How could I not the Earth is alive and beautiful day after day through all the natural seasons and even through all the changes we humans have imposed on it. Consider the famous Earth photo taken from outer space. Surely you too have fallen in love that blue green ball our only home. Rachel Carson published her famous Silent Spring in 1962 it exposed the deadly use of the pesticide ddt and how it killed birds in the food chain people began to fear for the health of our Earth as we failed to curb our pollution Silent Spring and subsequent research forced us to change our polling ways. I was halfway through college at uc Davis when the first Earth was celebrated in 1970 at the time. This is a silver hold and has no relationship to the criminal justice system, but I'm glad you know, I want to say thank you for this great I have opportunity. I'm still free and I can see standing here. To tell everyone my story. I will continue next time. Thank you. Thank you. Hello, uh good evening council members and happy Passover. My name is Yniv. I came here regarding with a recent hate incidents targeting the Jewish. Community here in Davis just before Passover, which is celebrated today. The past weeks, we have witnessed Israeli flag vandalism. Hateful slurs directed at individuals wearing Jewish symbols and disturbing our community events last weekend picnics Picnic Day parade at the dish tradition, um that needs to be friendly for families was murdered by the infiltration of poor Palestinians de demonstrators who displayed posters and chanted slogans inciting violence against Jews. Despite clear violations of parade rules the Silence from local officials permitting such Behavior to continue unchallenged send Dangerous Method message that hate. Incitement tolerated in our town. As we approach Jewish American heritage month Holocaust day. It is expected that we take stand against hate in all of its forms. This is not just about protecting 1 minor group, but on holding the values of inclusivity and safety for all the residents of Davis. While we respect the right of free speech there are clear boundaries when it comes to inciting violence and promoting hate. We cannot allow the of 1 group to result in the enduring of another. As Leaders of this community it is your responsibility to ensure that Davis remains a safe and welcoming place for everyone. We ask you and encourage you to take the opportunity of the Jewish Heritage Month to make a clear resolution and an appropriate plan that deals with the increasing phenomena. We will be glad to help you taking it forward. Thank you. Thank you. Miller. Um Davis resident. Uh, I I'm u, I'm just going to be old guy yelling at people who do traffic things got to talk about something. Um, so it really bothers me. I just pulled over the current and scooter went past me like 30 miles an hour close that I could feel the wind that's happened. So many times we have to solve that. I don't know how and I'm a transportation planner. Have 5 lanes for everything. Um also those blinding blue white lights where you think the high beams are on but they're just blue white. Um also where you can't see the person behind the illegal, uh, 100% tinting But also um, you know, that's a national issue and I complained many times. Shouldn't take on National issues, but I still think people can come up here and talk about National issues so such as you know anti-Semitism, um, you know, the issue was that you shouldn't have like tried to d a resolution on the ceasefire because that was stupid. Um, but I mean, this is true. Um, but then the question becomes what is anti-Semitism and what's just offensive speech. It really bugs me when fellow Like become victims like so many people today of things, but it's also true that even though I'm for all speech including Palestinians saying offensive things about Jews. We also have to recognize that it also can create an atmosphere of hate and I I don't agree with you save just 5 City Council Members. You cn't make David aand hate free together just promotes hate. Um emphasizes hate but um, I I just think we should be aware of where this tree speech can lead And as far as the atmosphere goes. Thank you Alan. you, uh, Dan ovadia 303 year resident of Davis. Um, you need just described to you a problem, which we've been dealing with now for 6 months in the city of Davis. And that is an onslaught in nearly daily weekly onslaught of hatred directed towards Jewish people in our town. It's unbelievable to me. So I want to describe some of the groups that are leading these uh rhetoric propaganda and hatred in our town. So, um, let's just talk about DECEMBER 12th in this rom. The groups involved. I'm going to describe 3 of them Davis party for socialism and liberation. This group Justified and celebrated OCTOBER atrocities as legitimate and their activists staffed an anti-semitic booth at the farmers market, which had displacing Jews collaborated with the Nazis to form the state of Israel. Nazis to form the state of Israel. And that the prime minister of Israel drinks Palestinian blood another was yolo Justice for Palestine this group collaborates with all the other anti-israel extremist groups I Davis and members of its staff. Um are at a protest every Tuesday Uh, Aaron Bushnell who who who burned himself to death, um in support of the destruction of Israel. Connor Gorman who is on the human relations Council attends and staffs that Booth with the anti-semite who is at the Farmers Market booth from psl. This is a huge huge problem. We are afraid okay another group that was in this room. It's called our lifetime. They have Justified OCTOBER 7th. They celebrate it, uh terrorist activities. And um, they are involved with mob violence setting up freeways and bridges. A of awareness is really important. We ask for your help in this matter. It is not going away. Dan. My name is Robert Holland. I'm a resident of Davis and I briefly I just say that Ihave a great concern that pick in the park, which you all enjoy every day. Eery year is going to become a platform for pro Hamas and anti-israel anti-semitic and anti-zionist protests with the type of bulgur that unfortunately experienced certain victim day and worry about that. Robert. Is Margaret. And uh I'm just know how do you really know how longevity a lot of people just because of the Jewish? I'm sorry. Do you really understand what it's like to have