City Manager Steigerwald recommended that the Commission vote on each seat separately. He announced that all candidates for Seat #1 had met the requirements to qualify per the City Charter and verified that there was not a statutory requirement for candidates to be in attendance tonight. Commissioner Martinez announced that she would be abstaining from the vote for Seat #1 qualifications, due to her husband's personal interest in the candidate, Lisandra Roman. Commissioner Martinez's Form 8B is attached as Exhibit "A". Commissioner Alvarez made a motion to approve the qualification of Candidates for Seat #1 (Lisandra Roman, Noel Ortiz, Jaime Reyes). Commissioner Castano seconded the motion. AYE: Mayor-Commissioner Gonzalez, Commissioner Alvarez, Commissioner Castano, Commissioner Eady NAY: None ABSTAIN: Commissioner Martinez Motion carried 4-0-1. City Manager Steigerwald announced that all candidates for Seat #3 had met the requirements to qualify per the City Charter. Commissioner Martinez announced for the record that her husband performed work for Seat #3 candidate, Wade A. Choate, but has not had an employment contract for over a

6/18/2024 year. She will not be abstaining but wanted to go on record with the information. Per City Attorney, Sanchez de Fuentes there is no voting conflict. Commissioner Martinez made a motion to approve the qualification of candidates for Seat #3 (Wade A. Choate, Carlos Alvarez III, Rubin Anderson, Nichole Wagoner de Arguello). Commissioner Castano seconded the motion. AYE: Mayor-Commissioner Gonzalez, Commissioner Alvarez, Commissioner Castano, Commissioner Eady, Commissioner Martinez NAY: None Motion carried 5-0. City Manager Steigerwald announced that all candidates for Seat #5 with the exception of candidate Olga A. Carino had met the requirements to qualify per the City Charter. The City provided the residency concerns within the agenda packet for Commission consideration and discussion. He reiterated that the City Commission, per the City Charter, is the <sole judge of qualification of it's own members= and it is the decision of the Commission based upon the facts presented. The Commissioners received emails from citizens which were distributed on the dais for review (Exhibit "B"). A copy of candidate Olga A. Carino's paperwork submitted to the City for qualifying was distributed for review ( Exhibit "C"). Mayor Gonzalez invited Jeremy Fetzer of the Osceola Action Committee, 3523 Bay Court, Saint Cloud, to the podium to speak. Mr. Fetzer sought to challenge the qualification of Seat #5 candidate, Olga A. Carino, and recommended she be disqualified for failure to establish residency. Mr. Fetzer provided a packet of information tabbed 1-9 with information to substantiate the claim (Exhibit "D"). In Mr. Fetzer9s petition, he asserted a variety of allegations, including voter registration and homestead exemption fraud. He called into question the failure of the candidate to establish a clear pattern of residency at 705 Catherine Street, Kissimmee, Florida. He further requested the recusal of Commissioner Martinez and Mayor Gonzalez due to alleged conflicts of interest. City Attorney Sanchez de Fuentes stated that there was no financial benefit from the vote, and photographs of Commissioners with candidates do not rise to the level of personal affiliation. After holding a discussion about personal and business relationships, Commissioner Martinez confirmed for the record that she will have no future benefit from any candidates for Seat #5 and to do so would be an ethical violation. The Commission and Mr. Fetzer further discussed homestead concerns for the property located at 1091 Hidden Harbour Lane and 705 Catherine Street. City Attorney Sanchez de Fuentes provided a homestead exemption cancellation form, where candidate Olga A. Carino declared her intent to relocate and move from the 1091 Hidden Harbour Lane property in February 2023 (Exhibit "E"). Mayor Gonzalez invited Ms. Carino and her representative to speak. Ms. Carino's attorney stated that the petition had no standing and that she had complied with the residency requirement. He asserted that candidates are entitled to have multiple residences and other relatives are residing in those properties. He further asserted that receiving mail at multiple residences does not disqualify a candidate. He requested the Commission postpone their decision. City Attorney Sanchez de Fuentes confirmed that a decision must be made tonight as there are deadlines set by the State and the Supervisor of Elections Office requires the approved ballot language. Commissioner Eady clarified with candidate Carino who was living at the 1091 Hidden Harbour Lane address and Ms. Carino

6/18/2024 confirmed her father was living there and she currently resides inside of the City limits and maintains she has done so for a year and a half. The Commission, Mr. Fetzer, and Ms. Carino's attorney discussed documents that were collected by the City to establish residency, including utility bills. Mr. Fetzer alleged that even with the homestead cancellation form submitted for 1091 Hidden Harbor Lane, the property at 705 Catherine Street was illegally homesteaded and asserts Ms. Carino has failed to provide a Kissimmee Utility Authority or Toho Water bill with her name on it during her tenure living at 705 Catherine Street. Nelly Hernandez, County resident, addressed the Commission. She and Mr. Fetzer requested that Ms. Carino provide her Toho Water or Kissimmee Utility Authority bill to establish residency as well as the domicile agreement outlining the same. She urged the Commission to look at all the facts and documents presented to them. The petitioners reiterated that the lease provided for 705 Catherine Street did not indicate that the utilities were incorporated into the rent. The requirements of the City Charter and the qualification documents collected pursuant to City Resolution #06-2019 were read out loud by the City Manager. After a review of the information presented and a discussion being held, the Commission rendered a vote. Commissioner Martinez made a motion to approve the qualification of all candidates for Seat #5 (Olga A. Carino, Olga L. Castano, John Cortes, Jackie Espinosa). Mayor Gonzalez seconded the motion. Mr. Kapp recommended the language be amended to include a specific width requirement and that law enforcement be more present for enforcement purposes. DO NOT REPLY, CLICK LINKS, or OPEN ATTACHMENTS unless you recognize the sender and know the content is safe Hello, I am writing to bring to your attention a matter I find concerning regarding the residency of a candidate currently running for mayor. As a long- standing resident of the city for over 20 years, I find it troubling that this individual may be misrepresenting their residency status in order to qualify for candidacy. Attached are documents that I feel show that she is being untruthful. It is my hope that you will thoroughly review this information and conduct the necessary due diligence to ensure that everything being presented to the citizens of Kissimmee are factual. The attached document is a lawsuit she filed in 2023 on behalf of her son. Look at the address listed on her insurance. i
