Approval of the Student Attendance Incentive Program for FY 2023/24 Meeting Sep 12, 2023 - Regular Governing Board Meeting Type Action Recommended Action Approval of the Student Attendance Incentive Program for FY 2023/24 The District has maintained a Student Attendance Incentive Program since the 2007/08 school year. Schools could earn a financial reward for a year if they exceeded their best historical student attendance rate and the District as a whole also did the same. After students returned to school post-pandemic, attendance patterns changed drastically, declining 4-5% across all schools from historical levels. This has rendered the prior program design unrealistic and the reward structure likely unattainable, at least in the near-term. The District's attendance rate may be starting to recover, improving by not quite 1% to 91.44% in 2022/23, but still several percentage points below historical levels. While it is uncertain whether student attendance rates will eventually return to pre-pandemic levels, a Student Attendance Incentive Program reward structure based on post-pandemic data is warranted for the 2023/24 school year. The proposed Student Attendance Incentive Program for 2023/24 is as follows: 1. The Baseline student attendance percentage for each school will be the final attendance rate for 2021/22 or 2022/23, whichever is higher. 2. The final 2023/24 student attendance rate for each school will be compared to the school's Baseline attendance rate. 3. The top three schools whose 2023/24 attendance rate exceeds their Baseline attendance rate will receive a dollar award as follows: Best Rate Increase: $ 10,000 Second Best Rate Increase: $ 7,500 Third Best Rate Increase: $ 5,000 4. Awards will be school discretionary dollars. The program will be re-evaluated again after the 2023/24 school year. Staff has conceptually approved the following change order but will not execute until the Board has approved the increase of value of 10 percent over the contract value or above $100,000.00 per individual change order request. Change Order: 0007 – $74,227 Unforeseen Conditions – M.A. Stevens CN-3269 ECVHS Covered Walkway. This project was awarded in March 2023, for a summer install. The specified steel deck for the project had a delivery lead time of eighteen (18) weeks. This delay would have pushed the construction schedule into the fall semester causing tremendous disruption to campus circulation and safety. The project team made a considerable effort to locate a suitable substitution available within the required time frame. The only available substitute product has a deeper profile and a narrower width. This resulted in an increased cost for materials due to the increased weight of the steel, additional labor for side lap connections and welds, and larger perimeter steel angles. The Contractor was directed to proceed with procurement and installation of the panels in order to maintain the schedule. The estimated price appears to be fair, reasonable and fully vetted according to standard protocols. The estimated percentage of change orders to date for this contract is 16.69%.