people want to kill you? I'm very serious. So all the Jewish people and people are chanting. Uh, prop Palestinian intifada, which means they're saying Global advisers kill every Jew in the planet on the planet and they're all over a river to the Sea means wipe out It's happening right here. Are saying they are Hamas the writing graffiti all over uh, targeting people's homes, and I'm waiting for mine to be targeted, but I'm putting myself out there, but that's what they did. A lot of these people not mine have parents and grandparents that were killed in the Holocaust and they don't teach a lot of this in schools and people don't understand it. I mean, look what's happening at all the universities and Co Congressional hearings, they're getting thrown resigning quitting and so now, you know uc Davis isn't to far away from getting called to a congressional hearing. So I'm really saying, you know, put yourself in our shoes if somebody walking right by you in downtown Davis, you know, they want to kill you and I'm not joking. It's like if you're a redhead and they want to kill every redhead in the country in te world and they're yelling out. We want t kill you. That's how serious it is and don't wait until that happens. We really got to a grip on the anti-Semitism because you'll never hear the end of it and you'll be sorry. Be more. Sorry. Thank you. Mother. Name is Natalia. I am a political Refugee from Russia. I came to this country over 3 years ago. Being md and Phd I left everything behind and some family and I to America because it was safe place for my family. Um, I was doing this at uc Davis while I was doing it. I didn't leave for the hospital. I chose Davis a a face a safe place for my daughter and I I was at time single mom and I felt very safe that my daughter Goes to School comes back and she is safe. Daughter is Phd. She's and have a child. They live in the Bay Area Unfortunately, they cannot afford buying a house over there and my dream was. To bring him them here in Davis and get my grandchildren the best schools best education and safe and happy life. This feeling. What I feel now that what I found. Ago when I escaped Russia want you to be aware about that and take it very seriously. Notice and do some changes. Thank you. Natalia. Do you have any other I-person public comment for general public comment? Seeing do we have any pre-recorded? Thank you. This Connor Borman speaking on item 3 general public comments and speaking as an individual throughout the meeting. So first, I just want to say that both of the events that I mentioned in public comment at the last meeting that were scheduled to occur on Saturday, APRIL 13th. So the uc Davis Pao and the Talib Davis iser. Shava celebration had to unfortunately be canceled because of the weather, but hopefully they are both. Able to occur in next year and they should be great event if they're able to do so. And then also there were still a bunch of other great events that we can as well in particular the drag show and the Cherry Blossom Festival were both really good. And then I aso want to talk briefly on item f of the consent calendar. So I do think that we should trying to create more public space, especially in the downtown for people to hang out and to congregate and to do things and not reducing the space for them to do. So obviously a the moment a parking lot is designated for parking, but perhaps we should re-evaluate what these spaces in the downtown are meant for and deprioritize personal vehicles while the amount of space that is used used for the needs of actual people as opposed to the vehicles and to build a resilient community and I think the efforts around g Street are a great start to this, but I would be in favor of pursuing further. Projects along those lines including around East Street, and I also do think that we should sure that these spaces are truly public and not privatized by specific businesses that restrict access to them to only those who are patronizing those businesses. Hello everyone. My name is Christina. I wanted to ask the council to be in contact with the city's unitrans advisory Council because they're considering raising bus service, press with City and although you know, Transit is built for you to seniors youth individuals with disabilities and undergraduate uc Davis students the of for a path through extra Fair, um, has it creates this 2018 for everyone else the extra money will help them improve Transportation infrastructure, but I'm concerned. We're only hearing for students and the more your folks and our community who can afford these higher Busters the final public hearing on pricing. Increases is this Thursday APRIL 25th at 4 pm and the Davis Senior Center and I hpe to see everyone on the Das or your staff present to communicate your individual District needs as well as any fellow community members to make here my message. All Hello. This message is for playing during open comments. This is a message for the Davis City cumbers. And Community you MAY be aware that our community. This is Jewish Community has placed this blue with hate crimes in recent weeks. Including multiple Israeli Flags flashing and hateful graffiti I have been personally told Jewish slurs and have been cursed at for where Nikki was star necklace scanning silently next to people holding an Israeli flag. The Davis City Cuncil has been noticeably silent condemning the hateful threats in harassment and continue to fame. Last weekend members of our community brought their children and grandchildren to watch our famous Tech and say parade Pro Palestinian demonstrators infiltrated the parade, parade, which was a shock No 1 who has been following the occup of Columbia University and now other universities over the past week. We did not expect however with the first words and hate messages on giant posters. And the chance of along with the antifa. This is an excitement to Jewish genocide plain and clear. The fact that it was permitted to continue until the end of the parade is incredibly telling I understand that the police want to avoid an altercation and that there is a d escalation policy in our town. But it was clear that many rules had been violated. Fct, we still hear Silence from local officials. And are told by Picnic Day organizers. That is protected by Free Speech despite. The that they broke multiple parade rules my cousin's classmate in Israel was a