CITY OF COCOA BEACH – BOARD OF ADJUSTMENT

MEETING MINUTES

Wednesday, March 15, 2023 @ 5:15 P.M.

Members Present: Joshua Jackson, Chair; Michael Goldberg; Ronald Boger; Jay Cole, Alt #2

Members Absent: Don Haynes, Vice Chair; Raelene Manning; Summerpal Kahlon, Alt #1

Staff Present: Tanja McCoy, Director of Development Services; Christie Anderson, Principal Planner;

Tabitha Armstrong, Associate Planner; Becky Vose, City Attorney

A. CALL TO ORDER: Mr. Jackson called the meeting to order at 5:15 PM

Approval of February 15, 2022, Meeting Minutes: Mr. Boger motioned to approve the meeting

minutes as presented; Mr. Cole seconded; the motion was approved by all present.

Disclosure of Conflict: Site visits to 105 E Pasco Lane made by Mr. Boger, Mr. Cole, & Mr. Goldberg

Swear In of Witnesses: Tabitha Armstrong, Associate Planner

B. OLD BUSINESS: None

C. NEW BUSINESS:

1\. Mrs. Anderson presented variance Case # PZ-23-4, variance per Cocoa Beach Land

Development Code Section 3-09 Q.4 to allow a driveway to be constructed with an opening

greater than the required maximum of 20 feet. The property is located at 105 E Pasco Lane.

Mrs. Anderson addressed questions and comments from the board. The applicants (Mrs. Carol

Connolly & Mr. Jeff Parks) presented their request. Questions and comments from the board

followed. There were no public comments. Board discussion followed. Mr. Boger motioned to

approve the variance request Case # PZ-23-4. Mr. Cole seconded. The motion to approve the

variance was lost. ROLL CALL VOTE CARRIED 2:2. BOGER AND COLE VOTED YES. GOLDBERG

AND JACKSON VOTED NO. Mr. Jackson motioned to deny the variance request Case # PZ-23-4

specifically citing the criterion required for variance approval in LDC 4-39 D.2, 3, & 5. as having

not been met. The motion to deny the variance was approved. ROLL CALL VOTE CARRIED 2:2.

JACKSON AND GOLDBERG VOTED YES. BOGER AND COLE VOTED NO.
