VERO BEACH AIRPORT COMMISSION MINUTES Friday, October 23, 2026 - 9:30 a.m. City Hall, Council Chambers, Vero Beach, Florida PRESENT: Arthur Hodge, Chairman; Philip Canal, Vice Chairman; Members: Carole Jean Jordan, Joseph “Danny” Markford, Dr. Stephen Kepley, Alternate Member and Dr. Ian Blair Fries, Alternate Member Also Present: Brandon Dambeck, Airport Director; Melany Crawford, Deputy City Attorney and Rita Chartier, Deputy City Clerk Excused Absence: Louis (Buck) Vocelle 1. CALL TO ORDER Today’s meeting was called to order at 9:30 a.m. 2. APPROVAL OF MINUTES A) July 24, 2026 Mr. Canal made a motion to approve the minutes of the July 24, 2026 Airport Commission meeting. Mr. Markford seconded the motion and it passed unanimously. 3. PUBLIC COMMENT None 4. NEW BUSINESS None 5. OLD BUSINESS Mr. Canal said that at a couple of their previous meetings, the Airport Commission discussed lighting the towers on Big Blue. He reported that he has since been in touch with Mr. Peter Polk, Three Corners Project Manager, and asked him about the preliminary design of the Three Corners and if the towers would remain there. He said that Mr. Polk informed him that the design was still many months away. Mr. Polk also shared with him that the City accepted the Federal Aviation Administration’s (FAA) recommendation that the towers were not an obstruction and need not be illuminated. He said the Airport Commission is an Advisory Board and they provided advice to the City Council, but their decision on lighting the towers was not to do it at this time, so this action can be closed out. Mr. Canal said another item he was pushing for was to have an Aircraft Maintenance Curriculum added to the Indian River County School system. He made a pitch to the Indian River County School Board recommending an Embry-Riddle Aircraft Maintenance Curriculum, which they have rolled out in several locations throughout the State of Florida. He said that he would like to thank Mr. Willford Hart for arranging for him to attend the Airport Commission – 10/23/26 Page 1 of 6

Indian River School Board meeting. They (School Board members) asked a lot of aviation questions, which he did his best to answer. However, most of their questions were about Florida’s school curriculum, which was not in his area of expertise. He told the Board that he would reach out to Embry-Riddle to find the right person to answer their questions. He said that he was told to contact the Director of Programs at Embry-Riddle, which he did. The Director of Programs tried several times to contact the School Board Administration, but none of his messages were returned. He said it appears to him that there is little interest in adopting this program at this time, so he would also like to close this item for now. Mr. Canal announced that Skyborne Airline Academy has applied for certification through the Orlando Flight Standards District Office for an FAA Part 147 aviation maintenance school at the Vero Beach Airport. The FAA's target is to apply resources to this project in the first or second quarter of 2027. The FAA will oversee this process by sending inspectors to check the Skyborne Airline Academy’s facilities, potential instructors, the curriculum and how it will be launched. This process can take 12 to 18 months once the resources are signed. If this goes well, there will be an aviation maintenance academy at the Vero Beach Airport and Skyborne Airline Academy will use the facility that they currently lease at the Airport. The academy will supplement Piper’s workforce, Skyborne Airline Academy’s workforce, the Fixed-Base Operators (FBOs) and the flight schools in the community. Mr. Brandon Dambeck, Airport Director, said the aviation maintenance school project will create more jobs in the community and possibly lead to more construction projects, which puts money back into the local economy. Dr. Fries said that he has been hearing from many aviation companies that there is a shortage of mechanics at this time, so this will be very worthwhile. Mr. Canal said it is estimated that there is a deficit of approximately 60,000 Aviation Mechanics across the United States. 6. AIRPORT DIRECTOR’S MATTERS A) Airport Director’s Report & Project Identification Map Mr. Dambeck said a lot is going on at the Airport right now and their team is incredibly busy with leasing items and the increase in air carrier operations. He said that he will review the highlights from the Airport Director’s report with the Airport Commission members (attached to the original minutes). He said for the Taxiway B project, they will route the contract with Hanson Professional Services in November for the City Council to review and hopefully approve. Once the contract is signed, they can start construction, which will extend Taxiway B across Runway 12R and connect it with Taxiway E. This will definitely help with safety and with the flow of traffic. He reported on the work they are doing on the Runway 12R connector Taxiway project. Taxiway C3 will be improved by rehabilitating some areas and reconstructing other sections. In that same project, they will do some drainage improvements at the approach end of Runway 12R where there is some water retention. He said the Terminal renovations are done. They did the final punch list walkthrough a couple of weeks ago. They will take the final pay request for Proctor Airport Commission – 10/23/26 Page 2 of 6

