And it's a this we can go to reports next. Collins said are you ready for your report. Thank you for the opportunity to report back to you on the value of your investment in the arts science and the arts in St. Petersburg. I have us short presentation that will keep me on task not sure where we're all looking. Thank you each year, we receive funding from the mayor's Office of cultural affairs and a pre she ate that we are able to do some wonderful things that I really want to give you a little bit of an overview of what we do with that I'd like you to know that that has been invested almost 5 to 10 times over this past year and I think you'll see that it's not about the money it's about the programs. 2, 2, 2, 2, to do it. The St. Petersburg arts alliance is the umbrella organization serving our arts and cultural community by advocating for the Arts facilitating growth of the arts community and driving arts related economic development in St. Petersburg I think it's a little bit more about what that actually means as we move forward, and I would be mindful of your time so I can redo everything this can be delighted to send it to. Here are art science programs. Day a photo is not credited, I took that once I can use that We teach intellectual property to be clear about that the programs that are in blue are ones that we have been able to conduct with support from our grant from the mayor's office, the cultural affairs, the arts grant programs funding futures and so on we have 12 programs. Many other spinoffs of that pretty much there but doesn't things that we do for St. Petersburg artist grants. We are what $15,000 for artist grants this year we actually had 2 Ares go together on a project and we all we award that 15,000 we don't take anything off the top of us to the arts to say you know in addition to that we match that with a grant to act arts Conservatory for teens and we now have a very special grant that we give once a year to an artist who works on a project and then brings it back to the community. All of our artists grants, the difference between artist grandson others is that all it is a community engagement grants. When they're done with their project they have to take it to the community in some way make it part of a project or program with the community whether it's presenting its to you at 6.20 or having an open House are working. We had Artists Tiffany only it is a jewelry maker never should have brilliant proposal and we had no idea that what she was going to but she ended up bringing a dozen kids in from school and teaching them jewelry making is a business or 6 Our screens go far beyond just a $1000. Funding futures this is a project that the arts alliance has created we've been getting number of calls from people through the years and we're able to raise the funding for this from private foundations mostly an individual gifts of its in cent next 37 we funded 52 students with over $30,000. What that means is and I'll give you one example is my very first one of my favorite still is a young woman who is a sophomore Gibbs got accepted to a summer intensive ballet course. This young African American woman did not have money for shoes. So we went to the dance story we brought she was all summer long. That's what we do with this the student doesn't get the money the money goes to the organization and it pays for students to go to the morning Center for arts American stage about a dozen other places and frankly improves the diversity of their programs. The students have to become pretty much just have to have to be in free lunch program. China which you know about him is a whole other presentation for that, I'm just going to give you the overview but. China's 7 and this was our first just 67 years ago depending we actually met. The city was able to give us founding Sea grant of This past year was 30. Shine this year was a $170,000 that we raised to match that investment including that 30,000. We did 21 year-old we're only going to 12 somehow got away from me. Brilliant artists here in volunteers really worked hard to make this happen. 43 artists were employed this year of which 29 were local. Bright spots we did 7 community projects, my favorite one should never say there's a favorite. But one of my favorites was what we did at the Royal Theater. If you go to the Royal Theater what you'll see is a beautiful mural there focusing on people from the community who are making it in the sports world in the theater world and it's also throw back in history to win the Royal theater was a movie theater so it starts with a roll of film and goes forward. It was painted by students from Gibbs euro club, which we now have along with students from the Royal theater and students who are just came by wanted to help pay. And there's a billion program. We as you go through work to these other folks with creative clay, a the North Shore peer mural if you'll see was actually funded by the company nyse t financial that moved here last year and one of the reasons I think that moved here is a game 3 different neural tours over the year while they were considering moving a Saint Pete and they fell in love with it. So in a way of giving back they want to fund this mural if you look closely you'll see all the birds flying over the pier. Those are my snowbirds. Go further down the other nice part about the mural festival is that it brings a all year long. A tourist going to Florida craft are to by walking tour tickets. And every other week we're doing bicycle tours. I invite you often called ever get together for a trolley tour of the We gave it right or the county commissioners about a month ago on Sat. That worked out great. And it takes about 2 hours. But I think you'd be impressed at that where the murals are we really reached out or responded to the community with what we put those murals and we have the accessible year-old tour. Now on our website. You can go to the mural page click on any one of the shine murals and up will pop usually bond runs voice a local ak international actors. Speaking about what that means and it is written by local playwright Sheila Cali in good language and what that means is that people who are disabled, we'll be able to see say your color blind you be it says the bureau is red white and blue and how big it is it has where you can Park if you're disabled need handicapped parking. If you are unable to see I mean