victim of the second intifada. Along with his entire family parent his grandmother and all his cousins in a bus bombing on the way to the beach. Thinking of gardening. Hi. My name is Todd Adelman. This is for general public comments, uh specifically about the ceremonial uh eent this eening. Of course, it's important to honor both Earth Day and Arbor Day. I find it ironic. That city council is not doing. And that was our yeah, the the voicemail was actually cut. Off we we the entire thing. All right. Thank you Zoe that is our last uh record of public comment. So with that we're going to close General comment to agenda item number 4, uh, which is our consent calendar. So I'm going to just note for the record that uh recuse myself from item 4 f. Uh, which is the proposed restrictions on use in the East Street Plaza Municipal parking lot due to the proximity to my business downtown. Uh with that being said, uh, we'll entertain a motion to approve the consent calendar. You guys are on fire over here on the left. Good work. All right, We have a motion by vice mayor vital a second by council member Neville any other questions comments feedback on consent calendar? All right, seeing none all in favor, please. Say I I opposed abstain. We have consent calendar approved 50. Okay, uh we are now on to our regular agenda items that is agenda item number 5 and we have with us representative from the Sacramento yolo and vector control district. Um, and I will turn that over to um, the manager Gary Goodman. Welcome Gary. Well, thank you very much. I appreciate the city council. I will inviting this out to talk a little bit about our district and what we're anticipating for the upcoming season as it relates to Mosquito Control. I figure I was loud enough. But uh, uh, thank you Mike. Um, so my name's Gary Goodman on the district manager for the Sacramento yolo mosquito vector control district. Uh, we're 1 of the 60 Public Health agencies in the state of California designed specifically um to help protect Public Health from Vector born diseases specifically westnile virus and our particular area and then also in addition to uh, General nuisance of mosquitoes, uh in and around for as we've done into our summer time. Um, so again our mission is to provide safe and effective economical mosquito and vector control essentially this means monitoring populations of uh, mosquitoes, uh in our area and we have a very unique geographic area here in Sacramento and Yolo County of a islands population like Davis and Woodland and Winters then they're surrounded by Agriculture and agriculture does produce a lot of mosquitoes and obviously those mosquitoes fly, uh, and they fly into town and have an impact on the residents, um here in Davis and other communities throughout our particular District. Uh, our Authority is uh, uh, given under the California health and safety code, um that allows us to go on to private property and to Abate mosquitoes, uh, wherever we find breeding sites. So we do this through a mosquito management approach, um components. So the first pblic information we have a very active advertising program social media, Uh, we were at um a picnic day. We do a number of different events last year. We were also at some of the farmers markets that are here to just try to get information out to the general public as to what are the risks associated with mosquito production and the risk of uh, virus transmission. Um, things that the residents can do to try to help prevent that specifically not reading um mosquitoes on your own property dumping outstanding water. Uh, and then of course calling the district if and when you any problems or seeing mosquitoes, uh, the second component is our surveillance component. This is um us putting traps out throughout our district. We cover 2,000 square miles and all Sacramento and yellow County. Um, and we collect uh hundreds of traps on a weekly basis, and essentially we're monitoring those traps for abundance to try to figure out what the population is doing and any 1 particular area then of course, we also testing those mosquitoes for virus specifically West Nile, which is the 1 that's most endemic in our particular area. U, what's now virus is a bird disease. It's carried by birds and vectored by mosquitoes. Last port is our control operations and so in our district, we have uh, 27 different zones and we have a technician that's designed, uh that goes around in that zone every single day. So we have a technician here in Davis, uh every day. They are here in this neighborhood. They are looking for mosquito producing, uh sites whether it be low areas or again irrigation ditches, they do service requests to be able to hoses, uh, that MAY have unmaintained swimming pools or just respond to a a resident's cll of saying I'm being bothered by mosquitoes. And so typically you give us a call we come out either next or that day or within 24 hours. We want to be able to try to make sure uh that we're dealing with the problem as quickly as possible these control operations are uh wide ranging from looking for and treating laral sources. So mosquitoes breed in water and we're looking to try to get them in teir aquatic stage before they emerge as adults. Uh, but then also adult mosquito control and obviously last year. W a very, uh, heavy year as it relates to West Nile Virus and had to do uh our kind of our last Stitch ever, which is aerial applications, um, secifically over the town of Davis and with them. So our technicians are looking for all of these different types of breeding sites. Um, so some of the things are very easy for us to spot like, uh rice fields or Wetlands, uh, the more difficult things and this is where we need. The Public's health is what is what are in people's backyards. It's difficult for us to see behind fences and know where standing water MAY be and so anything that can hold water for about 7 days has the possibility of breeding mosquitoes. So we asked the public in general to try to go around their yard once a week and dump out water whether it be an old bird bath or a tire or a bucket, um, and specifically as we start to get into the summer time and people are are irrigating and watering their Yards More Often. There are some of a number of these things that can fill up with water and and hold it for 7 days to breed mosquitoes, but Uh, so what are we anticipating for this upcoming season? Last