uh , mayor we are live. Go ahead and welcome everyone to the FEBRUARY 14th twenty twenty two meeting of the passing the city council and today's valentine's day. So happy valentine's day to everyone. Why don't we begin the meeting with a calling of the rule? Thank you, mayor. COUNCILMAN Hampton, nice to be here on this day of love. Happy valentine's day. Pasadena caspari kennedy here customer madison here massouda here is customer service. Yes, customer williams is not join the meeting just yet but as expected vice wilson here mayor gado here. There's a quorum of the council present in alaska. Our interim city manager thank occurred to leaders in the pledge of allegiance. Thank you, mayor. Please stand I pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under GOD, indivisible with liberty and justice for all. Ok, and that will move us to do that. The first item on the agenda this is public comments for matters not on the agenda of parties. Do we have support? At last count it was twenty cards on matters not on the agenda. It will go to a million and a half in order to be respectful of people who want to address matters on the agenda and ensure that we're fair to all public speakers. Ok, I will read our normal pub public comment will be limited to a total of twenty minutes at the beginning of the meeting and we'll continue at the conclusion of the meeting if necessary. Comments are limited to a minute and thirty seconds. The city council MAY not discuss take action on issues not on the agenda except that members of the city council or staff MAY briefly respond to statements made or questions posed by persons exercising public testimony rights members of the public shall direct comments to the body as a whole and not to staff individual members of the body or the public. No person shall be permitted sorry any person does any person making personal, impertinent or slanderous remarks about members of the body staff or the public or who shall become boisterous or threatening or personally abusive of the body staff or members of the public shall be asked by the mayor chair to cease and desist such activity and MAY be requested or required to leave the meeting in the event the behavior continues to disrupt the meeting proceedings of that again the first speaker is live schiller all by blair miller. Go ahead. Yes, my name is liz schiller. I'm a pasadena resident. I'm here today to express my sorrow and anger regarding the recent death of a pedestrian hit by a car on orange grove last week. I am often a pedestrian in the city and I'm appalled that pasadena is among the most dangerous cities in california for anyone who chooses to get around other than in a car, I urge the council to move as fast as possible to make pasadena safer for non drivers that means wider sidewalks, new sidewalks. There are none protected lanes for bicycles and scooters throughout the city, stoplights at dangerous intersections not just stop signs and things like speed humps, roundabouts raised crosswalks and diverters to slow down drivers. There are a lot of wonderful things about pasadena but the way the city privileges drivers of potentially lethal vehicles is not one of them. Thank you mayor. Before we go any further, this seemingly is a serious issue for a whole host if not all of our community. And I want to know are we going to receive a report that public safety because a lot of the issues that the speaker just addressed I believe we're already doing so then that begs the question are can we do it better than what we're doing already but we need to be educated at the council level or starting at the committee level before we get to the council. And I think we need to start public safety if we can. Mayor bareknuckle also coordinate with the city manager. Thank you, mayor. you're just on that item if you recall that was raised previously and there was some discussion about whether that would start in when public safety or mfc, which is the committee I chair the actual pedestrian statistics and benchmarking will actually go to public safety. The masc is going to actually look at the cadastre, the update of the city's pedestrian plan which is more of a kind of a street to mobility and complete street. So we're going to look at that from two different angles. I'm not sure the to come to you guys first, anderson, if I might just intervene. We were not able to separate it that way and we probably would have a brownback problem if we took it to two committees. Glad to take to either one. But we have tried and you can't get the full picture by just looking at operations and just looking at capital. They need to be synched together but I can work with the chairs of those two committees to see how we could best do that if that would work for the council. But the report is being prepared if it has to be one report or it doesn't show the fullness of our intent to make this a very safe community. Well, since cynthia and vice wilson american to ok speaker blair miller followed by michael williams followed by colin bogert followed by tofor mather's blair you have a minute, a minute and 30 seconds. Go ahead. thank you. Good afternoon mayor and council members. I am speaking today about the person who is walking in orange grove boulevard last wednesday and who was struck and killed by a driver at the corner of rosemont boulevard in council district one. I know you know the statistics. I'm sure other speakers will cite them possibly in the streets are not safe. This is the second time I've spoken to city council about a pedestrian being killed in the last four months. What I want to talk about is why and what we can do about it. There's many reasons why the driver can hit a pedestrian or another car. Distraction is usually part of it but what makes these collisions fatal? What makes them deadly is the speed at which someone is traveling. We know that drivers drive fast an orange grove boulevard that is the main reason dotti proposed reducing the number of lanes placed on the eastern portion of the road back in twenty eighteen that that's not going forward and so we need to look at other methods specifically engineering that will force drivers to slow down and pay attention or will just continue to have this kind of deadly and really preventable deaths on our roads. Thank you. Michael williams for by colin bogert followed by tofor mather's michael you have a minute? Thirty seconds. Go ahead. The first thing I want to say sorry to hear this post on so I'm sorry to hear that someone killed their and I am also glad that the city council is taking somewhat urgent action to do something about it. My question is is that why this action being taken for someone else's murder and not the other? Why are some murders a to be a matter of urgency for you all but other murders don't seem to be a matter of urgency that you can sit back and wait to see other people's results before you make a decision about what you're going to do. And of course I'm talking about anthony mclean who was killed a year ago more than a year ago and this body doesn't seem urgent or even caring to make a decision about that about the officers that killed. It's important that that happens because his family would like to see justice. It's also important that happens because it is time for accountability for our police department. I don't understand why it is that some people get dignity and justice and get the attention of this council what a man's