Vice President Tabet asked, in light of the recent tragic traffic accident that reportedly resulted from street racing and excessive speed, for staff to explore acting to help counteract the problem of drivers speeding and to discuss what we can do as a school district to support the City of Burbank in this endeavor. Ms. Tabet said she would be reaching out to City Council. Member Weisberg asked to start a subcommittee on student participation. Member Aghakhanian asked for reports on wifi and the digital divide for our students and on issues regarding food scarcity and homelessness. 8. REQUESTS TO ADDRESS THE BOARD 8.a Public Communications. Joel Schlossman was called to speak. He complimented staff on including a memorial tribute to Adult School Director Emilio Urioste in the Burbank Adult School class program. He complained about the disabled parking spot in the District Office parking lot, which he believes is out of compliance. He lauded Clerk Ferguson's request to mandate vaccines for staff members, but said he is not in favor of medical or religious exemptions. He requested that every student age 12 and over to be vaccinated. He again requested that the Minutes from the June 23, 2021 Special Meeting be amended to reflect what he actually said rather than referring to his use of "inappropriate language."

Board of Education Regular Meeting – August 5, 2021 18 Lauren Wygle, BHS employee, was called to speak. She asked the Board and senior staff to consider the difference between education and activism and asked them to confirm what our primary mission is as a school district. She asked if we were making decisions based on fear and expressed her belief that the government is replacing family when it comes to important decisions. Kat Olson, parent, was called to speak. She spoke about her belief that our communications with regard to Covid-19 seem more reactionary than preventative. She expressed her concern about the rising case numbers due to the Delta variant. She asked that the Board make the best decisions to keep our students safe. Joshua Lam was called to speak. He asked that the "Facing History and Ourselves" program contract proposal be pulled. He said he believes that student achievement should be based on students’ academic performance and said that he thinks this program is going to divide people rather than bring people together. He does not believe that spending up to $120,000 on this program is a good use of funds. He said he would rather see the District focus not on what makes us different, but on who we are as people. Ever Huerta, JBHS student, was called to speak. He thanked the Board and staff for their hard work. He asked if the District could return to the practice of printing the registration packets rather than having them available solely online. He also said that he believes we need to face racism in our District and to learn about our differences rather than focusing on our differences. He pointed out, based on his observations, that on average 50% of the student body is Hispanic. Robert Gadimian was called to speak. He is opposed to adopting the program "Facing History and Ourselves." He said as an Armenian that he and his children have never been subjected to racism in Burbank schools. He asked them to redeploy this money to help immigrant families with their educational needs. Albert Saryan was called to speak. He expressed concern about the direction our school district is going with regard to identifying people based on race. He said that the school district’s mission is education. Ripsik Papikyan was called to speak. As a long-time Los Angeles County employee, she expressed her unhappiness about the District's Anti-Racist Statement and teaching younger children about sexuality and the way the government is handling Covid-19. Grigor Avoundjian was called to speak. He expressed his belief that we should not be teaching students about sexuality in elementary school, but that we should delay this education until 18, the age of consent to marry in the United States. He said that the immune system is the only Covid-19 prevention that people need. He said that people should not be forced to be vaccinated. He is unhappy with the District's Anti- Racism Statement and believes that it will promote division. Ann Galstyan was called to speak. She said she believes that we are creating sick and racist children and that we are unfairly tracking students' social media posts. She would like the District to track employees' social media as she believes many teachers sexually abuse students. She said that parents should have freedom to teach their children rather than forcing information about sexuality and transgenderism on students. April Fangio was called to speak. She is upset with how local school boards are trying to make children part of a government system and take decision-making away from their parents. She created a survey for parents on social media regarding masking and vaccination and other topics, and that the results indicated