year was very very bad. Um, we had a lot of rain in the winter time that filled up a number of sources. There are a number of things that in the drought were quite dry, uh that then all of the sudden had water so specifically mostly in a lot of irrigation areas that we saw so we did see higher production of mosquitoes last year. Uh, we did have a lot of rain this uh, this last winter, uh, but the spring has been kind of intermittent. So we're hoping that we're going to have uh, less of of an impact in terms of what's now virus and mosquito production this year. Uh, but to tell uh, our surveillance program so far has been about on average or on par, uh with what we would expect to find at this time of the year, but as it starts to heat up, we'll start to see more and more of mosquito production. And so a lot of that information is on our website, um to be able to try to understand and see what's in your neighborhood You can go on and you can see actually where a trap counts are and what are the populations that are happening at that time. So here's a a brief, um overview of um, activity, uh, westnile virus activity that we saw last year in the city of Davis. So the uh, the red circles are positive mosquito samples that we collected, uh, within the city limits and uh, the red triangle or the yellow triangles are dead birds. So we had a lot of what's now virus activity last year and as you can see the number of human cases, um, uh in Yolo County specifically, uh was about 10 times, uh, the the average of what we usually see from a human, uh case perspective and so we worked very closely with uh, Yolo County Health officer, DR. Sisson and being able to try to get information out to the general public as this virus activity, uh ran rampant last year and we had a number uh, number of human cases, um in Yolo County last year and specifically in the city of Davis as well. So I want to try to highlight, uh while we saw in our district about 10 time 10-fold. What was normally the average the state of California saw at least a doubling uh of human cases that were there. Uh, I do want to try to highlight that the majority of these human cases get reported are actually the very serious what we call neuro invasive form of the disease. Um, a lot of times people get West Nile Virus. They MAY not have any symptoms at all, but then a lot of te what we call minor symptoms like symptoms so similar to what we experienced with, uh co uh, and so a lot of times people get sick, uh, they stay home for a few days. They start to recover they get better. They actually never go to the doctor or and or get diagnosed for West Nile. So the majority of these human cases they get recorded in California tend to be the more serious form, uh that require hospitalization and diagnosis from a doctor professional. Uh, and what I want to try to highlight, is that the cdc estimates that for every neuron invasive form of the disease. There's another 3 to 70 infections are hppening. So you're really talking about tens of thousands of people. You're really talking about tens of thousands of people in the state of California that are being impacted by West Nile Virus, uh, 1 thing we Mild disease we'll clearly invasive form or disease that leads to paralysis or blindness or death is not uh is very serious. You want people to be aware of that and know that there's very simple things that they can try to do to help prevent that uh, which is not breeding mosquitoes on your own property. Uh, and then of course, you know putting on a good repellent or wearing long sleeves so that you're not being bitten by mosquitoes or mosquitoes are mostly active, right? Uh, I think we've been uh bought this up a number of times in the past, but we've uh what we call invasive mosquitoes of speed. Uh, and these are 80s out the pictus and 80s Egypt. I uh, and the concern here is that these are mosquitoes that were never hre in our particular area before they're starting to um to become established in the state of California and the concern here is that these are efficient vectors of more exotic diseases like zika Deni chicken gonna um, and if they get established here, then we have the possibility of local transmission of those diseases on an annual basis. We get um Travelers that have to an endemic area for say Dni, uh, get sick. It didn't buy an infected mosquito there and then they come back here, uh home they get diagnosed and and potentially they they have the possibility of transmitting that disease if we get these types of mosquitoes established in our areas, so the concern again is making sure that the public is aware of that and then giving us a call if and when you're being bothered by mosquitoes at any time so we can come out determine whether we have these particular species or if they're more of the if they're westn. But essentially just trying to address those particular issues. So when these mosquitoes get established here, uh, we have populations established in Winters. We have found them in the city of Davis. Um, uh, but not on a consistent basis, so that's a good thing. But essentially we want the public to be aware, um to give us a call if and when you see those are having problems with that so with that, um, you can get more information at our uh website, uh, fight the b.Net, uh, we do want to try to highlight specifically that um, we know that like the aerial application or when we are doing the control work that that is a concern some residents. Um, we have a system on our website and sign up, uh, via your zip code tat any activity that we do in the evening time or any adult mosquito control, Uh, you can sign up with your with your email address and your zip code. And anytime w do have zip code. We'll send you an email to give you uh to make you be aware and then you specifically what we're doing where we're doing it. Uh, what parks it MAY be at, uh as a try to a notification system last year. We worked with uh with my city manager here to be able to try to figure out to how to do better Outreach to the community and we're always open to other ideas, uh to make people aware of what I is that we do and how we do it. Um 1 other thing. I wanted to try to highlight, uh, your uh, Davis representative that you put on our board. Uh, we have 13 members on our board DR. Chris Barker an entomologist out of uc Davis, uh knows, uh a lot about mosquitoes. He's probably forgotten more