got in his back, why he was running said that and get your ire, MR. Williams. Your time has fired by the officers they killed MR. Williams. I know you and I know you're the smart person. All of my interactions with you have been very positive, some more emotional than others. But again, there is no action for this city council to take. We had a meeting not so long ago where it was made clear that if people don't like the current structure of our local government then there's a remedy in that remedy is to put something before the voters of pasadena to change the charter. The current charter does not allow the pasadena city council to take up personnel matters. Thank you. Next speaker is calling bogert followed by tofor mather's followed by jonah canor. One man. Thirty seconds. Go ahead. Thank you. Good evening mayor. City council and city staff. My name is colin bogart and I'm a resident of district one. I am also very concerned about a pedestrian fatality last week and the number of pedestrian fatalities we've been seeing in the city for the past year or two. Full disclosure I work for day one, a local nonprofit and we were hired to help publicize and promote the city's pedestrian plan that has been in process for about a year now under the title pasadena walk's . And I know that that that plan will be coming to council for review in the not too distant future. I want to stress the importance of street design. I want to echo what blair miller was saying. I want to stress the importance of street design to slow people down and force them to pay better attention when they're driving. And I do know from having helped promote the plan that orange grove is among the top 20 streets that are have recommendations for improvements. Perhaps orange grove should be placed in the top ten as opposed to the top twenty and I think we should not be afraid of drastic fixes in terms of infrastructure. Thank you. Topher mather's followed by jonah kanter claire saying would be next but has not checked into the meeting so we would move on to nicole king MR. Mathers you have one minute thirty seconds go ahead dear mayor garden city council members I'm speaking tonight in light of a pedestrian that's been killed in our street this time the pedestrian was killed in orange grove boulevard which was slated for safety improvements but was canceled by this body. Unfortunately, pedestrian deaths and injuries are far too common in bosnia according to california office of traffic safety. The crash breaking the last decade has been a particularly dangerous one for the city. In 2009 the city ranked two out of fifty six. In 2010 the city ranked two out of fifty three in 2011 the city ranks two out of fifty five. In 2012 the city ranked two out of fifty six 2013 the safest five out of fifty six two 2014 the city ranked three out of fifty seven in 2015 the city ranked four out of fifty eight in twenty sixteen the city three out of fifty eight in 2011 the city ranked two out of fifty eight in twenty eighteen the city ranked two out of fifty nine twenty nineteen the city ranked three to fifty nine. These are the results of policy decisions that the city has made over the last decade resulted in more injuries and fatalities. Pedestrians please take concrete efforts to redesign our streets to reduce speeding, save lives, reduce injuries among our most vulnerable road users other cities have taken these actions and we can to thank you for your time. Thank you. We'll call jonah kanter followed by clergy no followed by nicole king. Hi. Go ahead one minute thirty seconds. Perfect. Thank you so much. Good evening. Mayor and city council members thank you for the opportunity to speak tonight. I'm here tonight because last week there's a pedestrian killed by a driver in orange grove boulevard. Unfortunately deaths like this are not rare in pasadena. In fact they occur at a consistent rate with pedestrians struck by cars about once per week and a pedestrian fatality every other month, according to the california office of traffic safety. out of fifty nine mid-sized cities in california, pasadena consistently ranked third for pedestrian injury and death as noted by professor mathis, if hitting pedestrians with cars were grim olympic sport that pasadena would have won a bronze medal eight out of the past ten years. We are champions of traffic violence. Research tells us that if we want to improve it there are three things that can reduce traffic violence in the city streets going street and street design. Fortunately, city staff have excellent suggestions for improving street safety. Counsel only needs to prioritize them and find funding. The council approved ten fifteen but have identified ten high priority projects for improving street safety to date viro of the ten projects have been completed. Similarly, the pasadena climate action plan identify targets for improving safety of walking and biking in the city many of the 2020 goals. MR. Carter, your time has expired. We will call on claire zhang followed by nicole king allen. She would be next but has not checked into the meeting missioning. Go ahead. Hello my name is claire lang. I am a resident and actually vice mayor eddie wilson's district. I live a few blocks away from caltech. I would like to speak and support of my fellow pasadena complete streets coalition members have already spoken made comments including jonah tofor colin and blair. I as a resident of pasadena I enjoy outdoor activities, the beauty of our neighborhoods but I am extremely nervous about how dangerous drivers can be. I was extremely personally afraid after young young leo and the most recent pedestrian fatality was reported in the news. I myself was actually recently struck by an automobile when cycling not in pasadena but in the local region and it just really emphasized to me I sustained multiple fractures and really just further emphasized to me personally how important policy is in making our lives as pedestrians and cyclists safer. So I speak strongly in support of policies that you council members can help us implement here in pasadena to make our lives safer. Thank you so much. Thank you. Nicole king followed by alan who is not checked in by hiram cormier jr MISS King one minute thirty seconds. Go ahead. Good evening. As a cousin of anthony mclain we have come to learn that the power to bring justice for anthony's lies in the hands of the city manager. My family and myself reviewed the video over and over and obvious he had a cell phone when he got out the car and when he ran unfairness. You don't make a mention of this at all but we see it in the video. Thank you. Alan shay for by hiram cormier junior followed by heavenly hues. Alan, go ahead one minute thirty seconds alan you've unmuted but you have not we can't hear you. We'll take alan out and try him in a second. Go to hiram cormoran junior hyrum a uh all right. We'll try heavenly hues heavenly. Can you hear me? I can one minute. Thirty seconds. Go ahead. The echoes don't start. Oh can you take that in the back the echo. Thank you. I'm so glad that nicole king, the cousin of anthony mcclain called in to let you all know that is unsatisfactory that you all are telling as MR. Mayor gordo just said that you can't take any action. Why are you mayor if you can't take action? I thought that's the reason you are in that position to take action to put in policies to protect and preserve lives. Residents of pasadena mcgriddles. I just I