Construction to the City Council at their next meeting. He said they have seen some improvements in the passenger flow throughout the Terminal. Passengers now have a shaded baggage claim area and the new exit area has restrooms. He then gave an update on the Terminal parking expansion. They have an executed Lease Agreement with Envision Parking and their partner, SafeParc, who will be operating the long-term parking facility at the Airport. He said construction is set for the first quarter of 2027 for parking lot improvements. There will be a temporary parking lot located in the large grass lot opposite the Skyborne Administrative facility. Mr. Canal asked about transportation to the Terminal because that lot is kind of far away. Mr. Dambeck said that they have American Disability Act (ADA) requirements. If passengers need assistance, they can call the Airport at the number on the website and they will provide transportation to the Terminal. If they have to do an off-site location for parking, they have talked with Avis Car Rental to secure a shuttle to go back and forth. Once the construction of the parking lot starts, it should take 90 to 120 days. He said there will be a project kick-off meeting next Tuesday for the T-hangar roof replacement. The contracts have already been executed so they are ready to get started. A good quality membrane material will be installed on top of the hangars to create a good seal and will last for many years. They will also be replacing the gutters and roof vents. Mr. Dambeck reported that the City Council approved a lease agreement for a hotel. It will be operated by VB Hotel 1 and it will be a Marriott TownPlace Suites. This project will cost over $30 million for private development and it will support over 60 jobs even after it is constructed. They are creating a nice entertainment experience for their visitors and they are looking at it being operational by the end of 2028. They have already completed their site plan and it has been approved. He said there is a utilities project associated with the hotel and they will take it to the City Council for a recommendation to award the contract. Once that is approved, they can move forward with construction in the first quarter of 2027. He reported that they will be holding the Airport Terminal Charrette and public outreach meeting on January 21, 2027. The Airport is working on a presentation for the charrette and a rendering with three (3) different options of what the Terminal building could look like. He reported that they have contacted the FAA on the relocation and upgrades of the weather equipment on the airfield. However, the FAA will not fund it as a stand-alone project so they will combine it with the Aircraft Rescue and Firefighting (ARFF) project. They will be building a new ARFF facility in the midfield with construction starting in 2029. He briefly reported on other projects, which included an updated air carrier scheduling process and the ARFF agreement that was approved by the City Council. Mr. Dambeck mentioned that they have been working with the O’Dare Boga and Dobson Group, a local real estate team. They proposed doing a beautification project in the courtyard behind CJ Cannons. The group will fund the beautification project and continue to maintain it afterwards. The City will install a plaque recognizing them for their efforts. Mr. Canal asked if Airport staff had met with the Military Officers Association of America (MOAA) regarding another project. Airport Commission – 10/23/26 Page 3 of 6

