Good afternoon members of Council. Good afternoon and chair and mountaineering congratulations on your retirement more like one of the competition, thank you God bless you. Knows he's handing them out right now. What I'm speaking about his It's actually not even a new political sign ordinance that was in effect last year. However it was chosen. And for us not to be in force last year. Go ahead. First we understand this is a result of the federal ruling and essentially what happened was that political signs came under a category that they no longer were exempt, you know something like. Really just signed your construction site in. Staff attorney could correct me if I'm wrong or anyway as we go along here. But as I understand it there's no other cities or municipalities in at least this immediate area they are enforcing It's a bit owners and that's why I gave you these are the actual. Rags and then an application form I think that that with me I'm gonna go over very briefly I want to take a lot of your time I'm not asking for any changes but I want everyone to be aware of that I think is important. The talking about in the 4 by 4 political science, a large 20 years ago in a commercial property they can go on a resident. And that's that's called a temporary sign and it comes under some heading of being a freestanding sign which I highlighted. A permit is required for these. Cost $20. And the permit is good for 30 days and it's not good for any more than 4 cycle. So it has to be paid each time. Each month. Let me put it that way the signs up typically signs are up. Many Then under the applicant part which part I like of the property owner has to sign in against Al and there's a fee for the temporary sign. And they I believe that what happens once a candidate gets all this approved which would be a a design and sauna Fort. The permit been a sticker is put on that sign. And it's good for 30 days and then it must be renewed, but I just again yacht appreciate your service entire city service I understand it's a little bit of a quandary and I'm just bring it to your attention tonight. Thank you Mister Cox well. >> Good afternoon. Dan Harvey 1425 Central Avenue. I was going to just open forum today on the 3 issues I brought up last time. The confusion. But I see that the trop the trop deal got pulled off the discussion today we're going to get an update on the Tropicana field and I've talked to a couple Council people lately and they're reading the book stadium for rent which is a really good book and it tells you about how we got where we are. And what happened you know and ends in 2016 where Sternberg says he's pushing again on trying to do something and that's again when the mayor gave them the right to move to Tampa and keep the development rights and I just have to bring that up again because people think there's a deal on the table now with the rays and I would just say take a look at Oakland California. Their lease expires in 2024. And you can pull up their stadium plans. And they're saying well I think we're a little late now because it takes 3 years to do what they're doing. But follow Oakland and you'll see how the commissioner there just said we're going to allow you to move the team somewhere else now because the city didn't have it together. They're looking at Las Vegas. And those teams are worth $2 billion. So we have a couple more years to make the decision on the rays and if you took a look at the editorial in the paper the 3 mayoral candidates. It was one right here say maybe we should make this decision on Tropicana field and that's when said in Ken Welch said so I don't what you're going to talk about there. But that's history for right now that conversation. The other one I got into it on 4th Street and 38th Avenue 48th Avenue and I was chastised for not understanding the alley vacations. Well we just got another one, and they're going to take a tally. Well first of all that's the hottest corner in the city, the banks going where Durango is used to be Starbucks is going on the corner whole foods is going in the back and there will be another officer so much going on there and we just get he smelled and we don't know what's happening. Our group is now got mastery and we're trying to figure that out. And then I would say the marina deal that is getting pushback from the downtown neighborhood Association saying let's take a look and the sunshine. What this deal is all about. So it was nice to see that the city and the paper well figure out that and then a The orange station and an edge district it was nice to get a little information from the developers at that downtown neighborhood Association and I think that the chamber they made a presentation and they got back to us also at the edge. Thank you. Mister Harvey next to speakers please. In choosing the next speaker at that Lear. Good afternoon Council chair. They offered me an opportunity to speak on behalf of the safety chair, my name is Matt lafleur. Chamber after says 102nd Avenue. I'm here to speak in favor of the item this afternoon regarding the police station also known as or station. The chamber board to vote to approve. Support for that amendment the us will be looking at. While we are disappointed that the market conditions have the sense that hated that not be required to have a 100,000 square foot of speculative office space. We recognize that we still do need the housing in the office space that they do provide. We just want to make sure you guys know that we are supportive of this and we also trust the team for that group is going to do their best to fill that with office space and leave the pad and in a way that is a stately pleasing and safer for people until they can figure out they need to do with it. So thank you very much. Thank you Mister Landler. Next speaker please we're speakers Mister Chairman, the ok thank you we'll go in close open form, we'll go to new ordinances and bring up the one, but the clerk please read the title. Ordinance number 4.61 dash age and or an ordinance concerning the name of the new can't ground in the northwest corner board Hill. Nature preserve in Lake Maggiore Park, making findings regarding that mean establishing Terry timing can't brand as the name of that can't Graham ending city coat reflect that mean in providing for an effective date. The public hearing is scheduled for June the 3rd and at this time I do not have any card Sir. >> If approval, second. And the motion a We have a presentation on this item. >> I believe perks and I believe the effort is planning a presentation of the second reading okay all right very good. So we have a motion a second on the floor seeing Requests to speak with the clerk please open machine for voting. Council members please cast your vote. So you know council members voted with the