Consent Calendar Type Background: Proposition 30, The Schools and Local Public Safety Protection Act of 2012, was approved by the voters of California on November 6, 2012. This Act temporarily increased the state sales tax rate for all taxpayers for 4 years from 2013-2016. It also increased the personal income tax rates for upper-income taxpayers for 7 years from 2012-2018. These higher income tax rates were extended for 12 more years through the end of 2030 with the passage of Prop 55 in 2016. The Proposition 30 initiative was intended to minimize deeper cuts to school agencies and other state-supported programs in California. Proposition 30 added Article XIII, Section 36 to the California Constitution, which created in the state General Fund an Education Protection Account (EPA) to receive and disburse the revenues derived from Proposition 30. Revenues generated from Proposition 30 are deposited into the EPA and distributed to school districts, county offices of education, charter schools and community college districts based on the proportionate share of the statewide revenue limit (unrestricted general fund) amount. Requirements EPA revenue is deposited into the Standardized Account Code Structure Resource code 1400. Qualified expenditures must be made against these funds. Each year, from 2012-13 to 2030-31, the Board of Education must approve a spending plan for the EPA funds. The spending plan must be approved at the time the budget is adopted. EPA funds may not be used for administrative costs, including salaries or benefits of administrators. Each year the District must publish on its website the amount of EPA money received and how it was spent. An annual audit will be required to verify that EPA funds were spent in accordance with the requirements of Proposition 30. Spending Plan for 2025-2026 The estimated EPA for fiscal year 2025-2026 is $121,253,919. Staff proposes to use 100% of the EPA funding for expenditures related to instruction. New Business Subject 15.1 Review of Local Indicators Update and Adoption of 2025-2026 Local Control and Accountability Plan Meeting Jun 18, 2025 - REGULAR MEETING OF THE BOARD OF EDUCATION Category 15. New Business Type Action BACKGROUND: Education Code §§ 52060–52077 requires the Board of Education to adopt the Local Control and Accountability Plan (LCAP) by June 30 of each year. The LCAP must address the eight state priorities identified under the Local Control Funding Formula (LCFF), be aligned with the District’s budget, and incorporate meaningful engagement with educational partners. As part of the ongoing budget engagement process, the District consulted with the community through various forums, including District Community Advisory Committee (DCAC) and District English Learner Advisory Committee (DELAC) meetings held in February, March, April, May, and June. The initial draft of the LCAP was made public on May 2, 2025. A second draft was posted on May 31, and a third draft, the version under consideration for adoption, was publicly posted on June 13, 2025. Each draft incorporated updates based on community feedback. A written response to comments received during the public hearing and from DCAC/DELAC was also posted on June 13. To keep the public informed, staff presented LCAP and budget engagement updates at four Board of Education meetings, beginning in February. A Public Hearing on the LCAP was held on June 4, 2025, in accordance with Education Code requirements. In addition to the required LCAP components, the District has completed and publicly reported on the Local Indicators , which are part of the California School Dashboard. These indicators reflect the District’s self-assessment of progress on key priorities such as basic services, implementation of state standards, parent engagement, school climate, and access to a broad course of study. The Local Indicators were reviewed and presented as part of this LCAP process to ensure transparency, support continuous improvement, and meet state reporting requirements. The 2025–26 LCAP demonstrates strong alignment between Board of Education goals, District goals, LCFF priorities, community input, and Vision 2035. Goal 1 (High Quality Learning for All) represents our commitment to educational excellence for all students. Goals 2 through 5 focus on equity by addressing the needs of specific student groups—Black/African American students (Goal 2), English Learners and Long-Term English Learners (Goal 3), Students with Disabilities (Goal 4), and Homeless and Foster Youth (Goal 5). RECOMMENDATION: Adopt the 2025-26 Local Control and Accountability Plan.