Mr. Dambeck said that they met with MOAA and they will be constructing a Naval Memorial on the cement circle where the old baggage claim area was. Mr. Canal referred to the rates and fees. He noticed that they are not increasing the current fuel prices. He said that is a great decision. Mr. Dambeck said that is correct. They moved forward with increases for the box hangars and executive hangars to bring them up to market price. The remaining hangars are appropriately priced. He said staff is also working with one (1) of its consultants, Hoyle Tanner, to research alternative funding sources. He explained that larger projects are generally funded through the FAA and Florida Department of Transportation (FDOT) grants, but the Airport is exploring other opportunities to minimize their local matching requirements. Mr. Canal asked Mr. Dambeck if he knew the status of the contract for the engineering rebid. Mr. Dambeck explained that the Purchasing Department is working with the selected Consultants on a contract and they will take it to the City Council, but he is not sure of the date. Mr. Dambeck gave a brief update on the new rental car building project, the new Terminal concessionaire, improvements with Paris Air and the status of Sky King Aviation. Mr. Dambeck reported that Breeze Airways switched from Unifi Aviation to PrimeFlight as their new ground handler. Staff has been working on the paperwork and lease agreement for the transition. Overall, it is working out very well. PrimeFlight and Unifi Aviation are working together and sharing some equipment, so they are not overloading the ramp space. Breeze Airways also has an agreement with Sun Aviation to use some of their ramp space. Mr. Canal asked if they still do safety hangar checks. Mr. Dambeck explained that Airport staff conducts lease compliance inspections, but the County handles addressing fire safety issues. Mr. Dambeck said based on the flight schedules they received and the number of flights that have taken place so far this year, for calendar year 2026, they are looking at a total of 4,546 air carrier flights. The Airport’s total operations through September were 262,138, so air carrier flights accounted for about 1.17 percent of the total operations. He said the air carriers go to 17 destinations right now and they are doing great. They are not hearing anything negative. Mr. Dambeck reported that the Airport staff is working with Hoyle Tanner to begin collecting passenger facility charges of $4.50 per enplaned passenger. This is another funding source that can be applied to future FAA eligible projects. They are also looking into Customer Facility Charges (CFC), which are collected by the rental car companies. Those funds can be used for projects that benefit the rental car companies. Hoyle Tanner is also working on a Transportation Network Carrier (TNC) fee that goes towards Uber Airport Commission – 10/23/26 Page 4 of 6

and other driver services. He said these fees are very common at commercial service airports and they will go into effect in 2027. He reported that the Airport hired a Security Administrator, two (2) part-time employees to work in the badging area and they are in the selection stage of hiring a Business Specialist to assist the leasing team. 7. CHAIRMAN’S MATTERS A) Roadway Improvements at and Around the Airport Mr. Hodge said that he would like to applaud the current and past Airport Commission members and the Airport staff for bringing airlines to Vero Beach. The airlines have increased their flights and destinations, they are making progress with the parking situation, they now have a hotel and a rental car facility being built. However, he is curious about the roadwork in and around the Airport. He asked who can they talk with to find out what the schedule is to improve the situation, because it is only going to get worse. Mr. Dambeck said that he knows the scheduling process goes through the County and the State with some input from the Metropolitan Planning Organization (MPO). The MPO gave their input to try to move it up on the timeline, but ultimately the County and the State will make the final decision on when it gets done. Mr. Hodge asked whether there was anyone they could invite to an Airport Commission meeting who could talk with them about the road improvements that are needed. Mr. Dambeck said that he would look into it and let him know. 8. MEMBERS’ MATTERS Mrs. Jordon said that she flew on Breeze Airways recently and there were two (2) flights going out at about the same time, so it got a little crowded while people waited to board the flights. She said the Airline requests that passengers arrive two (2) hours early. She asked if the two (2) hour arrival time was necessary. Mr. Dambeck said that he would always advise people to go by what the air carriers tell them. Mr. Canal said that he distributed an article from Sport Aviation magazine to staff and the Airport Commission members (attached to the original minutes). He explained that the article highlights the importance of keeping the public informed about the value of airports. Its purpose was to explain how the Airport provides both convenience and economic benefits. He said that he would like to challenge the Airport Commission members, Airport management, staff, and City Council to be ambassadors for the Airport by conveying its value story and highlighting the services it provides and the benefits it brings to the community. He said the article says that the real threat to airports is when they lose the community. Mr. Canal reported that the Experimental Aircraft Association (EAA) flew 28 Young Eagles on their discovery flights on September 28, 2026. The discovery flights are for Airport Commission – 10/23/26 Page 5 of 6