clerk please telling announce the vote. Mister Chair, the motion to approve the agenda item d one passes union. Thank you Mister Clerk will go to reports and bring He won Florida Holocaust Museum Grant agreement good afternoon. Mister Afternoon Mister Chair. Before you today as a in order to provide Grant funding to the Florida Holocaust Museum. We appreciate your time and has a. A quick history on Nov. 9th of 39. This body passed a resolution. To do exactly this this is effectively the appropriation processing of the grant agreement. In an amount of $350,000. I'd like to bring up and introduce Miss Beth Gelman who can speak to with a power The specifics of where the funding is going and what it will be used for. >> We're making such strides in technology at the museum and I still can't figure out how to do the power point. My staff is amazing. So thank you so I just want to to to say thank you to each and every one of you for your support. Throughout and for the staff. This is a really important pro project not only for the museum Because of what we're seeing not only what we've seen in the past but sadly we're seeing a rise in antisemitism we had a. A group that and in our area very recently thank you know Councilman Rice and some others have have really been. So strongly behind this type and I'm going to use the word nonsense because when it's such a serious subject. But the fact that people are discriminated or. Hateful actions are down and the on the on because of race or religion or skin color or any type of difference that we can find between people is nonsense. Dangerous nonsense but its to its here so. When I first this is a very similar to we had brought to you about why this was needed. We had a number of different problems. That were happening in the museum we had a number of different challenges than last year of course with covid 19 coming in we that there really wasn't able to social distance in the lobby and so this year as we've we've needed to keep people outside as we let them and you know one of the time and This will be really helpful. The we had a number of law consultants come in including the Saint Pete Police Department and all of them were very clear that when the museum had been created originally these kind of thoughts this kind of security just was not needed. And it was impossible for us to change what we had really needed to change an add on to the building itself. So while the main goal is of course to ensure a secure environment for students and other visitors. We also have an opportunity every time we have a challenge you know we have an opportunity and one is to make the museum. More attractive and more welcoming for visitors, something that not only helps the museum but helps the entire downtown to allow for external and internal signage and also pressed have the room to promote. Other local attractions and information. So this is the vision this is what the museum. This is it looks like such a huge change and really if you can look at it, we're just adding on one portion next to where the alley is and where kind of tweaking if you have other things tweaking the roof tweaking the glass pass in front. What that does is there's a place where that blast triangle is right now there are places for. In every report it is it is said this way. So many use this word, it's where people can lurk they can sick and that off to the side they can hide. And they can you do damage. So that is being changed this is what it looked like coming down first Street South so there's a little extra signage for us there. This is inside the building. There's a single entrance point now so right now if you people who are physically challenged need to go to the back of the museum in come in through a cent a a separate tour. Door. They can come in they go through the full Museum and then they go through security which is not great. Right big packages, the same thing our teaching trunks that we ship all over the country. They ought to go out through that back door and they are they put through security after they come into the museum. So this make it so that everyone walks in through the same door in and our packages and everything will go through the same security. This is the new admissions desk. Right now you have to you're in the museum. Before you buy a ticket and so this keeps this whole section. Separate so that people come in they're able to buy their in their admissions ticket and then Goethe into the museum. So if there are any problems if there are any often we find people who who say they don't have weapons and then they go through security and they do have weapons so far they've been really wonderful about. Either taking them and putting them back in their car or c some people do choose to leave. This way all of that happens before anyone gets into the museum. And again it's expanded lobby, not only is will this be helpful when we have school tours but as we've seen the importance of just space in our world as we go to attractions as we go to places that are that are crowded this is the place for people to be inside. And have some physical distance. This is part of the plans. This is this that when we put the this edition on there will be place for an outdoor patio and not only is that beautiful space and we're down here and it's beautiful rooftop space. But we get a lot of school groups that come in and what they need is a place to have lunch and so whereas that architects who did the pretend drawings of the building have been vision this is a beautiful space for people to go out and of course they'll be welcome. We see this primary usage as a place for school groups to have lunch out there in a place that's outside the museum. But part of it they'll be able to be like kids and use their outside when they are inside the museum. The whole projected cost of this is 3.1 million. We received $500,000 from the state which is a reimbursable Grant we have the state asked for a match for the county contribute towards this in the county has. We have signed a grant agreement with the county for 3.50. Though as you know the county asked for the city to also match their generosity which you all did so really appreciative of that. We have just begun last year so raising public donations and we'll keep you apprised of how those are going, but we feel very positive about the steps that are being taken. This is how we're going to be using the grant funds that you all are giving us. We are this is to finish the architectural design will be a 110,000. We have a security expert who has consulting with us their final papers are $20,000. The permitting it's $18,000 and then we're using these funds for the very initial construction costs. Here's the design timeline. We are a year behind or what we had thought would be our Last year