to hear if you're disabled hearing disabled up pops a screen and you can read it so we are the only ones in the world who do that right now. And it came with a grant from a r p and a couple other mention friends. This year that we know about 18 million impressions worldwide and that was as of the end the end of November. Just 2 weeks ago visit Saint Pete Clearwater to huge blast out of all the murals it's being seen around the world. We've I know I've been interviewed by people from Manchester England Berlin and the Boston Globe just a few weeks ago I gave her private meeting tour. So I think it's certainly getting the the light out around the world and St. Petersburg. Pixel sticks is homegrown technology in 19 wonderful gentleman named Matthew Walker has created this we we partnered with him pixel sticks is something as simple as on your phone you download the app it's free, you know can go to any one of our shiny else you tap the mural and up pops usually speaking to you about what's on the euro. Again, this is the only one in the world we can do a heat map of where they are and the contest who was visiting which murals there's a pub crawls going on around using this technology, they just didn't couple Sat. Nights ago. And if you can't get to the middle to do that. You can look at the murals in get a map on your computer where they are so it's a virtual map as well. A recently 3 weeks ago we hosted a gentleman from Flint Michigan came down. He does a mural festival up there. He saw that we were doing met with Matthew took it back within 2 weeks he had a not sure the exact numbers by about $200,000. 140,000 from that the Charles Stewart Mott Foundation in 40 from another Foundation to take this technology to Flint for Flint Michigan. What we've done here. So we won't be the only one in the world for too long. And I wish we had the Charles Stewart Mott Foundation in St. Petersburg. The second Sat. St. Petersburg art walk I would want to point out that we are branding this we have 3 and it's the St. Petersburg second It shine St. Petersburg mural festival is the St. Petersburg arts alliance, there's a reason for all this we are bringing Saint Pete to the world and as an arts and cultural destination. Art walk ahead for some reason in January normally a slow month grew at 4,000 people get over 400 people crowding to trial is to get around and see what was going on when we do the simple math based on Americans for the Arts are generally about 500,000 a year when you think of it is every single month and second Sat.. I would urge you to go out Sat. Night and what could be worse and on Valentine's Day being out there at your local grocery store buying tired old rose so why not go out Sat. Night with your significant other or a friend by some are by our experiences learn how to make late go to Charlie Parker's and buy a class or 2 saying glass and the glass the last time I sat sunglass 2 people were making their champagne flutes for their wedding ceremony there. Talk about heart walk so that's what we're doing with that they are one of the largest walks in the country I think with the largest by by size and we haven't really been touting that so I figured it out to somebody tells me better, we've looked it up the only one I know that is larger is in Arizona, but that's only twice a year they have 20,000 people so I'd say we're probably going to start work in the country. And it's showing a visit Saint Pete. One of our our artwalk is the crime area there they're getting people coming in to stay over for the weekend. Our news awards. The music Awards last year this is who we honored. We're we're for thrilled to have some of you there. You are all invited this year I hope you'll come this year's news awards takes place on Feb. 28th. That's the day before leap year. So we're leaping into the future of arts and culture we're leaping into our future at the factory Saint Pete, which I've spoken with many of you about. Will be doing a lot of interactive exhibits this time as well as performances. I think you just have a blast. So I hope you can can join us. That's our major fundraiser with the funding that we raise that to me is a word that's our lifeblood that pace from things that nobody else will like ink and paper in so on. We listened to our community. We're hearing back from the performing arts people that all we're doing is the roles in art an art walk York's. So we met every month for 6 months with the leaders of the performing arts community we came up percent pp forms dot org and we've created a page that highlights the Performing Arts Center city. We've also recently this is last year's report but met with all the glass, ours. It will be meeting again and we're trying to form and there's now a glass artist website called the glass coast developed and by doctor McClellan and soon to be worked on with us to promote the a class near large tour. I'm just like we could have a claim to our or a mural tour. Our we're the only group in Pinellas County receiving any a grant last year. And we use that to the Jazz and the dew says we present in 9 different jazz band outdoors on the sidewalk outside of all the art works and we do know the 3 vans. Inside the manhunt casino. And we also had another one inside the credit which an african-american Museum. It was a great jazz night. And it just it was a great chance night we were in we were able to implant even know how many musicians around the city that night, everyone was paid. Professional development we produce the arts business Academy. The arts business Academy is that our 4th one we're in that we're in the throes of that right now every Tue. Night for 6 weeks, we're currently doing it at Saint Pete college downtown we're partnering with the Saint Pete college is workforce development Institute they get it this is about emerging arts businesses. We actually have people from Pinellas Park to village which has our studios called us and said can we send our students our artists to you because we want them to rotate in and out we want them to be ours learn how to become a business and then move on so we've partnered with them as well. We also do 3rd Thu. Leadership forms in the We have at the greenhouse and we're not looking that fortunately greenhouse is incredibly busy but we're looking for spaces to present those things like tax tips for artist in a February is pretty hot topic. We are an behind