can't even believe that you just said that when you had a listen to that. I and it said specifically that you can instruct the city manager and the city manager can take action. Sounds like action can be taken to me also you guys keep telling us you are reaching out to the D.A. We still haven't heard back any response. What efforts are you all really taking to bring justice for anthony mcclain? Say his name's anthony mcclain say his name anthony mcclain. We stand with the family of anthony maclaine's demanding that disciplinary action be a policy put in place. Thank you, city mayor. Thank you. City council member tyrone hampton and city council member john kennedy for standing in the gap for black lives. Our lives are endangered in pasadena and I refuse to put policy in place. No, jeffrey, this is not symbolic. They blacks use your time has expired. Let's try alan shagan alan can you unmuted did you want to go to his phone? This phone connected. All right. We'll go to alan. You are pressed our sixth time mute your phone. Can you hear me? We can one minute. Thirty seconds please go ahead. Thank you. I would like to just share again it should be a clear resolution to the anthony mclean shooting the video again it's so clear that I can give you and identify frames that show I felt bone in the left hand to contradict everything in the report that was prepared by the officers who swore to the truth as well as chief careers if you go to two minutes and 40 seconds on your video to two minutes to fifty one, you will clearly see with his flashlight shining on the cell phone in anthony's left hand, you'll also see when he enters the car the officer has made a physical inspection, seen a cell phone in his left hand. You will also see as anthony's running down the street he drops the cell phone in front of a property where the bullet is lodged in a house and the bullet is not discussed in at all in your evidence and you don't mention his cell phone. Why is that a problem? You have a problem with not interpreting your own video but yet this is the body that will not accept or review that video. There's clearly something wrong here. We know the city manager according to white versus the city of pasadena can override that report by mistake. MR. Shea, where amanda that she said she does that your time has expired so that the history will be corrected here. MR. Your time has expired. We'll move on to hiram cormier JR. Followed by victor hudson fell off ok, we'll go to victor hudson followed by chabot's. Yes, hello. Can you hear me? Yes, go ahead one minute 30 seconds. I'm not I just think everybody's just calling and today they really make up some really great comments in regards to anthony mcclain and here we are again and I do know last week you guys made your motion in regards to the nine months. i don't I disagree with that. Thank you. Tyrone hampton inn. MR. Kennedy for once again being leaders in our community and showing where we need justice to fire the officer who killed anthony mcclain. He's still on duty. Police in this area and he is a risk to the community. We're not a risk to him because our lives are in fear. We are in fear of the police of getting shot at a basic traffic stop walking down the street eating our food with our family. We are the ones that are in fear. Anybody that got a side bar or is not in fear, they actually have the power to reduce fear. But once again, city council let's do better. Let's get this one right. The city is looking at two. We're tired is over a year plus let's make some real policy change. Let's do something just great for our community so our community could have a better relationship with the city council. We will look at you guys differently. You will look at us different. We have to make change. Thank you, MR. Hudson. Your time has expired. Acevedo's not the meeting kat ross followed by carolyn maloney who was not checked in followed by britney pollack. We have a four minutes and forty five seconds left in the twenty minutes. Go ahead. In 2012 when kendrick mcdade was killed by pasadena officers shot in the back, it took years for the administrative review to be completed upon completion ,the L.A. Times ran a story saying the city fumbled their investigation. Nonetheless, the administrative review found the officers to have acted in policy. But as a result the policies are not changed to prevent future unnecessary death. The city seem to be saying losing kendrick's life was a reasonable cost and shooting someone in the back is ok in twenty seventeen chris was beaten by officers until his bones were broken. It took until twenty twenty one for the administration to review to be completed it stated officers acted within policy again policy was not reviewed or changed to make sure incidents like this do not happen again in twenty twenty anthony mcclain was shot in the back an administrative review is not completed. It still has not been completed. How will the actions of the officers and the policies they use be reviewed and made safer for the public? How long should we have to wait ? You must instruct the city manager to review policies after each oas incident and change the policies to increase safety for everyone. Thank you. Alcibiades and carolyn maloney are not in the meeting so we'll move on to britney hollick by jenny lennox and those will be the last to speakers in the initial public comment and you'll hear me go ahead 30 seconds. Oh, I'm calling like others obviously to demand the firing of all the police officers who played any part in the murder of anthony mclean and in AUGUST twenty twenty I think it is absolutely ridiculous that you can't do just the bare minimum of your jobs to hold these people accountable. This city council must hold the police department accountable and there must be justice for anthony mclean, mayor, you said earlier that you all can't do anything about this talking down to public commentaries about how you don't want to even do the smallest thing in your job. You just don't want to do it. And that's because of widespread to see that seems to be driving this government body police forces were literally created from slave patrol who used to capture enslaved black people who had escaped. That is literally the route of policing in cops completely racist. So when you all sit up here in a neighborhood that's murderous behavior that steals black people from our community and you just let this police department do this and not say anything, you are enabling this. You have blood on your hands, demand accountability. The reason you won't take action is because anthony mclean was black prove me wrong if that's not true. Also your budget that was finalized gave eighty six million dollars in your total expenditures to police out of two hundred and forty fifty four million excuse you say you can't do anything. Why are you giving all this money to murderers. You your job your house your time has expired. It's so embarrassing that you won't even move on to jini lennix MISS Lennox you have one minute thirty seconds. Go ahead. I live in constantly to this body continue to aside accountability and pick and choose who they want to value. The fact that you have clearly an issue of safety in pasadena from the rose to your killer cop and you have done absolutely nothing to address any of these aju. You have a killer cops that if you basically they get rewarded by keeping their job which there are pinchy and everything including