was I think a pause for many of us. We put very very conservative dates here. So you see that we have construction commencing next April in 2022. And then completing that construction within a year. That is the most conservative schedule we just didn't want Well you know the saying under promise overdeliver and so we do hope that this will be Before. At the end of April of 2023. But that's our design timeline as it stands. Do have any questions anything that I can. And Sir. Thank you for the council members in questions. Entertain a motion on the resolution that's before us. We have a motion a second. Before we first Miss Coleman's good to see you again and in print person and then your retirement thank you thank you. We as a city or just blessed to have the Florida. Holocaust Museum in in in our city. And you a service in a story that everybody needs to know about I'm I'm glad we can move this forward today and make sure that the Everybody that does it sit and everybody that works there is safe. That's that's very important. Just one I it's a ticket the muse museums to remain open. While the construction is going on. That is the plan that comes the people who are helping us with this and and we have created contractors who have been or advisers to this have designed a plan where it seems that will be able to keep. There May be parts of it that we will be closing off but for the most part we should be able to to stay. Open and welcoming can help like all right very very good. >> That's all I can so we have a motion in second on the floor seeing no further request to speak with the clerk please open machine for voting. Council members please cast your votes. Seeing all council members voted with the clerk please tally and announce them. Mister Chair, the motion to approve the agenda. He won passes unanimously. Thank thank you. Mister Clerk, thank you for the presentation. Thank you can I say one other thing the sides thanking all of you for your support just how wonderful the staff is here and I just like to do a big shout out to Chris and to Carol and to everyone who's been working really it's it's just this is a wonderful place to do business here you can put that out on your advertising in your ph and it's because it's really true. Council will move next to >> Public works administrator Mister Club tanker Tankersley under water resources. Director John Palin shower here. They have the floor. I am fully vaccinated so you don't mind it takes off on talking. Yes, put it back on thank you. It's hard to talk through these things you know. >> So we bring to you today, a request for an approval of a purchase of a. Working Asset management software. That's going to be critical to are moving forward with being able to actively and proactively manager assets. We did get a chance to meet with many of you one on one so we were prepared to either go through. >> The discussion verbally or or were prepared to ask for approval either way it's up to the council. Anybody have anybody want to see any more information I I did a one on one I'm ready to move moving forward move approval. We have a motion in second on the floor, we have any cards in this item. Seeing no request to speak will the clerk please she from voting. Council members please cast your votes. Seeing all council members voted for the clerk please tally in announced m o. >> Mister Chair, the motion to approve of the night of the 2 passes unanimous. Thank thank you. Mister Clerk. Thank you Mr. Tankersley encounter. Go next to the 3. The second Amendment to the police and development agreement for central development. City administrator Allen Dulles here good afternoon Mister Glover's thank you very much. >> As you're moving at a fast pace, they caught us off guard a little bit I'll be quick on met with all of you regarding this amendment. We've had a lot of discussions I want to thank the edge district. Having a really solid 3 way conversation with the city and the developer based on some input from you. We think that we've come up with something that makes sense for this period of time that we're in so. Really why the amendment the amendment was really driven by one thing and that was the pan pandemic we we competitive competition rfp we've selected the developer developer talked about doing a 100,000 square feet of office. We thought that was fantastic. And then the pandemic hit and so they asked us to really consider you know really waving that condition altogether until things settled down, we said no that we won't do that. And we 50,000 square feet of office which we still think is a great investment. In our city and and for office environment. You all May know this already but you know ready Apple was at 23,000 square feet they've increased that closer to 50,000 square feet of office. We're very happy about that move. As you probably know the d'annunzio project. Went from a requirement of 40,000 square feet they're closer to 80,000 square feet of office. So we do feel the demand is out there it's you know demand driven and obviously that deal has got to be on hand for developers to feel comfortable with that. But in this case this is 50,000 square feet of spec office space. So we've got to do this no matter what whether they have attended or not as very rare. In in in development, so we're still very happy with that. The the reduced office space came with a price. It came with an increase in workforce housing. We knew that that was important to you all it was important to us. So we basically did a proportional. Concept there were ok you're reducing if you reduce your office now the other thing that developers going to say and they are here. Jae Miller and his team is that. That they're just going to 50,000 square feet of office. It says that's the minimum they May do more. They May do up to a 100,000 square foot still. And if they do then they don't have to do the work force increase the workforce housing so we basically made a day relationship less office more workforce. And you know that's that's before you. The edge district I believe is here as well. Barbour is here. So we're available to answer any questions and the edge district really. Yeah, but some things quite honestly that I think was good and Jay was very open to this discussion and if they do 50,000 square feet of office then it will lead to leave the pad there will be a pan on the development and the East end of the site. That will be vacant. The edge district made it clear that they did not want. Micro residential located on that site and so we have limited their development on that site in the future to office or hotel. Those are the 2 choices. We always head office in mind. Recently the developers come forward and said what about hotel. Nice boutique hotel there could work are responsible as what does the