As a county and as a country, we must pause to paw tribute to those brave patriots who came before us and never came home. While we all recognize the preek presume sacrifice, we honor gold star mothers who mourn their heroic loved ones >> gold star mother is a mother of a fallen service member in a time of conflict. Accepting today is gold star mother karen sue uck. Karen is the very proud mother of united states marine corp corporal ian sue uck. >> he was killed in action in 2,004 in iraq. [Applause]. >> thank you very much. [Applause]. >> third proclamation is declaring safe boating week in martin county, florida. >> on average, 650 people die annually in boating related accidents in the united states. 76% are caused by drowning and 85% of the victim resist not wearing a life jacket. >> significant number of boat ers who lose their lives would be alive if they wore their jackets. They amend the awks I willie for their efforts in further ing the goals of safe boating week campaign. Recognized this year from MAY 21, to the 27th and year round efforts to provide safe boating. here to accept, we have cheryl o'neill who is vice commander with the coast guard auxiliary. >> [Applause]. >> good morning, commissioner s and guests. I am cheryl o'neill. I am the vice commander of float till he la -- flotilla commander and 60 other member s, that it is an exciting honor to be here. We wish to thank everybody here for all the support that you have given us over our 60 -- 80, I am sorry, 80 year s of continuing service to the boating community in martin county. We are the largest uniformed arm of the coast guard and as such, we carry a force multi flyer for them. Out in the water, the air and the classroom. Being the ones who talk about and educate on boating safety >> we have a motto. And it is a motto since 1938. It is semper firidis, it mean s always ready. We are always ready and to help. Wherever we are needed. Treasure coast is the premiere boating area in florida. We might get some challenges on that and it is I believe where it is. In martin county, we have over 1600 registered boaters today. Add those to all the nonarea boaters that are in the water ways and you can imagine how dangerous they are. Last weekend, we had a multimillion dollars vessel grounded itself. I am sure there is a better word for those who are in the navy to what it is called. But, really did some major damage and all because they don't know our waterways. >> what do we do to help that >> since 2020. Now, that really covers covid time. We have had nearly 600 people that have gone through our classes for the boating safety courses. That is a lot. But, it is not nearly enough. There is 77% of natal boating accidents because people never went to a boating safety class. That is a lot of numbers. And of that 77%, 26 of that, 26%, are for personal water craft. You have kayaks. Wave runners and that is 26% of natal scents. Boating accidents. Of all the boating accidents. 86% are drownings. And those are drownings without life jackets. So, our milings really is -- mission really is to get people out there wearing life jackets. Life jackets save lives. That's where we are a team. >> everybody in martin county , whether it be the public or whether it be our commissioners. Our sheriff's office just all the water safety people that are out there. It is our responsibility to get people educated because we don't want to see our hospitals and morgues build up. That is kind of detailed, but that is where it is. So, wear your life jackets to work week is this time. Friday is actually wear it to your job. Take a photo of you in it. Post it to your what do you call it. Media site. And just know that it is a impact. And we are here to save lives so thank you. [Applause]. >> MR. Chair. >> cheryl, I wanted to say to your organization, you recent ly celebrated your 50 th anniversary. Eightieth anniversary at sandsprit and furthermore, you were flotilla of the year which is a huge, huge deal of every flotilla and that is coming off the end of covid. So, you were able to organize your all volunteer organization. So, congratulations on that. That was a significant accomplishment and I just wanted to recognize it. >> we thank you for everything. >> from all of us. >> commissioner hetherington has been very, very vocal is supporting our missions as a voting, having attended, yes, our flotilla of the year award ceremony and speaking at our 80th anniversary community event. Thank you very much. This is a bravo zulu award. It started back in world war ii and by admiral halsey and it is a unit level award. He started it with a way that , to communicate to other people that everything was good. And it means job well done. I want to thank you for what you are supporting. And you can have that. >> it is a challenge point. >> that is quite a surprise and I am very humbleed. Thank you. >> get one of these. >> appreciate it. >> thank you very much. >> thank you. >> is donna here? >> yes. >> we are now going to have a proclamation number 1. Blue star memorial donation