >>. So when I worked in San Francisco I worked out at the San Francisco Gen. when I was a medic in the City and we used to take individuals to a place called Laguna Honda and they had the most beautiful hospice center for individuals there who had nothing to give. So I am asking you City Council if you wouldn't mind please can we reconsider to do something like this for individuals, we because the armor and not done just my friend Christie there's many more out there who need our help been been so we are asking you. Please help us help others. Would you please? Thank you. >>Thank you. Matthew Meyer, followed by Randy McGin as. >>Hi, I am Matthew Meyer. I am here to make public comment just to support our airports.. There was a lot of people here at the pallets and mechanics and a lot of people there are just here to support the airports both Redding in Benton airport. I know there is a lot off revenue that comes from the big operations out at the airport like Kyle, like all the firefighting in the summertime, a lot of fuel sales from that and also all the airlines flying in . Now. We got multiple airlines and there is bicycle out of Reading and there is that Jetson order due or fright staff. There's a lot of jobs that the airport support and it all kind of all the big operations start from general aviation smaller general aviation activities. So there's a lot of GA staff. It(INAUDIBLE) airport and also it bent and Airpark and a lot of general elevation stuff starts to go away and becomes less the bigger operation become less. For example, the airlines, there's a big pallet shortage right now and there's a lot of airline sitting in the ground not flying because of itAnd for fire staff or fire fighting fires stirrers pallets shortage so that all comes from flight schools in general envisioned us both some of the smaller operations are what train pilots to get more polished to be able to do this the bigger staff that bank so I just want to make comment that if the smaller stuff goes away the big staff is going to also start to go away.. And I believe that our airport manager Jim Wadley. He did bid he is doing a very good job at supporting the big operation Redding and everything, but also for smaller GA staff that bent Airpark and lot of us to somebody that you know, we can go to and Hill if we want to have a meeting with the MDL do it. Dale talked to us and I believe that he is the right guy for the job. I think it sounds like his may be leaving, but I believe that we need to do whatever it takes to try to get him to stick around. So because thank you. >>Thank you. Random McGinnis. >>Hello, my name is Randy McGinnis and I am a pallet out of Benton. I own my own hanger there and I have an aircraft there and one of the things I have two hats. I am also the aircraft owner and pallet Association representative. We have about 500,000 members, so most of the pallets in this community is our members and we have like to see some things change at the Benton Airport. We haven't had an FBO for month's we haven't had fuel for a month. We have to fly to a different town to biofuel. So that means you know you'll be and a 10 gallons of gas going there to get fuel and then balance coming back seven dollars a gallon. Do the math you know it's may costProhibitive but one of the main concerns we've paid use fees into the airport prepaid rental fees. We paid fuel fees in we haven't seen improvement at the airport. The hungers that are over there are the owned by the City of falling there leaking or deplorable shape and 14 it enough that I own my own hunger and I keep it to shape to several deposits years so once of the main concern would like to know is where the money going? Would like to see a trace of where the money has to be put in? What's been used for and where to go? And I think something is strongly needed at the airport is an airport commission that would actually consist of some pilot from the airport being on the commission since we are the users there. We can address the problem and work out solution with the City Council and come up with a good positive answer. So we have fought if you know what that is. It's an aircraft term. We have lots of people lost big trips in their props and dents in their ways and one blade of the popular an airplane is about $5000 repair and that's just due to rock and gravel lying around the runways and that that's a waste. They do keep a little bit of the job to get the taxi the runway clear, but none of the taxes ways are clear there just go walk around and go take a look. The weeds aren't being cut. I mean, we've had some security problem we had break-ins there is some serious issues there and I think commission would help that I think we could talk one on one what's happening and how we can work with this issue is out like to answer some of your questions. If you have any Councilmember's. >>Thank you for the presentation and will see you. >>Okay collecting would like to no is trail with the money. Would you like to see that thank you. >>Thank you. [ APPLAUSE ] >>Item 4 consent calendar. The Consent Calendar contains items considered routine and/or which have been individually scrutinized by City Council Members and are anticipated to require no further deliberation. Do I have a motion to approve? >>A second >>All in favor? >>Aye >>That passes unanimously..Item 9.1 Consider the appointment of Brian T. Barner as Chief of Police of the City of Redding. >>It is my pleasure to recommend to you that you approve my appointment of Brian binaries as the new CTA Redding chief of police for the audiences benefits account. We'll aware that once chief SchullerNot defined as of his re-intention to retire. We began the process to hire a new police chief. We typically fly that across the entire United States and often receive an excess of 4050 application. And then working with personnel, we narrow that down to a list of qualified candidates. You can imagine we get everything from you know, entire FBI to Things that you know don't want to work with the City of writing in this case we narrowed that all the way down 30 candidates that we felt were suitable for leading our Redding Police Department and to be scheduled those interviews and we had both community panel which was about 10 members and then we had professional panel which consisted of current police chiefs across the North state. The candidates interviewed at both of the panels community panel and technical panel if you will unanimously recommended that Dan Thane Barner be appointed as the police chief. Following that there is another interview that is held with me. I am going to. I was an observer on the community panel as we went through the interview process. At the second interview. I sought to ask additional questions and seek answers to more information relatively to how then Capt. Barner would fit as a part of our leadership team, how would he fit with our community. In this new role, how did he we react to the differences in the role that is expected of him from attempting to achieve? And I found out that all his answers were right on point and so after that I was able to offer the position to Mr. Barner and he graciously accepted the subject to your approval of my appointment. That might sound a bit odd, but that's what our municipal code says you know, the municipal code as it noted in your staff report says that department is made by the City manager subject to the approval of the City Council so that's why we are here tonight as we somewhat mentioned earlier and in a recent press release Ryan Barner had been with the Redding Police Department since 1997. That's when he officially