community think we went to the edge district as district said we're okay with that that that could be a nice ad. And so we allowed we allowed that. Again so is either office or hotel. The pad itself cannot be sold to another party, they can't make money on that they can't sell it for a different development. They have to develop it first before there would be any switch of ownership or or buyout that provision. And the last component of this is in the original deal we allowed. An offset of the purchase price of a million dollars. Up to a million dollars for demolition. We have added. Workforce housing to that as well. Why because they are if they do more workforce housing. In that workforce housing unit, there's a $66,666 gap. That we have worked with all along. And so we said ok, you know we were going to put up. We're going to put up to a million and the demolition will allow you to add an offset for workforce units for the additional work force units that you might do if you don't do office. So it's still up to a million dollars we're not going to be on that original amount we're just allowing that to be used for workforce in addition to demolition. If the demolition is a million dollars then they don't get to use any of it for workforce, if that works if demolition turns out to be. 800,000 and they could use $200,000 towards the offset on the workforce side. So that's the essence of the we're here to answer any questions the developers here barbers here and we look forward to any questions that you had. Thank you. Thank you. Mister July. >> When we hear from the public next in color first speaker. We're both vocal week. Good afternoon Council. My name is Barbara vocal, we'd executive director of the edge business district Association and I just want to make sure that we were here on behalf of the association and the community to support this amendment as you know we've been before you I think this is our 4th time on this particular development to support it and I believe that's due to the efforts of both the city team in the development team to keep the community included in offering input at every stage of the process from the drafting of the rfp to selection of the developer to the term sheet a development agreement and now the amendment to this agreement. So with regard to the amendment itself. We spent an enormous amount of time in the past few months to address concerns related to the impact of the proposed change and way the realities of the nearly hopefully post-pandemic the economy to be accurate the amendment before you reflects what we have determined to be a workable compromise given those realities. First while we ideally hope that the development team can in fact secure office tenants to build the second 50,000 square feet of office space. If they cannot or community sense is that the hotel is the next best use of that space from an economic perspective any mixed use perspective. Therefore the amendment restricts to that alternative use. Second as you know parking has been and continues to be a critical component of this development for our community because it will include 400 space public parking garage. Not only was it important to preserve as many of those promise spaces as possible. But moving ahead with construction as soon as possible to open those spaces. It is imperative the amendment presents the compromise minimize that impact on those public parking spaces. It frees up to a 100 public parking spaces that would have been available for office use during the day in exchange for up to 40 spaces that will be available night and day for hotel use. Any of those spaces not use can still be used by the public. 3rd it was also equally important to our community that the property not be parceled off by the development team. Until construction was completed. To ensure compatibility with the rest of the development and with the edge district improvement plan. The amendment provides that restriction as well. In short, we support this amendment given those provisions and urge your approval. We remain eager to see this project move forward. Thank you. Thank you. We have any other speakers. Okay. Going close the public hearing will go next to vice chair to school. >> And thanks to all who worked on reasonable compromise to help this project move forward. And thank you for clarifying to to everyone. That the change in the mix of housing and office space does not mean that only 50,000 square feet will be built. That is still the minimum in chances are we'll see more than that. I I do have a question about the additional path. And. Alan I don't I don't know if you're Mister Miller be better too. Answer this bad. So there's a spot that's going to be saved for. Whatever is decided. It is appropriate to happen in the future. What is that space going to look like to a passer by while it's sitting there waiting for the right opportunity is it. Is it going to be but I like a landscaped area. >> Or. Hi Mister Miller. I. Do I need to identify myself you're tell the folks who's joining us today. Jae Miller from Jay square developers, one of the partners in the development team. My office is 48 mirror Lake drive just across the lake from where we're sitting now. Good question. Council member. The answer to your question is we intend to come up with a plan to finish the Plas that this will be one side of the public Plaza. We'll finish it either with a semi permanent wall May have some art work on a new role something like in in and we'll finish it in the way that it's. Minimizes the visibility so it doesn't create the sense open grassy lot. And we will enclose it for safety purposes, but you know it's very important in terms of the success of the retail component in the public space that will be creating which will also include the art monument to the courageous 12 that the Plas have be finished and then closed. And that is what we intend to do. Of course we're hopeful that will have to use for the pad by the time. We complete the project and that will be under construction with that use. But of course the there are there are a lot of things that will need to fall into place to accomplish that, but we are hopeful and optimistic about that okay great thank you. Since there doesn't appear to be a deadline by which a plan would have to be determined for that space. I just wanted to make sure that in the meantime we don't have. I spot on that property that looks unfinished. >> Or. An attractive in in some way. So it sounds like you have a good plan to make that blend in and be. You know pleasing to anyone passing by. While you figure out what what the best uses for that. That's because even if it takes a while. And I with that we're happy to work with the community other business owners and Barbara and her Association to come up