Every day, FSBA staff work on your behalf to advocate for strong public schools and effective local governance. As the largest professional association for Florida school board members, FSBA ensures your voice is heard by the State Board of Education, the Department of Education, the Florida Legislature, Congress, and other key partners. We are proud to serve you and to evolve alongside you as the needs of public education continue to change. Your district’s dues support the services and resources members rely on, including: On‑call consultation services—our most valued member benefit Timely publications, updates, and policy analyses Newsfeeds with legislative tracking and summaries A $100,000 accidental death insurance policy Exclusive access to national associations, professional learning, and training Discounts on trusted products and services Just as importantly, your membership allows FSBA to continue expanding the training, advocacy, and support you have asked for. Bargaining Chief Negotiating Officer Meeting Mar 12, 2026 - The School Board of Nassau County, Florida Category G. Action Items Type Action Recommended Action recommend approving to appoint the Director of Human Resources as the Chief Negotiating Officer. AGENDA STATEMENT ISSUE: The district currently incurs significant legal fees by relying on outside counsel to serve as the lead negotiator during bargaining sessions. While legal expertise remains essential, the ongoing use of attorneys to perform negotiations results in higher-than-necessary costs. Designating the Director of Human Resources as the Chief Negotiating Officer will substantially reduce district expenditures while still allowing the district to access legal counsel on an as‑needed basis for guidance, document review, and complex legal matters. ALTERNATIVES: Appoint the Director of Human Resources as the Chief Negotiating Officer , including a stipend for negotiation responsibilities and continued availability of legal counsel as needed. Continue with the current model , relying heavily on legal counsel for negotiation duties, resulting in higher ongoing costs. Assign another district-level administrator to serve as Chief Negotiating Officer. Contract with an external negotiation consultant to assume bargaining responsibilities. RECOMMENDATION: Approve the designation of the Director of Human Resources as the Chief Negotiating Officer , and authorize a stipend of $4,000 , to be provided after the ratification of each negotiated contract in which the Director participates. RATIONALE: Assigning the Director of Human Resources to serve as Chief Negotiating Officer will: Reduce reliance on external legal counsel for direct negotiation activities. Result in meaningful cost savings while maintaining access to legal expertise when necessary. Enhance consistency, accuracy, and strategic coordination in bargaining communications. Centralize labor relations within the department best equipped to manage employee relations, contract language, staffing needs, and compensation structures. Strengthen relationships with employee groups through a single, informed district representative. Preserve continuity and institutional knowledge across bargaining years. The supplemental $4,000 stipend acknowledges the substantial time, preparation, and expertise required for effective negotiations and compensates the Director for work that often extends beyond normal operating hours. IMPACT STATEMENT: This action is expected to reduce overall district negotiation costs by limiting the use of outside legal counsel during bargaining. The only direct cost is the $4,000 stipend per negotiated and ratified contract. The net effect is anticipated to be cost‑positive for the district.