young people between the ages of eight (8) and 17. Out of that group, 15 signed up for their new chapter ground school class. They would like to thank Sun Jet Center for their hospitality and for the use of their facilities. He said the EAA Chapter 99 awarded its first national scholarship to Miss Kaelyn Grall, who is the niece of State Senator Erin Grall. The scholarship funds flight training up to and including solo flights. The next EAA event will be on November 7, 2026, at New Hibiscus. 9. CITY ATTORNEY MATTERS None 10. CITY CLERK MATTERS A) 2027 Proposed Meeting Dates The Deputy City Clerk said the City Clerk’s Office had prepared tentative dates for the 2027, Airport Commission meetings. They are January 22, April 23, July 23 and October 22, 2027. Mr. Hodge said they also received a request from a Commission member about possibly changing a couple of the meeting dates. He said that he thinks it is a little too early to change the dates. They can always change a meeting later if there is a conflict. He asked the Commission members how they felt about these dates. The Commission members agreed to leave the dates as they were presented. 11. ADJOURNMENT Today’s meeting adjourned at 10:17 a.m. /rc Airport Commission – 10/23/26 Page 6 of 6

VERO BEACH AIRPORT COMMISSION MINUTES Friday, July 24, 2026 - 9:30 a.m. City Hall, Council Chambers, Vero Beach, Florida PRESENT: Arthur Hodge, Chairman; Philip Canal, Vice Chairman; Members: Louis (Buck) Vocelle, Joseph “Danny” Markford and Dr. Stephen Kepley, Alternate Member and Dr. Ian Blair Fries, Alternate Member Also Present: Brandon Dambeck, Interim Airport Director; John Turner, City Attorney and Rita Chartier, Deputy City Clerk Excused Absence: Carole Jean Jordan 1. CALL TO ORDER Today’s meeting was called to order at 9:30 a.m. 2. APPROVAL OF MINUTES A) April 24, 2026 Mr. Canal referred to page two (2) of the April 24, 2026, Airport Commission minutes. He said the first sentence should read “Airframe and Powerplant (A&P),” the end of the third paragraph should read “A&P License,” not AMP and in the fourth paragraph it should also read “A&P.” Mr. Vocelle made a motion to approve the minutes of the April 24, 2026 Airport Commission meeting as amended. Mr. Canal seconded the motion and it passed unanimously. 3. PUBLIC COMMENT None 4. NEW BUSINESS None 5. OLD BUSINESS None 6. AIRPORT DIRECTOR’S MATTERS A) Airport Director’s Report & Project Identification Map Mr. Brandon Dambeck, Interim Airport Director, went over the Airport Director’s report with the Commission (attached to the original minutes). He gave an update on two (2) projects that they are getting ready to make a recommendation to the City Council to award the bid. He said the final inspection by Indian River County for the Terminal Building renovations is scheduled for July 29, 2026. However, the inspection by the Transportation A i r p o r t C o m m i s s i o n – 7 / 2 4 / 2 6 P a g e 1 | 5

Security Administration (TSA) is still up in the air. He said they started the reconfiguration of the traffic flow in front of the Terminal Building and that should be finished next week. Mr. Canal said it looks like they did a decent job of cleaning up the area outside of CJ Cannons. Mr. Dambeck gave kudos to the Public Works Department for doing a great job cleaning it up. He said they still need to remove the Palm Trees in that courtyard area because they present a line-of-sight issue for the Air Traffic Control Tower. He referred to the future charrette for the Terminal development and said it would be held to discuss what the community would like to see in the future for the Terminal. He said they had a good public outreach at the Let’s Talk Vero event. It allowed them to get a feel for what the community's thoughts were and to discuss the upcoming charette, which would probably take place in the fall. Mr. Canal asked if there is a projected start date for the Terminal parking area. Mr. Dambeck said they are hoping to take the long-term parking lease agreement to the City Council at their second meeting in August. However, the company is moving along in the process and they should be submitting their site plan at any time. Once they receive the site plan and the appropriate permits they should be able to start construction. Mr. Canal asked what they will do when they start paving. Will they have enough parking spaces for the