Approval of Treasurer's Bond - MS [Board Policy 4:52 - Bonded Employees and Officers] Meeting Jun 6, 2022 - Regular Board Meeting Type Action (Consent) Recommended Action that the Board of Education approve the Treasurer's Bond, as presented. Memo To: Members, Board of Education Adrian B. Talley, Superintendent From: Matthew Shipley Date: June 6, 2022 Re: Treasurer Bond BOARD MEETING DATE: June 6, 2022 APPLICABLE BOARD POLICY(S): Operational Services Bonded Employees and Officers Board Policy 4:52 RECOMMENDATION: That the Board of Education approves the $32 million treasurer bond resolution. RATIONALE: The Board of Education has the authority to set the bond at 25% of the amount of all bonds, notes, mortgages, moneys and effects (investments), or a lesser amount if they deem it appropriate. Reducing the bond amount to $32 million, which is in excess of 10% of all investments, saves the district approximately $50,000 in premiums. As the Board is aware, the State Board of Education has questioned the District’s interpretation of statute, specifically the Board’s authority to lower the amount required. Along with District 203, I am currently working with our legal team, State Legislators, the DuPage ROE, and LEND on this issue. We believe a resolution to this issue will be forthcoming that confirms our interpretation. We have significant support from these parties recognizing the statute is outdated and open to interpretation, and the negative impact ISBE’s current interpretation has on school districts. Approval of the Consolidated District Plan FY23 - DE [Board Policies - 6:120 Education of Children with Disabilities, 6:140 Education of Homeless Children, 6:160 English Learners, 6:170 Title I Programs] Meeting Jun 6, 2022 - Regular Board Meeting Type Action (Consent) Recommended Action that the Board of Education approve the Consolidated District Plan FY23, as presented. Memo To: Members, Board of Education Adrian B. Talley From: Doug Eccarius, Deputy Superintendent Dr. Rafael Segarra, Director of ELL Dr. Christina Sepiol, Assistant Superintendent for Student Services Candy Michelli, Director of Professional Learning Dr. Tara Bell, Instructional Specialist Date: June 6, 2022 Re: Request for Approval of the Consolidated District Plan FY 23 Board Meeting Date June 6, 2022 Board Policy 6:120, 6:140, 6:160 and 6:170 Recommendation We request the Board of Education approve the Consolidated District Plan for Fiscal Year 23. Rationale The District Consolidated Plan is an annual process required by ISBE for all school districts receiving federal funds. It details policies and procedures for appropriate use of taxpayer dollars as well as accountability for federal guidelines. Individual federal grant applications such as Title I and IDEA fall under this plan but have separate, lengthy annual applications. ISBE requires the District Consolidated Plan to be approved at a school district's Board of Education meeting annually. Indian Prairie has done this at the May board meeting via consent agenda since this became a requirement. The majority of the funding represented in this Consolidated District Plan is spent on staff to support students in the areas of preschool, Special Education, low-income student supports and foster care/homeless transportation. No individual federal grant will be approved by ISBE prior to Indian Prairie's Board of Education approving this document. Thus, a delay in approval can mean delayed start dates for other federal grant programs which directly impact services offered to students. Needs assessment is used broadly as in many cases they were a series of virtual discussions with stakeholders due to COVID. Approval of Elementary School Second Step Child Protection Unit - LR [Board Policy 6:210 - Instruction] Meeting Jun 6, 2022 - Regular Board Meeting Type Action (Consent) Recommended Action that the Board of Education approve the Elementary School Second Step Child Protection Unit, as presented. Memo To: Members of the Board of Education Adrian B. Talley, Superintendent Doug Eccarius, Deputy Superintendent From: Laura Rosenblum, Assistant Superintendent for Elementary Joan Peterson, Director of Elementary School Core Curriculum Dawn Forkner, SEL and Wellness Coordinator Date: May 25, 2022 Re: Request for approval of elementary school Second Step Child Protection Unit BOARD MEETING DATE: June 6, 2022 APPLICABLE BOARD POLICY(S): Policy 6:210 RECOMMENDATION: Title: Child Protection Unit Author: Second Step Publisher: Committee for Children, Seattle, Washington Cost: $1,129/kit. Kit includes K-5 Quantity (include totals for all schools): 21 Total: $23,709 Course: K-5 Social Emotional Learning Committee Members: Laura Rosenblum, Joan Peterson and Dawn Forkner. Review Process: Committee members met in the Spring of 2022 to consider options to enhance our plan for child protection, Erin’s Law. The committee members considered several options. We chose to recommend the Second Step Child Protection Unit. Benefits include that it can be implemented with greater consistency across schools and grade levels, and it is part of a program our teachers are already using. We use Second Step for our social emotional learning materials. Staff are familiar with the format and materials. Second Step uses common language that will be familiar to students as they progress through the grade levels. RATIONALE: This unit supports Erin’s Law, or Illinois Public Act 097-1147, which requires public schools to provide child sexual abuse prevention education. This add on would fulfill our desire and obligation to ensure students are knowledgeable about: - Identifying safe versus unsafe or unwanted touching; -The Safety Rule About Touching: Private areas are not for others to touch, except to keep a child clean and healthy; -3 Safety Steps (Say “No!”, Get Away, Tell Someone); -Understanding the difference between good and bad secrets. -In addition, this program addresses the dangers of the digital world our students are a part of and equips them with the proper tools for responding to unsafe virtual encounters. This program furthers our goal of social and emotional well-being for all students. Although we are currently addressing Erin’s Law, this unit would provide much more systematic and consistent instruction across all grade levels. The feedback from the teachers and their students using Second Step has been positive. Memo To: Members, Board of Education Adrian B. Talley, Superintendent From: Rod Mack, CTO Date: May 31, 2022 Re: Approval of HANS contract and Cisco Flex Calling with Sentinel BOARD MEETING DATE: June 6, 2022 APPLICABLE BOARD POLICY(S): 4:60 Purchases and Contracts 6:235 Access to Electronic Networks RECOMMENDATION: It is recommended that the Board of Education accept the HANS and Cisco Flex Calling contracts from Sentinel as approved. Moving this coverage to a hybrid approach allows us to keep the same coverage but save on the cost of using SmartNet only. Sentinel offers their HANS (High Availability Network Support) for the critical network equipment. Cisco flex calling is a new approach to licensing the phone system and voicemail storage for the upcoming year. The HANS contract is a one year contract ($78,845.73) and the Cisco flex calling is a three contract ($294,885.00) paid annually ($98,295.00).