on the backs of the community every single time. So you're allowing them to keep their jobs that you that we all set to agree at crazy meeting that you actually have the ability to fire that we're not telling you to be the judge. We're saying simply fire their because safety is the one job you can't seem to do not kill people running away then you should be fired plain and simple. The fact you continue to be as the community to the fact that you continue to be rude during these council members like we can't see you, you ignore us, you are reading papers while people are giving their testimonies. you should be ashamed of yourself. This is unacceptable. We will continue to bring fire every single meeting and so you do what is right for the community fire every person that was involved in killing it. It's mcclain, MISS Lennox. Your time has expired and they resigned if you don't want to do it that's the simple answer to resign. Thank you family mayor hiram cormier JR. Has is back in the meeting and we could take him in now or we take him at the end of the meeting. We have alexander stijn jason are oldham julie martinez, yadi korina and that would complete those members that are still waiting. Public members are still waiting to complete public comment on matters not on the agenda. We'll move to move on with you and we need to get going with matters that have to be listed on the agenda, the public's business so will bring back those speakers that I called at the end of the meeting. Thank you. Next we move on to the consent calendar and are there any cards or communications for consent? No, we do not have any speaker cards that I can see for consent. Ok, so will will always be motion. I'm sorry we've got a motion now. Yes I have a motion by tamara sweep motion by MR. Hampton your second technical second by bass player wilson local council member hampton yes. Councilor kennedy yes. Councilor madison yes. Casamayor massouda yes. Councilor reavis yeah. Councilor williams yes. Vice mayor wilson yes. Mayor gordo yes. The motion is approved without opposition and that was items one through seven. Thank you regis. Item eight and this is a matter of the resolution that comes to us at the request of multiple members of the city council and I'll turn in the first instance mr madison in MISS Rebus to introduce the matter was ready for mayor. I'll be very brief. I think we're all painfully aware of the legal shift in parts of this country including texas for one and the disturbing shift on our supreme court to walk back fundamental rights for really all people and in this case in particular women and their rights to control their own reproductive health and make their own choices about those matters that have now been for 60 years or so, 50 or 60 years fundamental constitutional rights. A number of local governments have been meeting that challenge by adopting a resolution expressing their support for reproductive freedom. The resolution before us is a measured one and an appropriate one and I'm grateful mayor, to you and others for bring it forward. i think many of us around the diocese figuratively or literally have been longtime supporters of planned parenthood of pasadena and san gabriel valley for one and other groups that have strongly stood up for women and for all people on these issues. And I think we can do our part here by I hope unanimously adopting this resolution. So I'll pass the floor mayor and look forward to hearing for the service. Thank you, mayor and thank you, captain madison for your remarks. As he was saying, it's unfortunate that a resolution like this is even necessary in twenty twenty two but that's reality we face given the composition of the supreme court and things we've seen going around across the country in light that I think it's important that we do take this step to to send a clear statement of where our city stands that we are a place for everyone can safely access the care that they need and especially for my district in district five we are home to a planned parenthood health center which is quite literally come under attack over the past year there's as many people MAY be aware there was a an individual who was shooting at the center with a bb gun and an individual was recently in the past couple of months arrested and in possession of an actual firearm as well, which is terrifying. So I'd like to urge my colleagues and echo council member passes comments to join us in supporting this resolution. Thank you, MR. Madison or keep that as a motion in seconds. Thank you, sir. Thank you, mayor. There is a lot of organizations and strategies on both sides of the issue of abortion. The topic is very important but in my opinion it's not the business of the city councils. We all know roe versus wade will be in front of the supreme court. Mayor, I will not be voting on this resolution. Thank you. Thank you, MR. Ambassador. MR. Crampton. Although the resolution is missing I think a crucial component because in pasadena if you do decide to take your child to term not just gasoline but in any in any jurisdiction in california you do decide to take your child to term. There is not a lot about education or options for that person. Is there a way that that could be added in this resolution that talks about adoption because adoption is also an option? I don't know where the word with that but that's when this resolution was really brought to us to potentially bring back the council. I did talk about education and just making sure that people knew that there were there are other options outside of outside of abortion. I mean we are people fine with that is COUNCILMAN Madison COUNCILMAN Rivas I mean that is that fair to make sure that people are educated about their options versus just saying these are the two options you have just to have a child or born a child or. Well, mayor, if I could I I would not support that. I think that the motion as the resolution was drafted includes the whole array of very personal and private health care and social care, if you will, of individuals, women, families, couples the whole range considering their own reproductive rights and freedom and certainly I can't recall the exact figure perhaps we'll hear during the comments. But you know, a small relatively small fraction I think of the overall sort of continuity care that's offered under the rubric of reproductive freedom is to couples who choose abortion or individuals who choose abortion in termination of pregnancy as opposed to all these other options. So I wouldn't want to single out any other citizen that a reproductive right of a woman to decide to give her daughter or going to try and give her child up for adoption would not be consulted. And that's that's what that's I mean it just is just not spelled out here and that's that's all I'm asking for is there I mean it sounds like me you MAY be on even on the same page you're saying that it's a whole rubric but that's not even an option that's spelled out in this in this resolution . Do you want to bring back another resolution? i mean do we need to bring back another resolution to say that I mean I mean that sort is a separate resolution that says the PRESIDENT Is also a supporter of people who decide they want to give their children up for adoption and I would say maybe maybe that's maybe that's another resolution to bring mayor outside of this one. Well, I mean with this one but you know, maybe next week or the following