Absent Mark Weber, John Lauser C. Citizen Comment D. Additions to Agenda Audrey Siegler, Central Park Performing Arts Center Manager, gave the Board updates on improvements made at CPPAC as well as an overview of the different programs they have been offering since Summer. Summer 2025 saw the competition of Phase 1 of improvements to the Tonne Playhouse. During this phase, upgrades were made to the lighting and audio systems. Throughout Summer 2025, CPPAC hosted multiple theater camps for youth ages 8-18. CPPAC is now offering its first year long class in conjunction with the Community Center. The class will focus on musical theater. Recently, students also participated in an Acting Collective course which focused on script writing and analysis. This small group of students wrote and directed their own show about ghost stories. By adding these new programs, the goal is to have some programing that school age students can participate in year-round to capture their interest in the arts. Since the start of their season in September, ticket holders can now participate in preshow parties and meet and greets following certain shows. The community reaction has been positive to the new events. CPPAC has been focused on collaboration between not only themselves and other RPA facilities but also with Pinellas County Schools. The Wine & Nine event is a collaboration between CPPAC and the Largo Golf Course. This event was very popular last year, and event sold out. The tickets for this Valentines themed event can now be bought through playlargo.com. In collaboration with Pinellas County Schools, CPPAC is working with local schools to display artwork on one of the walls in the lobby. Currently, student art from Largo Middle is displayed and Starkey Elementary contributed art previously. E. Minutes 1. Approval of the Minutes of the September 22 Meeting: The Board unanimously approved the minutes from the September 22nd, 2025, meeting. F. OLD BUSINESS 2. Project Updates  CPPAC Project Update – Director Krista Pincince discussedPhase 1 of the CPPAC project. Phase 1 is mostly completed and now the focus is allocating funds for the next phases of the project. Krista and Audrye will go to the Foundation Board to discuss the funding for the next project. Some of those funds may come from the money made off the Ferris Wheel/Carnival Rides in Largo Central Park during the Holiday Lights. In years past, the funds raised from these rides were split between the CPPAC Foundation and the Scholarship Fund, but due to greater need for the CPPAC project, all of the funds raised will go to the Foundation account this year.  Southwest Pool Project Update – Director Krista Pincince let the Board know about a closure at Southwest Pool which happened over the weekend. Due to the issues with the transformer, the heaters were not able to maintain the proper temperature. Duke Energy come out on Monday and made the repair to the transformer so, the heaters should be back running at full capacity.  Largo Central Railroad Project Update - Assistant Director, Lara Khoury gave the Board another update on the Railroad shed project. The project is in the final stages, with an upcoming walkthrough scheduled within the next few weeks. After the walkthrough, the Train Club can start moving into the building.  Largo Central Park Restroom Schedule – Assistant Director, Lara Khoury gave a quick update on the Largo Central Park Restroom. Phase 1 of construction has been completed. This phase included locating and burying utilities in preparation of the new structure. Construction is paused for the holiday lights as we await arrival of the completed structure. The restroom is scheduled to be delivered in February and should take about 2 weeks for installation. Once the restroom is installed, the contractor will come back and connect the utilities to the building. The grant which is paying for the project will need to be extended to October 2026. Lara will be taking this to approval on December 2.  HFAC - Director Krista Pincince briefly discussed the plan for upcoming improvements for the Highland Family Aquatic Center. Construction is scheduled to start around the first of the new year in order to be completed by May, therefore not causing a delay in normal operating schedule for HFAC. 3. Fee Ordinance Updates Director Krista Pincince let the board know that the fee ordinance will be going back to the City Commission for approval of some small changes on December 2. After the fee changes were approved by Commission in September, the Rec Admin team noticed a few changes did not get updated in the document. The changes are very minor, and the board does not need to attend the Commission meeting. G. NEW BUSINESS 4. December Holiday Events The December Happenings flyer was handed out to the board. This flyer contains events which take place in the parks and at the recreation centers throughout the holiday season. For a breakdown of all events, see below. 5.
