Approval of FY 24 Title I School-Wide Waivers for Gombert and McCarty Elementary - LL [Board Policy 6:170 – Title 1 Programs Meeting Oct 16, 2023 - Regular Board Meeting Type Action (Consent) Recommended Action that the Board of Education approves FY24 ISBE Applications for Title I School-Wide Waivers for Gombert and McCarty Elementary Schools, as presented. Memo To: Members, Board of Education Adrian B. Talley, Superintendent From: Dr. Louis Lee, Deputy Superintendent Date: October 10, 2023 Re: FY 24 Title I School-Wide Waivers for Gombert and McCarty Elementary BOARD MEETING DATE: October 16, 2023 APPLICABLE BOARD POLICY(S): 6:170 – Title 1 Programs RECOMMENDATION: It is recommended that the Board of Education approve FY24 ISBE Applications for Title I School-Wide Waivers for Gombert and McCarty Elementary Schools. RATIONALE: ISBE has an approval process to designate schools Title I School-Wide. Since the percentage of low-income students at Gombert and McCarty Elementary Schools is not 40% or greater, they are considered Targeted Title I Schools rather than School-Wide. However, because their percentage of low-income students is between 20-39%, we can apply for School-Wide status (providing benefits to all students) through a waiver process. Both Gombert and McCarty Schools have been functioning as Title I School-Wide sites since the 2019-2020 school year, but new waivers are due on file. The benefits of School-Wide Title I programs include: Flexibility – Schools may combine resources (consolidating federal, state, and local funds), serve all students, and redesign the school and its services. All students are eligible to use materials and resources. Coordination and Integration – Schools will have a reduction in curricular and instructional fragmentation. Accountability – School efforts are clear and coordinated; all students are responsible for achieving the same high standards. Unified Goals – Schoolwide programs bring parents, the community, and the school together to redesign and improve the school. We ask the Board of Education to approve the FY24 ISBE School-Wide Title I Waivers as presented.
