MENTOR: SALARY RATE EFFECTIVE DATE ADJUSTMENT Adjust the newly adopted salary rate for mentors to be effective July 1, 2022. L. MEMO: Joliet Public Schools District 86 RETIREMENT BENEFITS FOR THE POSITIONS OF CENTRAL STAFF (DEPUTY SUPERINTENDENT, ASSISTANT SUPERINTENDENT AND DIRECTOR LEVEL), PRINCIPAL, ASSISTANT PRINCIPAL, COORDINATOR, AND ACADEMIC ADVISOR FEBRUARY 8, 2023 This Retirement Plan Benefit is effective as of July 1, 2022 and applicable to all retirements for the designated Administrators submitted on or after this date. This plan does not impact the retirement benefits for any designated Administrator who is currently participating in any prior plan, except that for any designated Administrator who is currently employed by the District and is participating in the prior retirement plan where the salary enhancement was 4%, said Administrator shall be granted the 6% retirement incentive, under the Retirement Plan, from the beginning of the 2022-2023 school year until the date of their retirement. All Central Staff at the level of Deputy Superintendent, Assistant Superintendent and Director, Principals, Assistant Principals, Coordinators, and Academic Advisors (hereinafter “Administrator(s)”) shall utilize the retirement plan language listed below. RETIREMENT PLAN Salary Provisions Eligible retiring Administrators may elect an annual salary adjustment for a minimum of one year to a maximum of four years. For said eligible retiring Administrators the annual salary adjustment shall be six percent (6%) over the previous year’s salary. Said amounts shall include all general wage schedule increases which may have been applicable to the retiring Administrator. The salary in effect for the year prior the commencement of the annual salary adjustment shall be identified as the “Original Base Salary (OBS).” Notwithstanding anything to the contrary in this Retirement Plan, by the accepting the salary enhancement, the Administrator agrees that they are limited to a maximum aggregate annual increase of 6% in TRS credible earnings under this Retirement Plan. If an Administrator receives more than a six percent (6%) increase in his/her creditable earnings in any of the years used to determine the Administrator’s final annual salary, the Administrator will not be eligible for the retirement incentives provided herein. To be eligible for this retirement benefit, a. The Administrator must have completed a minimum of fifteen (15) years of full-time employment in District 86 immediately preceding retirement (except for circumstances approved by the Board of School Inspectors). b. The Administrator must be eligible to retire under the Illinois Teachers’ Retirement System and immediately receive a retirement annuity. c. The Administrator must have sufficient service credit, and/or age credit with the Illinois Teachers’ Retirement System to exempt the employer from the payment of any penalty or other additional amount, to the Teachers’ Retirement System (except for circumstances approved by the Board of School Inspectors). d. The Administrator must submit to the Superintendent or designee an irrevocable letter of retirement by April 1st of the school year prior to the commencement of the salary increase provisions, except for extenuating circumstances approved by the Superintendent. The letter shall identify the year of retirement. e. Any Administrator who commences participation in this benefit, and fails to comply with the provisions herein, shall reimburse the District for any increased salary benefit granted under this provision, including tax and pension withholdings. Post Retirement Insurance Option 1 Upon retirement from the District with 5 years of service, an Administrator may elect to remain in the group hospitalization, dental, and vision plans of District 86 until age 70. The cost of remaining in the District’s program will be paid by the Administrator. Option 2 (Approved 10-08-2008) Upon retirement from the District, an Administrator may, in lieu of Option 1 Insurance for Retirement, elect to participate in the state’s TRIP insurance plan (if eligible for said plan) and receive a Board contribution equal to the monthly premium charged for single coverage in the Teacher Choice Health Plan (TCHP) until age 75. To be eligible for this option, Administrators shall not have made an election to remain in the District’s group hospitalization plan upon retirement. By electing to enroll in the TRIP plan, an Administrator irrevocably waives their option to remain in the District hospitalization plan. An Administrator may elect to remain in the group dental and vision plans of District 86 until age 70. The cost of remaining in the District’s dental and vision programs will be paid by the Administrator. Health Recognition For an Administrator who retires from District 86 and immediately takes his/her Illinois Teachers’ Retirement pension benefits, the Board of School Inspectors will reimburse an accumulation of unused sick leave days up to 260 days for central staff, principals and assistant principals at a 25% differential over the teacher contract benefit in health recognition. The Administrator must have completed a minimum of twenty (20) years of full-time employment in the district immediately preceding retirement. This benefit will be paid only on that portion of sick leave days not used for Teacher Retirement purposes. Service Recognition For an Administrator who retires from District 86 and immediately takes his/her Illinois Teachers’ Retirement pension benefits, the Board of School Inspectors will reward the Administrator for service to the District at a 25% differential over the teacher contract benefit in service recognition. The Administrator must have completed a minimum of twenty (20) years of full-time employment in the district immediately preceding retirement.
