CALL TO ORDER, ROLL CALL Chair Brizel called the meeting to order at 6:00 p.m. Roll call found Committee Members Loomis, Schindler, and Sumner, Vice Chair Lindstrom, and Chair Brizel present, and City Council Liaison Stanish absent. 2. PLEDGE OF ALLEGIANCE Chair Brizel led the pledge of allegiance. 3. PUBLIC COMMENT (Time Limit – 5 minutes per speaker) Members of the audience may comment on any item of interest to the public within the subject matter jurisdiction of the Committee and any item that is not on the agenda. Each person will be allowed five minutes, or less, if a large number of requests are received on a particular subject, all subject to the Chair’s direction. With certain exceptions, the Committee may not discuss or take action on items that are not on the agenda. If you wish to offer public comment or speak on any item on the agenda, please complete a speaker form (voluntary) and deliver it to the City Clerk prior to the discussion of the item or otherwise indicate your desire to speak to an item. City Manager Kristina Miller announced that Disclosure of Ex Parte Communications does not pertain to advisory committees and as such Item 4. should be pulled from the agenda. 4. ACTION ITEM(S) 5.1 Committee to receive and consider Measure K expenditure proposals, and provide recommendation to City Council City Manager Kristina Miller provided the staff report. Fire Chief Adam Pfenning provided a presentation regarding the Fire Department requests for Measure K funding; Interim Public Works Director Greg Malcolm and Police Chief Dax West spoke regarding their respective departments’ requests for Measure K funding. Staff answered clarifying questions of the Committee. Three public comments were made and one public comment had been received by email prior to the meeting. Following Committee discussion, Committee Member Loomis motioned to recommend City Council provide an interfund loan from the Municipal Improvement Fund in the amount of $2,500,000 to be used for pavement improvements and to be paid back by Measure K revenues over the next five years. Committee Member Schindler seconded the motion. Roll call vote found all in favor. Motion passed (5-0).

MEASURE K OVERSIGHT COMMITTEE AGENDA REPORT SUBJECT: Informational Update on the Measure K Roadway Improvement Project MEETING DATE: October 27, 2025 RECOMMENDATION This items is for informational purposes only and no action is required. UPDATE At the April 28, 2025, Measure K Oversight Committee (OC) meeting, the OC recommended the City Council utilize the approximate $2,500,000 to complete a large street project in Year 1. The City Council adopted this recommendation as part of the Fiscal Year 2025-2026 Budget. Should revenues exceed projections, the Measure K Oversight Committee may consider additional projects at a later date. On October 21, 2025, the City Council considered various proposed options for a Measure K Roadway Improvement Project and approved a modified version of one of the options, totaling an estimated $2,997,700.00 (not to exceed this amount). See the approved plan attached. Staff are excited to move this important project forward, as it will provide a significant improvement to Rio Vista roads.