and it is presented from the stuart garden club. Map >> just pull that mic back towards you. >> laura is on it. >> thank you. >> good morning. And my name is donna ray pearlman and this is my co chair here. Marge pashotta and we are representatives from the garden club of stuart. What we are going to be doing is presenting a blue star memorial and we are thanking you so much for already giving us permission to do one, I think it is MR. Harris >> yes. One you have already approved we do have to approve it. We would like for you to pick one or two more parks if you could possibly do that, that might deserve to do this. Right now we do have blue star memorial but it is a small plaque. It is quite large and I think you all received pictures already. That's it right there. If you look at the memorial. It is pretty large. But I do have to mention the one that is already in memorial park in stuart is getting a little tattered. >> a little tarnished. And we are talking about either replacing it but not necessarily there. If you would like to consider possibly doing this really large blue star memorial in stuart, with you we would like to get approval for that from you as well and maybe another park. We have to decide which park that it will go in. It should be in a park where there is a lot of activity going on. Good safe lighting and people do unfortunately steal these. It is bronze and it is worth a lot of money. So we would like you to consider a couple more parks. >> we do plan on installing this sometime next year and everybody right now is in a hiatus in the garden club. So we are thinking we will have a choice probably next NOVEMBER or in DECEMBER, we will actually vote on which one we will choose to do it. >> this one is already established and we could put that in another park. But I would like for you to consider possibly allowing this one to be replaced with the smaller one and maybe in a better location. Any way. If I have any questions at this point. I would like to take them if I MAY. >> I have a question. >> yes. >> is in the location that lance corporal wilson park. >> that is one that you approved already. But, we would like for you to come up with a couple more locations and I know I personally. Both of us are from palm city >> good for you. >> yes, thank you. >> she was from hobe sound originally and I was original ly from stuart. >> well, you are making smart moves. >> yes, thank you. >> and but, there is, you know, we had discovered about the memorial bridge. We thought about putting it there. Unfortunately, the one that we have installed in indiantown, twice has been hit by cars. We have had to replace those and we need to discover something that is not necessarily on a road. Because we have no idea what could happen to that. We have replaced them twice now. In indiantown. >> come up with another park. >> I have a great idea in district two and have patricia come down from my office and speak to you about it. >> that would be wonderful. we resume the and we are going to be having. She and I are in charge of the current one right now and it does need a little either refurbishing or a total re placement. >> any other questions. >> we appreciate it. >> hello, MISS Sarah. She is a member of the garden club. So. And she understand you have done this before for us. >> yes. >> if there are any other questions. You can talk and I want to thank MR. North cut as well. >> he will be very, very help ful. >> thank you very much. >> I have a couple of public request to speak forms. If you are interested in speaking to us this morning on a general topic. We will take those now or if you wanted to speak about agendaed item that is happen ing later today and won't be able to be here. You can speak about the item now. However, if you speak this morning about it. When we get to the item later you won't be able to speak about it again. Also, the way the system work s, we have three, you will have three minutes to make your comments at the two minute 45 second point. It means that you have 15 seconds to wrap up thoughts so that you are not just immediately cut off. miss kryzda has something she would like to add prior to us going into public comment. >> yes, sir, thank you. >> we are currently in what we refer to as an election season. We have county commissioners that is are in active campaign for re-election. Your public comment is to address the board of county commissioners as a whole. We don't allow partisan politicking which is the election or defeat of a particular candidate. Use of words. Dates. Signs, propss or wearing apparel that expresss rad voa cassie for a person or group of persons is not allowed. Thank you for your cooperation. You have three mondays. >> thank you very much. We will start with MR. James kim believe. >> good morning and welcome. >> I am going to be speaking about the comprehensive plan to jensen beach. I guess that's the change in the parcel from general commercial to industrial for use. >> so. Just, as a fyi, I have been a resident of south florida, various parts of it