with that with a plan in the event that we're not under construction. Okay, we face one. Great great I'd love to see I mean depending on how how things go. It looks like it's going to be. You know I need allies for awhile, perhaps or some temporary. Communities or you know some way that it could be did it can be used in and beneficial Rylance waiting for its. For its ultimate plan. That's all I had just thanks to all involved. I know that this was I reviewed by the edge the edge business district by the downtown neighborhood Association others. And Mister Miller, I understand you've been very accommodating to anyone who wanted to ask questions or discuss the matter and I really appreciate that openness and that clever is collaborative spirit. The eu shown as we move forward with this project thank you. Thank you, I faced church risk. >> So I I have just a few And I think mainly there mainly for you Alan. Can you. Tell me how we. Calculated this $66,666 seems like an odd number for the workforce housing. Yeah, I mean there's no like precise number there council member. I might have to go back in and talk to rob Curtis about this but it and I know we had this discussion with the developers. But we really looked at. The developers experience and what that camp is but then we check that against hard you know kind of benchmarks that okay some state matrix is well I think we talked to rob. I'm not saying that every project is exactly 60 said that that was that was the number that we ultimately felt comfortable with and we're really using it as an administration right now in terms of you know looking at projects and what we think workforce housing is going to cost. Okay. All right. Thank you. >> the next question I have in the earlier information we talked about Class a office space and you used a term called spec office space is there a difference. Yet County Council chair, what I mean by spec is that they don't have a tenant signed up okay. So it's like a spectrum. Right but but its Class a. It is classic. As a office space. But it they they have to do a minimum. A 50,000 square feet of office space whether they have attended or net. Okay, thank you. Can you define, Mike a micro unit is that a is that a certain number of square feet. I just know that it's small but Barbara to Exact. >> 750 square feet or less meaning we didn't want the smaller. And then on the on the parking I understand it's a 600 space parking garage with 400 available to the public. That's correct Council chair, okay. And that you know we worked out that deal. In the first go around. And we did not want to make any changes to that. There May be less office parking associated with it maybe. We didn't want to get into that because we knew how important it was to the edge district and we just wanted to stick with that 400. And we worked out the the number related to office or hotel users. Okay we think it's actually going to be a little better deal for the edge district. Okay parking availability. In looking at this sketch it looks like the entrance is going to be off of First Avenue North. And then the exit to the a little bit farther to the west on Forest Avenue North. A hotel with the hotel go on this pad. But that be the location of the hotel if it. And then and then can you remind me where the courageous 12. Statue will go. >> I know that Jay has been more involved in those conversations lately. I know roughly the area but Jane I know exactly where. >> The city's arts Council has I believe they think age yella forward The monument. We've seen some. Kuntz concept designs which are impactful include full size. Characterizations of of the 12 officers. Surrounding a monument. We anticipate that we haven't picked a fun location, but we anticipate that it will be. At the end in the Plaza at the end cap of Palm Avenue. So excess of very accessible to the public. Very visible and close to the future son runner. Bus stop which will be at the northeast corner of the block. Ok very good. Thank you. That's that's all my my questions thank thank you for indulging me. Request to speak, I'll entertain a. Motion on the resolution that's before us. Second we have a motion a second to approve the resolution this seeing no further requests to speak with the clerk please open machine for voting. Council members please cast your votes. Seeing all council members voted with the clerk please tally announce the vote. Mister Chair, the most giving motion to approve the agenda item e 3 passes you ok thank you. Where to go next to the 5. Your local agreement. Welcome back of Mr. Tankersley thank you Mister Chair. I would like to ask to bring up the presentation we have a very short presentation to walk you through what we're asking for approval today. So we are here to ask for approval of an inner local agreement with Pinellas County between Pinellas County in the city of St. Petersburg for something that's called the additional local option fuel tax and that's the word additional is important in this context. >> So as as we know that we sales taxes on fuel taxes on the on the fuel that we buy some of the fuel taxes come from the federal from the state and then some are allocated to the counties and then for the the taxes that are allocated to the county's some of those taxes can also be allocated to the municipalities with in the county. And so that's what we're talking about today is the the option fuel option local option fuel taxes that the county is authorized to impose and that the county has the ability to share with the municipalities those 2 options is one is called the local option and the other one is called the additional local option. So right now allowed by the state is a sick sense local option and an additional $0.5 on the local option for a total of $0.11 per gallon. Right now Pinellas County collects the local option but does not collect the additional local option. The proposal we're bringing to you today is if they were to choose to move forward with the additional local local option than the inner local agreement would allow them to share some of those proceeds with us. So as you can see under the approximate annual revenue. If if the county was collecting all $0.11 per gallon that's roughly $40 million a year that they be able to to collect. Right now because they're not collecting all $0.11 they're only collecting about $21 million. The 6th sense that they are collecting is shared with us at a rate of 15.2 7% and so 15.2 7% of that $21 million is just over $3 million so this is revenue that comes to the city that we can use for transportation projects. The challenge with using fuel tax for transportation projects is that the fuel tax revenue has remained relatively flat for years because it's based on a per gallon bases and as we become more efficient in the use of