The 30-second read

Record incomplete

The Community Redevelopment Agency (CRA) board voted to approve a revised purchase agreement for the former Schwettman Education Center. The new terms allow the city to pay the full remaining balance at closing rather than deferring payments, following a financial analysis confirming the current budget can support the transaction.

Why it matters

The CRA will acquire the former Schwettman Education Center property using current fiscal year funds, with the city paying the full contract balance at the time of closing.

Business Items a. Revised Purchase and Sale Agreement w/District School Board of Pasco County RE: Schwettman Education Center Executive Director Manns introduced the item to the Board. She stated the purpose of this agenda item was to authorize the Executive Director to enter into the revised Purchase and Sale Agreement with the District School Board of Pasco County in respect to the acquisition of the former Schwettman Education Center. She stated based on the direction that she received at your meeting on June 17, 2025, a financial analysis was conducted to determine whether the FY 2024-2025 Community Redevelopment Agency (CRA) budget could potentially enable the real estate 1

closing related to the above referenced property during the current fiscal year. Based on the results of the analysis it has been determined by the city’s Finance Director that the CRA can support the transaction. Therefore, the City Attorney has drafted a revised Purchase and Sale Agreement which calls for the payment of the remaining balance on the contract at the time of closing rather than deferring the principal in accordance with the provisions of the previous draft agreement. Several other terms of the agreement have been omitted because based on the new payment structure they have lost their relevance. They are as follows: prohibitions related to zoning and historical designation of property, various special conditions, protections against future liens on the property, and insurance requirements etc. Upon opening the floor to public comment, the following people came forward to speak: Beva Stevenson-Karay, 5719 Lafeyette St, NPR thanked the Board and appreciates the updates and looks forward to working with everyone on all levels.
