Motion carried 7-0 PLANNING BOARD/LOCAL PLANNING AGENCY PUBLIC HEARINGS 2. CDCA24-006 (Ordinance No. 2024-45) Consolidation of Professional, General, and Governmental Office Use Types into One Category Whitney Clark, Planner I, gave a presentation regarding a Comprehensive Development Code Amendment proposed to consolidate the professional, general, and government office use types into one category in the allowable use tables. To provide more clarity, staff proposed to amend the allowable use tables to eliminate the professional office, general office, and government office use types and consolidate them into a new use category entitled office (professional or business). Staff recommended approval of the proposed ordinance to consolidate the professional, general, and governmental office use types into one category in CDC Table 6-1 and 6-2. Ms. Clark informed the board that, should they vote to approve this item, the amendment will be heard in front of the City Commission for first reading on July 2nd. A second reading and public hearing would be held before the Commission on August 20th. The board voted on the recommended Comprehensive Development Code Amendment. Moved by Kathleen DeNardi, seconded by Anthony Serrano, Ms. DeNardi moved to approve CDCA25-006 (Ordninance No. 2024-45).Motion carried 6-1 (opposed: Matthew Faustini). 3. DA24-001: Development Agreement Between QB Ventures, Inc. and the City of Largo for the Property Located at 2565 Haines Bayshore Road Taylor Hague, Principal Planner, gave a presentation to the board about the proposed development agreement concerning the property at 2565 Haines Bayshore Road which is an approximately 1.12-acre parcel of land located about a tenth of a mile west of the US Highway 19 frontage road. The site currently holds a Residential Low (RL) future land use map classification, and the applicant has concurrently applied for a Future Land Use Map Amendment to change the property to the Commercial General category. Mr. Hague explained that the approval of the companion FLUMA is contingent upon approval of the DA subject to this case. Without the DA restricting the allowable uses on the property, the requested change to CG could result in significant impacts to established low-density residential communities to the east of the subject site and would therefore not be supported by staff. Staff recommended approval of DA24-001, permitting the expansion of the existing Quality Boats aquatic vehicle dealership onto the property located at 2565 Haines Bayshore Road. The item is scheduled to be heard before the City Commission, at a public hearing, on June 18th of this month. Brian Aungst spoke on behalf of the applicant, QB Ventures, also known as Quality Boats. After public comments and questions for clarification, the board voted on the proposed development agreement. Moved by Kathleen DeNardi, seconded by Matthew Faustini, Ms. DeNardi moved to approve the item. Motion carried 6-1 (opposed: Debra Hall). 4. FLUM24-003 (Ordinance Number 2024-40): 2565 Haines Bayshore Road Future Land Use Map Amendment Taylor Hague, Principal Planner, gave a presentation to the board regarding the Future Land Use Map Amendment, FLUM24-003. Mr. Hague let the board know that, as indicated in the associated Development Agreement presentation, it is the applicant’s intent to change the property’s land use classification from Residential Low (RL) to Commercial General (CG) to facilitate the expansion of an aquatic vehicle dealership use onto the property at 2565 Haines Bayshore Road. Due to the previously mentioned restrictions pertaining to the Residential Office Retail future land use classification’s prohibition of outdoor storage, the applicant has requested this FLUMA to change the property to CG as it is the only other category in which the sale of vehicles is permitted. As a result, staff required a companion DA on the property to restrict the most potentially impactful uses permitted under the CG category from developing adjacent to a previously established low-density residential community, while also including the added benefit of providing a dedicated easement to facilitate the expansion of the Pinellas Trail. Staff recommended the approval of FLUM24-003. Mr. Hague informed the board that the item is scheduled to be heard at the June 18, 2024 Commission Meeting. Should City Commission approve, staff will transmit the proposed Tier II FLUMA to Forward Pinellas for review. Brian Aungst spoke on behalf of the applicant, QB Ventures, also known as Quality Boats. The board voted on the proposed FLUMA. Moved by Anthony Serrano, seconded by Kathleen DeNardi, Mr. Serrano made a motion to approve FLUM24-003 (Ordinance No.2024-40)Motion carried 5-2 (opposed: Debra Hall and Erik Eifert). 5. FLUM24-004 (Ordinance No. 2024-41) - 3950 East Bay Drive Future Land Use Map Amendment Whitney Clark, Planner I, gave a presentation regarding a Future Land Use Map Amendment proposed to change the land use classification of the property located at 3950 East Bay Drive from Residential/Office General (R/OG) and Commercial General (CG) to Commercial General (CG). Through the scope of this amendment, the applicant is seeking to amend the countywide future land use map to reflect a retail and services classification for the whole property and to change the scenic noncommercial subcategories of Belcher Road from residential and mixed use corridor to only mixed use corridor. As proposed, the FLUMA would eliminate a nonconformity, rectify a discrepancy between the City of Largo Future Land Use Map and the Countywide Plan Map, extend the mixed us corridor node of the scenic/noncommercial corridor on the countywide map, and expand the number of allowable uses on the site. Staff recommended approval of the proposed future land use map amendment, finding it consistent with the goals, objective, and policies of the Largo Comprehensive Plan and Comprehensive Development Code, Pinellas Countywide Plan Rules and Chapter 163 of the Florida Statutes. Ms. Clark informed the board that this item is projected to be heard before the City Commission on July 2, 2024. Should the City Commission approve, staff will transmit the Tier II amendment to Forward Pinellas for review. Attorney, Craig Taraszki, spoke on behalf of the applicant. After discussion and questions for clarification, the board voted on the proposed FLUMA. Moved by Kathleen DeNardi, seconded by Erik Eifert, Ms. DeNardi moved to approve FLUM24-004 (Ordinance No. 2024-41)Motion carried 7-0 6. CPTA24-001 (Ordinance No. 2024-35): Comprehensive Plan Text Amendment To Update The Sanitary Sewer Subelement Of The Public Facilities Element And Capital Improvement Element Lacey Lingelbach, Planner II, gave a presentation to the board regarding a proposed Comprehensive Plan Text Amendment to revise the Sanitary Sewer Subelement of the Public Facilities Element and the Capital Improvement Element to meet new state requirements. To address the new state requirements, Planning staff collaborated with Environmental Services and Engineering Services staff to find ways to incorporate compliant language into the existing elements of the city’s comprehensive plan. The enacted law required four components to be addressed in a locality’s comprehensive plan. Ms. Lingelbach described several proposed amendments, including the addition of new policies and clarifying language, to meet state compliance. Staff recommended approval of Ordinance No. 2024-35 to revise the Sanitary Sewer Subelement of the Public Facilities Element and the Capital Improvement Element as required by state statute to improve water quality. Ms. Lingelbach informed the staff that if this proposed amendment is approved by the planning board, it will be presented for first reading to the City Commission on July 2nd, 2024. Upon approval at first reading, it will be transmitted to the state for review and approval before it is presented at a public hearing meeting in early Fall. The board voted on the proposed Comprehensive Plan Text Amendment. Moved by Kathleen DeNardi, seconded by Maria Kadau, Ms. DeNardi moved to approve CPTA24-001 (Ordinance No. 2024-35)Motion carried 7-0 OTHER BUSINESS Pinellas County presented information regarding the County's plans to consolidate operations in a new campus in Largo, FL.