Board of Education Regular Meeting – August 5, 2021 19 that the parents who completed her survey were against teaching sexuality to students, tracking students' health status, enforced masking, and that they disagree with the District's Anti-Racist Statement. She asked if the Board was willing to listen to the community. Patricia Connors, lifelong Burbank resident, was called to speak. She expressed frustration that BUSD is following LAUSD's lead on requiring masking for children and said she is upset with the District's Anti- Racist Statement. She said that the risk to children from Covid-19 is minimal. She does not believe anyone should be required to be vaccinated. Bill Sebastian, parent, was called to speak. He thanked the Board for their hard work, but said that he feels flustered and has a tough decision to make with regard to the safety of his children returning to school. He is also not sure that asking his children to wait until the last period of the school day to have the opportunity to interact with their teacher is a good idea. He questioned the quarantining and testing measures advocated for by the L.A. County Department of Public Health. He would like our elementary students to be treated differently than secondary students. He is concerned that Covid-19 testing for students will only be done when someone tests positive. Jerry Mullady, JBHS teacher, was called to speak. He described his experience with Covid-19 and said that it is far more severe than ordinary influenza. He spoke about his frustration with regard to the District's selection of textbooks. He said that, as a White male, he used to believe that discrimination doesn't exist, but as he has gotten older he realizes that discrimination is an issue. He said that the lack of knowledge among Americans regarding the Tulsa Massacre is a good example of why these issues need to be addressed and taught. Jennafer Hingston was called to speak. She spoke about her experiences last year with distance learning and expressed her concerns with regard to one of her son’s teachers who was talking to students about her opinions, rather than just presenting the facts with regard to the Electoral College and the U.S. Constitution. She also expressed her displeasure that her son was taught about pronouns. She said she does not think it is the schools' job to teach about that and asked the District to keep their opinions and their politics to themselves. 8.b Staff Responses Superintendent Hill thanked all of the speakers. He said that he will work with Assistant Superintendent Kukta with regard to the disabled handicapped parking space. He confirmed that he will not amend the Minutes of the June 23rd Special Board Meeting since the minutes are a summary and not a transcription of meetings. He said that the District will comply with the law and will not ignore vaccine exemptions for individuals with medical or religious exemptions. He said that in order to bring people together regarding race and racism, we do need, as a first step, to face these tough issues with regard to our differences. He said that we are having public and open discussions on these issues and he welcomes the continuing dialogue. He said that tonight we have heard a variety of perspectives regarding the District's proposed precautions to keep our students, staff, and families safe. He thanked Ever Huerta for bringing the student perspective and explained that there are computer stations at the schools to assist parents with the registration packets who don't have connectivity at home. He explained that the California Healthy Youth (sex education) Program is a State of California mandate and parents have the right to review the curriculum and opt out of lessons. He said that America was founded on a White default/supremacy culture and that we need to face that reality and acknowledge it. The founders of the country did not believe all men were equal (i.e. Africans, Indigenious people, etc.) and did not give equal treatment and rights to women. We need to learn from our past history so that we can create a better country. He

Board of Education Regular Meeting – August 5, 2021 20 clarified that we are not requiring the use of masks outside. He encouraged any parent having an issue with a teacher to work directly with the teacher. 8.c Board Members' Comments and Responses Member Aghakhanian spoke about education and activism and related a personal story about being discriminated against as a young person for his ethnicity and expressed his belief that people need to be educated. He said that the moment he became educated he became an activist. He said that the situation with Covid-19 is evolving and that we need to respond to the changing conditions. Member Weisberg thanked all of the speakers. She spoke about the history of vaccinations in the U.S. She expressed her belief that we all have biases and that it is important to address them because we work with students. She said that the goal of these initiatives is to promote inclusivity and to celebrate our uniqueness. She said that Critical Race Theory is not being taught in K-12 environments and expressed concern that LGBTQIA+ students and their families who might be listening to tonight's meeting could feel unsafe based on some of the public comments. Clerk Ferguson thanked all of the speakers and said that he understands their concerns with regard to teaching about race and sexuality. He said that we need to create safe spaces where we can agree to disagree and safe spaces at our school sites for all of our students. He offered to sit down and discuss issues one on one with any of the speakers. Vice President Tabet thanked all of the speakers for coming tonight. She said that many of the issues that were spoken about are uncomfortable topics. She said that she educated herself on diversity, equity, and inclusion over the summer and that it had altered some of her understanding about these issues and that she feels like this self-education and growth has and will make her a better Board Member. President Frintner thanked all of the speakers and said that tonight's comments demonstrate that there is a wide variety of opinions with regard to how the District should confront Covid-19, which is an evolving situation. He said that the District will encourage people to continue getting vaccinated as that looks to be the clearest way forward, supplemented by the use of facial coverings. He said that the sexuality curriculum provided by the District is state mandated and age appropriate. He said that there has been considerable discussion about the District's DEI initiatives over the past year and that they are not something BUSD is trying to sneak through. He said that being part of the LGBTQIA+ community is not a lifestyle; it is the way these individuals were born. He spoke about the recent traffic accident and how shaken he was to learn that the victims were young people. He asked everyone listening to please talk to young people about how precious life is. 9. REPORTS TO THE BOARD 9.a Superintendent's Comments Superintendent Hill said that he realizes that people are frustrated by shifting health guidance on Covid- 19 and provisions for Independent Study, but he said that the District will post information as it is received. Burbank Unified School District Instructional Services REPORT TO THE BOARD TO: Members of the Board of Education FROM: John M. Paramo, Assistant Superintendent, Educational Services PREPARED BY: John M. Paramo, Assistant Superintendent, Educational Services SUBMITTED BY: Laura Erisman, Administrative Secretary DATE: August 5, 2021 SUBJECT: Approval of Amended Class Schedule for Dolores Huerta Middle School _____________________________________________________________________________________ Background: At Dolores Huerta Middle School, for more than 15 years, the school has had a rotating schedule in which the first period does not rotate and a Sustained Silent Reading (SSR) time after lunch. During staff meetings and leadership meetings, discussions began about changing the silent reading time to something more meaningful. Teachers were frustrated with the silent reading time because many students do not bring books and they felt it was a waste of time. After this past year in the pandemic, our teachers see the need for more dedicated time for social/emotional learning and would like to replace SSR with and an Advisory Period. While discussing where to have the Advisory period during the day, staff asked if we could revise the rotating bell schedule to align with the same schedule that Luther and Muir both have; one in which period one also rotates throughout the week. The original reason that DHMS had a stable period one was for NPS students who needed a school in which to be dual enrolled. Tami Schiern explained that this is now so uncommon that she cannot see a reason to continue the practice. Discussion/Issues During the staff meeting on May 14, 2021, the staff reviewed curriculum from Project Wayfinder to use during an Advisory period. Project Wayfinder was piloted by Burbank High School and has a social emotional learning curriculum for grade 6 – 9, which was well received by the DHMS teachers. Several options were presented for times of day for the Advisory period and it was during this discussion that the question about our rotating schedule was raised. The vote on Advisory period was tabled until resolution could be reached on the bell schedule. After permission was given to revisit the rotating schedule, an electronic vote was held among all of the staff (certificated and classified) between the two schedules in the table below. There were 61 responses to the electronic vote and 66% of the staff voted to change to a fully rotating schedule. Current Schedule Fully Rotating Schedule Monday 1-2-N-3-4-L-5-6 1-2-N-3-4-L-5-6 Tuesday 1-6-N-2-3-L-4-5 2-3-N-4-5-L-6-1 Wednesday 1-5-N-6-2-L-3-4 3-4-N-5-6-L-1-2 Thursday 1-4-N-5-6-L-1-2 4-5-N-6-1-L-2-3 Friday 1-3-N-4-5-L-6-2 5-6-N-1-2-L-3-4 12