the scenes in incubators fiscal sponsor for emerging businesses. Hopefully we'll see more of these businesses as they grow and that means that they are not yet nonprofits and there's nothing wrong with him being for profits but generally they want to be a nonprofit, so we will serve as their nonprofit advisor, we are able to accept checks on their behalf is tax deductible donations and we pay their bills with that and we monitor them and help them grow. What I really love about blackout it's a great story blackout is to students who started the club that usf Saint Pete came to my office sat down all excited you're going to art like it's never been done before. i love hearing that I'm coming from Boston. Every year there's a whole bunch of students who graduate from their schools are going to Shakespeare like it's never been done before. So they came in and like I mean what can we do to help you do within 6 months they had an installation art Basel are they making it May be. But as far as they're concerned they're excited and they're what brings the vibrancy of the arts to St. Petersburg they're going to stay here and try to make it here. 1000 film is the 4th year we've been supporting has seen a scary scary studio. She brings together about 40 different photography artists. We do not have a photography. Gallery in St. Petersburg so this is a way to give them some support I'm Linda Rivera's is doing the Tampa Bay, Latin Film Festival which just got great press and the coat. Airlines magazine about what's coming up in October and Grand Central fine art is a brand new art gallery out on central and I think it's 31 oh one so it's as as the artists move down central. There planting their flag there. And we're working with them. They originally started the pink Flamingo galleries and kind of work with them on name recognition. Arts for a complete education, this is one of the most important things that we do behind the scenes. This year you May know if you is the year of the referendum that we pass to a fund arts education in our schools and race committees composed volunteers in the 4th for 4 or 5 30 this afternoon once a month. And what we have done is come up with a pilot points in the advocacy points to to support a passing out referendum. This fall and that pays for literally for teacher salaries in the arts in the arts projects that they do it funds the orchestra's the visual arts, the performing arts. It's a it's a wonderful thing in its hopefully this will be the 4th time I believe every 4 years and that will be be doing that in fact our teachers in arts when they get their salaries and paychecks it actually has in Pinellas County schools and has art supplement on it. So we are literally helping fund their support. We're very proud of that is me. We also are at a member of our committee is at every school board meeting to make sure Archer at the table this year. The state as actually senator son and represent him. A diamond have filed a bill at the state level. So that students who graduate from high school with of with 4 years in the hearts get a seal, a gold seal of approval. That recognizes their work and I think this is very important for a number of reasons that don't nearly have time to go into. That was developed bias we went to our our local representatives they pitched it. We held a big uh huh opening to fuel announcement at the Dalai. Now all of the other arts groups in the state are behind it and they're being urged to contact their legislators to do that. It's just we just did it because we think it's important students who have 4 years of arts in high school. On average. Do 100 points better in the 80's. We should be shouting it from the rooftops so this is one way of helping our legislature legislators recognize that the arts are important. Grow smarter culture and community. Committee I am delighted to announce that since 34 I've been sharing the article to me and I'm no longer the chair. And the let's not Seymour if you know him is replacing me he's smarter than me. He speaks better than means in summer than me. He can be a great advocate and I hope to be his resources we move forward. But when the market Street report came in in 34 with the chamber and started the seat for grow smarter. I was there and arts and always wanted to be at the table and it's time for somebody else to try to take that forward as I move my energies into moving into the factory Saint Pete in creating a cultural art project there. Chamber the arts as you know we're House within the chamber, we don't work for the chamber. We but I the chamber understands and so we're starting to say more and more we are chamber of the arts. We he answered well over 1000 increase last year and in Korea it ranges from moving to Saint Pete working in the studio moving to Saint Pete how to walk into a gallery to yesterday we're coming into Saint Pete for New York and we want to know if there's a dance concert anywhere. I'm like the library for the research research library for from calls and emails. It goes on and on and literally now it has been all the people who walk into the visitor center which you May know has an r us store in it which I just showed to visit Saint Pete Clearwater because they didn't know that. Whenever anybody walks in asking for information about the arts we give the staff and volunteers there give them an article future for the asking more questions and that the welcome back to see me. So where were your chamber of the arts. And we promote arts business in Saint Pete art beat news letter goes out probably 2 or 3 times a month that once a month with calls Awards anything that artists of all of all uh disappoints you can apply for and we also do goes to the team got to just mention which we are now be including theaters. So they don't feel under represent. And our Bureau book as you know it is still being given away and has just done wonders, someone sent me a picture of the mural book it's on top of a podium in front of the Blues Museum. So. We're platinum rated by Guidestar still what that means is that out of 1600 nonprofits in Saint Pete only 8 are rated at the highest level only 3 are rated that level that our arts and culture one is Museum of Fine Arts I think they've been added a 100 years of one is us. Another is now the morning. So we are and we are open about everything we do in fact my budget for this year from last year in