than I'll ever know. Um, so he has been a tremendous asset for us, um on our board specifically and we appreciate his to operations and with that is Uh, Council have any questions. Gary. Appreciate that. Do we have questions for Gary before we open up public comment? Just thank you very much, uh MR. G for your uh presentation and on. Have Yeah staff. I just want to thank uh the district and MR. Goodman and Parker representative on the board, uh for their extra. Outreach measures last year as MR. Goodman explained last year was an unprecedented year in terms of uh, activity and cases, uh that were identified here in yellow County and in Davis and uh, it was uh extraordinary efforts on their part to uh work with us on communication methodologies and refinement of those also with the county. We had a really good very productive meeting and uh with our Communications, uh director Jenny tan, uh, and look forward to continuing that relationship on always refining continually refining our and engagement and the the level of information. I will just say in the depth of the information, uh, and the data and the um analysis and so documented studies that go with it and the ability to present that information to community members who were interested in availing themselves of that was impressive. So just much appreciate on the part of Staff City for those efforts. So, thank you. Thank you. You, mate. Yeah, well, we open up public and then we'll bring it back to the us. Do we have any member to in on agenda item number 5? Not we have any pre-recorded. But with that I would close call back up to the Lector. Thank you, and I'll turn to you vice mayor Byer. Uh, thank you MR. Goodman for somewhere upsetting, uh, press presentation. Uh, just just just out of curiosity. Uh invasive mosquito here guess my first question is is there sort of modeling that you have for? The size of these populations going forward do we expect it in 5 or 10 years? There are going to be larger populations and maybe I'll just ask the second question is kind of linked that virus is so Tangy or chicken ga. The chatak conditions are suitable here for those particular viruses. So it's just a question of the vector population is being large enough. Correct. Mean I think the um, if if and to some extent they there has been Community areas of our district that they seem to be as well established and we're monitoring those populations. We're doing intervention methods that that actually seem to be working quite a bit and then there's some Innovative techniques that we're looking for in the few specifically, uh, it's called sterile insect technique which has long been used for for other aspects Mediterranean fluke slot codling off, uh for Apple type things and the concept a little what we do is we're usually just scenario. Uh, you would actually be releasing a mosquito. So you'd be releasing mosquitoes into an area the concept here is that you release males that are sterilized Um, and they're sterilized through there's there's actually 3 different methods to be able to do that with the um, the the wild or the local females and then the project and a number of studies that show a crash I the population. Luckily for us. We we're about 5 years into the detection of these particular of mosquitoes. U, and so we're still at very low levels. So I think again the risk of transmission is low. Um, however, just tis last year in 2023, there was local transmission of dengue down in Southern, California. Pasadena Long Beach local transmission of malaria and Texas, Florida and Maryland. Um, so the possibility is clearly there. Uh, and and we do have the right climactic conditions to be able to try to support this species and really to come down to how much virus have and then I'll say The Unlucky aspect of tat person then coming back having symptoms of being bitten by these mosquitoes, but the challenge with these mosquitoes is they like to bite people and they like to be around homes. And so, uh, they're very they find very cryptic sources as to where they breed. I'd like to be indoors and so, um, they're they're very difficult for us to be able to try to control very different than our West Nile vectors which tend to breed in rice fields or outdoor areas that much have much larger, um much larger habitats, and so it's easier us to spot those and so the challenge for us is the The public's health is that we can set traps and understand population Dynamics as we go through but we really need the public to let us know if and when you're being bothered by mosquitoes specifically In your house or around your house because that's where these particular species like to uh like to live and that that's 1 of the challenges that we have, but I think last year from a nationwide perspective you really showed the vulnerability of our public health system from the perspective of what we local transmission of these exotic diseases things that we've gotten rid of for decades. Um, and now you're seeing a re-emergence of of Mother's membership, and so that's the concern that we have. We don't want to, you know, set up all the alarm Bells. But essentially we're just trying to get education out so that people are aware and then call us. That's what we do. We come out we'll set traps. We'll look for sources. We'll be able to try to assess what the population MAY be and then and then do intervention methods to be able to try to crash it as quickly as possible. So you kind of anticipated my next question which is around malaria. So the um, malaria parasite too. The climatic conditions are favorable is just a question of that Vector population here. We have the right Vector for for that 1 here. Yeah, so and so this connects to how this how countywide efforts connect to Nationwide efforts because it seems inevitable right? There's going to be a problem that comes to especially California with the parasite or the virus as it MAY be and if it's in Texas and is sooner or later it's going to be in California. So 1 like side question is like I didn't know about malaria. I mean there's a f or a 5x or there and then like, uh, you know, um, how how do our efforts linked to what's going on in other states? But also federally I mean, is there a federal strategy that not make the United States a malaria? It's fascinating that you say that um, there is a there is a sign. Of what we call a nation network of information, uh to