since 1956. I am pretty familiar with. Things that have changed in that time. I moved to martin county 10 years ago to escape the nightmare west palm beach had become. >> the decisions being made there for out of control building with no regard for the impact it would have on the quality of life for its residents. Over the past couple ofiers. I have seen the same out of control building occur here. >> road system insist martin county. Especially along federal federal highway and kanner road in the off season looked like they did in season a decade ago. >> everywhere I look now. All the green spaces are being bull dose and developed the decisions being made are turning the city into another nightmare. No concern for the impact. Your decisions have having on the road systems or the people of this community. You were elected to represent the best interests of the people but it appears to me. You only represent the wish of the realtors and the developers. I urge you to, until you have a plan to address the congestion along the road systems and especially along the federal highway corridor. Stop all further development in those areas. If not. Maybe it is time for the people of this community to elect commissioners who will elect them rather than real estate developers.% I appreciate the time. >> thank you, sir. >> our next request to speak form. >> thank you so much. For. where you can view the county commission and the administrator e-mails for transparency. That is so lovely. It commits to transparency. >> I had a letter there wednesday and I wrote one thursday and that didn't get on and so, I have made a copy for each one of you. I am going to read it though. >> I said on saturday, you didn't get this one on. >> for some reason, it didn't get on. >> this is to the attorneys for tax collector and the property appraiser MR. Wools ly. >> thank you for your letter. Of course I need counsel. That's why we are waiting on an order in the federal court case since MARCH 28th for a voluntary attorney. I have been to so many attorneys for help on contingency and recorded all the attempts with the court. The one I spoke from north palm beach said that is a hornet's nest and I am not getting into it. We continue to wait to end the litigation with a remedy to our harm. According to the fifth or 14 th amendments. With punitive damages. And elected public officials who. >> victoria, hi, karen, this is APRIL 25, 2022. Hope this finds you well. I am sure you are aware the tax deed is applied for on the property. I wanted to reach out one more time to see if you would accept a payment for a corrective deed before it moves to sale. >> clearly, even he knows the deed is defective. >> all I am asking is that from the 19th circuit and the U.S. District court that our home does not go for a tax sale until the litigation is settled. That is the fair and probably legal thing to do. We are trying to return a minor child to her lawfully homestead where she was unlawfully removed due to the city's fraudulent report of an unstave structure. The house was built in 1929. Never unsafe. It is still a safe structure today. As a matter of fact. If it takes a little vaj to raise a child. It takes a village to harm one. Now, you are responsible for your attorney. I sent. We the judge, right here says it is a pending case, I was given two dates and your attorney will not respond and is not good. So. Here is your little please put my e-mails on. Thank you. >> thank you, ma'am. >> our next request to speak form is MISS Carol fitzpatrick. >> you are ignoring me, sarah . >> they were promised to residents in JANUARY. Tell me who do you represent? Today, bright line is going to come up and speak. How many trains per day will this be in addition to the freight trains that are already going through. Martin county is the envy of all south florida. Why do you think residents are relocating here. >> your actions today will be remembered come election day and water side property runs along st. Lucie waterway. County would like to purchase 30 acres of the water side property off kanner high and rural area for maintenance facility. This property is near the sewing waterway. Will this property have any contaminants. How will it affect the already existing waterways continuing problems are in peril at this time. How will you connect to water and sewer. >> this purchase was up for final approval APRIL 19. What is the status today. With no knowledge of discussion beforehand. Can that be. Does it mean you already have set your minds to approve the amendment. If so, think of the damages you will be causing for the future of the county. Just remember what you are voting on. This is your county. This is your legacy. >> we are already paying for over the past centurys problems that they have caused. This is in your hands. Please. >> thank you. >> thank you, ma'am. >> our next request to speak form is MR. Jeff whitman. >> rchghts MR. Whitman, good morning. >> good morning, everyone. Jeff whitman. Hobe sound. In 2019. >> when the commission approved construction