Item No. 2 Uffice of the SOuth Gate City Clerk NOV05 2025 Ciffl of South Gate FILED (! lli \'@r CITY COUNCIL AGENDA BULL DepartmentHead: For the Regular Meeting of: November 11, 2025 Originating Department: Comm Develo Ciffl Manager: Rob Houston SUBJECT: ORDINANCE REDUCING CITIZENS' Al)VISORY COMMITTEE FROM 20 TO 10 APPOINTED MEMBERS PURPOSE: To introduce an Ordinance amending the number of appointments to the Citizens' Advisory Committee ("CAC") from 20 members to 10 members appointed by the City Council. RECOMMENDED ACTIONS: The City Council will consider introducing an Ordinance amending Section 1.25.020 (Membership) of Chapter 1.25 (Citizens' Advisory Committee), of Title 1 (Administration and Personnel), of the South Gate Municipal Code to reduce the number of appointed comi'nittee members to ten (10) entitling each Council Member to appoint two (2) committee members from among qualified residents of the city who are eighteen years of age or older. Before taking office, each committee member shall be confirmed by a majority vote of the City Council. FISCAL IMPACT: CAC members receive a stipend of $25 per meeting. The reduction of members from 20 to 10 will yield a savings of $250 per meeting. ANALYSIS: The City Council is being asked to provide direction as to whether an ordinance should be presented for consideration to change the membership number of the advisory body. Should the City Council approve the introduction and adopt the Ordinance, it would be effective in December 2025. At that time, City Council Members would be asked to submit their nominees to be agendize for City Council approval. The goal would be to convene the first meeting of the new Commission in time to consider the Coinmunity Development Block Grant ("CDBG") awards for FY2026-27. BACKGROUND: The CAC is an advisory coininittee to the City Council. The City Council, by state law, is the responsible legislative body in matters relating to the annual action plan process. The CAC is involved in the development of the annual action plan and the development and/or review of all elements pertaining to the planning and preparation of the CDBG Program. The committee assesses community development needs and reviews comi'nunity objectives whenever deemed necessary and provides recomi'nendations on the use of CDBG funds to the City Council. 1 8

The CAC currently meets on an as-needed basis (meeting up to six (6) times a year) and is comprised of 20 members appointed by the City Council. In recent years, filling all committee seats has proven challenging, and achieving a quorum formeetings has also been an ongoing issue. Staff recoinmend reducing the number of CAC members to improve the manageability of appointments and to increase the likelihood of reaching a quorum for future meetings. provider's contract. ANALYSIS: Willdan currently provides essential services to the City of South Gate ("City") through the Housing Authority. These services include Section 8 housing inspections. The proposed amendment allocates funding for services already provided by Willdan in support of Section 8 housing inspections. Willdan's continued involvement has been essential in maintaining compliance with HUD regulatory standards-particularly during the interim period as the City works to fill the vacant Housing Inspector position. Staff conducted an analysis and determined that hiring a full-time Housing Inspector would be more cost-effective than continuing with contracted inspection services, resulting in an annual cost savings of $64,416.47. The City is actively recruiting for this role and anticipates concluding Willdan's services upon the successful onboarding of a full-time Housing Inspector. ATT ACHMENTS: A.