be able to share in California. We're very lucky. Um, DR. Barker started a program called The Cow serve or vector serve which essentially allows all of started in California specifically to add our information a singular database because before sikulo was collecting data and we were putting it into our system and ten sandwiching how to bring it in into their system And while we would have meetings and we were colleagues and we need to talk about the things here's a system that now all of the Statewide information into a singular database, which makes it available not only for us as vector control professionals, but also for University folks for the cdc, which we work very closely with from that the California Department of Public Health. Um, and now this program is actually expanded to a number of different states. Um, and we're in a we're actually legislative push to be able to try to get funding to expand this Nationwide. Uh, cdc is in favor of it. Obviously, our state of California is uh is supportive of it. In fact, the state of California is funded it at a million dollars a year. For the last few years, uh to be able to try to keep this going and this will be exactly what we're talking about. Um, the fact that what now virus is from a historical standpoint was furnished to introduced into New York City in 1999 and within 5 years hd steadily made its way to the country. Um, and we had never seen Lesnar here so, um, there are other definitely um, exotic or different diseases that can be transmitted by mosquitoes that have the the possibility of coming to our Shores and when they do the earlier we can detect it the earlier than we can do intervention to b able to try to suppress that so we're not having any impact on public health This is like the biggest bump in agenda item. I think we had. But also really glad working on it towards the public being aware of it and just calling you guys when we're observations And yeah, absolutely there's been a I would say a big push honestly since uh, zika, uh that came through the the zka scare that came through. Um, there's been federal dollars to be able to try to help support that we're continuing to try to get more of those monies and I think something, you know, we learned we want to be proactive and not reactive and when it comes to zika scare that came through. Um, there's been federal dollars to be able to try to help support that we're continuing to try to get mre of those monies and I think something, you know, we learn we want to be proactive and not reactive and when it comes to Public Health, you have to be proactive. I think the vectors are programming is the perfect example of that if somebody can fix anything up in 1 State, um, then the the the entities in and around that can have an understanding as to what look for and and make adjustments to that ad the fact that it's a collaboration between University Federal Government with cdc, uh state government and then local districts like ourselves. Um, we we have a very good Network to be able to try to help support that um, uh for the fear of other diseases and and or the re-emergence of things like malaria and Dengue and those types of things in our area. Any other colleagues have uh questions or comments MR. Goodman? Um, not so much question but a a comment. Um, I think that I think that the uh, you know education and giving pe getting that messaging out is is really important and I'm glad that we were able to work together on that. Uh last year especially during the aerial training which a lot of folks who are really concerned about and I think that some of that concern comes from just not knowing the dangers that are associated with um, you know, the the viruses that said that the mosquitoes uh carry I know that earlier in the year, we'll look right at the just as it started to warm up. There was a ton of mosquitoes and I was actually surprised that there was not uh in the aerial spring at that point. So when do you make that call? Um, we make that call, uh more specifically with if and when the virus activity starts to to pick up and the concern that we have or where essentially the mosquitoes that people saw in the spring. This happens every year. Um mosquitoes as the winter starts to through they kind of go in what we call hibernation. We die pause so they kind of hunker down a little bit for the winter time. They don't like the cold. Typically what happens in FEBRUARY or early MARCH we get this. These days of warm weather and it kind of tricks the mosquitoes into coming out and they get hungry, right? So they super they're they are super aggressive the mosquitoes specifically the majority of the mosquitoes that that we're seeing during that time frame. We do ongoing surveillance on uh, you know year round. So for that are not vectors of concern so the majority those mosquitoes were not concerning from us from a from a nuisance standpoint. Yes, absolutely. But from the virus standpoint, you know, and so the decision to do aerial application is really t try to suppress the numbers of mosquitoes that we have and and more specifically when there is local virus transmission that's happening. So without local virus, um, that's not something that we're going to do. However, we were going out, um doing inspections doing treatments, um doing localized, uh treatments to be able to try to help suppress those numbers the other challenge that we that. Is that even though they were warmer days. That makes are very cool and the time that typically we do these applications, which is right at dusk when mosquitoes are most active. Um, the environmental cnditions are not the best for that. Um, the the brief way to say it is that we need kind of a a an inversion, uh an inversion layer to keep the material in the area where mosquitoes are at. And in that time the the weather is so cool that the material actually really just gets sucked straight up into the air. Um, and so, um, it's not really conducive to be able to try a wide scale operations, but we were active responding to service requests that people's homes and localized treatments where we could be able to try to help support those numbers that typically again happens every spring when the weather starts to warm up all those mosquitoes that were hunkered down for the winter time, you know, they they get active and they get hungry. Thank you, and they said oh do you go for it? I just