of the $8 million fire rescue train ing center, sarah heard dissenting. There was no mention of gopher tortoises on the site. Now, it appears that there are 26 gopher tortoise burrow s on the 6.49 automatic er site. Acre site. This is surrounded by several acres of scrub habitat which is environmentally sensitive land and would be perfect for relocation. For the gopher tortoises. I would hate to see the gopher tortoises move to the county. Whenever they moved. The county is filled up now. They can't put any more in the county. Why doesn't the county create a gopher tortoise preserve on the adjacent property since there is currently no preserve anywhere in martin county. Looking at the aerials. It looks like there is 15 to 20 acres of scrub surrounding this fire rescue training site. Is it because the rest of the property surrounding the site is also slated for airport expansion? This is environmentally sensitive land and should be preserved and not bull doseed -- bulldozeed. >> florida scrub has many endemic plants which occur here and nowhere else in the world. Over 300 other animal species MAY use the gopher tortoise burrows. So, it is now surprise that the dwoafer tortoise is protected by law and those laws need to be strengthened. I want to thank all the commissioners who are oppose ing airport expansion. Let's keep it a friendly community airport. And keep the big corporations out. I am speaking for the gopher tortoises. Because they can't speak for themselves. Thank you very much. >> thank you, sir. >> our next request to speak form is MR. Harry Mcart macarthur. >> good morning, sir. How is everybody today. >> thanks for coming up. >> harry mcarthur. >> I am here on a couple of things. I will tell you what. You folks have done amazing on so many things on so many parks and so many things that I can't were brag you up enough on. But, a few things I think we have really messed the mark object is the last month the rural density issue. I think we missed that. I got a letter from the guardians. And they are pushing this. I think they are out of touch I think people aren't listen ing. I think if we think about this and redo this. I think staff did a good job but we need to take it one more step. If we go to the developers. Atlantic fields or whatever and say. If you are going to build 300 homes or 400 homes or whatever you are going to build. We want 50 other 100 per that for low income housing for our people that are working on air conditioning. Cutting lawns. Doing all this stuff and they have to work in martin county if they get these homes and I don't care if they are in indiantown or anywhere in the county. We need this. It is a desperate situation. You have port st. Lucie that feeds palm beach county and martin county. Well, let's make it just for us and work with these people and I think we can have you know, 20%, 30% you know. Homes and 70% green space out there if we work together with the people that are working on our homes and everything else and this could work out very well for the county. But, you would have to have it where, whoever the people are working for, we would have to send their w-2's into the county to keep them in the house. work in palm beach county and somewhere else. I think. This is an opportunity missed planning and zoning board. I proposed running willoughby to bridge road. And maggie and everybody went after me and wanted to roast me. Now, it seems like that would be a good idea if we had the road flew. I don't care what you say. Hindsight is 2020 and we need another north south corridor and you will never get it now something like this would be very helpful for the county if we can look at something where we take care of the people that are working on our things. Whether you are doing whatever these service jobs are and the restaurant business and this. Right now, we don't have it. And it is a tough situation. So. Why not. Let's look at it from this way and go after it. >> time is up. Great seeing everyone. Thank you thank you. >> sorry to bother you. Appreciate it. Thank you. >> thank you, staff for all you do. >> thank you. >> our final request to speak form if there is anyone else that would like to speak to us before we get into the regular portion of the agenda , now would be the time last request to speak form is MISS Jennifer fore >> we all come up here and bark at you. But, I have got my turn. Good morning. >> let me put my glasses on. I have five questions here. All right. This is all about symmetry and when we pull out of the community area. We used to be able to see a beautiful land of green forest. Now, it is just going to be w awa. Kind of sad. And also, it is going to be a retention pond and we are concerned about that. >> we are hoping that whoever is going to be doing that will consider putting an air ed, air fountain. >> a fountain. Thank you very much. >> if they don't do that. It could be very smelly there so, we hope they consider to doing that so the water will be able to breathe. We don't want it smelly there and the little landscaping. Th