cars that park there now. Mr. Dambeck explained that they will post signs well in advance for the cars that currently park in the long-term grass area to direct them to start parking in the alternate area. Mr. Dambeck continued with his report and reviewed the Airport’s other projects. He said they are currently working on their Aircraft Rescue and Fire Fighting Agreement (ARFF). He said their Index is going to increase from Index C to Index D and that will require more employees by the County to staff the additional fire truck. The cost will be increasing significantly, but those costs will be paid for by the airlines. Mr. Dambeck gave a brief update on some of the Airport's leasing items, upcoming events, and the air carrier routes. Mr. Canal said the passenger figures are remarkable. In 2025, the Airport serviced a total of 259,000 passengers and up through June of this year they have had almost 204,000. Mr. Canal asked how they are doing on completing the items identified by the Federal Aviation Administration (FAA) Safety Review. Mr. Dambeck reported that they have all been completed and submitted to the FAA. They are currently waiting on their compliance letter. Mr. Dambeck said a question was asked if there would be electric vehicle charging kiosks inside the parking facility. He said they are not looking at that for any of the long-term parking areas because the charging kiosks are designed for short term use. He said they have looked into it in the past because Florida Power & Light (FPL) has a program where A i r p o r t C o m m i s s i o n – 7 / 2 4 / 2 6 P a g e 2 | 5

they would install them. However, the Airport would have to lease the property to them, but FPL does not want to pay anything. Mr. Dambeck referred to the Commission’s prior discussion on the Vehicle Movement Area Transponders (VMAT). He reported that they received a grant agreement from the FAA, which was executed and submitted back to them. The FAA will be giving them $103,000 to install the VMAT equipment on 30 vehicles that frequently operate on the airfield. He said their local match will be a little over $5,000. The first VMAT will be installed on the ARFF truck next week. Mr. Hodge asked if there had been Police activity at the Airport in reference to the new traffic alignment and directional signage. Mr. Dambeck said they see a lot of Police presence for ticketing vehicles parked in the wrong areas, but the Police have not been involved with the traffic flow configuration yet because they need to have all the signage and road markings in place first. Dr. Kepley asked if there had been any further communications with the FAA regarding the mobile home park. Mr. Dambeck said that they have not heard anything more from the FAA about Citrus Park Village. Mr. Canal asked if there were any anticipated problems with the number of planes on the ramp with all the new airline routes. Mr. Dambeck said they have operational constraints with only two (2) parking spaces for planes on the ramp, so there cannot be a third plane. He said they have an Airline Resolution which lists their limiting factors and as schedules continue to be proposed, they are ensuring that they are operating within the constraints of the agreement. 7. CHAIRMAN’S MATTERS A) Special Recognition of Mr. Todd Scher, Former Airport Director Mr. Hodge said that he would like to take this opportunity to thank Mr. Todd Scher for what he has done in the Aviation field, particularly at the Vero Beach Airport, and for his community efforts. He would also like to thank him for being a part of the Airport Commission. Mr. Todd Scher, former Airport Director, said that he would like to thank the Chairman and the Commission members for this recognition, which is deeply appreciated. He said that he also deeply appreciates the continued support from this Commission and the past Commissions for himself and his staff during some very interesting times. They have received great support not only from this Commission, but also from the City Council, both current and past, the City leadership, and City staff who have been invaluable to them on the Airfield. He knows that he can count on the Airport Commission supporting Mr. Dambeck and his team moving forward. He said Airport staff has a lot on their plate with a lot of it coming from the Airlines because they are visible to the public. However, there A i r p o r t C o m m i s s i o n – 7 / 2 4 / 2 6 P a g e 3 | 5