this year was posted on the outside my January anybody can come look at our budget we're open book if anybody has any questions about any of our programs, I'm happy to share that. A donor commitment is we want every donor including a while to see how your investments being used that we are stewards of the public trust we accept your funds and every year I just enjoy the chance to thank you for that and the answer any questions. Council members any any questions comments. So members are. And John I just want to say thank you this presentation and just the incredible activities that you've helped start and oversee that just really speaks for itself and I you're just such an asset to our community and I want to thank you and thank you for. You're years chairing the cultural committee with press, smarter. Congratulations for whatever is next with the factory which process sounds really exciting and thank you for to showing how are a public dollars co return on investment in some ways we can't even measure. On the community that's possible. Thanks. Thank you. We started with $1500 sank 8 years ago and this past year 508,000 was our budget. 81% went out the door which I would challenge any nonprofit a match and programming money that will change because we agree so much and hard to keep up our time I can't do the murals myself anymore. >> As we say thank you for the presentation of a really interesting and lightning. I was really interested, especially in the funding futures I thought that was really cool, especially when you're so much these days about youth crime and auto thefts all that you guys are really working with. The children to make a positive impact their lives and promote that live from checkered success. Thank you for my pleasure, my favorite program. >> Thank you and thank you for the presentation and for everything that you do it's amazing you're just one person you so much. How many are on your staff right now. I have a one incredible wonderful woman has been with me for 4 years he started volunteering she's But it is 30 hours a week. We just hired in 6 months ago another operations manager 30 hours a week in just 2 weeks ago. We made our shine mural festival volunteer coordinator, a salaried position at 20 hours a week. So where I guess where 2 and a half altogether. Just to just incredible you we talk so much about power. A city of the arts and it just goes far beyond. Museums and galleries things Lee thanks to you and your team and the adverse that you make. I especially appreciate the fact that you see opportunities for. For us to make art more accessible not just to those who enjoy it. But to those who make it and that so incredibly important because we have. This wonderful talented people out there who. Know what they can do. But they're not sure how to turn that into a business and I I tell people all the time you know the arts isn't just a tourist thing for us it's too early something that drives our economy here locally. In real ways and. I I just absolutely love that you provide that support for artists who have that talent that perhaps aren't sure about how to run it as a which is a very different thing and your professional development programs are just exactly what the community needs do you feel that those are going well that people know about them that they are. They're where they need to be right now. I think we are finding when I first good one for 6 weeks now okay now we've done it based on it yet and you realize what I said or how many new people move here every month in the arts is that they retired and moved here and they want to start that arts business they always want to do or they just graduated or whatever they they decided they want to move from being hobby us too and that those calls now that they come one or 2 twice a week we could probably do that a couple times of the year and where we have we were going to speak with the greenhouse more cuts would like to be more a part of that and then when we do move into our new quarters at the factory in Saint Pete, one of the rooms who want to develop is an arts beats business Resource Center. So that after people take our courses sometimes their eyes glaze over night alone. Ok you taught me how to write a grant, but I can't quite do it. So we have to bring them in and sit down with them and do it with him. For for a small fee to do that. >> you are a big part of what makes us so proud of our of our arts community and our place in the world as an arts destination. Say thank you and please just continue to let us know what what we can do to help you out and as you continue to to ground and make St. Petersburg so great. By a priest. Thank you appreciate you all as willingness to meet with me a couple new people to get to my new city councilors soon and explain a little bit more about live in China about and I look forward to working with you on hopefully maybe celebrating on Feb. 28th, you are most welcome to bring some with the incoming news, it's a it's a it's an arts community. There will be artists there from jeans and t-shirts to some really wacky outfits but that's what happened at the start that our community. Thank you. I love the last year I can't wait to attend this year and I'm not sure how wacky and I'm going to a fee. Discovered sneakers lights in them for adults. Thank you so much. Thank you here. There you're welcome John. Thank you for coming in and sharing. The fabulous work that you do for us in the arts community and promoting arts as a business and in St. Petersburg have was a I I highlighted a couple things in your report the arts business Academy. I think it's just a wonderful idea something that's a very much needed here here in this city and then the the arts for a complete education program to another. This fabulous thing that you do we've we've met before I've I was impressed. First time I I met you and every time you come back in. Give us an update. I'm very thankful that you're doing what you're doing for our city. I appreciate your support. Thank thank you so much good morning. Morning. We're going to get back on our agenda we're waiting for 9 o'clock to do our public hearing. So we'll go back to the one. We're going to form one sings. >> The one proposed ordinance for 16 page. Or leave that secure first place department quarterly report. Good morning, Mister Chair council members make you very much for for me this opportunity