our fossil fuels cars are more efficient. Some cars are now hybrid, we're going to electric vehicles. We're we're kind of plateaued out in the amount of fuel that we're using over time as you can see on the graph on the left shows for the city since 2012 what those fuel taxes revenues have been to the city since 2012. But on the right you'll see the construction costs for that roughly that same period. Construction costs for transportation things such as sidewalks and bridges and roadways. This construction costs continue to increase year after year while the revenue stays flat. We estimate that every year we have about $18 million of c ip funding that we cannot pursue c ip projects that we cannot pursue. This includes our roadways are alleys bridges and sidewalks complete streets and so forth. And that's a big gap between the our needs and our ability to pay for those needs. And the expenditures as I mentioned the costs are rising faster than the revenue growth. We fear that with this continued gap we will start to see a significant decrease in our level of service for our transportation issues and then of course during covid we did see a reduced amount of gas tax revenue because people are using less. So the option that is being proposed by the county is to one scenario one is to decrease the expenditures to match revenues in other words reduce the expenditures to match what's coming in in our case that means we have to read just eliminate those $18 million in transportation needs so that we can use just the money that's coming in to do the work. There's advantages that but there's clear disadvantage for that. Another scenario is to use general fund as a subsidy. And so whatever shortfalls we have in terms of transportation funding. We take it from the general fund that would require us to either raise the millage rate or and or reduce other general government expenses such as public safety and other just general government expenses in order to pay for that the gap. The 3rd scenario is to exercise our right to the additional local option fuel tax which is a $0.5 tax. As I mentioned earlier is not enough to cover the full $80 million but it could bring in an additional 2.7 million in revenue to the city to pay for their sidewalks and those bridges and that roadway be pregnant and the complete streets. Some additional factors to take into when you compare Pinellas County to our Many many of the counties within the state already impose all $0.11. Hillsborough County and Pinellas County currently impose just the first $0.6. And then gas taxes, the benefit of using gas taxes for transportation is that they are imposed on all users regardless of whether you're a resident or not and we know that about a 3rd of the penny funds coming in are paid for from non-residents so therefore by being able to use the gas tax or local residents, their property taxes. Would not have to subsidize this these these facilities that many of our guests and visitors also enjoy and use. So our recommendation to Council is to approve the inner local agreement with Pinellas County for the fiscal year 20 to expansion of the loft of 5 of $0.5. This inner local agreement has a split between the county and municipalities in the 6040 split 60% of the funds stay with the county 40% of the funds are distributed to the municipalities St. Petersburg would get 15.2 7% of the total revenues coming in. This would bring us an additional 13.7 million over 5 years that we allocate towards the the transportation projects that we have designated as being high priority for the city. So the approval of the inner local agreement does not implement the tax. I want to be very clear about that. So this step right now is just agree with the county that if the tax is implemented that our share of the tax would be the 15.2 7%. The next steps would be for the Pinellas County Board of County commissioners to consider these inter local agreements on May 25th then they have to have these inner local agreement with all the municipalities and then the board will consider an ordinance 2 levee the additional local option fail to feel tax and they'll do that in June or July of this year. They must notify the Florida Department of revenue by Oct. 1st of this year in order for that 5 sent additional local option fuel tax to go into play on 1/1/2020. So our recommendation today is to approve the inner local agreement with the with Pinellas County so that if Pinellas County is successful in moving forward in in implementing this this tax they have the right to do then we would get a portion of that to spend on our projects administration requests and approval of this inner local agreement. Thank you Mister Tankersley. If any members of the public to want to speak on this on do not Sir. Okay, anybody on zoom. I mean one Mister Chairman clues presentation. First to councilmember rights. >> Thank you for mentioning other comparison to other counties because having been having sat on a number of transportation committees over the years, it's you know the gas tax. This this ability to go up and utilize $0.11 you know it's not the hail Mary. Funds are not indexed to inflation. So they've. As you said stayed flat over time and have been less of a a source. For transportation funding than they once were. This is a bit overdue in in my opinion I know that there was some politics and considerations in terms of well if we do this then do we make it more difficult to go to a county wide sales tax referendum. Even though this money is going to kind of dig us out of the hole a little bit to be on this $40 million over 5 years, but you know any of us here that have looked at the city's increased needs for sidewalks bus shelters by cleans parking. We have more needs then even this modest increase, but what address I I do want to make Were this to go through with this money. The sort of earmark but it be going directly towards transportation purposes in the city. Yes ma'am thank you for asking that question so the as you know this this money is is authorized to be used by the state and state statutes and state statutes very clearly designate for this additional local option feel tax not necessarily the original one, but the additional that it must be used on capital improvement projects that are identified in the comprehensive plan. It can't be used just for maintenance so therefore I couldn't use this money to fill a pothole but we could use it to reconstruct streets to to rebuild a bridge to to build new sidewalks yes we could. And that's where you're not using on sidewalks but you can't use on potholes. So again it I'm talking about Maine is we can't use it on maintenance so we can't we can't fill a pothole on the street. But if we want to install a new sidewalk which is a new facility we could use it for