joined prior to that he was an explorer and cadet and I think as I recall, he was the first one we sent to the Academy and a graduated number one in his class at that time and so we decided would be a good idea and then throughout his career. His done extremely well. As you know, what's noted on the staff report and move all the way throughout has held various position cranky and serving the captain of administration, but is been captain of operations as well. He has a bachelors degree in criminal justice administration and Masters in Public administration. I've actually worked on and off with Brian Barner for the last 10+ years and I've always found him to be incredibly honest, compassionate,., And the things that most impressed me about him was his desire to serve this community in a position of police chief and so with Unocal great researcher reverence that I asked that you approve Mr. Binder as a new chief police thank you >>Have any questions? >>Inside that you left the part out where is God joy to of leadership running? >>Sorry is graduated of leadership Redding >>On the commotion >>Second >>All in favor? >>Aye >>Passes unanimously.. Congratulations officially have a new team. [ APPLAUSE ] >>Mr. Barnett can you stand up please? I will also note that this Friday we will have a ceremonial swearing in Friday at 1 o'clock and so I hope everybody can be there and it will be a lot of fun and been >>, So technically you are not the chief of police till Friday at 1 o'clock >>Technically actually ceremonial yes but that knowledge is achieved tomorrow >>. Mr. Schuller has informed me that he may be roaming around my office, but he also informed me he want to looking for something to do. >>Congratulations again. [ APPLAUSE ] >>9.1 C consider Ordinance designating the City of Redding as Fiscal Agent to Redding Municipal Library >>. I'll take this one as well. Hon. Mayor this is an ordinance that we are recommending that(INAUDIBLE) >>On the motion to approve the library ordinance. >>, So we actually have to motion to approve staff recommendation for the library ordinance. I have a motion and a second all in favor agree >>Aye >>That was the shortest presentation ever been back >>And with that I read the title of this ordinance >>Absolutely >>Hon. Mayor City Council you've offered the first Reading in order to the City of Redding amending ready municipal code title to administration and personal chapter 2.42 (Redding Municipal Library) designating the City of Redding as Fiscal Agent for the Redding Municipal Library Fund for first reading by title only, waive the full reading; >>9.6 B Consider scope change for the Caldwell Park Expansion Project for the City of Redding. >>Travis many has been selected and is now the director of community services and so his assuming that. >>Best guys ever do, saying, >>I have a question everybody gets promoted with the Council doesn't get promoted that we have the same job. >>We can make ceremonially for like. >>I like a good evening., Hon. Mayor, members of the City Council. I first presentation as director. So we have a before you tonight is the Caldwell perk but expansion project scope changes. So I'm kind of go through every situation in a little background on the project. So this project is a 6.7 millionis the Caldwell perk but expansion project scope changes. So I'm kind of go through every situation in a little background on the project. So this project is a $6.7 million grant project that improve and expand called ballpark originally that included a by Park skate park exercise equipment, parking lot improvement multipurpose court pressroom replacement improvements and wall ball court since our receiving the grant in 2019 we've built skate park. As you can see here. Our design is nearly complete. We have purchased the exercise equipment and partnered with a well Redding Metro lines to actually build the ramp track at the bike park. We help them with fundraising and they are really actually nearly complete the (INAUDIBLE)So lastly our art is that we contracted for and purchase is fabricated and ready for installation been been so our issue is that the current construction cost is much higher than the remaining grant funding, so we are forced to come up with you a strategy to bring this across the finish line and our recommendation now is to negotiate a scope changed with the state and would be for a reduced scope in the project and you know slightly less than we originally applied for. So the way that we intend to do that was to find the maximum benefit feature that are still delivering for the community but allow us to shave off some because of the project. So what we did is we want back to our community outreach, which consisted of 11 public meetings with over thousand participant and survey with 233 respondents and we use And you know their responses to basically what to do you want to see us this project to kind highlight our priority so I have those here with the blue arrow next to them does show kind of the top four and they also have a few selected elements that. Like I said, we already purchased or contracted for that are really important to kind of long-term planning within the City, such as lighting along Sacramento River Trl., Ben Vance wanted to go through some of those changes and highlight that there isn't a great farmer to do this because we don't have before and after planets that we have the one graphic onset but will kind to show you what the difference would be so our laser pointers does work up there but on the far left of the screen you'll see a blue publican and this doesn't have a detail on it, but there's something called ballpark parking lot than anyone ever been in. There is already a five-part it is rough but found out that quite expensive Victor to completely renovate, so we are going to find selected areas in our it is a scope to do some repair work like entryway and arrows were having somebody dealThe issue so we find some places differ of that and were going to kind to go from west to east on the math through all these different areas so shown here in our range of her future is that we would get that we would take out of the scope that includes the shade instructor at the top of the map the wall ball court on the bottom. The map most of the parking with express assumption of some ADA improvement and then all those (INAUDIBLE) will going to go ahead and finish that outOur water fountains and some miscellaneous landscaping to go on through their fellow man and also included would be the exercise equipment which already purchase because we had a grant to do that so that would be on the top of that side there. And then there's two polygon on orange. Those are shade slate cells which would pull out of project dear comp limitary features but they are shade available nearly and a playground which is jump river playground is actually slated for replacement within the next five years so evaluate shade at the time so moving right along. This is an Afghan market Street and the area and again actually intended to complete rave and turn into a trail rather than the old road. It was right now we're looking at changing that to simple overlay and adding some lighting along that so that's a good cost saving but still preserve the intent of that one feature that we have to drop completely shown in Arctic that is the multipurpose court which would have been for basketball, roller derby, things like that so also associated with that was a restroom replacement, which will be able to do a smaller scale version of so getting that restroom replacement which is I think built in the 1960s. So definitely do for that and ou