to talk about. Great of Police Department. So his court reporter cover 2019 for the months up over November and December just to let you know we've sent our unofficial report to Florida Department of of force meant for you see are we're going to report officially we're reporting a crime overall is down 2.5% for 2 for 2019. So our drug said as you can see we're up farce incident in a Russ and that's due to the fact we created the Pac team if you remember that that's the please anti crime unit as a sergeant this overall Sir so we're looking at the tips that are being reported in our city and as you we are tackling those issues. As you can see robberies could still remain down. For the past quarter. Burgers are also still don't. Are still trending downward. Auto to for the past quarter trended up there are up by 5%. For 2019 but over the past 5 years. Auto thefts are down by 31%. Our home units still worked quite well that's it for the new council member that's a county wide task force that we monitor juveniles that are the there that have been arrested and they've received an agent from the courts. Our second chance program is to out that one of the best in the state were still 90% of the kids that are going through the program are completing the program. But we will have to ask Mister Irby in our Division one a new question. What's causing are used to continue to commit crime. So what we're doing is we're interviewing the kids that have been arrested, we're actually start have forms with the kids that are just in school. So we can start addressing those issues but it makes quarter should have a report Freddie for City Council and the mayor are going to want to was but the thing is summer's coming what what what are we missing. We've heard from the adults, it's time to hear from the kids the kids that are committing crimes and the kids that are on on on the fence. So the question we're asking is what's causing our kids to commit crimes. Our path team as you can see there's still do it outstanding job. I know counselor Foster asked last time but say this involved the number being so low of starting to destruct know that we have 2 issues. One of the people the homeless people are on the street not want to go there to every time we bring a homeless individual too Saint vicent uphold it will tell us that they're full. So that we therefore we have to take them out to a safe harbor. So that's what number so low and we're still trying to address that. I can also tell you I can announce today Saint Anthony's hospital under the leadership of President Scott what to do comey about last time is we're going to have him nervous assigned to our past t of so at the officers are out there they will have someone to come do care for the homeless and also address any mental issues that are there. So we're just in the process of deciding agreement but that nurse will be with that team every day. Homicide for 2019. For that period of time homicides for the year again an official if down by 19% for 2019. Last year we had 17 homicide the year before that we have 21. I far year trend homicides are down by 10%. Mister Bateman our legal teams still doing a great job of following up on those as you can see. Pursue sort of past quarter we had none. Or use of force again we tracked every time an officer uses force interview by all levels. Passport or we had to citizen complaints and we had 3 department took place. Department complaint. The that come from a major are hard to look into an incident involving an officer. As you see our tips are stills trending quite well people call in and give us information. Park walk and talk program is still going it's that we will be it hopefully partnering with the rays coming up to our Park walk and cheer. We go out and get it and talk to the people in the community in the kids that are unable to go to a baseball games. We can give them tickets to attend those games. Our response time a member of Council Rice will keep track of that as you see we're still right there. 7 minutes for priority calls and party calls a member of those are life and death situation where does the suspect there and there's probably that the suspect is still a scene that could be a robbery or kidnapping so as we talked about there's more traffic in the city. The zones are getting bigger more people moving and so we are still staying below that 7 minutes and the rest of the time you can see we're doing x live there. Citations are up a little bit doing this quarter. This is what we're most proud of right here as you see we talk about this for the past 5 years. We have double the amount of females. We're above of minority Mills, the nub of minority females and we still have people that are still trying to get on to our department. So we have reached just cold thinking about maybe you should move headlined a little bit. But that is the national standards right now. As you see an off-duty work we're still operating in the black. As far as over time the staff to do it outstanding job, anything that we can control we are controlling that so we are staying below budget on all those categories. As you can see was so doing lots of training, we've acted all-star doing training in a house of worship. We have excellent person is taking care of that so some religious group will ask us to come up that we will do that on the day's other service right after service. A customer of Crystal yes about eagle our program as you see this last quarter 30 more people have signed up for Ebola. Park welcome to our program was excellent this year. We actually have more people involved in it ages and give us more of a was one of our partners this year. We still have our anonymous donor to continue to give us $25,000 for us to go out. So we're able to share with pal. And this year we actually had also lost also contribute to us this year. All of that needed to be addressed the council vice chair, a counselor Driscoll so an article in the paper talk about assault cases. My staff and I we met with her just to let you go we are procedure work is that he also will respond talk to the victim and then that case is automatically for to the deck detective, whether the victim says she or he or she does not want to prosecute. 