that. If you ripped up. In the old sidewalk and put a new one down does that mean answers that would that would be reconstructions so yes we could do it for that too. All right show, I'm assuming that the 6040 split is because it's the county Commission is going to vote on this so. They've got the upper hand here right good did anybody try to negotiate 5545 no we didn't get a chance to do that The 6040 split is actually what is currently being used on the first and when they brought this to us I think they're just saying will use the same formula we did for the first $0.5 for the next. For the first 6 senses we will for the next $0.5 but no we did not get a chance. I'm sure the city somehow maybe even indirectly benefits from part of that 60%. We do. Yes, yes we do because we have facilities within the city that are owned and operated by the county. And we have facilities that feed our citizens and our and our visitors to the city that from the county. So yes we do we have some benefit from it. And what is the process for how the city would communicate those priorities to the county. So that we could make sure that. Projects are still being done here in Saint Pete, not just perpetually on Overton road. I have our transportation planning director with me and I believe he should be able to the top of that so. Good afternoon Council. >> One of the things that we've actually seen come in from the county is an active project right now that and design I want to mention first. So active transportation management coming to downtown St. Petersburg fiber optic lines cameras and some permanent message boards use uses pose trailer message boards. Around and put them in different places. So the county is actually investing in our downtown through there through their portion. So it's just an example of how they've invested here as far as I make sure answer your question right and we can. When we see issues on a county Road. We'll always bring those to the attention of the county and expect that they take care of those like we would take care of issues with them. Our city and then I'm not sure if you're getting at how her ties are portions or the county. Portions portion. For our portion. It will become part of the annual budget process these funds will be coming in if passed by the county Commission to start coming in in January. And these type these monies can be used. Basically the same way penny for Pinellas funds can be use because they're not allowed to use pending for Pinellas on maintenance. So that will come through the annual budget process and so administration will look at our priorities. We'll make a recommendation to Council and ultimately Council have the final determination on the annual an annual budget. Some of the items that you saw below the line in this in the fy 22 budget and or transportation over those could be moved above the line and just a few ideas that we could could use as we definitely need more roadway reconstruction. Funds right now mostly we just do resurfacing but we really need to get into more of the ada ramps on that on intersections and then some full depth reconstruction 62th Avenue nor 34th Avenue North East 2670 South. Sometimes we get a lot of depression because it's not just the surface that problematic and we need to dig a little bit deeper that becomes more expensive and I think you've seen below the line. We try to add more money to the annual resurfacing program and haven't been able to find those funds and penny especially competing with underground infrastructure. So looking forward to being able to spend more. On the roadway reconstruction sidewalks complete streets those things that you see below the line and that you mentioned earlier. It just is this just roadways and sidewalks is this is a possible Marina application. Just given that you know those are motors that use gasoline in deserve transportation facilities to. Not sure I'm doubtful on on that. A second we can get back on all right. Thank you. >> How does this work with other cities. I mean if we go into this. What about other cities in Pinellas County like how how does all of that work. You'll see is one of the exhibits that we've provided as backup, there is a table that lets out the percentage that will go to each and every municipality in the county. It's not in the is not in the presentation, but it's in the back up the tab right there they say does everyone have to agree to it before they can move forward or. Is it kind of like psta were no Miller blast can decide that they're not going to opt in. And no not every single municipality must buy and before they can and that is not the case. Okay thinks 18 million estimated funding gap. Does that include maintenance or does that include all projects that could otherwise qualify for funding under this scenario. That's correct. That's what includes all the all the projects that could be funded under this scenario that we currently don't have enough money to fund. So for instance, we know the sidewalk new sidewalks and sidewalk reconstruction. Which are both eligible we're far behind on those we know that we struggle to find the money for the bridges. We our comprehensive plan has that we we are supposed to milling and resurfacing a 110 miles per year in the city we're getting only about 40 done. So there. We there's a lot of needs is more needs and there is the revenue and so the the good part is that if this goes forward we get to choose where that revenue will go. >> Right. So none of that's mean it's all of that you are. Yes ma'am that's okay. And so this still wouldn't be enough to eliminate the gap that you're asked a meeting that it could be close to 3 million. Per year in revenue that would go towards these And I ultimately I'd like to see us. Also look at. Working within the general fund to help close the gap even further because we do need to get on top of this. I mean we've spoken and discussed ad nauseum about sidewalks and the things that are needed what I like about this is that if we do get this sounding the thing that we do have can help go towards the repairs. This doesn't cover. So it gives us you know a little bit of. You know freedom to. Work on that separates with the other. Allocations that we have and you said that the funds would be locked in for these. For these specific projects they would not be able to be used for something else it's like penny where it's very restricted, so we can't raided. Unity use for. Other things if we follow the laws pretty dry by the Florida statutes it's pretty clear as to what we can use it for it spells it out in it directly in the Florida statutes themselves. Ok will it affect the amount of investment that we get from the county on these projects. It might have a saying you know will. If we're getting this 2.7 million a year. And 