week to say that that is also an option if if COUNCILMAN Madison doesn't believe that that that letting people know what their options are is important in this resolution. Misreadings followed by tony. Thank you, mayor directly and I understand a couple of rockhampton points and I think it's fair to raise that issue but ultimately I think this adoption isn't under attack and that's the spirit of this motion. It's responding to what's going on around the country and the supreme court. And so I don't think it would make sense here to add it. And so I don't I personally support amending it or having a separate motion on adoption. I think it's a separate issue. Thank you, mayor. I hope this motion does not grown out of a deep sense of the founding of planned parenthood as all of you know, planned parenthood was founded by the woman by the name of margaret sanger, the highest award that planned parenthood used to give. I don't know if they've ended that practice was the margaret sanger award. She was a racist. She was a eugenicist and she is someone who definitely hated black people, african-americans and other minorities and practices that she instituted did great harm to african-americans, black people in other minorities recently planned parenthood has been stealing with this very fundamental issue about its founder and it is my understanding that they removed her name likeness and other reference to her from planned parenthood. The only reason I raised the issue of planned parenthood and its founder is because council member madison referenced planned parenthood in its comments. Thank GOD that the resolution of the city council of the city of pasadena in support of reproductive freedom does not reference that invidia evil history that margaret sanger who was in contact would nazi germany had practiced even brought to the entity that was housed at california institute of technology on the human betterment foundation. So yes, it is with some trepidation concern that I will be supporting the resolution tonight but I do so because of the greater good and that good is to allow women to be the responsible party for reproductive rights that are only inured to the role of the woman. Yes, her male counterpart plays a role but we need to protect the reproductive rights of women. This is a very small measure. It is exceptionally unusual that we would take such an act or step at a local level but with what is happening in this country to turn back the clock I think it's necessary as it relates to council member campton concerned. I don't see why there cannot be a friendly amendment or addition to one of the whereases that simply suggests or simply points out that a woman also has the right to provide their unborn take the unborn to term for the purpose of adoption whether that would be accepted as a friendly amendment or not, I will support the resolution tonight. However, I want to be clear council member hempton raised a legitimate concern and I think out of fairness we want closer to a unanimous vote that you give it the consideration that it warrants and I believe that consideration is significant. Thank you, mayor, for the opportunity. Thank you, MR. Kennedy. I think MR. MR. Hamdan, is your hand back up before know my heart know my hand was up in the you and I appreciate COUNCILMAN Kennedy's comments and you know, this is this motion tonight is not something that typically the city council I think I've said this before really delves into or gets involved in. But I understand where we have a large population of women who have all I mean I have a sister as a grandmother who was very instrumental in my life, a daughter, a wife of and those are all strong african-american women and has had some opportunity had mentioned planned parenthood, you know and even still to this day receives dollars for people who have tried to eradicate african-americans and I think it is important you know what I'm asking my colleagues now I mean just as a homage to you know I mean unless you're a supporter of eugenics or something to just talk about briefly what the options are in this council should be saying that we support whatever your option is. And every time I go anywhere, every time I every time I hear about something it's either this choice or this choice but no one ever talks about the choice is either death or life no one ever talks about. Well, if you can't fulfill your duty of being a mother and you still want to choose life, then you can or choose your child when they should have to choose your choose your child. You can give your child up for adoption to a family that is suitable and there's plenty of families out here that are looking for children to be adopted and so I understand that and just a little rusman an attack, you know, that's not under attack and I was like well I think it's something that's just never mentioned. It's not about being attacked or not. I mean if you go to talk to young brown and black women, they never talk about that other option. They always talk about they have one option to go to abortion or raising a child at a young age and there are other options and so counseling and opportunity counseling I'm sorry, COUNCILMAN Madison council member riva's I think it's important that we state that option. But if you don't think it's important that we get that option, you just want to give people the option that's that's fine. Then maybe we need to have another resolution that says it's this city council supports women who decide they want to take their take their child for adoption firestation safe places that maybe that's a separate resolution but I just think that there's an opportunity here to mention in this in this resolution because for me it's it's just not an option to ever talk about MR. Hampton, there is looking at the issue that you raise there is a national adoption day and we typically do present in the past anyway when we present to the resolution supporting adoption that the right to adopt and the encouraging people to adopt and encouraging people to bring children to safety and that will be later this year and I can assure you that I'll bring that resolution forward. We didn't do it last year because it was right when we were seeing a resurgence of the pandemic in but we will do it this year and so that MAY be the opportunity for you and others to offer that resolution as well. And I will take you to this was your hand up before. yes, my commentary briefly and thank you for reminding us all of that. I think that's important part to that approach to clarify, I don't I don't want to again keep going around in circles but I feel like this motion isn't to educate women what our options are. We we know what our options are. It's the fact that one of those options is under attack in other places around the country potentially very soon at the supreme court level. So just to clarify and I understand everyone's position and look forward to hearing the public comment and hearing further comment as well. Thank you, MR. Hampton, for the adoption resolution. Certainly appropriate the anyone else before let's turn to the public. Mayor one one out there was a note from my staff that says that item two there was a letter that was received late in opposition to the staff recommendation from the arroyo seco foundation. That letter was distributed to the council and was posted online and made part of the record. So that was as part of the consent calendar as far as item