is a lot that goes on behind the scenes every day that most people do not see. He said the Airport staff is up to the task and he could not think of a better group of people to lead the Airport forward in harmony with the leadership of the City and the will of the community. He thanked them for the opportunity to finish his career in aviation as the Airport Director. It has been an unbelievable blessing. Mr. Vocelle said that he has known Mr. Scher since his early days in aviation and he watched his career rise to the position of Airport Director and now his well-deserved retirement. He has done a fantastic job of maintaining the Vero Beach Airport as one (1) of the best general aviation airports and now a Commercial Airport. It has been a pleasure watching his career develop. Mr. Canal said that he is infatuated with how the Vero Beach Airport is working. He said after working for the FAA for many years he was very aware of small airports around the country that were going out of business. They did not have the resources to continue and the cities they were in could not fund the airports. He gave kudos to the Airport team, the City Council and those involved that they have a totally self-sufficient Airport and he does not think a lot of people in the community realize that. He thanked Mr. Scher for what he has done and the Airport staff for all they continue to do. He said that Mr. Scher has a lot to be proud of. Mr. Markford thanked Mr. Scher for his service. He said that Mr. Scher did an amazing job of bringing the Airport to where it is today and for assembling an amazing staff. He congratulated Mr. Scher on his retirement and said that the Commission looks forward to working with the Airport staff going forward. Dr. Kepley said that he probably would not be on this Commission if it were not for Mr. Scher. He said that he became very interested in Mr. Scher’s job and he would question him about what goes on at the Airport. He said that Mr. Scher was gracious enough to give him a grand tour to show him everything that happens at the Airport. It was the scope of Mr. Scher’s job that he found amazing because a lot goes on at the Airport. He said it was with the blessings of the City Council that he was appointed to this Commission and he has enjoyed every minute of it. He thanked Mr. Scher and wished him well in his retirement. Mr. Hodge said that he looks forward to working with Mr. Dambeck and his staff for many years. 8. MEMBER’S MATTERS Mr. Canal reported that he has been in contact with the representative from the School System regarding the aviation maintenance curriculum in the Indian River County high schools. He said they are still interested in having a program, but they are not in a position to address the particulars at this point. Mr. Canal said that he was interested in an update regarding the lights on the old Power Plant towers and he has been emailing Mr. Peter Polk, Manager of the Three Corners project. The last time he spoke with Mr. Polk he indicated that a gentleman who was purchasing pieces of equipment from the old Power Plant was an individual who also did A i r p o r t C o m m i s s i o n – 7 / 2 4 / 2 6 P a g e 4 | 5

lighting. He said that Mr. Polk was going to explore the possibility of getting an estimate for putting the lights on the towers. He will try to get an update for their next Airport Commission meeting. Mr. Canal reported that the FAA Safety Team and the Experimental Aircraft Association (EAA) are partnering with the Pilot Proficiency Program, which is run out of the FAA’s Orlando Flight Standards District Office. They will be giving four (4) seminars per year and there are two (2) left for this year. The FAA Safety team will be doing them in August and November at the Skyborne Airline Academy. The EAA is now doing Pilot Proficiency seminars at their member meetings, which are also at the Airport. The seminars allow pilots to obtain flight knowledge credits that go towards their annual flight reviews. He said the EAA also runs the Young Eagles Program, which allows young individuals between the ages of eight (8) and 17 to take a discovery flight on a general aviation aircraft. The Sun Jet Center allows them to use their facility and the next flight is scheduled for September 26, 2026. 9. CITY ATTORNEY MATTERS Mr. John Turner, City Attorney, said that he would like to express his gratitude to Mr. Scher for all his years of service and extend a personal note that it has been a pleasure to work with him and his staff while covering many issues over the years. He said that Mr. Scher’s professionalism is reflected in his staff and how they operate their office, analyze problems and find solutions. He said that Mr. Scher would go out of his way and spend hours with visitors, giving them tours so they understood what the Airport does. He thanked Mr. Scher, his employees and their consultants and said that they do an outstanding job. 10. NEXT MEETING DATE A) October 23, 2026 The next Airport Commission meeting is scheduled for October 23, 2026, at 9:30 a.m., in the City Hall, Council Chambers. 11.