2 detectives will interview the victim again to make sure we have all the facts. The victim advocate will also talk to the victim and then a case before to supervise the supervisor for review. That we've War 2 and those who grow the for you and that will be for over 2 workers section to make sure that word document everything correctly so that open up for any questions. >> When start off we have somebody from the public that once was to speak when we start off with the public and with that the council member questions Joshua like. Morning Mister Bush morning council members. Says put him several times to talk about. How long it is to continue to arrest people for possession of cannabis. Yet the week of Christmas. This Police Department rock men up. Free cannabis I can think of a few more effective ways of wasting time. But can't think of many things more unjust and putting image beers of the living God in some cages of steel and concrete where they can expect to be raped and otherwise tortured and abused by both guards and inmates alike replant plus the food is intentionally substandard. I understand people don't want to give prime rib and select state cuts to criminals but I can't fathom why anyone believes in such ill treatment is justice for people who merely possess use or so plant leaves. The Police Department is even catching all the murderers rapists and thieves who victimize residents of the city. So why is that we sometimes torturing people for marijuana. This comes after Ken King sat in that seat over there last year late in stated that the department had only charged 7 people with that position at that time. Councilmember Driscoll rightly asserted that that statistic matters a lot more to those individual 7 people than the numbers would indicate. This department continues to make this new Chris arrests. People who were annoyed by Mister Richard Spurrier. The police officers could have and most asked the man 2 go somewhere else to give it away. The kidnapping and torturing another image here of living God. Not been. Yes that man is white. But one supreme says new they cannot avoid hurting some what people will just read about the black community. Why victims of racist policies are considered acceptable collateral damage by architects and for Cher's of these injustices. Pensions and paychecks keep rolling out bride, the hearts and minds of cops everywhere in the eagerly keep this institutional racism alive regardless of the room in the cities. They might think they're better negotiators and use a scary of the judgment day will prove their Bergen to be up front. Union membership will not protect you on from the wrath of God. Only Jesus can do that. He demands for pensions first. Any other comments. Thank you. Councilmember campus. >> Thank you Good morning chief morning q for the So I've got a few questions but I will actually come to take them out of the water I was going to go due to the public comment about the drug stats and the arrests um because I did actually have a question about that side. >> Stats the rest are up 27.4%. So my question was going to You know is this related to nonviolent drug offenses. What what is this increase related to. The increased rate to drugs are felonies so we do not again we do not resting one for Mister Minimal, a marijuana we have a program in place in this County caught a pass a bill pre arrest. So the person has a misdemeanor amount of marijuana here she will not be arrested they will given a date the time they need to report so that that that is not in those numbers. Those numbers are going to see it going to be for either heroin cocaine or a large amount of marijuana right. Okay, yeah, I just wanted to make sure because well I May not agree with every. Every statement that was made by Mister Black I do obviously agree that nonviolent drug offenses, you know we should not be locking people up for so I just wanted to make sure that you know that was felony arrest was things like that and it was not. Fences that we can deal with other ways though. Let me add on to that if we did a Russell one for possession of marijuana a out it could have been we charged him with burglary in. They were arrested for burglary and had this to me about the marijuana on the but they were booked in on the burglary charge, but they also get the misdemeanor marijuana charge. So that would show up on 2 different statistics if there if they're booked on 2 different charges, correct. Ok. All right, but it was show they rest they were arrested for marijuana but they're really they're in jail on the felony. But the missed the misdemeanor charge would be there. Ok got it all right very so can we look at the slide regarding out of that stat. You know incidences are up 24.3% but arrests are at 0. And the increase much like like him. Yeah here. Sure 6 slide. Yeah out of touch back. >> So armed can we talk a little bit about why the incidences are up so much that the arrests aren't what do you think that that's related to. Sure we're still doing 7 out of 10 cars that are stolen in the city of St. Petersburg in the people you work he's but a key fobs in their cars. So when you seen the arrest or about the same because were recovered the cars but we May not make an with the person in the car. So 9 times out of 10 the people that still the cars. So they run out of gas. They will leave that car and go to another car, so we May not be able to catch a suspect in that car. So that's what number could probably stay equal. So both all for the month of January out of deaths are down a bit. So it goes from there. It's like a trend. So they are down for January they are okay could you and we've had many conversations this is the number one crime issue in my district so I just staff wanted to understand that a little bit better. I'm on the slide there. It also says there's 20 adults and 24 juveniles is that I don't have the you know reports from the 4 in front of me that is that a typical split. That's just about right in the usually a jewel of a little bit of both of those but it's kind of almost equal like sa's 5545 something like that. >> And our most of those adults like 1819 years old. Still hanging out with their friends. Their juveniles is that kind of something that you see or. Probably see is probably between the ages 14 to 22 sometimes Iraqi year-old a 12 you will. Make that gray area where they become an adult but they're still I'm doing things with their friends that are 1617 years old so they're charged as an adult when a year but are among the 4 maybe they could have been a