number eight, the city clerk's office received 16 letters in support of the city passing a resolution in support of women's reproductive freedom and providing comments on the matter. We have eight speaker cards submitted and we can call those individuals now. yes, ok, jennifer debolt followed by DR. Katy clark mislabel U.S. One man 30 seconds. Go ahead. Thank you so much. This is jennifer thibeault. I am a passing a resident and I live in district seven. Thank you so much for giving me a minute. I just want to speak out in favor of this resolution and I appreciate the council's discussion of it. I think it is really important to remember as COUNCILMAN Borias was stating that there is only one option that is under attack right now and that is a woman or a person's right to terminate a pregnancy. And while it is outside of the normal purview of the city council to pass the resolution of this nature, it will demonstrate an alignment within an overwhelming majority of voters who believe that access to abortion should remain safe, legal and accessible and although it is something that is stigmatized, abortion is in fact essential. Health care and it is a common medical procedure that one in four women will undergo in their lifetime. And so I appreciate the council's consideration of this resolution and I hope that you will continue to stand with the women and the people in our city who do need essential health care and I hope that you will uphold and vote for this resolution. Thank you, DR. Katy clark followed by jim nasaa and MR. Nacio has not checked in. dr. Clark, you have one minute 30 seconds. Go ahead. Thank you so much. I'm DR. Katy clark, chair of the national women's political caucus for the greater passage in the area. So it's practically a foregone conclusion that at some point this year the supreme court will decide that women no longer have the right to make choices about their own bodies. It's not a question of if but really just a question of when and the moment that roe is overturned or weekend 21 states are poised to immediately ban or acutely curtail access to abortion. So there's an urgency to the resolution that's in front of you today. One of the founders of our caucus, shirley chisholm said in 1970 no matter what men think abortion is a fact of life. Women have always had them. They always have. They always will. The question is are they going to have good ones or bad ones? Well, the good ones to be reserved for the rich while the poor women go to quack's 52 years later we're still asking the same question when you vote on this resolution, please remember that freedom of speech is not different from the freedom to control and make decisions about your own body when you both choose to honor that freedom and to honor the many women who have lived and died without and who will have to live and die without it again all too the city of pasadena can be a defender of health equity and reproductive freedom for all and I encourage you to vote unanimously in favor of this resolution. Thank you. Gymnasia is not in the meeting. Nope. Ok, sarah brewer bulan not in the meeting. Karina kay followed by reverend mike kinman followed by sherri bonner. Hi. Can you hear me? We can one minute 30 seconds go ahead karina black lives matter los angeles. I'm commenting on number eight because it is necessary to highlight your hypocrisy and your bigotry when it comes to this resolution. I highly disagree with all of the verbiage now therefore be it resolved that the city of pasadena is hereby a champion and defender of health equity and reproductive freedom. So that every resident in our community MAY have access to the reproductive services they need when they need them. Yet you are lacking entirely when it comes to any kind of health equity and people's right to live. The largest critique of white feminism is how we black women out. What about the black mothers who have lost children due to the pasadena police force? What about black children who don't get to live freely? So when you talk about reproductive freedom you need to have a holistic approach. I always say you're as strong as you're only as your weakest link. So you're still not dealing with the right issue. Black lives still don't matter. I want to see a resolution tough in support of black freedom. Why can't you create a resolution for racial justice but you can create a resolution trying to paint the city of pasadena as a beacon of hope. It's a beacon of death. You understand we need accountability and justice for anthony mclain's and blackly matter. This is false and and you know it like cannon fodder by sherry bonheur. Can you hear me? We can one minute 30 seconds. Go ahead. Ok, thank you. So I want to speak in favor of this resolution. I do want to echo the concerns of the previous speaker about the lack of health care equity for people of color in our community and I think that needs to be much more than just an aspirational goal of the legal threats to access to abortion and reproductive health care are clear. DR. Clark has spoken to that this resolution is necessary for those reasons alone and I want to speak briefly to another reason this resolution is crucial and that's with every legal barrier put up between women non binary and trans people and the abortion rights they should have is a steady stigmatization of abortion and those who seek it . the anti choice movement is one that has and continues to effectively weaponize shame against those simply wanting to exercise their GOD given right to determine what happens to their own bodies that stigmatization can be every bit as powerful if not more in keeping people from the health care they need and deserve. So I'm from all saints church at all saints. We're preparing for the influx of people seeking legal abortion services who are going to be flowing into our state should access continue to be curtailed in other states. We are preparing to welcome compassion and love, offering hospitality to those in need. That's not just who we are as all saints church. It's who we are as pasadena when we are at our best. This resolution will make it clear that not only should every person in pasadena have access to the reproductive services they need when they need them but that access comes with love and compassion and without shame or fear. Thank you very much. Thank cherie bonner for by mikita yadda yadda yadda. Polly sponer can you and your display ok we'll move on to the teacher you had polly had I'm not pronouncing her name correctly I can you can you hear me? Yes we can. One minute 30 seconds. Hi thanks everybody. My name is mika and I'm here to please ask the council to pass this resolution that's been discussed tonight and to please pass it as it is and without any of the amendments that were discussed at this meeting as well and in support of this resolution. I would just like to say a few words about myself. I moved to pasadena in twenty eighteen to be a graduate student at caltech and I'm in the process right now of getting my ph.D. And I just want to share that in the time that I've lived here I've been somebody who has needed access to portion and that my degree and my career right now are only possible because I lived in a place like pasadena where it was readily available and affordable to me. But I think I speak not only for myself when I say we are all deeply troubled by the way abortion rights are in jeopardy currently in so many places across the