Recommended Bell Schedule: Advisory: 8:00am – 8:25am (25) Period 1: 8:30am – 9:22am (52) Period 2: 9:27am – 10:19am (52) Nutrition: 10:19am – 10:32am (13) Period 3: 10:37am – 11:29am (52) Period 4: 11:34am – 12:26pm (52) Lunch: 12:26pm – 1:06pm (40) Period 5: 1:11pm – 2:03pm (52) Period 6 2:09pm – 3:00pm (52) Next the staff was given a week to add to a Google shared document about the pros and cons of Advisory period at different times of the day. A follow up electronic vote was taken and more than 70% of the staff wanted a morning Advisory period, similar to Luther. During June, the Dolores Huerta BTA representative, Jennifer Meglemre, Principal, Dolores Huerta Middle School and I met with the BTA lead negotiator to review the request and construct an MOU for the BTA membership at DHMS to vote on. An electronic vote was sent out by BTA with the MOU on July 26th and closed on July 30th. In addition, Jennifer Meglemre met with the PTSA Executive Board to discuss the idea of the change to the rotating schedule and the addition of the Advisory period. The Executive Board was overwhelmingly in favor of both changes and followed up with the entire parent community by holding a Zoom evening meeting to address questions and concerns from the community. A recording of the meeting and a list of Frequently Asked Questions is posted on the Dolores Huerta Middle School website under the School Info Tab – Advisory Period (https://www.burbankusd.org/domain/1551). Fiscal Impact: None Recommendations: John Paramo, Assistant Superintendent, Educational Services, recommends that the Board of Education approve the amended class schedule for Dolores Huerta Middle School, effective August 16, 2021, as presented. 13

Amended Class Schedule Dolores Huerta Middle School August 5, 2021 Presented by Jennifer Meglemre 14

Purpose of Advisory Period Now more than ever, students need social and emotional support. The best way we can provide this is through intentional, structured support that is scheduled during the day. Advisory allows students to a create meaningful relationship with one adult at the school. Advisory groups will stay together with the same teacher for all three years. Groups will be smaller than the typical class size and students will develop strong relationships with their peers and advisory teacher. The focus will be to increase the sense of belonging and connectedness. 15