juvenile that is correct ok. And so you said on Sun.. When your check out the second chance program and you are going to set up one on ones with us I'm kind of for a plan for how we address some are and how we can help get the word out. This man and what it would be a question we're asking is we're doing a good job of working you know he did not lie were rushing to it out, but we are we're kind of get to the point is still to the mayor's like what is still causing these kids. The commit crimes. It we've got to get an answer everybody's come before the board and give you a lot of information we haven't asked a q the kids are commit a crime we don't asked him and the kids that are on the fence we're not asking. So what is the parts and right. What is causing this okay. All right well look forward to those meetings and whatever we can do to help support prevention programs that come out of that information. So. And then the last thing that I would say is just a big thank you on behalf of my you know as we continue to grow so your you know commitment to extra force there is much appreciated its recognized by my residents and that's why I say thank you for that. So thank you thank you and keep up the good work. Thank you. Thank you chair. You're welcome a vice chair to school. Thank you thank you for that. For the report. There's a lot of good news in here. Thank you for everything that you're doing. All that your department. Remarks that you made Saint Vincent de Paul. In the path through in the past portion of your report. And you said that to them. The reason that there and Tate numbers are so low is because no one wants to go there. Have we looked into why. And I have concerns about that one because we do I've been with some funding and. If there's something that happening there that makes people not want to get there, I'm maybe Lee and work with them to address that they do you know if people motel the past team. Why they don't want to get there. They will just have to get was sergeant hills and his it when we first focus achieve they don't want to go there and then we do take someone there. We're told in by the people are rented of the organization we're full. So then you also have to take in the safe harbor. So that's where you see that one. I mean we've act that incidents were another agency has bought a homeless person there. They call our departments that you need to transport them to another location. >> So no one wants to get there. But it's always full. Yes haha. I will talk with her to stand about that just to learn more because if there's a time. If there's something that we can do to assist or. You know 18 to to make that one more available. I think that's important. And I know counselor Foster always talked to that division about that so ok I will let first at speak on that in and just an unmanned and thank you for the update on the eagle eye registrations and this is a pretty this is a meaningful increases and 30 new registrations a tamer November December that is. You know around the time I guess the the community service officers really started to talk about it more in neighborhood meetings and we have the door hangers and. Everything that I know we did that. You know door to door with a the information and September I think it was just too and so what this tells is that those outreach is the awareness building effort is really working. So is that something that is an ongoing effort that the officers will continue to talk about this program with residents. Yes maam so the community service also will continue that because it is helping us with crime as far as we can look on one there a crime the robber something happened in the neighborhood. We can look at that map and see who has. Some type of monitoring at the home, so we can see if the suspect walked passed the House with things like that. So we are continuing to try to use that because that helps us also reduce the fare crime in our community it also gives deal detectives a starting point they were look the sea was walking around. >> Okay great and yeah if you guys if you still have a lot of a store hangers I think these are pretty effective too. And I could use them I usually takes them to. Community meetings with me just in Does it have them or If they're not there then I have some. That's about it quite a bit so yeah that would be helpful. If we keep pace going. Park walk and talk. It's fantastic last year I knew we did I'm in my district we did like a special evening edition of Park walk and talk as a group with some officers thank you and I went to remind people. To make sure that their kids are making good choices during spring break. And that's coming up next month. So I'm hoping that we can do that again and perhaps some other areas. May be looking at. A heat map to determine what neighborhoods might benefit from something like >> a good to see so sergeant make sure you he falls again and that that would be great and thank you to the anonymous donor who continues to help you with Park lock enjoy. Thank you. I also appreciate the explanation that you gave regarding how your department handles assault cases knowing that. Our Police Department is doing it right and that when someone does this have the courage to speak up that it is taken seriously and it passes through. Multiple levels. Whether or not the person presses charges. So that we can make sure that everything is investigated properly and then that person. Knows that there. That the incident is being taken seriously and that they are valued and taken seriously so thank you so much for providing us with that information. You're welcome. That's all I have thank you chair. Welcome councilmember Foster thank you thank you chief for As it relates to path and the issue was St. Vinnies have been highlighting that from my colleagues forever, a year now I continue to be concerned about this and think that. Administration has to dig into that I can tell you that. From speaking to the path get a quarterly report as well as 2 others on the street. Their constant refrain is that they don't like how they're treated there. Not so for example, turning point which anybody has toward turning point is not anything fancy. But you see the numbers are pretty high there and it's because the staff there have gone through what they've gone through. And they can relate to them on a different level and I think that's why you