country. Unlike what many people think, abortion is not rare whether or not we know it, all of us know somebody who had an abortion and some speakers before have said one in four women will have one by the age of 45. So I believe that every person has a right to decide what's best for their bodies and what's best for their futures and that I know pasadena will also feel the same way and will be committed to its citizens and their rights so with that I really urge all of you to please pass this resolution as it is written right now. Thank you. We'll try cherie bonner one more time and then heavenly use I thank you. thank you for sticking with me here. Go ahead. Here we go. Yes. Go. So this is cherie bonner. I'm PRESIDENT Of planned parenthood force pasadena in san gabriel valley as a kid are you hearing about echo? Yes, we are. Maybe we'll we'll go to the next speaker and we'll bring you back in one second. Heavenly heavenly hues. Mitsuse one making you slow everything that I echo everything that the caller korina said hypocrisy. You are here saying that you care about women and their health choices. Do you care about our black men who are being shot down dead in the streets of pasadena? Do you care about that? Let that be part of your health issue because violence by the police is a health issue. I'll also add that I agree with tyronne hammarsten that option should be available that women should know what options are available to them and should be included in this resolution. I will say that I have I have had an abortion and I say that it was a choice that was given to me to make and I believe that GOD has given us choices but people should know what abortions to your bodies because after I have abortion I could not have children anymore. We saw women that you go and find out what is happening to your bodies when you're getting an abortion because yes, god has given the option to choose to who is right for your body, choose what's right for your child's body in do your best to know what options are out there. Adoption is an option I should have taken versus destroy my ability to have any more children misuse your time has expired. Thank you cheri bonner. She dropped off of julie martinez for item number eight . Thank you for this opportunity to speak. I would hope that all of the council would agree that this resolution needs to be passed overwhelming by by all of you. I understand some of you have a difference of opinion enough to be respected. However, please understand studies have shown that the majority of american citizens, including pasadena residents do support a woman's right to control their reproductive health. But we not only have the should have the right to safe and legal abortion, it's a matter of personal freedom. It's also a major factor in the movement for racial and economic justice. Reproductive choice is an extremely important decision and it's under attack right now. So I'm extremely grateful to councilperson reavis for proposing this resolution and I hope that you will continue to value the importance of protect all residents in the city of pasadena and that does include respecting people when they are hurt. Are are inflicted upon them by any police or government agency. So again, thank you for this resolution and thank you for voting yes on thank you that MR. Bonner is not in the meeting anymore. Oh, she is. She's back. MISS Bonner, hi. Hi. For go ahead. Thank you for allowing me this time I really appreciate it. I'm sherri bonner. I'm the PRESIDENT And ceo of planned parenthood advocates pasadena and san gabriel valley . I'm also a pasadena resident. JANUARY twenty second was likely the final anniversary of the landmark supreme court decision roe versus wade which guarantees the constitutional right to abortion now that the supreme court is poised to take away this right from generations of people of childbearing age, we are bracing ourselves for the devastating impact that this outrageous ruling will have on all americans but particularly on low income people of color who already face countless barriers to accessing health care and other essential resources. As we have heard from some of the callers passing this reproductive freedom resolution as a resource for nation to the voters and residents of pasadena that a city council will do everything in its power to help uphold every person's constitutional right to privacy and their ability to make personal medical decisions that honor their autonomy and rights to self-determination. I would also like to respectfully point out that the word abortion is missing from the council's version of the resolution. We are after all talking about the imminent overturning of roe and leaving out the key word abortion is indicative of the enormous stigma that this commonplace medical procedure carries. You heard before this new one out of four women will have an abortion in their lifetime honor say the word to respond of your time has expired. Thank you very much. Thank you, mayor. That brings public comment on this item to a close. Do we have a motion on the resolution and the second any other comments before we call the rule book? I have a comment. Oh, MR. Go ahead by saying he hasn't made a comment and I'll call on thank you because we wanted to confirm the statement victor mayor gaudium made in terms ensuring that we do a return in recognize the I think it was adoption day the response to MR. Hampus request I do think it is about choice and I understand I don't think it's appropriate to water down the specific action here today. But I do think as a city that respects people's ability to make choice that we should make sure we're highlighting that opportunity as well. So I will support the resolution. thank you and we will bring that back farhampton thank you and thank you to all the public figures on the shared their life stories and the importance of this resolution. I truly believe that every woman and every person in this world should have their choices whatever they decide to do in any shape or form but I think it's important that we also have a balanced approach to talk about education and and also what other options you have and typically and the reason why I mentioned because I had a couple conversations with women that did choose to abort their child at and those conversations all of them led to yes, I made this choice because I talked to my family, my family, these black brown women, my family thought it was the best thing for me to do, which is also part something that really weighs in. I spoke to my mother you was great for my it would be it would have been hinderance to my career, et cetera. But they also mentioned to me and you know, because of this was up and you know, I just want to talk to some women outside of my own family. They also mentioned to me that during the procedures during the consultations not one time was that option ever brought up the option of the option. And so I'm glad that there is a is a resolution that we'll be bringing back to talk about that option as well because that's not in most cases and in black and brown communities that's not normally what it's presented. and so I just want to be really clear. I understand that COUNCILMAN Areolas mentioned women understand what their options are and in a lot of cases for women that and I'm glad that that was some of the you but a lot of cases for women that I have talked to that was not always an option and that was not always