SCHOOL SUPPORT SERVICES, JONNY BISHOP - Planning and Growth Management, Chuck Dixon Subject A. Summary of School Capacity Report - Year End 2023; Approve the 2024-25 Controlled Open Enrollment Plan, and Advertise for a Public Hearing to Adopt the Attendance Boundaries for the 2024-25 School Year at the May 14, 2024, School Board Meeting Meeting Mar 12, 2024 - REGULAR SCHOOL BOARD MEETING Category IX. SCHOOL SUPPORT SERVICES, JONNY BISHOP - Planning and Growth Management, Chuck Dixon Type Action Recommended Action Summary of School Capacity Report - Year End 2023; Approve the 2024-25 Controlled Open Enrollment Plan, and Advertise for a Public Hearing to Adopt the Attendance Boundaries for the 2024-25 School Year at the May 14, 2024, School Board Meeting In accordance with the provisions of Chapter 1003.03 Maximum class size. —F.S. each school district is required to review its facility utilization each year to determine if the district is in compliance with the maximum class size requirements and to decide how to address capacity issues. Each year, Planning Staff takes a snapshot of the schools’ capacity from the previous December and reports this information to the Long-Range Planning Committee (LRPC) at the beginning of the following calendar year so the School Board can consider alternatives. The Controlled Open Enrollment Plan must be approved by the School Board. This plan will enable the District to consider student assignment based on parental preference when requested by the parent as defined by Florida Statutes. It is being considered as part of the End of Year Report because it can also have a significant impact on the utilization of facilities. A copy of the Summary of School Capacity Report is attached for consideration. Based on the facility utilization and enrollment trends, staff recommends the following: 1. Accept Summary of School Capacity Report-Year End 2023. 2. Approve the 2024-2025 Controlled Open Enrollment Plan with May 29, 2024 application deadline for School Choice applications. Updates and highlighted in yellow from the previous school year. 3. Readopt the current attendance boundaries for the elementary schools for 2024-2025. 4. Readopt the current attendance boundaries for the middle schools for 2024-2025. 5. Readopt the current attendance boundaries for the high schools for 2024-2025. 6. Set a Public Hearing for the May 14, 2024, School Board Meeting to Adopt Attendance Boundaries for the 2024-2025 School Year as recommended in the report. Notes: Growth management strategies are summarized in the report and appropriate projects have been incorporated into the District Work Plan to address enrollment growth in the elementary schools over the mid term planning period in anticipation of housing development in the Central Ridge Area and long the Suncoast Parkway. Plans to rezone the elementary schools will be coordinated with the expansion of Floral City Elementary and housing development activity which is largely dependent on interest rates and economic conditions in Central Florida. Staff is also looking at Florida Empowerment Scholarships for Educational Options (FESEOs) since the DOE is projecting 849 FTE for the 2024-25 school year. A significant increase in school vouchers in the elementary grades could relieve the need to add capacity in the schools but it could also result in students coming back into the schools if parents choose to use this only in the early years. Private and charter school options are currently very limited in Citrus County. The attendance boundary maps have been updated to show the Suncoast Parkway and other roads that have been built since the last update to the base map.
