1 BPPC Meeting Summary November 18, 2024 CITY OF CHICO BIDWELL PARK AND PLAYGROUND COMMISSION (BPPC) MINUTES OF THE November 18, 2024 REGULAR MEETING 1. REGULAR COMMISSION MEETING 1.1. Call to Order The meeting was called to order by Chair Thomas-Petty at 6:01 pm. 1.2. Roll Call Commissioners Present: Jesse Alexander John Blachley Jeff Glatz Jenny Scheer Megan Thomas-Petty Commissioners Absent: Anjanette Shadley and Nichole Nava Staff Present: Richie Bamlet, Urban Forest Manager Linda Herman, Park & Natural Resources Manager (P&NRM) Shane Romain, Assistant Park & Natural Resources Manager Kathleen Collier, Administrative Assistant Jennifer Garlinghouse, Administrative Assistant 2. CONSENT AGENDA: All matters listed under the Consent Agenda are to be considered routine and enacted by one motion. 2.1. APPROVAL OF THE MINUTES OF THE 9/30/24 BPPC MEETING Action: Approve minutes of the BPPC’s 9/30/24 Regular Meeting. A motion to approve the Consent Agenda was made by Commissioner Scheer and seconded by Commissioner Blachley. The motion carried as follows: AYES: Commissioners Alexander, Blachley, Glatz, Scheer, and Chair Thomas-Petty. NOES: None ABSENT: Commissioners Shadley and Vice-Chair Nava 3. 2 BPPC Meeting Summary November 18, 2024 5. PUBLIC HEARINGS – NONE 6. REGULAR AGENDA 6.1. CONSIDERATION OF A RENEWED LEASE OF THE HORSE ARENA AREA IN BIDWELL PARK TO THE CHICO EQUESTRIAN ASSOCIATION. The Commission considered approving the renewal of the lease of the Horse Arena area in Middle Bidwell Park to the Chico Equestrian Association (CEA). (Report – Linda Herman, Park & Natural Resources Manager) Recommendation: The Commission was requested to recommend City Council approval of the renewed lease with CEA. P&NRM also requested permission to forward the standard City lease terms and document to City Council without further BPPC review and approval. __________________________________________________________________________ CEA Board member Deni Whiting provided information and answered Commission questions regarding this agenda item. ___________________________________________________________________________ A motion to approve the lease agreement with CEA was made by Commissioner Glatz and seconded by Commissioner Scheer. The motion carried as follows: AYES: Commissioners Alexander, Blachley, Glatz, Scheer, and Chair Thomas-Petty. NOES: None ABSENT: Commissioners Shadley and Vice-Chair Nava 6.2. REVIEW OF THE DOG RULES IN BIDWELL PARK. The BPPC received an update on current Bidwell Park rules for dogs and recent complaints and incidents reported that have occurred by dogs off leash during times outside of the approved dogs off leash areas and designated hours. (Report – Linda Herman, Park & Natural Resources Manager) Recommendation: The Commission was requested to provide comments and direction to Staff. There was much discussion amongst the Commission regarding the need for more signs, public outreach, and enforcement from the Rangers. __________________________________________________________________________ Willow DeJesus and Deni Whiting provided comments on this agenda item. ___________________________________________________________________________ A motion to bring this discussion back to the Commission in three months with the Rangers present was made by Chair Thomas-Petty. Commissioner Glatz asked for a friendly amendment that Staff bring sample signage ideas and a public outreach plan to the meeting. The amendment was accepted by the Chair and the motion was seconded by Commissioner Scheer. The motion carried as follows: AYES: Commissioners Alexander, Blachley, Glatz, Scheer, and Chair Thomas-Petty. NOES: None

ADJOURNMENT The meeting was adjourned at 7:10 p.m. to the next regular BPPC meeting on December 16, 2024, at 6:00 P.M. in the Council Chamber of the Chico Municipal Center building located at 421 Main Street, Chico, California.