presented to them. And if it was presented it was glassed over or give it to them in a brochure. So I think I'm options that were and talk about choice that is also a choice. I'm I'm a person who just values life in general whatever you decide to do with your life, I'm not one to judge and I think that everybody should have whatever choice they decide to make and I will respect that. But I do just want to make sure that those options are there. MAY I appreciate you give me the time I support this and I support it because we will be bringing back something to talk about the other options. So thank you. Absolutely. MR. Addison. Er I just didn't want be silent with regard to the mentions of racism in this context I would just say in my view some of these encroachments on rights, reproductive rights, the right to get an abortion in some cases those proponents of those taking those rights away are actually motivated by racism and I think we have to repudiate racism in a strong way as we can. And I would argue that the reproductive freedom is an area in which sadly a history of racism in our country has also resulted in the encroachment of rights of men and women of color based on race and ethnicity. And so I view this step as an important part of our of our stand against and the complete rejection of racism in any form. So thank you, mayor. Thank you, MR. And with that I think we can call the world on the other hand so roll call muchness to adopt the resolution. Councilor hampton. Yes, I find it interesting to have a conversation about racism when you've probably never seen the other side of that so but yes on this thank you council member kennedy. Yes. COUNCILMAN Madison. Yes. COUNCILMAN Massouda you know customer service. Yeah. Council member williams yes. Mayor wilson. Yes. Mayor gordo. Yes. The motion passes seven in favor one against thank you all next we'll move on to item nine. This is the the approval of the license agreement with soccer united marching for and for an international soccer match to be held in SEPTEMBER of twenty twenty two and for subsequent soccer to be held on an annual basis to twenty twenty six to mayor gordo. I could report out the correspondence received on this. The city clerk's office received one letter in one letter in opposition to the rose bowl stadium hosting additional soccer games expressing safety concerns and two letters advocate for the city to postpone the required findings under the arroyos akko public lands ordinance for the twenty twenty three twenty twenty six soccer games until closer to those proposed games so that the required findings can be considered and made with regard to actual facts not based on an unknown and unpredicted future. Those letters were posted online distributed to the council and are part of the record for this item. Ok as city manager you want to introduce a matter just turn it over to MR. Dunn. I think we should turn it directly over to MR. Dunn. Thank you MADAM To the manager again and again. You know the I said to people at the turn around at the rose bowl has just been phenomenal. I think the twenty five million dollar difference coming out of what a pandemic the work that the rboc has done to bring events to turn a very bleak financial situation into a situation where the the weather the ball is going to cover its operation costs and is bringing events back is pretty impressive. And so with that I'll turn it over to mr but thank you mayor and members of the council wide and the PRESIDENT Is going to make the presentation tonight very real very, very briefly this is what we're trying to do. We're trying to help secure the future by hosting events can be repeat and that are appropriate and have an amazing history at the rose bowl. So again what you take it away. Thanks. As daryl mentioned, this is actually these will be these are the first events inside the stadium that that we're bringing to councilor that we brought to our board since the pandemic started and in our centennial year we're very excited to do so. The stadium has a great tradition in history when it comes to soccer. Many international visitors come and the rose bowl is a soccer venue more so than a than a football venue and that's due to the fact that we've hosted the world cup, the olympics and many, many international soccer matches. We have the opportunity to host a soccer match with soccer united marketing which is the marketing arm of us soccer and agea who's our our soccer partner and all soccer programing in the stadium in SEPTEMBER of this year and then subsequent matches one match year in twenty twenty three through twenty twenty six the from a displacement account displacement event count. This would be the twentieth displacement event for for twenty twenty two that takes into account eight scheduled ucla football games, the rose bowl game and ten music festival dates that we came to counsel with earlier and in twenty three through twenty six we were asking to reserve one eight and each of those years four for a soccer match with some because this council is aware our event count that we're allowed to go to is fifteen anything above that require city council approval and considering the ucla schedule the rose bowl game and the ten music festival dates with ag all these events would be over that displacement event number from a displacement event finding standpoint there's four there's four items that need to be met. One the additional events represent a unique opportunity to enhance the stature the rosebowl as was mentioned this is our centennial year and we've had great programing through the pandemic and have been very successful as the mayor just discussed these events inside the stadium are a great way for us to showcase that our 100 year old building is still relevant and world class the revenue generating potential from the events needs to be considered. We anticipate that the stadium will net three hundred thousand dollars from the soccer match SEPTEMBER and the subsequent matches and then that the event will not create undue conflicts with the arostegui activities taking place at this time and for will not impose undue adverse impacts the surrounding residential area with all of our events we strive to minimize the impacts of our events on the neighborhoods. We understand that there are impacts for concerts there sound for events like this where you're anticipating fifty to eighty thousand people there will be traffic and other impacts we work closely with passing pd and the fire department on trying to minimize those impacts and have made great strides over the years of trying to work not only with those groups but also with our local neighborhoods to try and minimize the impacts of our events on on our neighbors and with that have it up to any questions, mayor one when out from the city clerk's office, the third letter that was received that we reported that was in opposition there was one letter we reported opposition. It was actually in support. So there is one letter in support and there are two letters that are advocating for postponement. And so I wanted to correct that record because one of the letters was in support, not in opposition. Thank you, mayor. Thank you, MR. Clark. MR. Kennedy, I would like to echo comments of the mayor in terms of our of the meeting its operatin

uh , mayor we are live. We'll move to move on with you and we need to get going with matters that have to be listed on the agenda, the