want to say thank you. Um, I always appreciate this presentation and I'm so glad for all the Outreach that you're doing. Um, and it it has hit home in our household in the last year because everybody's a friend who contracted the really severe form of the illness and I think until then I don't think I fully grasped. How severe severely the illness could impact and otherwise healthy person was really profound. So whatever we all can do with your health so appreciative of what you're doing. Thank you. Thank you. Thank you. Yeah, and I my 1 quick question just around Outreach. We've touched on it just a couple of times but more specifically around kind of what maybe some of the changes are or if we do need to get into an aerial spring situation what lessons we learned and what we're going to do differently just in terms of informing the public and what - that process would look like. From different from yeah, I I I think uh, we did a lot of uh are trying to do a little bit more of a targeted aspects to zip codes We have obviously Davis's I don't know exactly how many zip code you have 2 or 3 or something like that. We do social media things. I think 1 of the things that also came up with more ativity just in the the neighborhoods of trying to do neighborhood presentations coming to the farmers markets. I think was something that we immediately to be able to just try to get the information out as much as best as we possibly can. I think there were newsletter or stories that were written for newsletters that went out to neighborhoods. I think we got a number of contacts from uh from Jenny in terms of um, we're not necessarily people on our list or Community groups that we're not on our list so that we could expand kind of the Outreach from that perspective. Uh, we also picked up uh radio, uh ads in the area. Um, so that people were aware u from that and and honestly, we're we're open to any and all ideas. Because there is no just 1 way to do it. Uh, we want to have a diverse way because not everybody listens to the radio or watches tv or whatever that that is and so, um, Any idea that was there and I think we had a nice brainstorming session to be able to try to figure out what might work for your particular Community. Um, and we're open to that kind of moving forward that that that's our goal if we can prevent 1 person from getting sick a new experience that and it's not just the person that's suffering from or not, but it's their family and their friends and their workplace and all of those other things. It's a it's a long-term impact in effect and we want people to recognize that it is a very serious disease 1 thing that we also provide is repellent. Um, I forgot to bring 1 in my pocket but um, We buy repellent by the pallet. We buy thousands of packets. So I know you guys have a lot of uh evening events specifically coming up in the summertime. Give us a call more than happy to provide pamphlets information. And of course other calling packets so that people can use that so when they are out, um that they're not being bitten by mosquitoes. Thank you. Sure, just to be very clear. This is a climate interesting because climate change are there. If I knew all the factors that um, yeah, I might be it might be presenting to uh to the White House or something like that. But um, uh, but yeah, I mean, I think climate change definitely has a significant impact on the migration of particular, uh species of mosquitoes that are moving that were not here before. I mean, 20 25 through 30 years ago these 80 species were not here in California. Um, and so they are and they're becoming established that it's a it's the right climate climate for it. Um, and then of course these diseases are going to be just as well and they're they're more modifying. Points, so yeah, absolutely. I think I think it's definitely a significant factor. Um, and what's moving forward All right. Thank you MR. Goodman. I really appreciate you coming in and doing this, uh every year and helping us get the word out as well. Thank you. All right, uh we are now on to agenda item number discussion of downtown Davis 1 based code and we are going to uh, share and Jerry dunworth you, MR. Mayor. Good evening. Council members. I'm Darren denworth principal planner with Community Development Department. This evening staff is seeking direction from the council through discussion of some specific interpretation and implementation of the dwntown fund-based code to better understand the council's vision and intent with respect to in criminal Redevelopment of the existing developed properties. We're also asking for discussion about how to consider the code. With This evening. We're not asking. Uh, we're not giving you recommendations, and we're not asking for the council to take any action. Uh, we are seeing simply be seeking to have a discussion. This exhibit is from the downtown specific claim area and its depicts an illis illustrative plan that shows a possible buildout scenario. From this figure in the specific claim. Can see the areas of most intense development indicated in the darker brown color. You can also see the existing properties with less intense development, but are not identified in this particular scenario to be redeveloped more intensely. Generally it is these properties that staff would like to discuss. Should incremental investments in small to medium intensifying projects be allowed by the code, or is it the division to have legal non-conforming properties to remain so until they are redeveloped with intensity such as buildings consistent with the code as adopted. Second graphic, which is also from the span shows the existing building Footprints without future development. And so it provides a helpful overview of these existing intensity of development on a block block basis. So generally there are 5 topics that we would um like you to take up this evening. Staff have been diligently reviewing and processing downtown projects and having countered some situations and project proposals that don't neatly fit within a language and the intent of the form based code as staff understands it. Staff is seeking Direction related to these 5 topics that relate to council Vision regarding new development in the downtown plan area. The first 3 topics relate to existing structures and we have a few slides to share with you for reference. Is the detached house building type in