see that number continue to be high. I certainly think the the issue of. Lack of turnover is a problem as well, and that's something that maybe Saint Vincent's can't address so much because we're seeing a rapid rehousing numbers really start to slow down because people can't find affordable housing even when we're getting the money to pay for it. So I think that's a part of it but I think this other piece we know that look they'll feel smell. Treatment all of those things matter with whether someone will. Go to a shelter or not and if there's a problem at Saint Vincent's we have a role in helping fix that since the fun then so heavily. Chief I was also happy to hear you know I had followed up last week about the. Need for someone to go around whether it's with the past team or other officers, some glad to hear the and they are and p is going to be able to do is accounts are going to be paired with that I believe so what is working through all of all the rage but we're going to have. You know this program and other communities, the city of largo certainly has a different number of residents than us. But they've seen their Baker acts decreased by almost 60%. And so I I really strongly believe in the importance of this program I pulled her big right numbers the other day. I want to say there around 1900 for the year. And so having somebody with the expertise to work with our citizens and help them get the services they need important and it also. Take some of the pressure off of your team, hey you or asked to wear many hats and be everything right so. Just checking if I had other. >> You know one thing you don't have to give it to me today because obviously I didn't ask for an it in advance but. One of the things I'd like to see maybe in a follow-up is off duty assignment year over year. I continue to hear Police officers and fire personnel about how much that strain has grown. And we see it as a city right where city of events we have all these amazing things happening. Some just kind of curious how that's changed over time because. On this 9,000 assignment says a lot and I know your staffing up and trying to address that, but I'm just kind of personally curious how much that's grand ever say a 5 year period. Us so if I can get that in a follow-up report. I'd appreciate it. The last thing I wanted to ask you about and also just kind of give the kid is that you didn't highlight. I'd like to hear a little bit more about you made an announcement last week or some time recently about the grant for the human trafficking task force. I had an incident just this week where I knew someone was being trafficked so they had reached out to me ask for me to pay for a p I because they were doing investigations themselves, but they said their bladder couldn't hold out. It was a Tampa pd case and I said you know I don't know the answer and I don't know what all resources are available. But Saint Pete just got this thing let me see if I can get you some help and within 48 hours they recovered the 14 year-old girl so I I just know how important this is we're staying particularly in child welfare human trafficking pick up. But I didn't even know who to call I call the major that had nothing to do with that they got me to the right person, so I'd love if you just shared a little bit about the program and and what kind of collaboration is are happening in who we would reach out to if we needed to address human trafficking I think you'd be a good public information peace. >> Sure so thank you so 2 weeks ago Cup just past the present quarter. Saint Pete Police Department received a human trafficking grant for the 3 years with a 40 The Police Department picking it up. It consists of 5 counties o so 5 shares of signed off on it. Police departments statewide prosecutor federal prosecutors. Also our federal fbi homeland security. We are the lead agency as far as law enforcement. So we are the Center for that so we will give resources to anyone in the community a little as 5 counties so a good example is 14 year-old that was traffic. Was to report that will happen is that team will get together and that he will make sure we can cross over a jurisdictional lines. Again want to give major passing critical, she was the one after we rescued a remember a boy a year ago. That we realize we still have a problem in the Tampa Bay area. So that's what we're focusing on right now. So is every day 24 hours a day 7 days a week. If we get complaint. We will activate his team and we will go out there in trying to rescue the victims in human trafficking. What is great is not we want to make sure we my people we're not out there for prostitution we're not out there looking for jobs. Well they're trying to find our young kids that are being trafficked we will address some prosecution cases but we're not out there looking for jobs. And so who is heading that up chief so Toby major Patterson she's in charge of that to you. >> Thank you for the good work on that I heard that you recently rehired a grant writer who helped make that possible and so it looks like that investment paid off. Yes and no one could have they could she belongs to Caesar what I've heard that one time. Haha so you know thank you chief u. When a councilmember Foster touch base that are subject to leave their home. And the safest issues on the radar. She's spoken with the happy about it and her feedback is largely around capacity. The issue of not wanting to go its new Herschel investigate that and follow up with Council 1 one and what she finds and will respond accordingly thank you. Quick question to major Paterson right that grant. Believe or not she did she started so we got the grant writers those she did an excellent job also we've got. Help from our Grant right here to see the night King think of her name right 18 retain charities servant he held her hand and so thanks are also to get it there is only and I'm glad to be a little bit that makes me so it's a one a there are only 5 agencies in the us that were given the go ahead. We're world's 5. Councilmember fix and the chief and I I will live in you. I'm a couple of things I have first of all I want come in the active shooter. Program that you have I have attended those I was in a church service. And it is. Unlike anything that I've ever experienced before and I think a lot of us take for granted that you're in the House of worship and things like that can
