FINANCIAL SUMMARY (GENERAL FUND) (Page 1) On February 29, 2024, the reserve for economic uncertainties was $15.2 million, which is 4.5 percent of the working budget. In addition, the components of the projected ending fund balance also include Nonspendable: revolving cash, stores inventory, and prepaid; Restricted: categorical; Committed: vacancy savings, school & department carryovers, IT equipment refresh, classification study impact, synthetic turf & track replacement, Deferred Maintenance contribution (24/25); teacher laptop refresh (24/25-27/28), school safety, AB218 Schools Excess Liability, and budget reduction mitigation; and Assigned: budget flexibility. PIE CHARTS (Pages 3-4) Revenue shows 72.0 percent of our total income is generated by the Local Control Funding Formula (LCFF), which is directly related to our average daily attendance (ADA). Any changes in ADA will directly impact the amount of funds we receive. Expenditures for salaries and benefits equate to 81.7 percent of total expenditures, minus other outgo for debt service payments, tuition, and indirect costs. INCOME (Page 1) Projected revenues through February 2024, amount to $328.3 million. Since the Adopted Budget, adjustments have been made to the Federal, State and Local revenues. The $17.6 million increase is comprised of the following: $4.8 million increase in program funds re-budgeted from prior year unspent balances, $.4 million increase in Federal ESEA dollars, $1.5 million increase in CA Community Schools Partnership Program (CCSPP), $2.7 million increase for Arts and Music in Schools Prop 28, $1.7 million increase for electric bus Air Pollution Control Board Grant and Hybrid & Zero Emission Voucher Incentives, $3.7 million increase in LCFF, and $2.8 million increase in miscellaneous program balances. Refer to details on pages 5-9. EXPENDITURES (Page 1) The forecast through February 2024 is $337.2 million. It includes all known program changes and carryovers from 2022-23. Changes from the Adopted Budget include carryover balances re-budgeted from prior year unspent balances, projected unexpended adjustments, impacts from bargaining, department and school site allocation adjustments, position growth, school safety, classroom technology, and additional expenditures offset by new revenues. Refer to pages 10 and 11 for a more detailed analysis. ROUTINE MAINTENANCE ACCOUNT (Page 12) Senate Bill 50, the Leroy F. Greene School Facilities Act of 1998, requires that school districts who accepted school construction funds under this Act must comply with the requirement to deposit and subsequently spend three percent of the total general fund adopted budget on maintenance on an annual basis for 20 years. Actual expenditures through February 29, 2024, amount to $6.8 million. AVERAGE DAILY ATTENDANCE (ADA) (Page 13) The projected P2 ADA for 23/24 is 14,959.61. However, per the state funding model, the District’s regular ADA funding is based upon the greater of current year, prior year or 3-prior year average and thus the adopted budget reflects funded ADA of 15,644.43 (three year prior average). CASH FLOW (Page 14) The year-to-date ending cash balance amounts to $101.7 million. No short-term cash borrowing via TRANS is required this year. Water usage through February decreased by 2.0 percent when compared to last year and costs increased by 7.3 percent. The grant funds were originally allocated to fund class size reduction and mental health therapists at each of our school sites over the period FY 22/23 through FY 27/28 as approved by the Governing Board at its October 11, 2022, meeting. At this time, staff is recommending a revision to the grant funds allocation to accomplish the following: 1. Re-allocate funds originally planned for class size reduction in FY 27/28, moving these funds to next year, FY 24/25, and changing the purpose to Special Education. This will allow the District to continue to allocate one (1.0) Special Education Mild/Mod FTE to each comprehensive site to serve as a Core Subject and Intern Support. This support had been provided by the General Fund and this shift will accomplish a cost savings to the General Fund. This 1.0 FTE support will discontinue in FY 25/26 pending a replacement funding source. Also, class size reduction will discontinue in FY 27/28, pending a replacement funding source. 2. Re-allocate mental health therapist funds originally planned for FY 27/28, moving these funds to next year, FY 24/25. This will allow the District to continue funding two mental health therapists at each site through FY 24/25, rather than reducing down to one therapist next year as originally planned. As a result, we will now reduce down to one therapist in FY 25/26 and discontinue the program after FY 26/27 rather than after FY 27/28 as originally planned, pending a replacement funding source. This change is being recommended as the need for the higher level of support (two therapists) has been identified as a high priority for one more year than originally planned. Please see the attached which illustrates the recommended revisions. Adoption of Resolution (2024-31) Approving Award and Authorizing the Execution of the Lease-Leaseback Contract Documents for the West Hills High School Network Upgrade Project Meeting Apr 25, 2024 - Regular Governing Board Meeting Type Action Fiscal Impact Yes Dollar Amount $250,000.00 Budget Source Proposition U Bond Funds Recommended Action Adoption of Resolution (2024-31) Approving Award and Authorizing the Execution of the Lease-Leaseback Contract Documents for the West Hills High School Network Upgrade Project The “Lease-Leaseback (LLB)" Construction Delivery Method allows for the District to enter into an arrangement with a “person, firm, or corporation” to which the school district’s property is leased, and this “person, firm, or corporation” will build or modernize a building or buildings on the property. Approval of this item allows the District to enter into a contract with C.W. Driver under the LLB method for the Network Upgrade Project at West Hills High School. A public notice calling for proposals was advertised with the Daily Transcript on January 5 and 12, 2024. After receipt of proposals, staff conducted a review of the two respondents and is recommending C.W. Driver based on a ‘best value’ criteria as established in the RFP in accordance with Section 17400 of the Education Code. Approval will authorize District staff to proceed with the finalization and execution of the LLB contract documents consisting of a Pre-Construction Services Agreement, Site Lease, Sublease, and Construction Services Agreement. However, the Board should be aware that at this time, the LLB Contractor will only be authorized to commence work on the Increment 1 Work described in the Resolution consisting of certain pre-construction services, limited investigatory work to support the design effort, as well as certain demolition/removal and temporary make-ready work that does not require DSA approval. This increment would authorize payments not to exceed $250,000. No permanent construction work on the Project will commence until final approval of the plans and specifications is obtained from the Division of the State Architect pursuant to the requirements of the Education Code and a final guaranteed maximum price (“Final GMP”) is established as further described in the LLB contract documents. In addition, at that future time, District staff shall also bring back an amendment to the LLB contract documents for the Board to consider formal approval of the Final GMP for the Project. Approval of this Board item will authorize District staff to finalize and execute the LLB contract documents with the Contractor consisting of a Site Lease, Sublease, and Construction Services Agreement. Work may only commence with a Notice to Proceed for the outlined scope of work.