this graphic is provided for reference in this discussion. Although many of the approximately 30 existing single family homes are more modest than this example nearly. All of them are found in neighborhood medium zones. And or contrast the multiplex large building type is provided here in this discussion as 1 of the several allow building types neighborhood maybe in a Zone but it is like the building to the greatest massing taller Heights and largest footprint as opposed to a detached house. To Zone a little bit further for purposes of your discussion the next 2 slides depict the north g Street area and why it is the d e streets, um neighborhood. These are 2 of the main areas of existing detached houses are predominantly found. Last 2 weeks relate to building site size for large Consolidated lots that create building sites that do not comply with the size limit. Code the question is building be separated into individual buildings or is the appearance of different buildings created through the use of architectural elements and materials acceptable to break up. What would otherwise be a model with the building? And in certain circumstances should it be permissible to develop 2 primary structures on a single building silent? This slide helps illustrate that on the left side the diagram, which is how 1 Property could be deleted into 3 books each with a separate building o it. They are our contiguous contiguous. They are side by side. There are no separation between the building and 10 is that they are separate and would look separate from the street Frontage. The hand diagram illustrates an example of 2 separate buildings But they are on the 1 building She could be interpreted to be 2 primary structures on them 1 building site, which is 1 of our questions. So our next steps after 2 weeks discussion staff will take your comments to Planning Commission 109 and request

Thank you. Uh, I'm Lynn mittler. Um, and this time, um, I'm not representing cool Davis running particular group, but this Proclamation yesterday was Earth Day each year on APRIL 22nd around 1 billion people around the world action to raise awareness of the climate crisis and bring about Behavior change to protect our environment. It's a day that always reverberates for True me. I love this Earth. I was thrilled that our Awakening after all our lives are intertwined with the health of our Earth and by 1970 we knew we had to take better care of our only home. The official purpose of Earth Day has evolved to this. Quote Earth Day reminds the world about the importance of Environmental Conservation and sustainability encouraging us to come together and take action for the day raises awareness and inspires change fostering a deeper and healthier connection with nature. every 22nd since 1970. Earth Day refocuses our support for the Environmental Protection of our precious and only home a wide range of eents coordinated globally by earthday.Org now reach 1billion people in more than 193 countries official 2024 theme is planet versus Plastics. Aimed at curbing our use of plastics. It's our job to preserve Nature's delicate balance and assure future Generations. They will inherit a healthy planet. Lynn. And now I will turn to council member partida for APRIL 27th as Arbor Day. You, and I believe Turin is coming up to accept this. This holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska Arbor Day is observed throughout the nation and the world the city of Davis has been recognized as a tree City usa for 44 years by the National Arbor Day Foundation and recognizes the contributions to healthy Community forests has to clean the air and water reduce storm water runoff enhance energy conservation and provide habitat for wildlife. MARCH 21st, 2023 the city council adopted a 40-year urban Forest management plan that establishes a vision goals and objectives to Define and guide Urban Forest management through 2016. The city of Davis encourages public private cllaboration for the care of the urban Forest enhanced by Partnerships with local Advocates and nonprofit organizations. Now therefore we the Davis City Council on behalf of the citizens of Davis. Do you hereby Proclaim 27th? 2024 as Arbor Day in the city of Davis and urge all citizens to support efforts to protect our trees and woodlands and to support our City's Urban Forest. Thank you so much. Um, I'm the executive director of tree Davis and I'm accepting this on behalf of my organization in the many people that have invested so much for the urban forest and Davis. Um, I've had the opportunity to work with many cities in my career and Ive never seen the city, uh that has so much reverence and appreciation and commitment to its forest. And I really do think that if uh a city can do Best Buy its Urban Forest that city is Davis and in the year and a half that I've worked, uh for this organization and within the city I've seen so much, um support from all of you, um on the city council and so many amazing people who work for the city of Davis and I thank you and I look forward to many many years of partnering with you in the future. Turin. I want to express my thank you for to uh, beautiful country. The United States of America is the land of foreign and the home of Brave. I want to share my personal experience. I'm a recent at uh, uh, 25 24 Loyola DR. I was on. I was on a 5150 50 50 in warranty hold and there were on MARCH 29th to 2 police my landlord come in ask you for check and I paid everyone but they but she turned around and looked at 2 police coming in without asking my name the 2 police take me to South house wheel. I stayed stayed there for 3 Days naked and then I was sent to uh, St. Joseph's Mental Health Center, and I to thank for this country because you know, I I request the for open hearing. And then uh Edison working County to send a judge and uh, I got help from the mental health Advocate, uh group from State and I want a case. I want my freedom back. I want to let everybody know, you know, 5150 involuntary hold it's not uh It's not the police and it is on patients menu. I want to read to everyone, you know, I do feel the police get involved to, you know, take me to the hospital without lighting. Um explanation is a violated my human rights and uh, it is from the patients Right Said the hold you have been placed on this not mean that you have been arrested. We're only hearing for students and the more yo