0.7 less that they wood chip in for. I would not expect them to do that if they would we would certainly argue against it since they will also be getting extra revenue right also okay. >> Since it is for new transportation projects would it be possible that this type of funding could be used for something like Ferry docks. I don't know, but we will look into that it is time we have 41. I have to admit probably Evan and I are a little bit biased towards I will look to see if it can be used for other forms of transportation will definitely look at that right I Evan and and if you want jump in on this site because I know that you too are a big fan of waterborne transportation. And you know not the time. Not that I'm putting you on the spot or anything like that, but this is something that has come up recently. That needs to be the needs to be funded. And it is a part of our. Goals as far as becoming less dependent on cars. So I'm wondering if this would be. Something that's not listed here that that could be eligible. >> As courts and I think we'll have to look into that I'm not I'm not sure whether over water. If that's ok or not. >> Yeah all right, we'll. Just a heads up that if this does move forward out bring it up again at some point. That's all I have thank you. Thank you much or just go. >> Let me just start off by by saying I'm in favor of into local agreement. Have a couple questions. There's on on. Slide number 2. It says Petersburg share is 3.2 7 million. And then on slide number 5 it says an additional 2.7 million revenue for c ip what's what's the half million dollar difference. There is a think you thank you for asking that so the to the 3 point. To 2 million is what we currently get from the first $0.6 okay. Whereas if we went with the next 5 since then we get an additional 2.7 on top of it, okay. Ok thank you, thank you. And then would this be you know it is councilmember Rice asked maybe a different form of this question but with this apply to fuel sold in marinas in at the airport also. >> I will look into it I would guess that does so, but again my reading of it is that it a flop it applies to what is legally defined as a fuel which is not aviation fuel. It's not diesel. Okay, but if it if it is legally defined by the state as a fuel gasoline, then I guess it could be used for lawn Moore's or or boats or or anything so right. So this doesn't apply to diesel fuel. No there's a separate provision but under the state statutes for diesel fuel they had they tax that in a different manner in a different rate this is only to non diesel non aviation gasoline products, okay. >> That's so Mike what 1, one last question so on exhibit day you've got the breakdown of a different municipalities in the county. The 15. It sent is that like a standard breakdown of other. In a local agreements. When it comes to. Splitting revenues within the county with it 24 municipalities I don't know the answer that Sir I apologize I do know that that is that's based off of the determination of. The transportation assets owned by the county versus assets are owned by the different cities. That that split was negotiated before I came along I have to admit I don't know how it was developed. But this is the same a ratio that they they're asking for on this in our local agreement and the inner local agreement is for 10 years. And so I I do expect while we didn't really have enough time on this round to to look into it maybe renegotiate those the splits we will definitely be able to do that for the next round. Thank you thank you for answering like my questions. Entertain a motion to approve the resolution. That's before us move approval. We have a motion second to approve the resolution that's seeing no further request to speak with the clerk please open machine from voting. >> Council members please cast your votes. Seeing all council members voted with the clerk please tally announced and unannounced the motion to approve and deny the 5 passes unions. Thank you thank you. Mister Clerk, thank you club, thank you haven't o next to you for. Susie a top a hawk is here good afternoon. The afternoon. Chairman Mountain area member City Council. The item before you this afternoon is the renewal for the bully centers. Program it you're around contract. For 400,000 each year. This morning, we had an opportunity before the youth and family Services Committee to talk a little bit more extensively about Billy. Managing both the summer youth an after-school program as well as some of the other programs vote. We wanted to take an opportunity to really just to highlight the program. Recognize that it is up for a another two-year renewal but. Chair councilmember big With the through the youths and family Services Committee and administration are interested in looking at all or youth programs to see how they that's together. And see what changes in the future. With but the different programs. The s why I p and the after school. Employment program or the as 05:00pm particular this actually probably the city's oldest jobs program, youth jobs program. And in. I think it was 1413 14 the after school was created and then in 18 we combine them into one program. So over a year a year around time frame. There's typically about a 100 and 60 anywhere from a 16280 youth. They have an opportunity to be employed by. Private employers whether city employment or actually truly private employers that are outside so we this particular program is a split wage program. So are dollars pay for $4 of the minimum wage. What has what is seems May be happening this summer players are interested in paying higher was just like. Many employers right now post the pandemic. They're also having some difficulties in terms of recruiting so there, willing to go higher wages to encourage more. Participants to join them in their area. But that we're asking for a renewal. The us contract with Billy centers. Inc I'm happy to answer any questions that you mean. Thank you for the presentation when we go to the public next. Do I have any cards and thank you one of them. All right, thank Councilmember fact centers. Thank you chair. First of all thank you so much I wanted to make sure that we pulled this off of consent because again as you stated we are trying to address some of the needs of our youth in the things that we've seen experience thing. And growing that haven't been very positive in our community and we wanted share with their do our constituents, what programs we actually have. Out there for our children so I I fully support and the approval on this and then I also want it to make sure my colleagues realize the Billy has been the only agency to have this particular Grant. And so after the first year we've had the conversation that we're going to look at it because now the children have to
